Rules and By-Laws of the Mid-Ohio Valley Youth Football League 2013 1. To be eligible to participate in the league as a player, the child cannot be older than the highest age in their division on or before July 1st of their participation. 2. The league is divided into 3 age groups and are as follows: a) 8 yr. Old and younger b) 9-10 yr. Old c) 11-12 yr. Old, No player shall be permitted to move down in age groups: example: no first yr. 9 year old will be permitted to play on the 8 yr. old and younger team although players will be permitted to move up in age groups. Once moved up, he/she cannot move back down. 3. This league will be governed by the following weight restrictions: * Maximum weight restrictions for age groups: 8 yr. old and under: 115 lb. & under potential ball carriers No weight limit for linemen 9-10 yr. old 140 lb. & under potential ball carriers No weight limit for linemen 11-12 yr. old 160 lb. & under potential ball carriers No weight limit for linemen Weight limits on players who can potentially handle the ball (except fumbles and interceptions). Any player who exceeds the weight limit for potential ball carriers CAN NOT line up in a potential ball carrier position (i.e. backfield, slot, wing or TE). Players who exceed the max limit will have a dot of contrasting color on the back of their helmet. *All teams will be weighed in at the same location prior to the Grid-O-Rama. *Players who are within 10 lbs. of the weight limit can be weighed prior to each game if requested by the coach. For the 8-under game, the request must be made at least ½ hour before the game starting time. For the other age groups, the request must be made prior to the start of the third quarter of the preceding game and shall be weighed, at the discretion of the players coach, as soon as the player is available. *Any player not able to make the maximum weight limit on the first weigh in, the Commissioner of that team can petition the league for a 2nd weigh-in that must be approved by the Commissioners. The player is not eligible until he makes weight. There is no limit to the number of weigh-ins a player may request. He will become eligible once he makes weight.

*All game sites will have the exact same type of weighing device (scales). The scales at the game site will be the ones to determine the weight of a player for that day. * All teams roster s including the player s name, number and weight will be posted on the official MOV Football web site at www.movfootball.com following the grid weigh-in. It is the responsibility of the individual team to report any roster changes such as the addition of a player or a change in a player s number to the webmaster at least three days prior to any game. 4. Rosters will be presented at the time of weigh-ins and the following information must be provided. a) Each commissioner: They will keep each player s name, jersey number, copy off birth certificate, parental consent form, and signed code of conduct by coaches and parents on file at each field. The commissioner ON FILE information will be made available at anytime during the season for review by the commissioners only. Rosters are MANDATORY at the Grid-O-Rama and final. Player exception rulings after the Grid-O-Rama will be ruled upon a case by case basis. NO SIGNUP OF PLAYERS AFTER LABOR DAY! 5. All fees of $150.00 per organization are to be paid at a date set by the Commissioner. 6. The National Federation High School Association football rules shall govern in the league for its current year, except the following: a) In the 7-8 and 9-10 year old game, a nose guard will be allowed to line up over the center as long as the defensive lineman is in a 3 or 4 point stance at he time of the snap. Regular scrimmage-kick formation rules apply when in this position. b) Kicking of extra points and field goals will be allowed in the games where goal post are available. c) The coaches box and team box will be the 25 yd line on a 100 yd. field and be the 20 yd line on an 80 yd. field. d) There will be no regular season ties. Winners will be determined by the overtime procedure set forth by the league. The 1st and 2nd overtime procedures will begin using the 20 yd line overtime procedure. Beginning with the 3rd overtime and until a winner is determined, the ball will be placed at the 10 yd line (for all age groups) to start the overtime session, unless moved by a penalty.

e) In the 7-8 yr. old game, the clock will start on the ready-for play after the ball has been moved 20 yds. by the officials taking the place of a punt, after a score when the ball is set at the 30 yd line, to start the game, and to start the 2nd half. On a 4th down play, the coach of the offensive team has the choice of requesting a punt. The punt will be moved 20 yds from the LOS. If the coach chooses, a dead ball situation can allow the offensive team to punt the ball downfield. This will be a non-contact interval with no rush or no return by the receiving team. This will give the athletes the instruction on how to punt the football. No matter the result of the punt, the ball will next be put in play 20 yds. from the LOS, unless moved by a penalty. This instructional period does not have to be taken if the offensive coach doesn t choose to exercise this option. f) All 15 yd. penalties will be enforced on both the 80 and 100 yd. fields. g) In the 7-8 yr. old game, the teams will begin 1st and 10 from the 30 yd. line. h) 80 yd. field, kickoffs will be from the 30 yd. line. i) Safeties, 7-8 yr. olds, the ball will be placed at midfield following the safety, unless moved by a penalty. In the 9-10 and 11-12 yr. olds, the ball will be free kicked from the 20 yd. line on all fields. j) By agreement of coaches/team Commissioners, either prior to or at the conclusion of the 7-8 yr. old game, the players may play a fifth quarter scrimmage without paid officials to allow novice players an opportunity to play. The game will be played with a 10 minute running clock if done prior to the game, the scrimmage must conclude so as the regularly scheduled game can begin at 1:00 PM. 6A. Games will be conducted by four 8 minute quarters for all age groups. The halftime will be 10 minutes for each game, and there will be 10 minutes between games. 6B. League games can be played on a regulation field if available and agreed upon by each participating team. Standard fields for this league are as follows: 80 yd. in bound hash marks approx. 15 yds. from each sideline. 6C. The official game ball shall be comparable to a TDJ for the 9-10 yr. olds and 11 and 12 yr. olds or rubber or leather construction. The 8 yr. old and under may use Wilson K2. Ball may be interchanged at the offensive teams request. The home team will furnish an official ball. The receiving team at opening kickoff has its choice of ball to use on offense. 6D. All games to begin on their scheduled dates with 8-under game beginning

first, followed by the 9-10 yr olds, and the 11-12 yr. olds. The 8-under game will begin at 1:00 PM. The playoff and championship games will start at 12:00 PM. 6E. Registration of all children participating in the league shall be held by the commissioner of each team in their area. Each child participating must present a properly signed permission slip by their parent or legal guardian to their commissioner before they can participate. 6F. No practice shall start before the 1st Monday preceding July 30th. The 1st week of practice will be conditioning only for all age groups. NO CONTACT ALLOWED! Helmets and shoulder pads can be worn, but no person to person contact is permitted. (There will be no warnings). A fine will be determined by the Commissioner. 6G. Practices will be held 3 days per week when the first schools go in session in either WV or OH. (A week means Monday through Saturday)! There will be a suspension for one game if teams go over the practice allotment. A scrimmage constitutes a practice. The league does allow scrimmaging of member and non-member teams. Watching game film, without any field, work does not constitute a practice. Participation in the novice game also does not constitute a practice, so all players for that age group will attend the novice game for support of other teammates. Practices for ages 8-under and 9-10 are prohibited the day/evening of the novice games. 6H. Quarters may be shortened by agreement of both coaches at anytime during the contest. (NFHS regulations) 6I. The 7-8 yr. old game shall be a controlled scrimmage, played as much like a real game as possible. There will be no more than 2 coaches on the field at one time. Coaches shall be positioned at least 5 yards beyond the last offensive back or secondary defensive player. There will be no kick-offs or punts. On 4th down, an offense may elect to turnover possession of the ball 20 yards down field from the 4th down line of scrimmage. The starting point of the beginning of the game will be the 30 yd. line on all fields. 6J. Coaches and commissioners are responsible for the actions of their teams fans, parents, and other members of their respective teams. Any unsportsmanlike conduct will be accessed a 15 yd. penalty for each infraction from these groups OFFICIALS AND COMMISSIONERS HAVE THE AUTHORITY TO REMOVE ANY INDIVIDUAL FOR PROFANITY OR UNRULY CONDUCT. The officials will try to get the person in charge of the site to take care of any inappropriate behavior before having to exercise authority.

6K. No coach, assistant coach, statistician, commissioner, board member, or other person affiliated with any team participating in the Mid-Ohio Valley Youth Football League shall be permitted to hold such position if she/he has been convicted of any felony offense, sexual offense, or any misdemeanor offense which involved or caused any harm to a minor. Any violation of this rule will result in the removal of the individual from the league. Every team participating in the league must have such aforementioned affiliates execute a consent which permits the league to conduct a background check as a condition of league participation. All background checks will be at the sole discretion of the League Commissioner who shall not refuse any reasonable request by a team s commissioner to conduct such an investigation if there is cause to believe an investigation should be conducted. 7. The Board of Directors of this league will be made up of the Commissioners from each team on all matters that require a vote. There will be one vote per team in the League on all decisions, rule changes, and any matters that pertain to the league, including violations of the Leagues Code of Conduct as well as adding additional teams to the league. 8. It is the responsibility of the home team to pay officials for the games played at their field. The fee will be $100.00 per official for a four man crew, and $120.00 per Official for a three man crew. The supervisor of officials will try to schedule four man crews whenever possible. 9. Host of the championship game and playoff games will be responsible to pay the Officials for those games. Game days will be set by the league Commissioner. 10. The annual meeting of this league will be held on following the conclusion of the season. Any special meeting may be called by a majority. 11. All protest, rulings, and operational procedures of this league shall be in control of the Board. 12. This board does not make decisions concerning support groups such as the cheerleaders and pep clubs. 13. The Board will elect a League Commissioner at its annual meeting each year to serve and operate the league under these guidelines. His term will be for the season following his or her election. The position will be nominated and voted on each year. 15. A Grid-O-Rama scrimmage will be held each year at the most convenient date of the hosting team prior to the opening of the league s season. The championship and playoff games will be hosted by the other teams on a rotation basis. The Grid-O-Rams format will be decided by the hosting team and all teams are required to attend and participate.

16. Any infractions or violation of these by-laws not covered by a penalty will be assessed a fine or cause a coaching staff to be suspended for one game. It will only affect the age group in which the violation occurred. Coaches need to remember that this in only a game and that the officials will make the call that they see. 17. Any meeting called by the Commissioner, A representative of each team must be present or a fine will be assessed to the team who was not represented. The amount of the fine will be $25.00 for the 1st offense, $50.00 for the 2nd offense, and $75.00 for all subsequent offenses. The fines will be paid to the League Commissioner before the next scheduled meeting. 18. Rosters of the potential ball carriers will be available at the league web site. If the Coach wishes to protest a roster position, he must do so before the next live ball. If the protest is upheld, the guilty team will be penalized 15 yds. and a loss of down. 19. A Novice game may be scheduled for the 8 and under and 9-10 yr. old teams. There will be no novice game played between the 11-12 year old teams. These by-laws were amended and voted on a meeting held April 21, 2013. They were approved and placed into effect at that time.
