RYE BROOK MENS SOFTBALL 2010 RULES ELIGABILITY A. Minimum age of players is 16 years of age or older by June 1, 2008. In addition, to be eligible as a resident, this person must attend school, reside or own property in Rye Brook. A former resident who participated as a coach or player in the league and has moved may continue to participate in the league as a resident. B. A company/ business entering the league must be located in the Village and players have to work at this company/business. The company s personnel director must verify on company letterhead that the listed players are full time employees at this company/business. This letter must accompany the team roster sheet. C. High School freshman, junior varsity, and varsity players are ineligible until the conclusion of the school schedule. D. The league coordinator has the right to challenge any player s eligibility. Any individual playing under false identification will cause the team to forfeit all games the ineligible player participated in. In addition, the player and team manager are suspended for the remainder of the season and the following year. No Refund. E. In order to be eligible for the playoffs, a player must have participated in a minimum of half (7) the regular season games. ROSTER Teams are permitted to have 20 players. For resident teams, rosters must include 7 residents and have an equal number of residents and non-residents, but not more non-residents than residents. A resident is someone who currently lives in Rye Brook or grew up in Rye Brook. All players must be registered on the team roster sheet. Complete full names and addresses of all players must be submitted on the roster sheet. Roster Change Guidelines include: 1. All roster changes must be in writing and signed by the team manager. 2. New players must be signed up at the Recreation department one day before being eligible to play; no later than 4:00pm. 3. Once an individual has played with a team, he will not be permitted to change to another team. 4. There will be no roster changes after June 1, 2010

TEAM ENTRY INTO THE LEAGUE The order of acceptance into the league for new teams consists of: 1. Teams with a minimum of 7 players residing in Rye Brook. 2. Teams with a minimum of 7 players that reside or work in Rye Brook. 3. Teams outside of Rye Brook. For new teams, the above criteria will determine entry into the league. If there are more teams seeking entry, under the same criteria, than can be accepted, then team representatives will attend a meeting in which a random drawing will occur to determine entry into the league. The team roster sheet, entry fee and forfeit deposit must be submitted by March 20 th. The $950 registration fee and $150 forfeit fee are payable to Rye Brook Recreation and must be submitted on separate checks. Outside teams will be accepted into the league until the maximum # of teams is met. PROTESTS Protests are not allowed, except if there is a question of eligibility of a player on an opposing team. Procedure for protesting the eligibility of a player: 1. Notify umpire or league coordinator in charge before, during or after the game. 2. The game is played. 3. Submit written protest to the recreation department prior to the end of the next business day along with a check in the amount of $50. Check will be refunded if protest is upheld. 4. The Recreation and Parks Advisory Council Sub Committee will review the player s eligibility. If found ineligible, the player and team are suspended for the rest of the season and the following season. LEAGUE Game time: Evening games will begin at 6:30pm After May 1 st, unlighted games will be 6:30pm PCMS games will begin at 6:30, 7:45, and 9:00pm Or 7:00, 8:15 and 9:30pm Playoff games will begin at 6:15pm on the unlighted fields. Forfeit time is 15 minutes after game time for early games only. For 7:45 and 9:00pm games, game time is forfeit time. There will be no batting practice while there are high school games in progress at any fields. The minimum number of players to start and finish a game is 9. All games will be umpired using U.S.S.S.A. rules and Rye Brook Men s Softball rules.

Keeping the official score sheets is the responsibility of the team managers. Managers and umpires should check score sheets each inning. New players must report to the umpire. Manager should print the first and last name of players on the score sheet so it can be used for newspaper coverage. The more info that is put on the scoresheets the better the stats will be kept. Garbage in, Garbage Out Official Ball: Each team will supply their own equipment. The official game ball for all games is the Dudley SB12. The recreation department will supply game balls for all games. Suspension after ejection from a game: 1 st offense - Any player ejected from a game for any reason will be suspended for a minimum of one (1) game (to be determined by league coordinator) 2 nd offense - Any player ejected from a game for a second time for any reason will be suspended for a minimum of two (2) games (further disciplinary action to be determined by league coordinator) Rescheduled Games: Only the Recreation department can postpone a game in advance. In case it is questionable whether or not the game will be played, teams should report to the field at game time for umpire s decision. If in doubt of weather or field conditions, team managers can call the Recreation Department at 939-3235, listen to the message (For information on the days schedule, press 1,For information on cancellations, press 2). Make up dates: Recreation department will assign postponed games whenever there is a field available. Managers: Managers, Coaches, and players are expected to abide by all league rules. Manager s names are listed on the official team roster and shall be the team s receiver of all league correspondence. If a manager changes during the season, notification must be in writing to the Recreation Department. Teams will be notified of the playing of postponed games in writing and it is the responsibility of the team managers to inform team members of postponed games. All notifications of postponed games will be sent to the team captains as listed on the roster. If a team wants any other player to receive notification, they must contact the Recreation Department. EXTRA HITTER RULE: A manager has the option to use 9, 10, or 11 players, with the 11 th player being the extra hitter. If the game has started with nine players and a 10 th player has arrived, he may be inserted at any time, but he must bat in the 10 th position (the same applies to the 11 th position). The 11 th player may rotate into the field. If a player gets injured or has to leave the game for any reason, the vacant position becomes an out.

REENTRY RULE Any starting player can reenter the game 1 time. Player must reenter in the same batting position for the same player. Non starting players cannot reenter once removed. Baserunners Rule Rule 8, Section 5, Para K (Page 43 2009 Rule Book) Base runner is out under the following circumstances: K- When a member of the offensive team or their equipment causes a blocked ball (also means a dead ball). Effect - The infraction constitutes interference. All play stops, the ball is dead, and the most advanced runner at the time of the interference is called out. Team members include coaches on the field and any other team members on the bench or in the bench area. What can cause a dead ball in this section? Bats, gloves, mitts in the playing field (the bat used in the at bat, as long as it is left in its location after discarded by the batter does not constitute a dead ball), Coaches who leave the coaching box FIRST BASE RULE There are two bases at first. The fielder gets the inside base and the runner gets the outside base. When there is a play at first base, the batter/runner must run through the outside base. If the batter/runner runs through the inside base on a play at first, he will be out once the ball gets to the base and the fielder steps on the inside base whether the batter beat the throw or not. On a clear single (no play at first), the runner can make his turn through the inside base. OVERTHROW RULE: Any ball that goes beyond the out of play line will entitle the runner the base he is going to plus one additional base. Any overthrown ball that stays within the out of play lines will be live and runners may advance at their own risk. THIRD STRIKE RULE: If a batter hits a foul ball or misses the ball on the third strike, the batter is out. Courtesy Runner: Courtesy runners will be limited to 2 runners per game which must be reported to the umpire prior to the start of the game. Additional base runners may be granted at the umpires discretion. Should an injury take place during the game. The last batted out must run unless they are the other designated player to have a runner. Slaughter Rule: If a team is ahead by 15 runs after five innings, the game will be called. ILLEGAL BATS AND DONUTS Softball bats without padding tape or rubber cannot be used in games. This rule includes bats without enough padding, which will be left to the discretion of the umpire on whether or not the bat will be used in the game.

BATS WITH A BPF RATING GREATER THAN 1.2 CANNOT BE USED IN THIS LEAGUE. A listing of all legal bats can be picked up on the USSSA web site. There may be other bats deemed illegal by USSSA standards. Captains will be notified as the Recreation Department finds out. Metal Spikes are not permitted PITCHING HEIGHT: A legal pitch is from 3 foot from the point of release to 10 foot cap. An illegal pitch will not be called until the catcher has the ball. CRAWFORD PARK FIELD RULES: If a batted ball hits any object, for instance (tree, bush etc) in Fair Territory, this ball is playable as if hitting an outfield wall. Any ball that hits an object and is caught by a fielder is not an out and must be played accordingly. The out of play line is the imaginary line that continues from the backstop ends to the front of the bleachers and extends past the bleachers parallel to the foul lines in left and right fields. If a player catches a batted ball beyond the out of play line, the ball is dead and the batter is not out. If a player catches the ball inside the out of play line and runs across the line in possession of the ball, the batter is out and the runners receive one base. A batted ball that goes over the fence on a fly in left or left center field is a home run. A batted ball that rolls through the opening of the fence in left center field is ruled a ground rule triple. RIDGE STREET SCHOOL FIELD RULES: If a batted ball goes over the right field fence in fair territory, a ground rule double is awarded to the batter. The out of play line is the imaginary line that continues from the backstop ends and parallel to the foul line in left or right field. If a player catches the ball beyond the out of play line, the batter is not out and the ball is dead. If a player catches the ball inside of the out of play line and runs across the line, the batter is out and the runners receive two bases. PCMS FIELD RULES: For any batted ball that goes over the fence in fair territory on a fly, a home run will be awarded to the batter. All balls within field are in play. Any ball hit or thrown into the screen in right field will be deemed out of play. There is a 75-minute curfew on the 6:30 and 7:45 games provided there is a game following. RYE BROOK ATHLETIC FIELDS A fly ball that is hit over the fence in right field in fair territory is a home run. A fly ball that is

hit over the fence in right field in foul territory is an automatic out with no advance to runners. A fly ball hit over the fence in left field before the concrete stairway is a double (max of 4 per game). After the 4 th double, all balls hit between fence and stairway are automatic outs with no advance to runners. Balls that bounce over the fence are ground rule doubles (no max). All fly balls over the stairway in fair territory to the left of the fence is a home run. ALCOHOL RULE: Any player caught drinking alcohol before, during or after a game will cause his team to forfeit out of the league. This rule includes bystanders watching the game. Players of both teams are responsible for telling bystanders to remove alcohol off the premises. FORFEIT RULE: Prior to June 15 th Each team can forfeit two times throughout the season. The first forfeit results in a team losing $75(one half) of their forfeit deposit. The second forfeit results in a team forfeiting out of the league and losing their entire $150 deposit. After June 15 th Any game forfeited after June 15 th will result in a team forfeiting out of the league and losing their entire $150 deposit. This rule includes teams that have clinched playoff spots. If a team forfeits out of the league and wants to get back into the league the next year, the team must pay an ADDITIONAL $150 FEE or each player an additional $50 fee to play on another team. In addition, the team or player must approach the Recreation and Parks Advisory Council Softball Committee. PLAYOFFS: The playoff format will be decided once the number of teams is established INSURANCE: The Recreation Department requests that each player carry an adequate amount of medical insurance to cover any injury that might occur during a game.
