Tournament Rules and Policies for Major Rookie Tournament A. GAME PLAY The 2018 approved OBA Rookie Ball playing rules will apply (rules can be found on the OBA website www.baseballontario.com, click on About Us, then 'Constitution & Playing Rules', then 2018 Constitution. Rookie Ball rules are on pages 51-53 and Section Q2. The Official Rules of Baseball shall govern all games except as provided in Section Q2 above and Section P2 Special Playing Rules, found on pages 26-34. In addition to the above, the additional game play rules are as follows: 1. The decision of the umpire(s) is final. Protests of misinterpretation of rules must be entertained by the tournament host committee as per the official rules of baseball. There is no Baseball Ontario provision to ban legal protests. 2. Coaches are required to submit their OBA Roster (with team number) by June 1, 2018. 3. OBA Line-up cards and score sheets will be used. Each team will score each game and will be verified with the other team s scorer. The home team s score sheet will be considered the official record of the game. Score sheets must be returned to the Chief Scorekeeper at the Snack Bar within 20 minutes of the completion of the game. 4. Preliminary round games will be 7 innings or until a winner is declared. 5 innings shall constitute an official game except that a winner is declared and the game declared official at any point that the opposing team is unable to win or tie the game. No new inning will start after 1 hour and 45 minutes has elapsed from the time of the first pitch. The umpire will notify both teams and the scorekeeper of the time of the first pitch. Once started, an inning will be completed unless the home team is batting and leading or scores the winning run when curfew. An inning will be 3 outs or a maximum of 7 runs, including all playoff games. 5. Playoff games (i.e. quarter-final, semi-finals and finals) will be 7 innings in length with no time limit. 6. As in all OBA games an 18 run mercy rule will apply after 3 innings or 15 runs after 4 innings. A 10 run mercy rule will also apply after 5 innings or any subsequent inning thereafter. If the home team leads after the top half of any such inning, the game shall be considered a mercy and the home team will not bat. 7. Tie games will be allowed to stand in the Round Robin. There will be no extra innings in this round. 8. A game shall be official if curfew is reached and the home team is leading after 3 ½ innings or the visitors are leading after 4 complete innings. If 4 innings have been completed and the game is suspended then it will be considered official. In the event that the game is suspended prior to curfew and prior to 4 innings being completed, then the game shall be resumed from the point of suspension. The defensive team must resume their exact positions on the field. The count, if any, on the batter will be unchanged and the batting order must be the same. If the home team is batting and leading or scores the winning run when curfew is reached, the game will end immediately and be considered official at that point and the score and offensive and defensive innings recorded at that time (full innings will be assigned to the offensive and defensive teams). 2

9. The home team in each preliminary round game will be determined by a coin flip 10 minutes prior to the game. The home plate umpire will conduct the toss, witnessed by the field umpire. The team that travelled the furthest to the tournament will call the coin in the air. The winner will have the choice of being home or away. 10. Two points are awarded for each win. One point is awarded for a tie. 11. The home team in each playoff game will be the team with the better record at that point in the tournament. Tie-breaking procedures will be as described later in this section. 12. There will be no pre-game warm ups on the infield. Please note that while there are other diamonds in the park, many of these are in use by other East York leagues over the weekend. Access to these diamonds is on a first-come first-serve basis. Should a team that is scheduled to use that diamond arrive, tournament teams must leave it immediately. 13. The score of a forfeited game will be recorded as 7-0, and 5 innings for tiebreaking purposes. 14. All players must wear matching uniforms with matching color schemes. Players without matching uniforms and matching color schemes will not be permitted to participate. OBA Rep coaches are expected to be in baseball uniform. Select coaches must wear a team shirt and hat. Absolutely no shorts will be allowed. 15. All equipment must conform to OBA regulations. No metal spikes are permitted. 16. Teams judged to be wasting time or otherwise delaying a time-limited preliminary game when ahead in the score will be warned by the umpire(s). A second warning may result in the ejection of that team s head coach. 17. In case of ties in the standings, the following will be used (OBA rule P7-3(v)(w)): i. head to head record among tied teams; ii. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in games among tied teams; iii. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in all games; iv. team with the highest runs for ratio (runs scored / number of offensive innings played) in games among tied teams; v. team with the highest runs for ratio (runs scored / number of offensive innings played) in all games; vi. coin toss. When there are 3 or more teams tied, the tiebreakers will commence at 17(ii). After the winner of that tiebreaker is determined, the tiebreakers will continue, if necessary, at 17(ii) as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at 17(i). 3

18. Teams are asked to retrieve foul balls hit during the game. No time will be added for any delays due to lack of baseballs. 19. Teams are asked to conduct post game meetings off the field. Please clean your dugout, and gather all equipment and personal items as quickly as possible to keep the games on schedule. 20. East York Baseball Association accepts no responsibility for any injuries, damages or losses to any person, organization, or entity during the tournament. B. CONDUCT 1. Coaches are role models and have a significant influence on the tenor of a game, both on the diamond and in the stands. Coaches represent our families, our cities, our league, our team and our organization. 2. Both the Toronto Baseball Association and East York Baseball Association have a ZERO tolerance policy for a coach s abuse of umpires, officials, opposing coaches, players, and other fans. 3. Umpires will not hesitate to warn and/or eject a coach whose conduct towards them, or anyone else, is abusive or detrimental to a positive environment for players and their families. 4. Under Toronto Baseball Association regulations, coaches are also held responsible for the behaviour of their supporting spectators. 5. If a parent or other spectator associated with a team demonstrates offending behavior, the coach of the team will be requested to speak to the spectator. If the behavior continues, the team will be subject to a bench warning. If the behavior still continues, the head coach will be ejected and the offending spectator will be ejected from Stan Wadlow Park. (Stan Wadlow is a public park, but is permitted to the EYBA, giving the EYBA discretion over attendance within its borders). If that does not bring the situation to a close, the team will forfeit the game. 6. Offending behaviour includes abuse of officials, abuse and/or taunting of players (on either team), and abuse and or/taunting of other spectators 7. Any coach ejected from a game will be suspended from the following game. Further sanctions may be applied based on the nature of the incident(s). 8. A coach who is ejected must leave Stan Wadlow Park immediately. He or she will not be permitted to attend the park for any game(s) that he or she is suspended for. If he or she does attend that game after it has begun, his or her team will forfeit that game. 9. Umpires will also not ignore detrimental behavior by players, who are also subject to ejection for verbal abuse, use of profanity, intent to injure, or other transgressions at the umpire s discretion. 10. Any player ejected from a game will be suspended from the following game. Further sanctions may be applied based on the nature of the incident(s). 11. A player who is ejected must leave the vicinity of the diamond immediately. He or she may attend any game(s) that he or she is suspended for, but must not be in uniform. 12. Any coach, player, or spectator who directs physical abuse towards another coach, player, or spectator 4

will be ejected from both the game and Stan Wadlow Park for the duration of the tournament. In the case of coaches, their team will be permanently banned from future Summer Slam tournaments. 13. Tobacco products are strictly prohibited in the confines of the baseball field including dugouts and fan viewing areas. 14. All of the above will be included in the ground rules conversation between umpires and coaches before the game. C. SCHEDULING 1. Each team will play three games. The results of those games will be the basis of determining the playoff qualifiers. 2. Pool qualifiers: After pool play teams are seeded within each pool, top 2 seeded teams in each pool advance to the playoff round. Tie-breaker rules will apply to determine top 2 teams in each pool. 3. Playoff seeding: From the list of pool qualifiers, teams are re-seeded 1 through 6 based on total points, top 2 seeds advance directly to the semi-final. Tie-breakers rules will apply to determine playoff seedings. 4. A copy of the tournament schedule has been forwarded to all teams via email. D. WEATHER 1. All games will take place at Stan Wadlow Park, weather permitting. In the event that the weather requires schedule adjustments, we reserve the right to move a small number of games to other nearby diamonds. 2. It is ESSENTIAL that at least two cell numbers are provided for each team, as updates will be sent via text message. 3. Should the entire tournament be rained out, teams will be refunded 75% of their entry fee (reflecting that the EYBA has non-refundable costs associated with staging the tournament.) 4. The convener will have the final say on how to proceed in the event of rain. Any final decisions will be made after consultation with the umpires and coaches. E.
