DRAGON BOAT 1. Racing Days 1.1 Day 1 (Saturday 6th August 2016) a. AM Session (9am to 1pm): Dragon Boat practice/training sessions b. PM Session (2pm to 6pm): Dragon Boat try-outs & fun program 1.2 Day 2 (Sunday 7th August 2016) a. AM Session (9am to 1pm): Dragon Boat 2km Ring Race. b. PM Session (2pm to 6pm): Dragon Boat 2km Ring Race (Wet Weather Plan) 2. Racing Category & Class 2.1 DB22 Singapore Open There are no restrictions on crew gender mix. 2.2 DB22 Singapore Women a. All crew, inclusive of paddlers, drummer and reserves, must be female b. A Male Steersperson is permitted to steer in the DB22 Women class. 2.3 DB22 Tertiary Mixed Class a. Minimum of eight(8) Females are required to paddle in the DB22 dragon boat, excluding the drummer, steersperson and reserves b. If Teams opt to race with minimum sixteen(16) paddlers (refer Rule 3.2b below), the eight(8) Females rule shall still comply. c. The drummer and steersman can be of any gender and are not affected by the gender-ratio requirement. 2.4 DB22 International Open a. There are no restriction on crew gender mix. All crew, inclusive of paddlers, drummer and reserves can be foreigners or non-singapore Citizen, non-singapore Permanent Resident and/or tourists or visitors.

3. Crew & Team Composition 3.1 Team Eligibility a. This race is open to all, SDBA affiliates as well as non-affiliates. b. Teams, except those participating in the Tertiary Mixed racing class, are permitted to combined their members to form a composite team, if they so wish. 3.2 Crew Composition a. Teams may register maximum of twenty-six(26) people (20 paddlers, 1 drummer, 1 steersperson, 4 reserves). b. Minimum sixteen(16) and/or maximum twenty(20) paddlers shall be required to race in the DB22 dragon boat, excluding one(1) drummer and one(1) steersperson. c. Minimum age permitted to participate as a paddler, drummer & reserves is fourteen(14). However, do note that parental consent will be required for participants below the age of sixteen(16). d. Minimum age permitted to participate as a steersperson is eighteen(18) 3.3 Cap on Foreigners as Crew Member (not applicable for the International Open Category) a. The following rules applies to the Singapore Open, Singapore Women and Tertiary Mixed categories only. b. A maximum cap of six(6) foreigners (herewith identified as being a non- Singapore Citizen, non-singapore Permanent Resident and/or a tourist/visitor) shall be imposed on every team. c. Whenever possible, the crew member shall be a Singapore Citizen and/or Singapore Permanent Resident. d. A Team may therefore register six(6) foreigners as part of the permitted maximum twenty-six(26) people making up the full dragon boat crew. e. A Team that registered six(6) foreigners as part of the full dragon boat crew may opt not to field any and/or all of the six(6) foreigners inside the permitted minimum sixteen(16) and/or maximum twenty(20) paddling crew. 3.4 Tertiary Crew Eligibility a. Applicable to Universities, Polytechnics, Institute of Technical Education (ITE), Junior Colleges (JC) and other institutions of higher learning offering post-secondary education certificates, diplomas and/or degrees. b. The crew member must be a matriculated and/or registered student in the school/institution in the year 2016. Part time students are eligible as long as they possess valid student passes.

4. Race Venue 4.1 Racing Distance 2km for all categories 4.2 Race Course a. The Race Course shall be in Marina Bay and is built upon the DBSMR 500m racing course layout. b. The race shall be in an anti-clockwise direction, always turning left. c. It shall be of a circulatory nature (also known as ring ), having two(2) straight sections and two(2) turns in one circuit of the Course. d. The length of the straight sections shall be 500m. e. Each straight section shall be marked down its length by a line of buoys, a maximum of 100m apart. f. Each Turn shall be marked with buoys, to indicate the curve of the turn. The Start (1st 500m), Turn 1 and the next 500m

Turn 2 and the next 500m Turn 3, the last 500m and The Finish Line 5. Personal Flotation Device (PFD) 5.1 The use of PFDs is compulsory in Singapore. 5.2 All participating teams a. Teams are advised to use their own set of PFDs. b. If Teams require the loan of PFDs, they are to alert the Singapore Dragon Boat Association for prior arrangement. c. As of January 2016, it is an offence for individual paddlers to modify or alter their PFDs. The PFDs must be use according to its design purpose. d. Team member will be disqualified for violating Rule 5 for the improper wearing of PFD.

6. Dragon Boats And Paddles 6.1 Seagull IDBF 1222 DB22-crew Standard Boat Age : 8 years old Length : 12.49m Width : 1.17m Weight : 250kg 6.2 Paddles a. Compulsory for local Singapore Teams to use their own IDBF Spec 202a racing paddles b. Only the following paddles will be permitted for The Event:- i. IDBF Spec 202a racing paddles ii. SDBA training-standard paddles (non IDBF standard). 7. Steersperson 7.1 The steersperson must be a SDBA Qualified Helmsman, with EITHER of the following certification:- - SDBA Basic Helm OR - SDBA Recreational Trainer OR - NCAP Level 1/2/3 Coach in Dragon Boat 7.2 Team Managers from the foreign teams participating in the International category may write in to the Singapore Dragon Boat Association to seek waiver from the local helmsman certification accreditation. 8. Team Manager And Team Management 8.1 A Team Manager is compulsory for all Teams. 8.2 The Team Manager and the Coach CAN BE A COMPETING ATHLETE (paddler, drummer, steersperson or reserve) making up the full DB22 twenty-six (26) racing crew. However, a Team Representative MUST BE available at The Organizer s request at all times. 8.3 It is incumbent on the Team Managers to know and understand the Entry Rules, IDBF Rules of Racing & Competition Regulations and Disciplinary Code. 8.4 Team Managers are required to understand and comply fully with the Conditions and Eligibility described for each respective racing category set in this Entry Rules. 8.5 Only the Team Manager may approach or seek appointment with the Race Officials. Likewise, the Race Officials will only deal with the Team Managers.

9. Racing Category The Organizers reserve exclusive rights to amend the criterion and conditions set, including the possibility of cancellation of a particular race category, to better organize and manage the event. 10. Race Format 10.1 The Start Procedure a. The Start Procedure shall utilize a Chase Start format. b. The intervals in between teams starting shall be between 10 seconds to 15 seconds. c. Timing for each participating team shall be started once that particular team started their race. 10.2 Six (6) Team Racing Format a. There are six(6) dragon boats allocated to each Start Wave (hereafter known as Wave), per racing category. That meant at any one time, only six(6) dragon boats will be racing. b. All six(6) teams shall race in one(1) Wave c. The Team that clocked the fastest time shall win. d. Medals and prize money will be awarded to the top three teams. 10.3 More than Six(6) Teams Racing Format a. There are six(6) dragon boats allocated to each Start Wave (hereafter known as Wave), per racing category. That meant at any one time, only six(6) dragon boats will be racing. b. If there are more than six(6) participating teams per racing category, teams will then be balloted into two(2) Waves, and so forth. c. Wave 1 will race first, followed by Wave 2, etc. at 15 minutes to 30 minutes after. d. The time returned from all Waves will then be ranked accordingly. e. The Team that clocked the fastest time shall win. f. Medals and prize money will be awarded to the top three teams 10.4 In the event of a Tied-Finish a. In the event of a Tie, a joint placing will take place. b. Medals will be split between the teams and given out during Prize Presentation ceremony. The top-up of the medals will be given at a later date. c. The Prize Money quantum will, however, remain and amount will be split between the teams.

11. Racing Procedures 11.1 At the Start a. Teams will be balloted (to be done in the Team Manager s Meeting) to determine:- - allocation into Waves, if necessary - the Order of Start, i.e. which teams to go first, second, etc. b. For each Wave, there shall only be six(6) dragon boats allocated. That meant at any one time, only six(6) dragon boats will be racing. c. Teams will arrange themselves in their Order of Start behind the Start Line d. The Starter will call the Teams to come forward to the Start Line individually by Team Name and/or Boat Number. e. Teams must not cross the Start Line. Otherwise, time penalty will be imposed. f. Teams will be started individually with the standard start command: - Are You Ready - Attention - Air-horn 11.2 Line of Racing a. The Line of Racing for crews racing down a straight section of the Course, is deemed to be at a point which gives at least six (6) metres of clear water, from the buoys marking the left of the Racing Lane Diagram 11.2a b. Crews must steer a straight course down the Line of Racing, during the whole of the race

c. Crews may stay close to the race course buoys provided: - the race course buoys are always on the boat s port (left) side - clear water of two(2) meters, measured from the tip of the paddles to the race course buoys, are maintained Diagram 11.2b/c - This Rule differs from IDBF Rules of Racing R10.3.1:- It is incumbent on the Steersperson, to maintain a distance of at least six (6) meters of clear water, measured from the tip of the crew s paddles to the race course buoys on the boat s left (port) side. This is to permit crews who may be overtaking on the port side to have as much space as possible, in which to overtake d. Racing shall take place in an anti-clockwise direction. Crews are not permitted to race on the inside of the buoys marking the left hand edge of the Racing Lane, except when overtaking after completing a Turn 11.3 Overtaking Diagram 11.2d a. Overtaking will be carried out to the starboard (right) side of the boat being overtaken, unless there is space on the port (left) side. Diagram 11.3a - This Rule differs from IDBF Rules of Racing R10.4:- Overtaking will be carried out to the port (left) side of the boat being overtaken except when the width of the Racing Lane allows crews to overtake in clear water to the right of the boat.

b. An overtaking attempt is deemed underway once the dragon head of the Overtaking Boat (OB) is in line with the Steersperson of the Boat being Overtaken (BO) Diagram 11.3b c. Boat being Overtaken (BO) must give clear water to the Overtaking Boat (OB) by maintaining speed and not accelerate while the overtaking is underway. d. Boat being Overtaken (BO) must not alter course, make sudden rudder alterations and/or perform any turns while the overtaking is under way. e. Both the Overtaking Boat (OB) and Boat being Overtaken (BO) must maintain clear water of minimum two(2) metres, measured from the tip of their paddle blades, between each other. 11.4 No Overtaking Zone a. There is a designated No Overtaking Zone which starts at 50m before every turn. b. The start of the No Overtaking Zone is marked by a buoy, which may be different in size and color than the rest of the race course buoys. c. The No Overtaking Zone shall extend from the start of the zone at 50m before the turn until the end of the turn on the other side of the Line of Racing. Diagram 11.4a/b/c

11.5 Right-of-Way in the Turns a. A boat should at all times maintain the racing line throughout a turn and must ensure that there is clear water between paddles, which is defined as a distance of two(2) metres between paddle blades. b. A crew will not be disqualified for touching a Turn Buoy, or for having slightly less than two(2) metres of clear water between the buoy and paddles. c. A crew that turns inside a Turn Buoy shall be given a Time Penalty of up to 5 seconds, per offence. d. A crew that consistently turns inside more than two turn buoys may be disqualified or incur maximum time penalty of thirty(30) seconds. Diagram 11.5 e. Steering Wide in Turns Where a Lead Boat(LB) makes an excessively wide entry or exit in the turn, the Following Boat(FB), that has not obtained an overlap, may attempt to pass through on the left if there is sufficient space on the inside to maintain clear water between the boats. f. During this maneuver, and throughout the turn, the Lead Boat(LB) does not relinquish right of way to the Following Boat(FB) and the FB will not assume right of way over the leading boat. g. The Following Boat(FB) must respect and provide necessary right of way and clear water to the Lead Boat at all times throughout the turn. h. Coming out of the turn, the Following Boat(FB) may attempt to overtake the Lead Boat(LB) on either side of the LB. i. In this case, any contact or interference with the Lead Boat(LB) shall result in a time penalty to the FB of up to twenty(20) seconds.

Diagram 11.5e 11.6 Overtaking Boat (OB) Rights in the Turns a. The Overtaking Boat (OB) gains right of the inside racing line when it has established an overlap with the Boat being Overtaken (BO) at the 50m No Overtaking Zone marker buoy. b. The Overlap is defined as the steering arm of the Overtaking Boat (OB) is level with the dragon head of the Boat being Overtaken (BO). Diagram 11.6b

c. Overlap Achieved! The Boat being Overtaken (BO) must give room for the Overtaking Boat (OB) to maintain its racing line (even to the extent to hold water), throughout the turn. Diagram 11.6c d. Overlap Not Achieved! A boat that has not obtained an overlap may choose to overtake on the right of the preceding boat, but must enable the boat being overtaken to maintain its racing line and maintain clear water between the two boats. Diagra m 11.6d e. Although more incumbent on the Boat being Overtaken (BO), both them and the Overtaking Boat (BO) must ensure that there is still clear water between them both, at minimum two(2) metres gap between their paddle blades. f. Crews not complying with this rule will receive an automatic Time Penalty of twenty (20) seconds.

11.7 Right of Way a. In the opinion of the Chief Official any racing maneuver by an overtaking crew or a lack of clear water between boats has endangered the safety of another crew, or materially affected the result of the race, the offending crew shall be disqualified. b. A crew s race time that has been adversely affected by the actions of another crew, that is, when a Course Umpire has confirmed that time has been lost through an obstruction or impediment of the crew concerned, a Time Deduction Bonus, of up to 20 seconds, may be awarded, by the Chief Official. 11.8 Impending / Collisions a. A boat being overtaken must not steer in a manner that is likely to cause a collision with another boat. The boat overtaking must not Steer in a manner that is likely to cause a collision. b. If during the course of the race a boat impedes or collides with another boat the Chief Official shall apportion blame and/or issue a disqualification when crew safety is compromised. c. If the Chief Official decides that a boat has impeded the forward motion of another boat, or that the crew in the impeded boat had, by necessity, to stop paddling; then a Time Penalty of up to thirty (30) seconds may be awarded to the impeding crew. A Time Bonus may also be awarded to the impeded boat as allowed for under R10.4.3. When a collision between boats occurs 12. Protests And Appeals 12.1 Protests In the event of a crew wishing to make a protest following a race, concerning the conduct of another crew, the Team Manager must lodge the protest with the Chief Official. Such a protest must be addressed to the Competition Committee and made within ten (10) minutes after the race. A protest against a race result must be made no later than ten (10) minutes after the result is officially posted. 12.2 Appeals This acknowledgement is the start of the period in which the Team Manager may appeal to the Jury, against the decision of the Competition Committee. An appeal against a protest result must be made no later than ten (10) minutes after the protest result is officially posted. 12.3 Protest / Appeal Fees All protests / appeals shall be made in writing and shall be accompanied by a fee of Singapore Dollars $50.

13. Medals & Prize Money 13.1 Below 3 Teams to Race If there are only 3 teams for the category, using the minus 1 rule, only Gold and Silver will be awarded but there will be No Prize Money. 13.2 4 Teams to Race If there are at least 4 teams participating in the category, Gold, Silver, Bronze Medals and Prize Money will be awarded to the top 3 teams. The Champion team will also receive a trophy. 13.3 Prize Money Details of Prize Money will be publish on SNG 2016 official website. 14. Registration 14.1 Timeline 14.2 Process a. Registration would be opened on 3rd June 2016. b. The closing date will be Friday 8 th July 2016, 2359hrs. All teams are required to register their confirmed entry from 3rd June 2016 till 8th July 2016. Confirmed entries must be entered by the Team Manager through the online registration system at:- https://www.myactivesg.com/getactivesingapore/singapore-nationalgames 14.3 Online Registration Format a. Registration is on per-crew basis. b. The Registration Fees must be paid in full after the team registration by c. 8th July 2016 at 23:59 hrs. 14.4 Registration Fees a. For Tertiary Mixed category only: Fees per crew is at S$10 x number of participants (inclusive of GST, Goods and Services Tax) b. For all other categories: Fees per crew is at S$15 x number of participants (inclusive of GST)

15. Refund 15.1 Below 3 Teams to Race In the event that there are only 3 teams or lesser registered for the category, no prize money will be given. Teams may opt for the following: a. Withdraw and get a full refund; b. Join another category which they are eligible. The closing date for registration will be 2359hrs, Friday, 8 TH July 2016.

ANNEX A Singapore National Games 2016 Db22 2km Practise Day 6 August 2016 Crew Training Booking Form There will be a familiarization session available hourly for competing teams on the eve of the completion, 6 th August 2016, from 9am to 1pm.
