CYO West Contra Costa WCC/Northern League 2017-2018 Basketball Rules Rule Book Play shall be governed in order of priority, First by WCC/Northern rules listed below, Second by Diocese of Oakland CYO basketball rules and Third by the current edition of the National Federation of State High School Association Rule Book for boy s and girl s competitions. Team Rosters Original team rosters complete with coach, athletic director and principal or pastor signatures are due at a scheduled Roster Review Meeting. The League Executive Board (the Board) will set a date for such a meeting prior to league play for both the boys and girls seasons. When necessary, rosters must be accompanied by copies of birth certificates, CCD letters signed by the religion director or coordinator, and/or proof of residency (current utility bill). All new non-school players must show proof of residency. Rosters must consist of 7 or more players to constitute a valid team. The Board may grant approval for teams of 6 after reviewing the roster. AD s will be given the day before the first league game to correct rosters. AD s must notify all members of the Board of any added players for final roster approval. After the first played game, only verified, eligible players will be allowed to play. Any games played with illegal players or players not listed on the official roster will become forfeits. Teams who do not submit rosters by the specified deadline will forfeit all games played until approved rosters are turned in. Player Eligibility The Board will allow any player to play in the league who meets the player eligibility as described in the Diocese of Oakland CYO Athletic Manual with the additional restriction: Any team consisting of more boundary players than school and CCD players will require approval from the Board. The use of boundary players is to fulfill teams, not to build teams. Refer to Rules & Regulations in the Diocese of Oakland CYO Athletic Manual for additional eligibility requirements. Uniforms All players must wear a numbered jersey. Numbers must be visible to referees. An undershirt may be worn, however, it must be the same color of the main jersey color. Example, if the main color of a jersey is black, only a black undershirt may be worn, etc. Leggings, arm sleeves, wrist bands and head bands must all be the same color and every player on the team must all wear the exact same color (black, white, blue or beige only) 1

Definition of League Divisions The Divisions are defined as follows: Division Qualified Players 8th age 15 after September 1 of the current school year 7th age 14 after September 1 of the current school year 6th age 13 after September 1 of the current school year 5th age 12 after September 1 of the current school year 4th age 11 after September 1 of the current school year 3 rd age 10 after September 1 of the current school year Players who turn the ages as mentioned above before September 1 are not eligible to compete in those divisions. Prayer (REVISED) Prayer ~ Code of Conduct ~ Prayer There will be a team prayer preceding every game followed by a code-of-conduct speech. A second code-of-conduct speech will be given at half-time and, a closing prayer will be said by both teams at the end of each game. Prayer cards will be made available. Home team coach will give the code-of-conduct speech before the start of the game, and the visiting team coach will conduct a reminder code-of conduct speech after half-time. Both teams will meet center court for a closing prayer. Scorekeepers, Timekeepers and Gymmasium The league will provide one (1) officially trained scorekeeper and one (1) officially trained timekeeper. Each are to be paid $11. Each parish/school is responsible for paying the table. If a parent volunteer is needed because the table is short, Coaches will be responsible for soliciting a parent volunteer to help run the table. The parent volunteer will receive the $11 fee. The first teams to play should assist in preparing the gymnasium for play and the last teams playing must assist in cleaning up the gymnasium. Score Sheets Score sheets must be completed and at the score table by game time. If by the start of the game, the lineup is not turned in, a technical foul will be given to that team. The other team will shoot the foul shot and be given the ball to start the game. Score sheets are to remain in all the gyms. The assigned gym monitor at each participating gym will collect the score sheets and place them in a safe location. 2

Time Periods 7th and 8th Grades will play seven (7) minute stop clock quarters. 3rd, 4th, 5th, and 6thGrades will play six (6) minute running-clock quarters. The 1st and 3rd quarters will be divided into two (2) equal playing periods to allow for the all play rule in both the First and Second halves. (2 nd quarter will be use as needed.) The running clock (3 rd, 4 th, 5 th, and 6 th grade) will only stop on free throws, held balls, fouls and time-outs. It will not stop for balls out of bounds, or to tie shoelaces. In the last two minutes of each game, the clock will stop on every whistle unless one team is ahead by the following points: 6 th, 7th, and 8th Grade 15 points 3rd, 4th and 5th Grade 10 points Time Outs Four (4) time outs of one (1) minute duration may be charged to each team during a regulation game. Each team is credited with one additional time out per overtime period. Overtime Periods Overtime periods are played with a three (3) minute stop clock. The third overtime period is sudden death. Only if a game is behind schedule, and goes into overtime, will the overtime 3 minutes be a running clock. Mandatory All Play Rule Teams are allowed to begin and play with 4 players without penalty. (New) All healthy, uniformed players shall play according to the following formula. The 1 st and 3 rd quarters of each game, will be divided into two (2) equal playing periods to allow for substitutions (the 2 nd quarter will be used, if needed) All healthy, uniformed players (up to twenty) must play the minimum of a full continuous playing period during the 1 st and 3 rd quarters. Every player entering the game for the first time must enter at the beginning of the playing period and play the full playing period. The only exception will be due to injury or disqualification. In addition, each player must enter the game at least twice and play the minimum of at least one quarter of playing time ( all play rule ). At the start of the fourth quarter, referees will check to see if any player has not entered the game twice. The referee will inform both coaches of which players, if any, will be required to enter the game in the fourth quarter to meet the all play rule. If a coach feels that a team is not observing the all play rule, the coach should note this on the back of the score sheet and report the incident to his AD. The AD will inform the league board president and the AD of the coach in question, who will discuss this issue with the coach. The second incident involving a coach that has violated the all play rule will receive an automatic two game suspension enforced on that coach s next two games. A suspended coach is not allowed inside the gym of the games that he or she is suspended from coaching. 3

No Press Rule A team with a lead of fifteen (15) points or more in the 6th, 7th, and 8th grade or ten (10) points or more in the 4th,or 5th grade, may not use a full court press. Definition of Press: None of the players of a team which is holding the lead may guard any opposing player in the backcourt until the ball, or player in control of the ball, has passed the half-court line of the opposing team. Penalty: One warning per game, then a team technical foul will be called on the offending team for each violation. The 3rd grade division is an instructional division with no presses, defensive plays behind the line extending from the top of the free throw circle to each side of the court, and no double teams on defense. Free Throws The 3rd grade will be allowed to shoot free throws two (2) feet in front of the regular free throw line. The 4th grade will shoot free throws from the regular free throw line, but will be allowed to cross over it when they shoot. The 5th, 6th, 7th and 8th grade will shoot from the regular free throw line and will not be allowed to cross over the line when they shoot. 3-Point Rule The 7th and 8th grade divisions will be allowed 3-point shots if the gym has a 3-point line. Game Ball A regulation basketball (29 ) made of composition or leather material shall be used in all 6th, 7th and 8th grade boys league games. In all girls league games and in boys 3rd, 4th and 5th grade games, a composition or leather ball of 28.5 in sizes shall be used. Forfeits Game time is forfeit time. The referee will declare a forfeit when a team cannot field a team of five legal players (game may start with 4 without penalty) at the scheduled start time of the game. The team responsible for the forfeit will be charged $50 for referee and scorekeeper fees. Reschedules Games may only be rescheduled for the following reasons: a. There is no acceptable referee b. The scheduled gym becomes unavailable after the schedule has been issued. Any game reschedules other than listed above must have approval from the league. 4

Referees (Revised) Officials will be compensated for refereeing games based upon the agreed fee, per game, of $28 (3 rd -5 th ) and $30 (6 th -8 th ). Each School/Parish coach will be responsible for paying referees directly after each game. Two referees should be present. If only one referee is present, both parish/school will pay the one referee. Each school should mandate a payment polcy with their coaches to ensure payment is always available at each and every game. Referee No-Shows (New) If both scheduled referees are late, or do not show and the coaches cannot agree on another 3rd party to referee, the game will have to be rescheduled and referees will not be paid. If a referee is late and shows up for the start of the 3 rd Quarter, only half of the agreed fee will be paid, $13 (3 rd -5 th ) and $14 (6 th -8 th ). If a referee shows up for the 4 th quarter, no payment will be given. If only one referee is officiating the game, that referee will get paid by both teams. CYO Coaches Certification Card Check After the last scheduled coach s clinic, referees will check each coach for their CYO certification cards prior to the game. Coaches are required to visibly display their certification cards during all games. Only certified coaches may sit on the team bench during league games. If a coach does not have a certification card at the game, he/she must present a valid driver s license. The coach s name will be noted on the score sheet and the game will be considered a forfeit if the coach does not produce the certification to the Board within 48 hours. For a team with multiple coaches who all do not have a certification card at the game, only one (1) coach will be allowed to sit on the bench and coach. He/she must still present a valid driver s license and the game will still be considered a forfeit if the coach does not produce certification to the board within 48 hours. For teams who are coached by the opposite sex, one non-coaching, safe environment certified adult of the same-sex may sit on the bench. All others must sit in the spectator section of the gym. Teams Tied for Play-offs In the event of a tie, in any division, a play-off will be scheduled. 5

Protests Any coach, athletic director, or higher authority can file a protest with the Board. Protests shall be made to the Board in writing within 48 hours of the incident. A rule protest must be made at the time of the infraction and must be registered at that time to both officials and opposing coach with appropriate information noted on the back of the official score sheet. The game shall continue after the protest has been registered. The party filing the protest is responsible for obtaining the official score sheet and giving it to their AD. The AD will then contact the league board president. The league board president will call an emergency meeting with the Board (consisting of each school s AD) to hear the protest. The protest must include a $20.00 fee, the official score sheet in which the protest was documented, any supporting description of the event or situation and a proposed remedy. Individual judgment calls by a referee cannot be protested. Both parties will be given an opportunity at a scheduled meeting to describe the events leading to the protest. Witnesses are allowed to provide additional information. The Board will discuss and make a ruling on the protest. Schools, parishes or parties involved in the protest will not participate in the voting to resolve the situation. All impacted parties will be notified of any results or decisions made in the process. If the protest is settled in favor of the protesting team, the fee of $20.00 will be reimbursed. The WCC/Northern League shall have final interpretation in a matters pertaining to these by-laws. 6
