VALE KINGSLEY FOOTBALL CLUB PLAYERS On behalf of the President, Committee and all Clubs at the Western Australian Amateur Football League a heartfelt message of condolence and sympathy is conveyed to the Kingsley Football Club, the players, the coaches and most importantly to the families involved with the recent tragic events in Bali. The League well knows that no amount of sympathetic words or offers of support will in any way compensate for the devastation at the sad passing of the Kingsley players and the sons of the families involved. However the sincere thoughts within the "family" of Amateur football are with all concerned and we genuinely offer full support at this very difficult time. We would also like to acknowledge the support from the WA Football Commission, other Leagues and clubs within WA, from the eastern states and the countless numbers of letters and donations from the general public. Thank you. WESTERN AUSTRALIAN AMATEUR FOOTBALL LEAGUE 1922 2002 The Western Australian Amateur Football League has a proud history since its humble beginnings in 1922. Over that time the WAAFL has been a progressive force in the development of grassroots football in Western Australia. The WAAFL has a strong base in the administration of a viable and thriving Australian Rules football competition with 47 member clubs, with 160 teams providing games for more than 7000 registered players during a home and away season. The WAAFL is now about to focus beyond the year 2002 on how the league uses its leadership to set new standards of excellence and relevance for its member clubs and various committees. Value of Amateur Football The WAAFL provides organized football on Saturdays where anyone whatever ability, can participate or contribute to the football industry. The system in place allows players to play in senior football at any level they are capable of achieving. Colts (U19) learn the fundamentals of amateur football and its responsibilities after graduating from junior ranks. At present the leagues goal is to increase participation and is self funded (through the clubs). Much more could be achieved in this area through significant financial assistance and recognition that the WAAFL promotes football as a training ground for the elite players. The WAAFL also provides a quality high standard competition for those players not wishing to endue the commitment to WAFL (second tier competition) training due to study or career commitments or simply a lifestyle that considers football a recreational pursuit, however is in a position to bridge the gap between amateur football and the Champions of tomorrow. Many well known WAFL and AFL personnel began their careers in the WAAFL. Former West Coast Eagles and former Hawthorn coach Ken Judge began his career at an A Grade amateur club. Former Dockers coach Gerard Neesham played several seasons of amateur football and played at state amateur level. Other high profile players include Gary Buckanara (Hawthorn), Shane Parker (Fremantle), Simon Beasley (Western Bulldogs) and dual Sandover Medallist Ian Dargie. Administrators include former Chairman of the WA Football Commission Peter Tannock and Barry MacKinnon, current WA Football Commission Chairman Dr Neil Fong, a triple A Grade medallist with the WAAFL.

The unexpected resignation of incumbent Executive Officer Bob Stow due to an employment opportunity in Melbourne at the beginning of the season put pressure on the board for an adequate replacement. Recently retired long serving Neil Judge volunteered to fill the role of acting Executive Officer. A great deal of gratitude is owed to him. No doubt, without him at the helm and with our dedicated staff members, the WAAFL would have been in a difficult position to serve all our fellow clubs participation at the most important part of the football season. The recent appointment of Mr. Ron Webster as Executive Officer comes with wide experience in football, hospitality and the business community and we look forward to a long rewarding association. A greater number than usual of clearances and ID card lodgments put immense pressure on the staff and without the help of clubs and volunteers many players would not have participated in the first round.
Clubs are finding it difficult to meet the ever-escalating cost of running an amateur sporting club. Increases in insurance, ground hire, a moderate umpires pay rise adding to the already burdening workers compensation account plus the 10% GST applied to all cost has put many clubs, their officials, players and supporters at breaking point when they have to increase membership and match day fees. The big bands of volunteers in clubs are to be commended for their hard work in meeting their financial commitments to the WAAFL. The WAAFL Board of Management is regularly called upon with schemes of arrangements to enable clubs to operate. With the possibilities of cost increases for the 2003 season, the WAAFL is working towards pruning the budget where possible, new sponsorship arrangements, fundraising initiatives as well as outright cuts. All this has to be done without lowering the high standard required by the clubs to participate and the Leagues board and staff to operate efficiently. We continue to play a part in the Community Football Council along with the Sunday Football League, Super Rules, Womens Football League and Peel Football League. The purpose is to provide a forum to discuss issues relative to community based grass roots football and work for close co-operation with the WAFL clubs and the Football Commission. Once again the WAAFL continues to be supported by valuable sponsorship from the Swan Brewery, Burley Sekem and the Football Commission. Their assistance has helped offset the cost to clubs. There is a need to increase our sponsorship to help clubs further. State and representative football had mixed success. The colts team, coached by Jeff Miller, performing creditably in their games. The senior found tough opposition in their outings ( vs combined Country Leagues and SA Amateurs ) under the direction of coach Gerard McNeil supported by Ross Glendinning. I thank the support staff and players in both grades for their on field efforts. Several players were named in the All Australian Amateur Football team of the year. The Amateur Football Umpire coaching Panel consisted of Trevor Garrett ( field ), Paul Smith ( goal ), Des Quilley ( boundary ),Stewart Tempest ( fitness ), ably supported by Dennis Miller, again maintained a high level of performance by panel umpires. Club Umpires were assisted by Bruce Wheatland, who is also the school coordinator, with a significantly high standard evident during the season. The high schools umpire scheme is in its 6 th season and we had over 80 students from 7 schools sharing boundary umpiring duties each week. A major concern is the requirement to retain and recruit umpires in all areas for our needs. Various sub committees operate throughout the season independently of the management committee. These include tribunals, investigations, umpires board, media and state football. Without their efforts the League could not function properly. My gratitude to all persons who served on the Board of Management who give generously of their services and time to the league purely on a voluntary capacity. This year has seen some significant changes, namely with changes in the coaching personnel and also within the umpiring fraternity itself. The volume of retirements from the umpiring ranks caused the ranks to be somewhat depleted, however, umpiring standards increased as a result of the extra competition for games at the higher levels due to the opportunities being presented. Overall umpiring in the Amateurs has been of a high standard with an influx of young umpires into the field, boundary and goal areas. The young umpires brought along an improved enthusiasm, which is one element that the amateurs need to attract more of these umpires to its ranks, so it can sustain a viable group. During the previous years within the amateur system some changes included the introduction of neutral field umpires in all grades except F and G grades. Unfortunately this initiative was unable to be sustained this year due mainly to the lack of umpiring numbers and also the people to appoint these umpires. I suppose the jury is out as to whether the club umpiring system is the best system for football in the longer term. On the whole the club umpires went very well however, I personally have reservations of the club umpiring system servicing the football industry in the manner in which it possibly should be. With the turmoil of the start of the season well and truly behind us, the umpiring fraternity developed a number of people that will continue the solid umpiring from this year to the future. We made changes that saw a total of eighteen field umpires participate in A grade fixtures, seven of whom umpired A grade for the first time. There
will be a number of our field, boundary and goal umpires who will be trying out for the WAFL and I wish them the best in their future umpiring endeavors. I would like to thank my fellow coaching staff in Dennis Miller, Peter Repper, Des Quilley, Paul Smith, Bruce Wheatland and Stewart Tempest for their outstanding efforts and help throughout the year and to all the umpires who have been a part of the group this year thank you for your dedication and support. Overall the season has been very positive in the terms of umpiring, however I do strenuously request clubs to become more involved in promoting umpiring in a more positive light. Clubs need to work hard in assisting the league and the football industry as a whole, recognize umpiring as a major resource and assist in keeping our great game great. To the WAAFL Board and Management thank you for your help and a special thank you to Neil Judge and later Ron Webster for their professionalism in running the League. I would like to thank the office staff for their help throughout the year. In conclusion I would like to thank the League for the opportunity to coach the umpires this year and I wish everyone all the best in the future. Trevor Garrett UMPIRING ADVISOR CLUB UMPIRE The season 2002 saw the reintroduction of the club umpiring system after two seasons of neutral umpires being appointed by the junior regional coordinators. Clubs received a late call to obtain umpires and should be congratulated on their efforts in commencing the season so smoothly. At this point in time I cannot envisage any change for next year. In mid season a training seminar was conducted under the direction of Umpire's advisor Trevor Garrett and panel coach Paul Smith. Attendance at the session was most pleasing and it is planned to extend the occurrence of such opportunities in the forthcoming season. The League's new fixturing arrangements for finals enabled a considerable number of umpires to officiate in the finals football. All umpires acquitted themselves admirably and are congratulated for their efforts. The same opportunity will exist next season after the success of the A grade grand final day this year so hopefully some new umpires will earn their chance in 2003. I would like to thank all umpires who took on the umpiring duties for clubs this season. The role of umpire is a tough one and at times we may be accused of an apparent atrocity, which may be unbelievably unfair. At the end of the day the players do appreciate your efforts, as does everyone in WAAFL football. SCHOOLS BOUNDARY UMPIRE PROGRAMME The Schools Umpiring Training Scheme completed its sixth season since inception in the year just completed. Students from John Forrest SHS, Corpus Christi College, Seton College, Duncraig SHS and Morley SHS provided the core group of boundary umpires for fixtures. At the commencement of the year, we embarked on a recruiting drive to 101 Senior High Schools seeking interested persons to participate in officiating. This resulted in twenty boundary, six goal and two field new umpires participating in the football system and with similar success next year will enable us to develop a group of trainee field umpires from the more mature and capable recruits. Educationally, participants who officiate in this scheme gain recognition for entrance to TAFE as the umpiring duties constitutes work experience, which automatically earn points towards entrance requirements for a wide range of courses. Special thanks to the schools coaching staff who, once again this year, provided their time to train, appoint and coach their squads. To Michael Pampacos, Peter Frusher, Peter Merritt and Doug Scott, thanks for a job well done. To the parents of our young officials, sincere thanks for giving up your time to transport the youngsters to the various fixtures. The clubs of this League are providing a wonderful service to youth in their transition from teenagers to adults both from a playing point of view and officials required to conduct the games. The personal development, especially of self-esteem, afforded to young players and officials on a weekly basis cannot be under estimated. The League should be commended for their leadership.
This programme continued to provide an abundance of talented young boundary umpires for games throughout the 2001 season. With the senior ranks losing eight members of the year 2000 squad to the WAFL, opportunities were provided for some fourteen boundary umpires from the schools to officiate in the A, B & C grades throughout the season. This was in addition to the regular appointments to A Reserve & A Colts, B Reserve & B Colts and C Reserve & C Colts. This was a commendable achievement and indicative of the wealth of talent available in our high school system. The schools participating in the programme this year were Duncraig Senior High, John Forrest Senior High, Seton Catholic College, Corpus Christi College, Morley Senior High and Warwick Senior High. In addition several students from Chisholm College participated as appointed by John Forrest and Morley. Duncraig, Morley and John Forrest appointees undertook level one accreditation, which was reflected in their quality of performance on the field Three boundary umpires graduated to field umpiring duties, which fulfilled one of the original aims of the programme. Already there have been expressions of interest from several boundary umpires wishing to make the transition to the field. Working with youth is an exciting experience as I am sure Messrs. Merritt, Frusher, Scott, Pampacos and Forrestal would endorse. Thanks go to these coaches who have worked tirelessly each week to make their appointments and to train their charges. Thanks are extended to the parents' who provide the support and transport to weekly fixtures. Hopefully, the partnership between the schools, the parents' and the WAAFL will continue to flourish in the future. BRUCE WHEATLAND. SCHOOL UMPIRES CO-ORDINATOR AND CLUB UMPIRES CO-ORDINATOR 2002 STATE TEAM The State program for season 2002 consisted of games against S.A. and WA Country. We met for training once per week for 6 weeks whilst watching the first 5 rounds of fixtures. The aim of the selection panel was to identify as many aspirants as possible to represent their state. This proved a difficult task with little preparation time and limited support from some players, coaches and clubs. Those that did embrace the program were a pleasure to deal with and proved to both Ross Glendinning and myself that the passion and commitment to Amateur football is alive and well. This was true of both the enthusiastic training squad and the fantastic off field support personnel. The contest for positions in the team to play S.A. was good and this showed out in the manner we performed. By this I mean that we had an aggressive and confident group that was significantly less experienced that capitalised on its running ability to almost cause an upset. Losing players such as Sam Quinn and Steve O Brien to injury in the lead up to the game did not help and an early injury to vice captain Tom McNeil was frustrating. Overall, however, those associated with Amateur football could feel proud of the effort and attitude of all concerned. The next game two weeks later was a different scenario. Not only did we lose players to injury, suspension and general lack of interest but also a team that was extremely well prepared in terms of fitness, discipline and organisation confronted us. The performance of WA Country that night at Joondalup should serve as a standard for our own competition to strive toward. Again, I must pay tribute to the players for their effort and attitude on a night when we were seriously outplayed and outnumbered. Hopefully it was a terrific learning opportunity for those that did volunteer their time and effort. To all of you, thankyou! 2002 STATE COLTS TEAM Mixed success for the colts this year, but I believe the program itself took a giant step forward. Under the new format, neither of our games had any direct interference with any club games because of the byes, nor we had a game at Subiaco Oval before a Dockers game. This resulted in the best response from both players and clubs that I have seen in my 5-year involvement, and I thank all the clubs for that. Game 1 was against the Sunday Football League at Subiaco Oval, and it was a great buzz for all involved. Thanks to a great team performance, we were able to come away with a solid win in what had been a good tight game throughout. Better players on the day were Gareth Moir (University), Corey Phipps (North Fremantle), Phil Kenney (Swan Athletic), Keith Stewart (Swan Athletic), Leigh McKnight (Wanneroo), Brett Michael (University) and Wade Gillespie (North Beach). The second game was the annual clash against the WA Country Colts. As usual they were a tall team, and injuries to a couple of our bigger defenders hurt us on the night. The guys battled on hard, and we were in with a chance until late in the last quarter. Best players on the night were Graeme Morris (Uni), Dean Cackett (Wesley Curtin), Daniel Jacobs (University), Matt Pember (CBC) and Corey Phipps (North Fremantle). Thanks to all the players who contributed to the program through the year. Thanks also to my assistant coaches Brendan Hall, Paul Brown, Rod Phillips and Dick Manning, and to Phil Hayes at the league who has done so much to improve the status of the state program.
