1. Membership Membership of Willetton Bowling Club Inc. shall consist of the following: (a) (b) (c) (d) (e) Ordinary Member: Persons 18 years of age and over. Junior Members: Persons under 18 years of age. Junior members are not eligible to vote, to sit for Management Committees or to nominate or second an application for membership. Limited Members: Persons 18 years of age and over. Limited members are not eligible to vote, to sit for Management Committees, play in Club Championships or Pennants. A Limited member is permitted to play social bowls and participate in social activities. Life Member: Persons who have rendered meritorious services to the Club, may be elected as Life Members for such service by the Members. Any member may propose another member for Life Membership. Nominations shall be made to the WBC Committee in writing, giving reasons that Life Membership should be granted. The Committee may, upon a 75% majority vote, confer Life Membership on a member who has rendered special and outstanding services to the club. The holder of a Life Membership shall be entitled to all privileges of an ordinary member, and exempt from subscriptions, but are to pay capitation and levies applicable. The maximum number of Life Members is to be limited to 10, at any given time. Social Members: A Social Member is for members who are not able to play bowls any more, and for non playing spouses, who would like to join in and be a member of the Club to participate in social activities. Social Members are not eligible to vote, sit for management committees or play bowls. All playing members are to be capitated with Bowls WA. 2. Application to Become a Member Membership Application is to be displayed for a period of not less than seven (7) days before election, provided also that an interval of not less than two weeks lapses between nomination and election. Any objection is to be submitted to the Secretary in writing. Membership Applications must be accompanied with applicable fees. 3. Subscriptions (a) (b) (c) Membership subscriptions for the coming year will be determined by the outgoing committee at the first committee meeting after the end of the financial year. Membership renewals will be posted or emailed to Members one (1) month prior to the due date of June 30 th. Members still remaining unfinancial after the due date (June 30 th ) will lose all privileges until their fees are paid. New Members: If joining between 1 st July and 31 st December, full membership is to be paid. If joining after 31 st December, a membership fee on a monthly pro rata basis is to be paid. Levies and calls on Members: All members are to pay such levies as may be imposed from time to time by the Bowling Club. Any member neglecting or refusing to pay such levy, within 30 days, after being notified by the Secretary in writing, will have their Membership suspended until such levy is paid. Page 3

4. Office Bearers of the Bowling Club Committee The Officers of the Bowling Club Committee are to consist of the following thirteen (13) members of the Club: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) President Vice-President Secretary Treasurer Chairperson Greens Committee Chairperson Selection Committee Ladies Chairperson Selection Committee Men Chairperson Match Committee Ladies Chairperson Match Committee Men Chairperson Social Committee Publicity Officer Delegate to Bowls WA Bar Manager These Officers are to be elected at the Annual General Meeting of the Bowling Club. At the Annual General Meeting four sub-committee members are to be elected to assist each Chairperson of Greens, Ladies and Men s Selection and Ladies and Men s Match. Five sub-committee members are to be elected to assist the Chairperson of Social. A Bowling Club Auditor will be elected at the Annual General Meeting to audit the Bowling Club Financial dealings for the year. A Patron and a Vice-Patron may be nominated at each Annual General Meeting and invited to accept such positions for the ensuing season. 5. Election of Committee Members (a) (b) (c) (d) The President s term of Office to be no more than three (3) consecutive years. Nominations in writing from financial Ordinary or Life Members indicating their willingness to serve must be received by the Bowling Club Secretary at least seven (7) days prior to the Annual General Meeting and placed on the notice board for at least five (5) days prior to the Annual General Meeting. At an Annual General Meeting, in the event that there are fewer nominations than positions becoming vacant, the President is to call for nominations from the floor. If vacancies thereafter still exist the Committee may co-opt financial Ordinary or Life Members to fill the vacancies. Voting shall be conducted at the Annual General Meeting with members indicating their preference by way of a secret ballot. The Greens and Social Committees are considered shared responsibilities and may be voted upon by both genders. Match and Selection Committees are separate Committees serving the Ladies and Men s individually and the opposite gender is not eligible to vote on these Committees. Eligible members may lodge their vote(s) in advance if they are unable to attend the Annual General Meeting once they have their names checked off the list of voters. The result shall be determined by counting the vote of each member voting. Should the vote end in a draw the result will be decided on the toss of coin. All ballot slips are to be destroyed at the completion of the meeting. Page 4

(e) (f) (g) The President is to appoint a Returning Officer and two scrutineers to monitor the voting results. Upon completion of the election, the Returning Officer is to convey the results for declaration at the meeting. In the event of a casual vacancy occurring on the Committee, the vacancy may be filled by an eligible member appointed by the Bowling Club Committee. In the event of a casual vacancy occurring on a sub-committee, the sub-committee Chairperson may fill the vacancy with an eligible member, subject to subsequent ratification of the Bowling Club Committee. The Bowling Club Committee shall be empowered to co-opt up to three (3) Mid-Week Men's Pennant players to act as Selectors for Mid-Week games should it be deemed necessary. 6. Responsibility of the Committee (a) (b) (c) (d) To administer the finances of the Bowling Club, with all monies to be deposited with the Bank. To decide the manner in which such banking accounts are to be operated, provided all payments are passed by the Bowling Club Committee. To prepare a schedule of fees, subscriptions, levies, and/or charges as may be deemed necessary and advisable, for presentation to the Annual General Meeting for confirmation, and to enforce payment thereof. The responsibility for fund raising lies with the Bowling Club Committee. To adjudicate on all matters brought before it which in any way affects the Bowling Club. To ensure minutes are made of the proceedings at any meeting of any Committee or any General Meeting of members. To administrate sponsorship agreements with sponsors and appoint a sub-committee if necessary. 7. Duties of Delegate The Delegate is required to attend all Zone Delegates Meetings and report back to the Bowling Club. The Delegate is to appoint proxies if so required. 8. Objectives of Committee The Committee elected, will manage Bowling Club activities such as Bowling, Social, Finance, Recruitment, Coaching, Hiring of paid servants of the Bowling Club. 9. Social Committee A Social Committee Chairperson and five sub-committee members shall be elected at the Annual General Meeting. They will be responsible for social functions and general fundraising events except sponsorship. 10. Selection Committees Selection Committee Chairperson and four sub-committee members for each of Men's and Ladies shall be elected at the Annual General Meeting. They shall be responsible for the selection of teams for their respective sections, for Pennant play, the handicapping of players in Bowling Club events and the selection of teams for such other events as may be determined from time to time by the Bowling Club Committee. 11. Match Committees A Match Committee Chairperson and four sub-committee members for each of Men's and Ladies shall be elected at the Annual General Meeting for the purpose of arranging Bowling Club competitions, social matches and inter-club play (other than Pennant Games) for their respective sections, and such other events as may be determined from time to time by the Bowling Club Committee. The Match Committee shall be empowered to determine the conditions of play for any matches under its control. 12. Greens Committee A Greens Committee Chairperson and four sub-committee members shall be elected at the Annual General Meeting for the purpose of managing the use of the playing surfaces and assisting to maintain all surrounds including infrastructure. The Chairperson will also advise the Committee on matters relating to the use of the greens, availability for play and have the power to close any portion of the green or greens at any time. The Greenkeeper will report to the Chairperson of Greens for all matters in relation to the preparation and care of the greens and his/her employment conditions. The Greens Committee shall be responsible for providing satisfactory playing surfaces in meeting annual inspection standards for all Pennant games under the control of Bowls WA and all other events as determined by the Bowling Club Committee from time to time. 12A Bar Committee A Club Bar Manager shall be elected at the Annual General Meeting. Members of the Bar Committee shall be appointed by the Committee of Management. The Committee of Management shall approve: all bar prices; and all bar related training. If needed, a Committee of Management member shall organise appropriate bar staff. The Club Bar Manager is responsible for: the rostering of duty bar managers and RSA trained staff; and stocking the bar. The Club Bar Manager may appoint a deputy to act in his/her absence. 13. Publicity Officer The Publicity Officer is to be elected at the Annual General Meeting and is responsible for all media advertising, press releases including Bowling Club Newsletters. 14. Auditor An Auditor, not a member of the Committee, is to be elected at the Annual General Meeting. Such Auditor is to audit the accounts and have power at any time to call for all books, papers, accounts, etc relating to the affairs of the Bowling Club. The Auditor is entitled to receive such remuneration as the Bowling Club Committee may from time to time determine. The Auditor need not necessarily be a member of the Bowling Club. The appointed Auditor is to hold a recognised accounting qualification. Page 6

15. Dress Correct bowling dress as approved by Bowls WA must be worn at the following times: (a) Pennant matches (b) All organised games arranged by the Match Committee or under the direction of the Bowling Committee. (c) Such other days and times as may be determined by the Bowling or Match Committees. (d) Any departure from the above rulings shall be at the discretion of the Match Committees. 16. Use of Greens The greens will be closed on Monday for maintenance unless otherwise approved by the Chairperson of Greens. 17. Games Rules 18. Shoes All games shall be conducted under the rules laid down by World Bowls and Bowls Australia. Members and visitors shall wear smooth soled shoes approved by Bowls WA at all times while playing on the Greens. Any departure from the above ruling shall be at the discretion of the controlling body. 19. Delivery of Bowls When delivering their bowls, players shall do so in such a way as will avoid the risk of marking or damaging the bowling surface. Players must not intentionally drop a bowl or bowls on the green. 20. Complaints No complaint shall be considered by the Bowling Committee unless it is submitted and received in writing to the Secretary of the Bowling Club within 48 hours of the complaint arising. 21. Special Games It shall not be within the right of any member or members of the Bowling Club to inaugurate any special game or competition without the sanction of the Bowling Club Committee. If sanctioned, such games or competitions shall come entirely under the jurisdiction of the Bowling Club Committee. 22. Reserved Rinks The green, or such rinks of it as may be required for competitions and matches, shall be reserved by the Match Committees if deemed necessary, and no member shall have the right to play on any rink so reserved unless he is taking part in the competition or match for which the reservation has been made. 23. Private Games All applications for the use of a rink or rinks for a private game shall be submitted to the Secretary or Match Committees. It shall be within the power of the Match Committee to determine the number of private games that may be played on any one day or evening. The Match Committee also has the power to refuse permission for such private games at any time during the Season if in its opinion such private games shall interfere with the playing of Bowling Club Matches. 24. Right to enter Competitions Only financial ordinary, life and junior members of the Bowling Club shall have the right to enter for and take part in any or all of the competitions and matches instituted by the Bowling Club, provided that he/she has conformed with the Rules and By-Laws of the Bowling Club and the entry is not in breach of the rulings of Bowls WA. It shall, however, be within the power of the Bowling Club Committees to frame such regulations as they may deem advisable governing the entry to certain Bowling Club competitions and matches. 25. Children in the Vicinity of Greens No child who is not a Junior Member, shall be allowed on the precincts of the green unless accompanied and under the control of an adult. The Bowling Club Committee shall have the power to determine that children cannot be permitted on the precincts of the green on any occasion of which the members will be notified. 26. Interpretation of By-Laws The interpretation of these By-Laws, or any By-Laws made hereafter, is to be at the determination of the Bowling Club Committee. 27. Amendment of By-Laws No By-Law shall be amended or repealed nor shall any new By-Law be made except on a majority vote of the Committee Page 8
