GUIDELINES FOR SELECTION OF MAULANA ABUL KALAM AZAD (MAKA) TROPHY 1. Introduction: 1.1 Government of India provides financial and other assistance to Universities through Association of Indian Universities (AIU) for conducting and participating in national and International tournaments, for coaching and training of athletes of University teams with a view to broadbasing and integrating sports and physical fitness in colleges and universities. 1.2 Government of India instituted `Maulana Abul Kalam Azad (MAKA) Trophy award in 1956-57. The overall top performing university in the Inter-University tournaments is conferred with MAKA Trophy, which is a rolling trophy along with a cash prize of Rs.10 lakh. Universities securing second and third positions are also provided with cash prize of Rs.5 lakh and Rs.3 lakh, respectively. 1.3 Financial assistance for promotion of sports and games in colleges and universities was earlier given under the scheme entitled `Financial assistance for Development of Sports Infrastructure in Universities and Colleges. The scheme was discontinued w.e.f 1.4.2005. Recognizing the importance of promoting competitive sports in colleges and Universities, Ministry of Youth Affairs and Sports(MYAS) continues to assist Inter-University tournaments under the scheme of `Assistance to National Sports Federations. AIU has now been brought under the aforesaid scheme by granting it reorganization vide this Ministry s OM. No. 9-22/2007-SP.I, dated 5.5.2009. Financial assistance is provided to AIU for holding of and participating in national and international inter-university tournaments and also for organizing coaching camps/training of athletes of University teams. 1.4. The existing guidelines for selection of MAKA Trophy were framed long back and needed suitable revision to meet the changed scenario in the sports arena. Furthermore, there arose some disputes between Universities over calculation of marks for selection of MAKA Trophy award. To streamline the selection procedures for award of MAKA Trophy, a Committee chaired by Secretary General, AIU examined the existing system of award of marks and recommended revised criteria for computation of marks based on the priority of 1

sports and level of tournaments. The recommendations of the Committee were further examined in the Ministry with the help of experts. Based on the recommendations of the Review Committee and sports experts, existing guidelines for selection of MAKA Trophy award has been revised, which interalia includes the following:- i. Rationalisation of marking system based on prioritization and the level of competitions giving due weigtage of marks for international sports competitions/tournaments; ii. Negative marks for wrong claims and false complaints; iii. Enforcement of NADA anti-doping code and penalty of marks for number of athletes found doping positive; iv. Inclusion of only those disciplines whose NSFs have IOA or MYAS recognition. v. Scrutiny of applications for MAKA trophy by Scrutiny Committee at AIU well in time and putting the marks online; vi. Constitution of Selection Committee for MAKA Trophy by Sports Ministry as in the case of other National Sports Awards; vii. Requirement of prior approval of Sports Ministry on any addition or deletion in the final list of tournaments, including inter-university tournaments considered for the purpose of the MAKA Trophy selection; viii. Presenting miniature replica of MAKA Trophy to Winner University for retention. ix. Placement of result on AIU website. x. Vice Chancellor and Director (Sports) of the winning University along with best male and female athlete to receive the trophy from the President of India. 2. PREAMBLE: The Maulana Abul Kalam Azad (MAKA) Trophy will be given to overall top performing University in Inter-University tournaments of the preceding year. 3. OBJECTIVE: (i) To promote competitive sports and games amongst Colleges and Universities. (ii) To recognize and honor those Universities which have shown best performance in sports and games; 2

(iii) To motivate Universities for broad-basing and promotion of excellence in sports (iv) To integrate sports and physical fitness in colleges and Universities (v) To encourage dope free sports culture amongst youth and students. 4. AWARD: Recognized Universities standing first, second and third in the overall marks aggregated on the basis of their preceding year performance in inter-university, national and international tournaments. 5. NOMINATIONS AND SCRUTINY: (i) Association of Indian Universities (AIU) will invite applications and claims from all the Universities and prepare a statement of marks by a stipulated date. It will not entertain any claim from university/college beyond the stipulated cut-off date. (ii) AIU will scrutinize the applications, compute and prepare a statement of marks with the help of members from IOA and SAI and prominent sports persons/arjuna Awardees/ Padma Shree having knowledge of university sports i.e. scrutiny of records and confirmation of the marks calculation to each University shall be done by the scrutiny committee at AIU. 6. PROCEDURE FOR SELECTION: (i) AIU will submit statement of marks and other relevant records before the Selection Committee constituted by MYAS. The Selection Committee constituted by Government of India will recommend a list three Universities ranking top in sports for award of MAKA Trophy to MYAS. (ii) The Committee will be consists of an eminent sportsperson as Chairperson and other members as under: i. Three Olympians ii. Three Arjuna awardees; iii. Three Dronacharya awardees iv. Deputy Secretary (Sports) as Member Secretary. 3

7. GENERAL: (i) Universities which had outstanding performance in the Inter-University tournaments during the preceding year will be selected for the MAKA Trophy. University securing first position will be conferred with MAKA Trophy and a cash prize of Rs.10 lakhs. Universities securing second and third position will be given prize money of Rs.5 lakh and Rs.3 lakh respectively. (ii) Calculation of marks will be done based on marks criteria given in Annexure- I. In the revised criteria of marking system, different categories of tournaments have been re-grouped based on priority of sports and assigned weightage of marks rationally both for individual and team events while keeping in view of the following: (a) (b) (c) More weigtage of marks for participation/performance at international sporting competitions. More emphasis on Priority Sports followed by General and other Sports; and Marking system for inter-university tournaments on the basis of priority, general and other sports. (iii) There will be negative marks of 20% and 10% of total marks obtained by any University for wrong claim and wrong complaints, respectively. (iv) NADA anti-doping code will be applicable for Universities participating in MAKA Trophy award. There will be penalty of 5% of marks for each case of positive doping on the total marks obtained by the University. (V) Year of MAKA Trophy will be called with reference to end year of previous academic year. For eg., Award of for 2009-10 will be called as MAKA Trophy,2010; (VI) MYAS will announce winner of the award of MAKA Trophy. (VII) Vice Chancellor and Director (Sports) along with best male and female athlete will receive MAKA Trophy. (VIII) The decision of the Government shall be final and binding on all. (IX) AIU will obtain prior approval of the Ministry for any addition or deletion of sports and games in the schedule of recognized inter-university tournaments/national University Games for the purpose of MAKA Trophy Award. 4

(X) Revised guidelines and rationalization of marking system based on level of tournaments for award of MAKA Trophy will be applicable from 2009-10 onwards. *** 5

ANNEXURE-I CRITERIA FOR CALCULATION OF MARKS FOR CATEGORY OF TOURNAMENT FOR THE SELECTION OF MAKA TROPHY AWARD Based on the level of competitions and prioritization of sports in the changed scenario, various national and international competitions/championships and Inter-University tournaments have been regrouped for computation of marks for the purpose of selection of MAKA Trophy award as follows: 1. Categories of tournaments: Category AI 1. Olympic Games 2. World Championships 3. World Cups 4. Davis Cup 5. Thomas Cup 6. Uber Cup 7. Para Olympic Games 8. Winter Olympic Games Category A-2 1. Champions Trophy 2. Commonwealth Games 3. Commonwealth Championships 4. World University Games 5. World University Championships 6. Asian Games (Indoor/Outdoor Games) 7. Asian Cups 8. Asian Championships 9. Asian Winter Games 10. Asian Para Olympics 11. Wimbledon Championship 12. US, French and Australia Open (Tennis) Championships 13. All England Badminton Tournament(s). 14. Youth Olympic Games 6

Category- A-3 1. One day International Cricket Matches 2. Cricket Test Matches 3. Commonwealth Youth Games 4. International Athletic Permit Meet 5. Asian Youth Games 6. Asian Martial Art Games 7. Asian Winter Games 8. SAF Games 9. Any other Game/Sport recognized by the IOA Category- B 1. National Games. 2. National Championships (only one in each recognized discipline to be determined by Respective National Federation). 3. Federation Cups organized by National Sports Federations recognized by the Govt of India and Indian Olympic Association (IOA). 4. National Sports Festivals for Women. Category C 1. Inter-University Tournaments/National University Games (a) (b) (c) Priority sports General Sports Other Sports N.B. Games and sports as approved by Inter University Sports Board of India (AIU) and included in the schedule of National University Games or any other Sports/Events approved by the Ministry of Youth Affairs and Sports/Indian Olympic Association (IOA) from time to time shall be considered for the award of MAKA Trophy. 7

2. Other Terms and Conditions: (i)list of National Sports Federations approved by the Indian Olympic Association (IOA) or Ministry of Youth Affairs and Sports whose certificates are considered for the award of MAKA Trophy. The certificates issued by National Sports Federations recognized by the Indian Olympic Association (IOA) or the Ministry of Youth Affairs and Sports shall be considered for calculation of marks for the award of MAKA Trophy. Further, the 9

AIU will place a latest list of National Sports Federations approved by the IOA/Sports Ministry on its web site for the information of all universities, in this regard. (ii) To check the practice of unfair means for claiming performance credentials on the basis of certificates issued by National Sports Federations not recognized by the IOA by the contesting universities for winning MAKA Trophy and also to discourage unproductive and undesirable representations among the contesting universities for claiming marks based on false certificates, Minus Marking System is introduced as follows; (a) If contesting universities are found using such unfair means, which is in contravention to the Spirit of Sports for the purpose of winning MAKA Trophy, there shall be deduction of 20% marks from the total marks of the contesting university, who submit false certificate(s) for the award of MAKA Trophy. (b) Furthermore, 10% marks shall also be deducted from the total marks of the universities, whose complaints are found baseless and wrong, leading to unproductive arguments, waste of valuable time,energy and resources of the stake holders. (c) Deduction of 5% marks for each case of dope positive shall be imposed on the aggregate of marks calculated to the University concerned. Besides, the athlete concerned will also be penalized as per anti-doping code provisions. 4. General Reference: (i) Marking criteria along with performance details and self computed marks sheet of the competing Universities shall be placed on AIU web site for the information of all and public at large. 10

(ii) The list of games and sports approved and included in the schedule of Inter-University Tournaments for the award of MAKA Trophy from 2010 onwards will be reviewed and revised from time to time. * 11
