WKF ACCREDITED COMPETITIONS ORGANISING RULES PREAMBLE The WKF Accredited Competitions (WAC) are Karate competitions accredited and supported by the World Karate Federation. Besides the Karate1 Premier League and the Karate1 World Cup, the WAC form the basis of WKF Karate presenting standardized and well-organised Karate competitions. As a reliable seal of quality for Karate competitions the WAC-status may be granted to WKF member Federations Karate events, as well as to single-style events. While maintaining the individual character of each event, all WAC have to meet certain standards in order to achieve the above-mentioned goals. Therefore it is necessary to apply some basic organising rules that are displayed in this rulebook. GENERAL OUTLINE The number of competitors at WAC events is decided by the host. The number and description of categories is decided by the host. Prize money is optional. A WAC event should be hosted in a city with sufficient infrastructure and an international airport close. WKF ACCREDITED COMPETITIONS ORGANISING RULES 4

1 APPLICATION, SITE AND DATE Applications for hosting a WAC event have to be addressed to the WKF HQ via the relevant National Federation or the International Style Organisation at least 6 months in advance. The WKF will decide about the application and inform the applicant of its decision 4 months in advance. Accredited competitions must be at different dates from WKF Approved competitions from the same continent, WKF World Championships and Karate 1. It is advised to request the WKF Calendar from the HQ before applying for a specific date. As soon as the WAC competition is approved by WKF the host may send newsletters, e-mails or advertise in other ways his accredited event, always keeping the WKF informed. No later than three months before the date of the scheduled event the host must send out a bulletin with all relevant information to WKF HQ and then upon final approval by WKF may circulate it to all WKF member countries. WKF will provide the host with a bulletin template to use. The operation of the Championships is the sole responsibility of the local host under the supervision of and direct subordination to the WKF Supervisor. Three (3) months before the even the local host shall report to the WKF Supervisor. This report will at a minimum address all of those points, Article-by-Article, included in these rules and affecting the requirements of the event. 2 COMPETITION VENUE 2.1 Arena Dimensions The competition arena must be large enough to accommodate at least four (4) matted areas. Each competition area measures 8 x 8 meters and is surrounded by a further 2 meters wide safety area. Therefore, it is necessary to allow 12 x 12 meters per area. 2.2 Spectator Seating The spectator seating capacity is at the discretion of the host. 2.3 Stadium Rooms There must be adequately spaced, separate rooms for the following: WARM-UP AREA (KUMITE & KATA) WKF ACCREDITED COMPETITIONS ORGANISING RULES 5

A room with enough free floor space for a minimum of one competition area for competitors to warm-up inside the Stadium must be provided. There must be a communication system between this room and the competition area. WEIGHING (MALE & FEMALE) A large room with a separated smaller are and ample entrance and exit must be provided. The larger space will be used for disrobing and the smaller area for the actual weighing. Two (2) accurate scales will be required. Weighing of women will be performed separately from men. MEDICAL & ANTI-DOPING This room must have washing facilities and a clean water supply. The host must ensure that this room is fully equipped according to the WKF Rules. CHANGING ROOMS There should be large changing rooms, separated for male and female. 2.4 National Flag The National flag of each country should be exhibited (physically or digitally), together with the official WKF flag. National anthems must be available on fast recall. Each participating nation must supply the host with their flag and their national anthem; otherwise the host is not responsible for presenting the flag or performing the national anthem at the prize awarding ceremony. 2.5 Podium A winner's podium must be provided and the host must make proper arrangements for the presentation of prizes. 2.6 Lighting conditions The competition venue must provide appropriate lighting conditions. 3 HEADQUARTERS HOTEL The host must declare one local hotel as the headquarters hotel. Onsite accreditation should take place in the HQ hotel therefore a room must be provided for this operation. The headquarters hotel shall be of reasonable quality. The host must ensure that there will be accommodation by priority in the headquarters hotel for the following: WKF ACCREDITED COMPETITIONS ORGANISING RULES 6

WKF-SUPERVISOR REGISTRATION STAFF REFEREES It may also be used for delegation members, provided that all officials mentioned above have been given priority bookings. 4 TRANSPORT The host is not responsible for any transportation of athletes, referees or delegations (neither airport nor competition venue shuttles). Transportation also must be provided for the WKF-Supervisor. 5 REGISTRATION All competitors, referees, coaches and officials must register online using the online system provided by WKF or an approved software partner during the online registration period. The online registration period has to be accurately timed by the host to guarantee smooth online registration conditions. The registration procedure, internet links and deadlines must be mentioned clearly in all bulletins. National federations using the online registration are responsible for the quality of the entered data. Changes of online registration data are possible until the end of the online registration period. The online registration automatically closes at the end of the online registration period. If changes are required during the official registration session because of incorrect, missing or new registration data, the host may charge a fee for each change. At the registration session, accreditation cards will be issued. The accreditation card must be carried at all times during the event. For details of accreditation cards, see chapter 16. The registration documents and all paperwork connected with the event must be written in English. The host must provide a sufficient number of persons to ensure a smooth operation of the registration session. These persons must be able to communicate in the English language and read English documents. WKF ACCREDITED COMPETITIONS ORGANISING RULES 7

6 TECHNICAL MEETING AND COMMUNICATION WKF may appoint a WKF-supervisor for each WAC event. The costs for the supervisor (flight, accommodation, transportation and meals) are to be paid by the host. If WKF appoints a WKF-supervisor for a certain WAC event the organising director of the event must stage a technical meeting with the WKF-Supervisor the day preceding the registration. In this meeting the organising director shall present a detailed plan of the upcoming event, including a specific timetable and precise information on every single topic of this WAC manual. The host must provide at least one (1) interpreter in English for the tournament. 7 SOFTWARE USAGE AND STAFF TRAINING To ensure a high quality level of all WAC events, WKF software or another software approved by the WKF must be used for online and onsite registration, accreditation and drawing. Additionally the host may also request from WKF or an approved software partner to provide support during the event. The host must communicate with the WKF HQ or the approved software partner to ensure that all technical and staff requirements are met. The host also has to coordinate the necessary software training and technical requirements with WKF or the WKF approved software partner at least two months before the WAC event. 8 RESPONSIBILITIES OF THE HOST COUNTRY DOCTORS A minimum of one doctor per competition area is required for the duration of the Kumite events, plus adequately qualified first aid staff. A standby ambulance for emergencies must be supplied and be available throughout the duration of the competition. 9 THE DRAW The draw will be conducted publicly and directly after the official registration in the presence of the organising director of the event and the chief of referees or a person expressly appointed by WKF. Each completed master sheet must be signed by the chief of referees or the appointed person. Entries for the draw will be those taken from the online registration procedure. 10 PRIZES The event prizes (medals and trophies) are to be provided by the host. In each category the first prize will be a gold medal. The second prize will be a silver medal. The 2 third prizes will be bronze medals Consistent with the Olympic ideal, the host will only provide high quality gold, silver and bronze medals. The sizes of the medals must be the same in all accredited competitions; also the medals must display the WAC logo on the backside. The above information will be provided by the WFK HQ on demand. 11 FOOD REQUIREMENTS The host is not obliged to provide food. Any assistance provided in this respect is a courtesy. 12 FINANCIAL RESPONSIBILITIES Any host which has been successful in bidding and having been awarded the right to host a WAC event must pay to the WKF a fixed fee as approved by the WKF EC per hosted event. After the adjudication of the event the above-mentioned fixed fee must be paid in advance when the accreditation is granted (4 months in advance) to the WKF Treasury office, strictly net without deduction of any expenses or transfer fees. If a WKF approved software partner is engaged the host is solely responsible for the coordination and payment of its services. The entry fees for WAC events are up to the decision of the host. All entry fees belong to the organiser. The hosts are permitted to choose local event sponsors including the right to place additional advertisement in and around the competition venue as long as they are not in conflict with WKF WAC sponsorship contracts. 13 EQUIPMENT USAGE WKF approved and homologated equipment is compulsory for the protections used at WKF Accredited Competitions. 14 INSURANCE WKF ACCREDITED COMPETITIONS ORGANISING RULES 9

The host is responsible at its own costs for effective and appropriate insurance for the event according to local law. In this context WKF must be discharged from any form of liability for damages or harm resulting from the event. The host therefore must indemnify and hold WKF harmless for any and all claims, and this indemnification must be confirmed, whether by the host s National Federation, by a law office or by a licensed insurance agency in written form. The host must inform the delegations participating in the event (via the bulletins) that they require proper liability, personal accidents and repatriation insurance coverage for all members of the delegation, including all athletes participating in the event. 15 ACCREDITATION CARDS WKF will provide an official layout template for Accreditation Cards for competitors, coaches, referees and officials. This layout must be used for each WAC event. Accreditation cards shall be printed and handed out to each participant at the official registration session. If a participant misses the official registration session its entry may be deleted by the host and the certain participant may be excluded from participation. Accreditation cards must be worn at all times during the event. Only persons with a valid Accreditation Card are allowed to enter the competition and designated areas for participants. Any changes concerning the format, style and contents of the Accreditation Cards must be approved by WKF. Therefore each WAC event host must communicate such changes to WKF at least one month before the certain WAC event. This rule is especially applicable to any kind of advertisement that the host wants to place on the Accreditation Cards. 16 STAFF REQUIREMENTS In agreeing to host a WAC event, the host also guarantees to supply the following staff in co-ordination with WKF HQ: Sufficient registration staff (at least eight (8) persons) to help managing the registration session WKF ACCREDITED COMPETITIONS ORGANISING RULES 10

Software operators. The host must provide at least two (2) software operators for each competition area. These operators must be able to communicate in English language and read English documents and should also be aware of the WFK competition rules. Sufficient trained timekeepers/scorekeepers to manage all areas for the entire event. Sufficient experienced controllers to provide for the full charting of the match in English language Sufficient stewards and security personnel to prevent the entry of unauthorized persons and to provide an uncluttered arena. Sufficient secretarial staff and clerical officers to administer the registration and accreditation At least one (1) interpreter in English for the tournament if needed. 17 EQUIPMENT REQUIREMENTS 17.1 EQUIPMENT FOR REGISTRATION The host must provide the following materials and equipment for registration: One (1) A4 Photocopy machine (fast, professional type) One (1) A4 Laser Printer equipped with a USB interface and the appropriate installation software (English). The printing speed must be at least 10 pages per minute. One (1) spare (extra) toner & drum for the above laser printer. One (1) USB printer cable. Five (5) boxes (2.500 pages) of A4 size paper 80gr. Two (2) heavy duty staple guns with adequate staples Two (2) pairs of large sharp scissors. Two (2) perforators. A selection of pens, pencils, permanent marker, correction fluid, paper clips and glue sticks. One (1) high speed / broadband internet access with username and password All this equipment will have to be in the competition area (in the O.C. table) during the tournament. 17.2 EQUIPMENT FOR ACCREDITATION The host must provide the following materials and equipment for accreditation: One (1) inkjet colour printer equipped with the appropriate installation software (English). Five (5) sets of extra colour set inks and seven (7) black inks. WKF ACCREDITED COMPETITIONS ORGANISING RULES 11

2000 cords for the accreditation cards, one (1) meter long each 2000 laminating pouches A selection of pens, pencils, permanent marker, correction fluid, paper clips and glue sticks. Two (2) heavy duty staple guns with adequate staples Four (4) pairs of large sharp scissors. Two (2) perforators One (1) high speed / broadband Internet access with username and password (the internet connection from registration can be used). All this equipment will have to be in the competition area (not on O.C. table, but in a special room for accreditation with power supply) during the tournament. 17.3 SOFTWARE TRAINING EQUIPMENT Option A: separate training room An adequate room with space for at least 10 people must be provided For every two (2) persons there should be a table and an extra one for the softwareofficer giving the training. Power supply for two (2) connections must be provided for each table. There must also be a projector with PC Video Input (D-Sub Jack / 15 pin -> VGA) available. Option B: training directly on the competition area If the competition area setup is finished, the trainings can be directly held on the competition area. Example of prepared equipment for software training 17.4 COMPETITION AREA EQUIPMENT Each match area must have the following minimum equipment: Two (2) large tables and 8 chairs Adequate writing material 1 small table, 1 chair, 1 buzzer, and 1 red flag or indicator, for use by the Arbitrator 5 blue and 5 red flags for judges At least one spare pair of red and blue flags. Power supply, for at least five (5) electronic devices Two (2) extension cables, each 20 meters long One Laptop with: Windows 7 or higher, minimum 2GB Ram, VGA or HDMI output, cables and power supply At least one (1), modern TFT, LCD or Plasma Screen / Monitor with power supply and the following requirements (see picture): At least 40 diagonal measure PC video input (D-Sub Jack / 15 pin -> VGA) 10 meter VGA PC video or HDMI cable Suitable stands to allow best view Adequate loud speakers with able to connect to a notebook head phone jack WKF ACCREDITED COMPETITIONS ORGANISING RULES 13

17.5 SCOREBOARDS AND COUNTDOWN CLOCKS Each of the match areas must be furnished with scoreboard and a countdown clock. For technical details you can contact WKF HQ or the approved software partner. 17.6 OTHER EQUIPMENT There should be one (1) extra table and two (2) chairs for the WKF Supervisor and the software-officers, next to the Organising Committee tables. Power supply for six (6) connections must be provided, together with the following items: One (1) A4 photocopy machine (photocopy machine from registration can be used). One (1) A4 laser printer (laser printer from registration can be used). 19 REGULATIONS FOR ACCREDITATION OF STYLE COMPETITIONS 1. Eligible to apply for WKF accreditation of style competitions are organizers of karate tournaments limited on a particular style of karate. Applications for accreditation should be submitted to the WKF office minimum of 4 (four) months before the event. 2. The name of the event is subject to the approval of the WKF. Organizers may not use nomenclature such as world karate championship or the name of the continent combined with the wording karate championship. (i.e. World Goju-Ryu Championships would be acceptable, while World Goju-Ryu Karate Championships would not.) 3. Events applied for must not take place on dates coinciding with the national championship of the WKF recognized National Karate Federation in the country where the event is to take place. Accreditation of a style event does not in any way relive members of a WKF national federation of their obligations to their national federation. 4. WKF ID cards are not mandatory. 5. If other rules than WKF competition rules are applied, then the rules must be preapproved by WKF for the event. Where WKF competition rules are used, officials must hold a valid judge or referee license from a WKF affiliated National Federation. 6. Adequate medical staff must be present throughout the event. 7. Participants in the event may or may not be members of a WKF National Federation but cannot be member of, or participant in, organizations deemed as dissenting organization by WKF (i.e. any other organization other than WKF or its affiliates that arrange world or continental karate championships).violation of this rule will result, but not only, in losing eligibility for future WKF accreditations. 8. The organizer must hold WKF and its affiliate organizations, its elected and appointed officers, and licensed referees and judges, harmless from any claim from participants or any third party connected to the event. It remains the organizers sole responsibility to obtain such insurances and/or waivers to provide such protection. 9. The WKF EC, upon proposal of the WKF, President s office will set the fee for approval of a style event. The amount must be paid in full before the event can be announced as a WKF Accredited Event. In cases where WKF do not have a suitable person present that is already partaking in the event and can act as a supervisor on behalf of WKF, the organizer may be required to cover the cost of transport, lodging, meals and WKF approved per diems for the person appointed as event supervisor by the WKF. 10. Organizers of an accredited event may use the designated WKF logo in promotional materials for the event and announce the event as a WKF Accredited Event towards the press and the public. 11. The Organizers will propose to the WKF the system for the registration, control of the competition, and scoring and timing, and if outsourced, the company to undertake these duties, that will have to be approved by the WKF. The Bid Committee recognizes and declares that it is aware of the contract which shall be executed with the World Karate Federation ( WKF ) according to the WKF Accredited Competition Manual should The Bid Committee be elected for the organisation of a WAC Competition (such contract being referred to herein as the WKF Accredited Event Contract ) and is prepared to sign the WKF Accredited Event Contract without reservation or amendment.
