Brown City All-Star Tournament Time Limit and General Rules General rules for all divisions 1. Birth Certificates (No Originals Please) and Roster must be turned in before the start of your 1st game. Registration table will be at the park near the concession stand. Failure to register will result in a forfeit. 2. NO metal cleats, except for Boys 14U & 16U & Girls 14U. 3. NO jewelry is allowed. 4. You must have at least 7 players to start a game. 5. If you start a game with 7 players, the 8th and 9th positions in your batting order will be an out. 6. If you start a game with 8 players, the 9th position in your batting order will be an out. 7. All players will bat and must play at least 2 innings in the field (Bat the Roster). Violations of this rule constitutes in a forfeit of that game. 8. There will be a 5-run limit per inning until the last inning. 9. The last inning will not have a run limit. 3 outs must be made. 10. There are no game tie breakers. Games MAY end in a tie. Time Limit 1. Each game will consist of the innings and time limit listed below. If the time limit is reached, the umpire will instruct both teams that they WILL finish the inning they are in and complete one additional inning as the last inning. If time expires between innings, the next inning will be declared the last inning. A new inning is not officially started until one live pitch is thrown. Tournament Tie Breakers 1. Head to Head 2. Fewest Runs Allowed. (Head to Head) (example 3-way tie takes scores from when all 3 teams played each other, if all tied teams did not play each other then go to tie-breaker #4) 3. Runs Scored. (Head to Head) (example 3-way tie takes scores from when all 3 teams played each other, if all tied teams did not play each other then go to tie-breaker #4) 4. Fewest Runs Allowed. (Tournament) 5. Runs Scored. (Tournament) 6. If still no winner is determined after tie-breaker #5 then we will flip a coin. 7. International tie-breaker (only used in championship game or bracket play). The last batter to complete their at bat will be placed on 2nd base at the beginning of the inning with one out. The innings will be played as normal innings in all other aspects until a winner is determined. If this is a continuation of a tie game, the home and visitor teams will remain in that order respectively. If this is a tournament tie-breaker, a coin toss will determine home team.

Brown City All-Star Tournament Rules (8 & Under) **All rules not specifically spelled out on this sheet will follow the MHSAA rules. 1. Anyone not showing proper sportsmanship will be asked to leave and forfeit their game 2. There will be a 12 run mercy rule after the 3 rd inning, and there will be a 10 run mercy rule after the 4th inning. 3. If a batter throws the bat, the TEAM will receive 1 warning. The next player to throw the bat from that team IS OUT. 4. All batters and base runners must wear their helmets until they are back in the dugout. If a player removes their helmet they will be called out at the point the helmet came off and play will continue. 5. Home plate is in fair territory. A batted ball that hits home plate and travel at least 10' is a fair ball. 6. If a base runner is touched by a base coach while the ball is in play, the runner will be called out. All base runners will be sent back to their previous base and play will resume. 7. Umpires may call an out if they think a team is deliberately stalling. 8. Ten players may play in the field. The 10th player must be in the grass until the ball is hit. 9. The umpire s decisions are final. No protest will be recognized. 10. A pitching machine will be used with each team supplying their own adult pitcher. The speed will be set at 40 mph with the front leg of the machine 46 feet from the back point of home plate. Each player will get 7 pitches or 3 strikes. On the 7th pitch the batter must swing. If they swing and miss or don't swing they are out. If the batter fouls off the last pitch they will be granted another pitch. 11. Pitching machine will be adjusted at top of each 1/2 inning or at the umpires discretion. Coaches will not adjust during an inning while they are pitching to their team. 12. Any batted ball that hits the adult pitcher or the pitching machine will be declared a "NO PITCH" or The coach at the pitching machine may declare that all of their players (including batter) advance one base (batter goes to 1 st all other runners move up 1 base) The coach at the pitching machine will make this call. A batted ball must travel at least 10', otherwise it will be declared a foul ball. There will be a 10 foot line marked on the field. 13. Stealing is NOT allowed. Base runners must stay on the base until the ball is hit. Any runner that leaves a base before the ball is hit will be called out. 14. Adult pitcher must stay on the mound (point from which they pitched) except to avoid being hit by a batted ball. The adult pitcher may not run along-side the baseline or runner. The penalty is that the RUNNER OR BATTER IS OUT. 15. A coach may only reposition defensive players at the start of an inning. 16. Bases will be set at 60 feet.

17. The ball remains live until a defensive player has possession of the ball in the pitchers oval. At this point all play is stopped. Base runners will be awarded the next base if they are past the 30 foot half way line (line will be marked between bases). THIS WILL BE THE UMPIRES DECISION. 18. A thrown ball that rolls or lands in the pitching machine cage will be an immediate dead ball. 19. Bunting is NOT allowed. 20. The infield fly rule is NOT in effect. 21. The player pitcher must remain in the oval that will be marked behind the pitching machine until the batter has hit the ball. The player pitcher must wear a helmet with facemask on the pitching mound. 22. In the event of rain, the pitching machine will not be used and the coach must pitch at a distance no closer than 30 feet. This will be decided by the tournament directors. 23. A courtesy runner, which will be the last out recorded, may be used for the catcher if there are 2 outs and that player will be the catcher in the next inning. 24. Free substitution is allowed only at the beginning of an inning. 25. There will be two buckets of balls. The catcher will place balls into the bucket after all pitches. Balls will be returned to the adult pitcher at the start of the next batter.

Anyone not showing proper sportsmanship will be asked to leave and forfeit their game. 2. There will be a 12 run mercy rule after the 3 rd inning, and there will be a 10 run mercy rule after the 4th inning. 3. If a batter throws the bat, the TEAM will receive 1 warning. If a base runner is touched by a base coach while the ball is in play, the runner will be called out. All base runners will be sent back to their previous base and play will resume. 7. Stealing is allowed. Runners must stay in contact with the base until the pitcher pitches the ball crosses home plate. Should the runner leave too soon, they will be called out. Stealing of home is allowed. Runners will be asked to go back to their base if pitcher has ball and is in contact with the rubber. 12. A pitcher may pitch only 3 innings per game (must be consecutive). One pitch equals one inning. 13. Balks will not be called. 14. Dropped third strike rule is NOT IN EFFECT. 15. The ball remains live until it is returned to the pitcher and he is in contact with the pitching rubber. 16. Bunting is allowed. 17. The infield fly rule is NOT in effect. 18. Bases will be set at 60 feet. Pitcher s mound will be set at 46 feet. 19. Balks will not be called, except if forward progress toward home, then stops and throws to a base. 14. Dropped third strike rule is in effect unless first base is occupied. A batter must reach first base safely to be awarded first base. 15. The ball remains live until it is returned to the pitcher and he is in contact with the pitching rubber. 16. Bunting is allowed. 17. The infield fly rule is in effect. An infield fly is a fair ball (not including a line drive or an attempted bunt) which can caught by an infielder with ordinary effort when first and second base is occupied with 1 out or less. 18. Bases will be set at 70 feet. Pitcher s mound will be set at 52 feet. 19. A courtesy runner, which will be the last out recorded, may be used for the catcher if there are 2 outs and that player will be the catcher in the next inning.

20. Free substitution is allowed only at the beginning of an inning. Except for an emergency. Official score keeper must be notified at the beginning of each inning of all player changes. Violations of this rule constitutes a forfeit of the game. 21. No "hidden ball" trick allowed.

Brown City All-Star Tournament Rules (14 & Under) **All rules not specifically spelled out on this sheet will follow the MHSAA rules. 1. Sliding Rule is in effect - The runner must slide if there is a play to avoid contact. 2. There will be a 12 run mercy rule after the 3 rd inning, and there will be a 10 run mercy rule after the 4th inning. 3. The umpire s decisions are final. No protest will be recognized. 4. A pitcher may pitch only 3 innings per game (must be consecutive). One pitch equals one inning. 5. Only -3 BBCOR Approved bats shall be used. 6. Free substitution is allowed only at the beginning of an inning. Except for an emergency. Official score keeper must be notified at the beginning of each inning of all player changes. Violations of this rule constitutes a forfeit of the game.

Brown City Summer Rec. All Star Tournament: 10U Girls Rules Eligibility Good Sportsmanship is required from all coaches, players, parents, and fans. **All rules not specifically spelled out on this sheet will follow Michigan High School Rules. The 10U Girls Division is for girls who are 9 or 10 as of January 1 st of the current year. General Rules Defense 1. Good Sportsmanship will be used at all times. The Umpire has the discretion to remove any player, parent, or coach if behavior is unsportsmanlike. The umpires decisions are final. 2. Games are a maximum of six innings. To be considered a full game, a minimum of 3 innings must be completed. 3. Pitching distance is 35 feet (from the front of the pitcher s rubber to the point of home plate) 4. There will be a 12 run mercy rule after the 3 rd inning, and there will be a 10 run mercy rule after the 4th inning. The defense will be allowed to field ten players. The tenth player must be positioned in the grass. All players must play at least two complete innings per game defensively. Substitution is allowable at any time. Substitutions are to be announced to the umpire. Umpires may call an out if they feel a team is deliberately stalling. The Infield fly rule is not in effect. The ball remains live until it is returned to the pitcher and she is in the pitching circle. The play is considered dead when the pitcher has control of the ball in the circle and is not making an attempt on a play. Runners attempting to advance prior to the dead ball will be awarded the next base. The pitcher must remain in the 8ft radius pitching circle until the ball is hit. Sliding and Stealing 1. If a fielder has possession of the ball or is in the process of fielding the ball while at home plate or any base, any approaching runner must slide. If a runner does not slide, they will be given a team warning, if it happens again the runner will be called out. 2. A fielder cannot block a base without the ball. 3. Stealing is allowed. Stealing of home is not allowed unless a play is made at 3rd base (a play a 3 rd base must be a thrown ball). Players cannot leave the base until the ball crosses the plate. 4. If a player leaves the base early, one warning will be given to their team. If there is a violation after the initial warning, the base runner will be out. 5. If base runner is touched by a base coach while the ball is in play, the runner will be called out. All runners will be sent back to their previous base and play will resume. Batting 1. Your entire roster bats, all players must bat. There will be a limit of 5 runs scored per inning except in the final inning where there is no run limit. 2. If a batter, while swinging the bat, gets hit in the hand with the ball, it is considered a strike/foul ball and the batter does not get to take her base. 3. If a ball is pitched inside, the batter must attempt to move away and avoid getting hit. If the batter does not attempt to avoid the ball, she is not granted a base and the pitch is added to the count as a ball. 4. If the ball, that is pitched, hits the ground and then hits the batter, it is considered, a dead ball and the batter takes her base. Any batted ball that hits or settles on home plate is a fair ball.

5. All batters and base runners must wear their helmets at all times while hitting, running, in the on deck circle, or Retrieving a bat. Deliberately removing the helmet will result in an immediate out. All helmets must face shields. 6. If a batter throws the bat, the team will receive one warning. The next player to throw the bat from that team will be called out. 7. Bunting is allowed, No slap hitting. 8. The drop third strike will NOT be played. Pitching 1. A pitcher can pitch a maximum of three innings per game (Do not have to be consecutive). 2. Three inning rule does not apply if extra innings, one pitch constitutes an inning. A pitcher cannot reenter the same inning, once removed 3. The innings pitched do not need to be in consecutive order. 4. Pitchers are highly encouraged to wear protective face masks while pitching. Mask or Helmet must be worn by any player warming a pitcher up anywhere in the park. 5. Balks will not be called. 6. There will be a maximum of three walks per inning (a batter hit by a pitch is considered a walk). On the 4 th walk, the offensive coach will take the field and pitch underhand to the batter for the remaining strike count (maximum of 3 pitches). The batter must hit the ball into play or strike out. A foul ball on the 3 rd strike will be considered a no pitch. If the coach hits the batter, a no pitch will be called. The batter may not walk. 7. When the batter hits the ball while the offensive coach is pitching, the offensive coach must leave the field immediately. If a batted ball hits the offensive coach while pitching, a no pitch will be called. 8. If a pitcher hits 4 batters during a game, that pitcher is not to pitch for the remainder of the game.

Brown City Summer Rec. All Star Tournament: 12U Girls Rules Eligibility Good Sportsmanship is required from all coaches, players, parents, and fans. **All rules not specifically spelled out on this sheet will follow Michigan High School Rules. There will be a limit of 5 runs scored per inning except in the final inning where there is no run limit. 2. If a batter, while swinging the bat, gets hit in the hand with the ball, it is considered a strike/foul ball and the batter does not get to take her base. 3. If a ball is pitched inside, the batter must attempt to move away and avoid getting hit. If the batter does not attempt to avoid the ball, she is not granted a base and the pitch is added to the count as a ball. 4. If the ball, that is pitched, hits the ground and then hits the batter, it is considered, a dead ball and the batter takes her base. Any batted ball that hits or settles on home plate is a fair ball. A pitched ball that hits the ground is live.

Pitching 5. All batters and base runners must wear their helmets at all times while hitting, running, in the on deck circle, or retrieving a bat. Deliberately removing the helmet will result in an immediate out. All helmets must have face shields. 6. If a batter throws the bat, the team will receive one warning. The next player to throw the bat from that team will be called out. 7. Bunting and Slap Hitting are allowed 8. The drop third strike will be played. 1. One pitch constitutes an inning. A pitcher cannot reenter the same inning, once removed. 2. Pitchers are highly encouraged to wear protective face masks while pitching. Mask or Helmet must be worn by any player warming a pitcher up anywhere in the park. 3. Balks will not be called. 4. If a pitcher hits 4 batters during a game, that pitcher is not to pitch for the remainder of the game. Length of Game Umpires will establish the official start time of each game with coaches and scorekeepers from both teams. The umpire will set a game timer that will be set for 75 minutes. Once the 75 minutes is reached, the inning currently in will be finished. The umpire will call last inning and each team will have the opportunity to bat one more time. When the last inning is called it is unlimited runs and 3 outs are needed to end play. There will be a 12 run mercy rule after the 3 rd inning, and there is a 10 run mercy rule after the 4 th inning. The last inning is unlimited runs and three outs must be made. Other 1. Designated Runner Designated runners are only allowed if the runner gets hurt while running to the base. In that instance, the last out player shall run be the D.R. If the injured girl comes up to bat again during the game, she cannot get a designated runner for a previous injury. If she cannot run, the coach can skip her in the lineup and no penalty / out is given to the team. 2. Designated runners will also be used for pitchers and catchers on base when their team has 2 outs. This will allow for the player to prepare to start the next inning in a timely manner.

Brown City All-Star Tournament Rules (Girls 14 & Under) **All rules not specifically spelled out on this sheet will follow the MHSAA rules. 1. Anyone not showing proper sportsmanship will be asked to leave and forfeit their game or games. 2. A team must have seven (7) players to start a game or the game will be forfeited. 3. There will be a 12 run mercy after the 3 rd inning, and/or a 10 run mercy rule after the 4th inning. 4. There are NO tie breakers. A game may end in a tie. 5. If a batter throws the bat, the TEAM will receive 1 warning. The next player to throw the bat from that team will be called OUT. 6. All batters and base runners must wear their helmets at all times while hitting, running, in the on-deck circle, retrieving a bat, or coaching a base. Deliberately removing the helmet will result in an immediate out. A live ball remains live. All helmets must have face shields. 7. Home plate is FAIR territory. A batted ball that hits or settles on home plate is a fair ball. 8. If a base runner is touched by a base coach while the ball is in play, the runner will be called OUT. All base runners will be sent back to their previous base and play will resume. 9. Umpires may call an out if they think a team is deliberately stalling. 10. All players will bat and play at least 2 innings on defense. Violations of this rule will constitute a forfeit of the game. 11. The umpire s decisions are final. No protests will be recognized. 12. If a ball is thrown from the field of play into dead territory (the fence line), the umpire will award all runners the base they were heading to plus one. It is the umpire s decision to determine if a player is truly advancing toward a base and thus entitled to the base plus one. The ball cannot be re-entered into play until the next legal pitch. 13. Once a pitcher has been removed from the pitcher s mound during an inning, she will not be allowed to return to the mound until the next inning. 14. Balks will NOT be called. 15. Dropped third strike rule is in effect unless first base is occupied. The batter must be tagged out or thrown out at first. A batter must reach first base safely to be awarded first base. 16. Any pitch which hits the dirt prior to crossing the plate is considered a live ball. If the ball bounces and hits the batter, the batter will be awarded first base only if the batter made an effort to avoid it. If the batter hits the ball off the dirt before it crosses the plate, the hit will then be ruled fair or foul and play will continue. 17. The infield fly rule is in effect. An infield fly is a fair ball (not including a line drive or an attempted bunt) which can be caught by an infielder with ordinary effort when first and second base are occupied with less than 2 outs. With this rule in effect, the batter will be out (and all force plays removed) regardless of whether the ball is caught. 18. Bases will be set at 60 feet. Pitching distance will be set at 43 feet.

19. A courtesy runner, which will be the last recorded out, may be used for the catcher if there are 2 outs and that player will be the catcher in the next inning. 20. Free substitution is allowed only at the beginning of an inning, except for an emergency.
