CITY OF AMARILLO ATHLETIC DEPARTMENT 2012-2013 BASKETBALL BYLAWS A. ORGANIZATIONAL INFORMATION 1. The league will be governed under the USSSA Basketball Rules, except as amended by the City of Amarillo Basketball League Bylaws and policies. Anyone with questions as to policies, rules or regulations should contact the City of Amarillo Athletic Department @ (806) 378-9301. 2. Good sportsmanship will be required of all league participants. Teams that register for the basketball league accept, as a condition of participation, the following bylaws and rules and are subject to discipline as outlined herein. No refunds will be given once scheduling has begun. No PERSONAL checks are accepted. However, we will accept COMPANY checks. 3. In order to be eligible to participate in sanctioned leagues and tournaments, your team must be registered through the National Organization as determined by the City of Amarillo. National Organization sanction fees are included as part of your team registration fee and will be submitted by the City of Amarillo to the organization for proper registration. B. ROSTER/LEAGUE/PLAYER INFORMATION 1. All players must be on the official league roster in order to be eligible for participation. Official roster forms are available at the Parks & Recreation Office, 509 SE 7 th Ave or coaches have the option of registering online @ www.amarilloparks.org. Rosters are due at the time fees are paid. Rosters must list a minimum of 5 players before it will be accepted. 2. League fee is $415 for the Basketball Season. Entry fees and rosters will be accepted until the established deadline date (this date is listed on page 6 of the Bylaws). 3. Same color shirts with a 6 number (or larger) on the back are required. Teams must meet the shirt requirement at the beginning of the 2 nd week of play. 4. MINIMUM PARTICIPATION AGE IS 18. 5. All team rosters are awarded 6 free roster slots. Once all 6 free slots have been filled, an additional fee of $15 will be charged per player that is added. Players can be removed from the roster; however, that does NOT open a free slot. 6. Players are only allowed to participate on 1 team. Players participating on more than 1 team will be considered an illegal player. (See section titled PROTESTS for illegal player definition.) 7. Any player found playing under the minimum participation age of 18 will be considered an ineligible player. (See section titled PROTESTS for ineligible player definition.) 8. No player may transfer to another team unless first approved by the P.A.R.D. office and both head coaches are aware of the transition. C. GAME INFORMATION 1. Unsportsmanlike conduct toward any City Official, referee, player, or spectator, regardless of the situation is not acceptable and, depending on the severity, could be terms for suspension of the coach, player or team. Coaches and all team members are to control the tempers of their players and spectators. If not, the entire team may be punished for the actions of a few.

2. Any team, coach or player that has a referee concern should email or physically bring their written constructive criticism to the Amarillo Parks & Recreation office. 3. At any point, if a team drops below 5 players, the game that team is playing will be forfeited. 4. Each game will consist of 2 twenty-minute halves with a running clock for the first 18 minutes of each half. a. During the final 2 minutes of each half, the clock will stop for all whistles unless the following applies: i. If a team is ahead by 15 points or more, the clock will continue to run until the team decreases their deficit to 14 points or less. b. If both teams are tied at the end of regulation, overtime will be played. i. Overtime(s) consists of 1 two-minute period with a running clock the entire period unless a timeout is called. ii. In overtime(s), regulation timeouts DO NOT carry over; teams will only be given 1 twenty-second timeout. 5. Each team will be allowed 2 one-minute timeouts and 2 twenty-second timeouts per game. 6. 1 and 1 free throws will begin when the 7 th foul has occurred. A team will shoot 2 free throws when a team reaches 10 team fouls (double bonus). 7. There will be a jump ball at the start of the game and each team will alternate taking the ball out of bounds after that. 8. The 3-point field goal will be in effect. 9. Players on each team must wear same color jerseys with a minimum of a 6-inch number on the back and/or front. a. All numbers on jerseys cannot exceed a digit larger than 5. Legal numbers are listed below: i. 0, 1, 2, 3, 4, 5, 10, 11, 12, 13, 14, 15, 20, 21, 22, 23, 24, 25, 30, 31, 32, 33, 34, 35, 40, 41, 42, 43, 44, 45, 50, 51, 52, 53, 54, 55 b. Jersey requirement rule will start to be enforced the 2 nd Monday of the season. (11/5/2012) c. Team(s) and/or player(s) who don t follow this rule will be subject to 1 technical foul and will result in 2 free shots awarded for each half of play (total of 4). 10. Dunking will not be allowed at any time during a game or warm-up. a. Anyone found dunking will be removed from the in-progress game and the next game scheduled for play. b. Any team and/or person found dunking will be responsible for any damage(s) done to the rim, backboard and/or facility. i. If a 2 nd offense occurs, the City of Amarillo P.A.R.D. will suspend and/or eject player(s) involved based on severity. c. During a dunk, if a player hangs on the rim, the player will automatically be suspended for 2 additional games after the punishment for dunking has been completed. i. If a 2 nd offense occurs, the City of Amarillo P.A.R.D. will suspend and/or eject player(s) based on severity. 11. If a player is ejected/disqualified, the player must leave the facility until the game the ejected/disqualified player was removed from is completed. The player may return to the next game if the official does not suspend the player. a. If a player is ejected/disqualified and suspended, the coach of the team should call the PARD office and visit with the Athletic Supervisor. 12. If the police are called, a minimum suspension of 5 games will be enforced to all players, coaches, team captains, fans and/or team representatives involved based on severity of the incident. Players being ejected must exit the Facility immediately. a. Players/fans refusing to leave the facility will cause the in-progress game to be forfeited and further action could be taken against the entire team.

13. Coaches, team captains, team representatives and players are responsible for their fans conduct. a. Coaches are the ONLY person(s) allowed to discuss calls with the official(s). b. If coaches, team captains, team representatives and players are unable to maintain team and/or fan conduct, the official(s) does have the right to forfeit the game at hand. c. If the police have to be called to escort a team or its fans out of the facility, please refer to Rule 12 under this section. 14. Any coach or player receiving 2 technical fouls in any 1 game will be ejected from the game at that point and suspended for the next scheduled game. a. If any 1 player/coach accumulates more than 4 technical fouls in the season, they will be suspended for the remainder of the current season. i. If this incident occurs inside the final 2 games of the season, the player(s) involved will be suspended for the remainder of the current season and all of the following season. b. If any team accumulates 3 technical fouls in 1 game, the game will be terminated and forfeited at that point. 15. Any coach or player guilty of striking an official, scorekeeper or City Personnel during or following a game, inside the facility or in the parking lot of the facility will be subject to a LIFE suspension from any P.A.R.D. Sport Leagues and/or Tournaments. THIS IS A NON- APPEALABLE OFFENSE. 16. Any coach or player involved in a fight will be subject to suspension from all P.A.R.D. Sport Leagues and/or Tournaments for a minimum of 1 year depending upon severity of the incident. THIS IS A NON-APPEALABLE OFFENSE. 17. Jewelry will not be allowed to be worn during any basketball game. This includes, but is not limited to, earrings, necklaces and any facial piercings. TAPING OVER THE ITEM IS NOT ACCEPTABLE. D. GYM USAGE 1. LEAVE ALL VALUABLES AT HOME. The City of Amarillo or Amarillo I.S.D. will not be responsible for stolen or lost personal articles of any kind. 2. All participants are required to wear tennis shoes on gym floors. Any shoes that leave marks on the floor will not be allowed. 3. All teams are asked to help keep the entire building clean: floors, restrooms, common areas, etc. NO SMOKING, ALCOHOLIC BEVERAGES OR DRUGS ARE ALLOWED ON AMARILLO I.S.D. PREMISES. 4. Any person that is judged to be intoxicated or under the influence of drugs by referees, gym officials, or City Officials will be asked to leave the premises immediately and subject to suspension. 5. Children attending the games with their parents are not allowed to be in any halls, locker rooms, common areas, etc. Penalties will be charged to offending team(s) each time a game has to be stopped due to unruly children. Referees will enforce this rule. 6. Damage done to facilities will be grounds for a suspension of no less than 3 games not to exceed 6 games, depending on severity, for all nights individual is participating in City of Amarillo Adult Sport Leagues. Player(s) involved may not participate in any City of Amarillo Adult Sport Leagues until damages have been repaired. Once damages are repaired, the determined suspension will then be enforced. Legal charges may be filed depending on severity and type of damage.

E. PROTESTS 1. No protest will be allowed on any official judgment call or rule interpretation. The only protest allowed will be for *Illegal/Ineligible Player(s). Protests must be made before the game is completed. If a player is suspected to be illegal/ineligible, the referee must be notified and the player will be required to provide a photo I.D. to the referee. a. Protests must be made before the game is completed. b. Team Captain must make referee aware of illegal/ineligible player. c. Referee must then capture suspected illegal/ineligible player photo I.D. and record the necessary information to field the protest and report the information to the City of Amarillo. d. An illegal player is deemed as any player who plays under an assumed name, not on the official roster or a player who participates on 2 different teams on the same night/day. i. If player is found to be illegal, the current and all previous games/matches player participated in will be forfeited and player will be suspended based on the number of incidents the player has been involved in. e. An ineligible player is deemed as any player who is playing under the minimum age of 18 or any player(s) that fails to produce a valid photo I.D. when asked by a referee or City Official. i. If player is found to be illegal/ineligible, the current and all previous games/matches player participated in will be forfeited. F. FORFEITS & DISQUALIFICATIONS 1. Any team discovered using illegal/ineligible player(s) will forfeit the in-progress game. This includes eligible players who cannot produce a photo I.D. 2. Any team that does not have 5 players to start the game at the scheduled starting time will lose the game by forfeit, 2 to 0. a. If neither team has 5 players to start the game at the scheduled starting time, the game will then be a double forfeit, 0 to 0. b. If, at any point, a player ejection/disqualification causes the involved team to drop below the amount of required players to participate, that team will be subject to forfeit, 2 to 0. 3. Any player or spectator who directs profane remarks, gestures or verbal abuse toward the referee, other player or spectator could automatically be disqualified from the game by the referee. a. Any player/spectator who is disqualified must leave the gym premises immediately for the remainder of the night. b. Team captains, coaches, managers and entire team will be responsible for assuring that the player(s)/spectator(s) ejected leave the gym or the team will forfeit all remaining games and possible further action could be taken. 4. Team captains will be asked by the referee to control actions of their fans that become too rowdy or insulting. If fans persist in this manner after the referee has warned the team captain, the gym will be cleared of the involved team and spectators. A forfeit will result if a team s fans refuse to leave the gym when asked. 5. GAME TIME IS FORFEIT TIME NO EXCEPTIONS!!! 6. If you know in advance that you will be forfeiting, please call the Parks & Recreation Athletic Department so the opposing team and referee(s) may be notified. Phone number is (806) 378-9301.

G. GAME CANCELLATIONS 1. The rule of thumb for game cancellations is as follows: a. If school was cancelled that day, then the games for that day will be cancelled. b. If there is bad weather after school has been released, please contact the weather hotline at (806) 378-4289 after 4:30p.m. for any updates. You can also visit the P.A.R.D. website @ www.amarilloparks.org. 2. Rescheduled games will be emailed out no later than 72 hours from the date of cancellation. All rescheduling information will be sent out via email to the coach listed on the Official Roster. If coaches have not received an email within 72 hours, please go online to see if your team schedule has been updated or contact the Parks & Recreation Department. H. BASKETBALL LEAGUE DEADLINE & START DATES 1. No registrations will be accepted after the deadline date. 2. 2012-13 Winter Season deadline date is FRIDAY, 10/12/12, and the League start date is MONDAY, 10/29/12. *NOTE: We will keep the online registration open the weekend after the Friday deadline dates listed above (Saturday and Sunday) until 10 p.m. CST Sunday night or until maximum gym capacity has been reached. I. TEAM RANKING DEFINITIONS 1. RANK 1 This is the most competitive rank available. Players at this level of play have typically participated at the varsity level of high school and/or college basketball. Teams that have any type of current college basketball player(s) on their team would need to be in this ranking. Players in this division possess well refined skills and have extensive knowledge of strategies and the ability to use them. Teams in this league have an offensive and defensive scheme. 2. RANK 2 Players participating at this level typically participated on a varsity level of high school basketball. Players at this level usually just lack consistency either on the offensive or defensive side of the ball. Players in this league also might still be able to score like a RANK 1 team, however just can t keep up anymore. Teams in this league have an offensive and defensive scheme. 3. RANK 3 This is our middle of the road division. Players in this division might have played SOME varsity level of high school basketball, but should not have been a starter his entire career on the varsity level. This would be the league teams should enter who have athletic ability, but haven t really played higher than the junior varsity level of play. Teams in this league possibly have an offensive and defensive scheme. Player s skill level is intermediate to advanced, however, they cannot have played college ball, unless they have been out of college at least 10 years. 4. RANK 4 This rank would be great for all of you who may have played basketball up to the 9 th grade level. If your team together as a whole doesn t have more than 10 years (2 years/player if only 5 players) of experience as a team, this would be the preferred league to participate in. 5. RANK 5 This division is similar to the Couch Potato division. This league is for beginners. If your total team experience is less than 5 years (1 year/player if only 5 players), you should participate in this league. This league is for those who can t make it up and down

the court anymore. This league is for those players who don t have the greatest athletic ability, but have the desire to learn the game. J. GAME TIME(S), STANDINGS & SCHEDULES 1. Game times are all during the evening hours and are as follows: 7:00pm, 8:00pm, 9:00pm. 2. GAME TIME IS FORFEIT TIME NO EXCEPTIONS!!! 3. Coaches should advise their players to be at least 10 minutes early to each game in order to be guaranteed warm-up time. a. A.I.S.D. gym doors open @ 6:50pm. 4. Special scheduling is not available. 5. When the schedules are available, team coaches will receive an email. Schedules will NOT be mailed out. Phone calls will NOT be made. 6. Coaches are responsible for making all players aware of scheduled and re-scheduled games. 7. Schedules can be found by going to www.amarilloparks.org, then scrolling over the section titled Departments, then scroll over Athletics, and finally, click on Schedules. You will then be re-routed to our Quick Scores website where you can click on Find My Team. This option is located in the black box on the left hand side of your screen. Once you have gotten to this screen, you can search by team or coach name. (Screen shot available below.)

8. Standings can be found by going to the same places listed above, except you should click on Standing instead of Schedules. Once you have located your team, your standings will be listed at the top of your league schedule.
