MEMBERSHIP All SDDA Member Clubs ( Member Clubs ) must meet the following requirements: 1. Have submitted a completed application for membership which includes proof of the following along with a $2,000.00 registration fee. 2. An existing and functioning Board of Directors ( BOD ) with minutes of at least four (4) board meetings on record during the 12 months prior to the time of application to the SDDA. 3. A Director of Coaching ( DOC ), Technical Director or Director of Operations with a minimum licensing level of USSF C or NY, NSCAA National Diploma or UEFA B and must be leading the Member Club and managing its day-to-day operations. In the event that the applicant Member Club does not meet this requirement at the time of application, a grace period (to be determined by the Executive Committee) may be granted by the SDDA and shall be given provisional membership status until the requirement has been fulfilled or membership is revoked. 4. Be duly registered and in good standing with Presidio Soccer League and CYSA-S. 5. Permitted fields which meet minimum SDDA field standard (available and playable size and condition). 6. A functioning coaching curriculum guiding the Member Club s player development. If a Member Club has a change in DOC or Technical Director, they must provide an updated curriculum. 7. Must commit to the SDDA code of ethics, rules and regulations. 8. Must attend a minimum of 75% of the SDDA meetings. The calendar year runs January 1 through December 31 of each year. 9. Must have written and signed player, parent, coach and Club agreements. Membership in the SDDA is considered to be an automatic acceptance of its rules, regulations and code of ethics. VOTING RIGHTS 1. Only Clubs with all of their teams competing in the SDDA or the Presidio Soccer League may serve on the Executive Committee, which will be formed by five Member Clubs DOCs. 2. All Member Clubs in good standing will have one vote in the general SDDA membership. 3. To be considered in good standing, the Member Club s DOC or one of the two other pre-appointed Member Club representatives must attend at least 75% of the SDDA meetings and the Member Club must be in good financial standing. 4. The SDDA Executive and Member Clubs will have final approval on club acceptance into the SDDA. 5. The Member Clubs grant the SDDA Executive Committee the right to adjudicate any unforeseen situation in these rules and regulations. SEEDING RULES AND FLIGHT CONFIGURATION 1. Member Club DOC s will submit their flight requests based on what they feel is best for their teams. The Executive Committee will review the requests and form flights with the goal of having the strongest level of competition possible. 2. Acceptance of teams into SDDA and the requested flights is not guaranteed. 3. The Executive Committee will try to form flights with a minimum of 6 SDDA Membership Regulations v20140923 Page 2 of 9

teams and no pre-set maximum limit. The flights will be subject to approval by the Member Clubs in good standing. 4. Teams in Flight 1 (U12 and up) are expected to compete in National Cup. 5. Teams in Flight 2 (U12 and up) and Flight 1 (U10 and U11) are expected to compete in the President s Division of State Cup. GAMING RULES 1. Will consist of FIFA rules plus League-specific rules as currently adopted See, http://presidiosoccer.com/gaming_regulations.htm 2. No scores or standings will be published for U7-U8-U9. CLUB PASS 1. A player must be Club passed by midnight the Wednesday prior to the game. 2. A player can only play with the team the player is Club passed to that weekend. 3. Players can be Club passed between a team in a Presidio circuit to a team in an SDDA flight. 4. Club pass movement can only be UP (Flight 2 -> Flight 1, AA -> Flight 2 or 1, younger age to older age). 5. Limit of three (3) players to be Club passed to the same team on each weekend of play. 6. Limit of three (3) times each individual player can be Club passed during the fall season play. SDDA Membership Regulations v20140923 Page 3 of 9

PLAYER, TEAM OFFICIAL AND TEAM MOVEMENT Player Transfer Rule: Players committing to play for a SDDA member team will commit to that team for the season. The season is defined as August 1st through State or National Cup for that player s team. If that player s team does not participate in State or National Cup, then the season for that player is complete after the last game of SDDA of that year. State/National Cup competition shall be defined as any local, regional or national USYS Competition. Players will not be able to transfer to another SDDA team unless the DOC s from both clubs have approved the transfer. Any player wanting to transfer during the season, as defined above, must obtain the approval of the DOC s from both clubs before the transfer can occur. This pertains to SDDA clubs and their SDDA/Presidio teams only. Players may transfer to and from a team participating in another gaming league to SDDA clubs and their SDDA/Presidio teams, in accordance to the Cal South transfer rules. Players may transfer to a team within the same club in accordance to Cal South transfer rules. The SDDA Transfer Rule is strictly enforced and all member clubs are expected to follow the rule as it is intended. The transfer rule that the SDDA adopted is enforceable at the league level. The new Cal South Transfer Rule (effective 8/1/13) now requires DOC approval from both clubs on the release and transfer. It also includes an appeal process, through Cal South, if the outgoing DOC refuses the player release. However, for SDDA purposes, clubs that disregard the SDDA rule are undermining the spirit of the league, and will be subject to board and Technical Committee review, and potential non-renewal for the following season. Even if an appeal is upheld through Cal South and the player is allowed to release from a SDDA team, the incoming SDDA club is expected to obtain the required approval from the outgoing DOC per the SDDA Transfer Rule. If the outgoing DOC denies the transfer then the incoming club cannot register the player via a transfer. Specifically, a player release (drop) from any SDDA team and subsequent signing at any time prior to the end of State/National Cup competition, as defined above, by another SDDA team, is considered a transfer and will be considered a violation of the SDDA rule as it is intended. Team Official (Coach, Assistant Coach or Team Manager) Club Transfer Rule: When an SDDA Club hires a Team Official from another SDDA Member Club, the club will not assign said Team Official to the same age AND gender group that he/she coached in that same season (as defined in Player Transfer Rule) or in the following season without the written consent of both Member Clubs Directors of Coaching (i.e. a coach that coached a GU15 at the former club should not be assigned to GU16 the following season. However, the coach can be assigned to any other age group). The transfer rule that the SDDA adopted is enforceable at the league level. Clubs that disregard the SDDA rule are undermining the spirit of the league, and will be subject to board and Disciplinary Committee review, and potential non-renewal for the following season. Team Transfer Rule: Any team wishing to move from one Member Club to another Member Club must be approved by the SDDA Executive Committee. ILLEGAL PLAYERS 1. Any coach, manager or official found guilty by the SDDA Ethics Committee of knowingly using any player that is ineligible, over-age, improperly registered, or under disciplinary suspension will be suspended from participation in all SDDA activities by the SDDA Ethics Committee. 2. The duration of the suspension is to be determined by the Ethics Committee. FALL SEASON PLAY Fall season play ( League Play ) will have 10 games valid for standings beginning SDDA Membership Regulations v20140923 Page 5 of 9

the first Saturday after Labor Day and ending during the month of November. SHOWCASE EVENTS / CUP PLAY 1. Showcase events will be held for: a. U11 Flight 1 ( YOP Showcase ) b. U12-U13-U14 Flight 1 ( ODP Showcase ) c. U15 and up Flight 1 ( College Showcase ) All Showcase events will be held during a weekend after Labor Day and before the conclusion of League Play. 2. Cup Play will be held for: a. U7-U8-U9-U10 Flights 1 & 2 at the conclusion of League Play in November. b. U11-U12-U13-U14-U15 Flight 2 at a time between August and November. 3. Teams wishing to not participate in a Showcase or Cup Play event are required to notify the Presidio/ SDDA scheduler by the deadline specified for that event. Member Clubs that have a team drop after the deadline are subject to a $500.00 fine. Additionally, if a team is a No Show at the event, the Member Club is subject to a $500.00 fine. SPRING FESTIVAL FORMAT To help prepare teams for State and National Cup play, SDDA will offer to schedule Member Club v. Member Club friendlies between Easter and Memorial Day. These friendlies will be full-length games at hosted fields. The rules and regulations of State/National Cup should apply to help teams prepare. No printed roster or club passes are necessary and teams may use other players from their SDDA Membership Regulations v20140923 Page 6 of 9

Club, if needed, however, each player must have a Player Card on hand. Teams will cover referee fees. CODE OF ETHICS 1. Any coach wishing to borrow a player from another Member Club to guest play in a tournament, will first contact the playerʼs current coach or DOC/Technical Director. 2. Member Club DOCs agree to accept a player transfer from another Member Club only as long as that player is in good financial standing with the outgoing Member Club. 3. When hiring a coach from another Member Club, the hiring Member Club should not assign said coach to the same gender next age group that he/she coached in the previous season without the written consent of both Member Club DOCs (i.e., a coach that coached GU15 at the former club should not be assigned to GU16 the following season at the new club. However, the coach can be assigned to any other age group). The spirit of this code is not to limit opportunities for coaches, but to ensure that coaches are hired for their coaching knowledge and ability and not as a tool to recruit a team or to disrupt a competitor s program. 4. Member Clubs will make every effort to ensure that players can enjoy the National/State Cup playing experience without the stress of tryouts. 5. All Member Clubs agree to instruct their coaches that in the event of a lopsided game they should immediately take measures to use the match for developmental purposes only. RESPONSIBILITIES OF THE COACH 1. Coaches will never place the value of winning over the safety and welfare of players. SDDA Membership Regulations v20140923 Page 7 of 9

2. Coaches shall place the individual player development ahead of team success. 3. Coaches will direct players to seek proper medical attention for injuries and follow the physician's instructions regarding treatment and recovery. 4. Coaches will not seek unfair advantage by teaching deliberate unsportsmanlike behavior to players. 5. Coaches will not tolerate inappropriate behavior from players regardless of the situation. 6. Coaches shall take an active role in educating their players about sports nutrition, fitness and prevention of tobacco use. 7. Coaches will not have in his/her possession any illegal drugs or consume alcoholic beverages during any SDDA game or event. 8. Coaches shall educate themselves on a constant basis in order to provide their players with the highest level of instruction possible. 9. Coaches will set a positive example of appropriate in-game behavior and are responsible for the behavior of their sidelines including their players, players parents and spectators. 10. Coaches will not use derogatory or abusive language or behavior toward their players, the referees, opposing coaches/players. RESPONSIBILITIES OF THE PARENTS 1. Parents will make every effort to ensure their child/player attends and arrives timely to all training sessions and games. 2. Parents will pay all Member Club fees and team costs timely and in full. 3. Parents will follow the injury and concussion protocol in place by the SDDA Membership Regulations v20140923 Page 8 of 9

member club for which they play as well as any additional SDDA protocol/policy. 4. Parents will adhere to the transfer rules in place by SDDA. 5. Parents will observe a 24 hour cooling off period before approaching a coach or club official. 6. Parents will refrain from yelling derogatory or abusive comments to their child, his/her child s teammates, opposing players, both teams coaches and the referees. 7. Parents will not engage, berate or abuse the referees before, during or after a League game or event. RESPONSIBILITIES OF THE PLAYERS 1. Players will make every effort to attend and arrive timely to all training sessions and games. 2. Players will refrain from yelling derogatory or abusive comments at their own coaches/teammates, the opposing players/coaches and the referees. 3. Players will not incite or participate in any physical confrontation against their own coaches/teammates, the opposing players/coaches or the referees. 4. Players will not engage, berate or abuse the referees before, during or after a League game or event. 5.
