Euro Laser Masters Cup 2011 V Trofeu Calella de Palafrugell Memorial Pitus Jiménez SAILING INSTRUCTIONS The Euro Laser Masters Cup V Trofeu Calella de Palafrugell Memorial Pitus Jiménez will be held from April 7th to 10th 2011 in the bay of Calella de Palafrugell, Girona (SPAIN), organized by the Club Vela Calella and the Royal Spanish Sailing Federation in association with the Catalan Sailing Federation and the European Region of the International Laser Class Association (ILCA); with the Spanish Sports Council approval. 1. RULES 1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012 (RRS). The prescriptions of the National Authority will not apply. 1.2. RRS 42 will be judged on the water. Appendix P will apply with the following change: On the first protest, if a boat is protested after she has finished, she will be given a scoring penalty of 8 points without a hearing. 1.3. Sails shall have the full sail number and national letters in accordance with Class Rules and the Racing Rules. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 1.5. below. This changes RRS Appendix G 1.1. 1.4. Competitors shall reach the ages shown on the Notice of Race during 2011. 1.5. Only current fully paid members of the International Laser Class Association and of an ISAF National Authority may enter the Championship. These memberships shall be with the Laser Fleet/District Association and with the ISAF National Authority of the country, where the sailor normally sails. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the Official Notice Board (ONB) located at the main entrance of the Calella Sailing Club. 2.2 Numeral pennant under flag L hoisted on the Official Signal Mast (OSM) indicates the number of the last notice posted. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 09:00 hrs on the day it will take effect, except for any change to the schedule of the races which will be posted by 18:00 hrs on the day before the change will take effect. 4. SIGNALS MADE ASHORE AND OTHER SIGNALS 4.1. Signals made ashore will be displayed on the Official Signal Masts (OSM) located near the beach slipway. 4.2. In addition to the Race Signals described in the RSS, the following signals will be used ashore: 4.2.1 Flag G flown ashore means boats shall NOT leave the boats parking area. When flown from a Committee vessel afloat it means All boats shall return to the boats park as soon as possible. 4.2.2. Flag AP with two sound signals means: The race is postponed. The first warning signal will be made not less than 30 minutes after AP flag is lowered with one sound signal. 4.3. When a flag is hoisted with a starting group, category or class flag, this signal will affect only this starting group, category or class. 5. MEASUREMENT Any boat or her equipment may be checked for compliance with the class rules and Sailing Instructions at any time throughout the Regatta at the discretion of the Measurement Committee or International Jury. On the water, a boat may be required by a Regatta Measurer to proceed immediately to a place determinate by the measurer for measurement checks. ELMC 2011 - Sailing Instructions 1/7

6. BOATS AND EQUIPMENT 6.1. All competitors shall use only one hull, one sail, one mast, one boom, one centreboard and one rudder. 6.2. In the event of damage, boats and equipment may only be substituted with the written permission of the Race Committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Regatta Measurer, International Jury or Race Committee. The written permission of the Race Committee shall be requested before the end of the Protest Time of the day in which the substitution takes place. 7. RACING FORMAT 7.1. Up to 6 fleet races will be sailed. 7.2. A minimum of 1 completed race are required to constitute the regatta. 7.3. Two races are scheduled per day, back to back. The Race Committee may add one extra race per day if the number of completed races is behind schedule. 7.4. There will be separate rankings for each category according to the Notice of Race. Men and Women of the same category will race together. The results for the categories will be extracted from their overall result of the corresponding class without recalculation, the last day of racing. 8. SCHEDULE OF RACES 8.1. Schedule: DATE TIME DESCRIPTION Thursday, 7 th April From 10 to 19 h. 13:00 h. Registration Practice Race Friday, 8 th April 11:00 h. Starting time of the first race of the day Saturday, 9 th April 11:00 h. Starting time of the first race of the day Sunday, 10 th April 11:00 h. Starting time of the first race of the day 8.2. Any race whose warning signal has not been made by 15:00 hrs on Sunday 10 th will be abandoned and not re-sailed. 8.3 One practice race is programmed and will be sailed as indicated in the Sailing Instructions. 9. SCORING 9.1. The Low-Point Scoring System (RRS Appendix A) will be applied. 9.2. When 4 or more races are completed, 1 race score will be excluded. 10. CLASS FLAGS AND FLEET IDENTIFICATION 10.1. The Class Flags for the fleets will be: - Laser Standard: Laser Class insignia on white background - Laser Radial: Laser Class insignia on green background 10.2. Each boat in the following categories shall display a coloured band at the base of the mast, between the vang fitting and the boom, corresponding to the colour of the age category in which the competitor is sailing, as follows (each competitor can collect the band from the Race Office): Apprentices: Green Masters: Red Grand Masters: Blue Great Grand Masters: Yellow 10.3. During registration each competitor will receive two unique number stickers with a bow number which shall be fixed on each side of the front part of the hull 200mm (+/- 100mm) from the bow. In the case of a sticker being lost replacements shall be obtained from the Race Office. Competitors shall make every reasonable effort to ensure these numbers stay firmly affixed. The relevant area of the hull shall be thoroughly cleaned and dried before application of the numbers. 10.4 Women participant sails shall carry a red rhombus above the top batten pocket on both sides, according to the class rules. 11. COURSE AREA The course area is located in Calella bay and there will be only one area. 12. THE COURSE 12.1. Trapezoid courses will be used with inner and outer loops. Appendix I shows the courses, the order in which marks are to be passed and the side on which each mark is to be left. 12.2. Before the warning signal the Race Committee Boat will display the course to be sailed. Initially 1 st start will sail ZO course for Laser Standard; 2 nd start will sail ZI course for Laser Radial. 12.3. The length of the course will be set for a target time of 60 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS rule 62.1(a). 12.4. Any course may be shortened according to RRS. 13. MARKS 13.1. The marks are shown in Appendix I. 14. THE START 14.1. Starts will be made in accordance with RRS rule 26. Class flags described in SI nr.10.1 will be used as a warning signal flags. 14.2. The warning signal for the next fleet will be given as soon as practicable after the previous start. Race Committee will try to leave a 5 minutes gap. 14.3. When a race has finished, the warning signals for a subsequent race on the same day will be given as soon as practicable. The first warning signal will be preceded by an F flag which means: The next warning signal will not be given until four minutes have elapsed from the display of this flag 14.4. Starting Order: the order of the starts will be determined by the corresponding class flags. Race Committee will in principle keep the starting orders every day the same, namely: Laser Standard and Laser Radial. In case of the races will not be completed for all classes, next day will continue on that point. 14.5. The starting line will be set between the staff displaying an orange flag on the Race Committee Boat and the starting mark. 14.6. Boats whose warning signal has not been displayed shall keep clear of the starting line between the warning and one minute after the starting signals of the preceding fleet start. 14.7. A boat that starts more than 4 minutes after her starting signal will be scored DNS without a hearing. This changes Appendix A4 and Appendix A5. 14.8. If possible, boats identified according to RRS 26, 30.1 or 30.3 will be informed by a committee vessel at Mark 1 by pointing with a staff bearing an X or black flag and hailing. 15. CHANGE OF COURSE AFTER THE START 15.1. A change of course after the start will be signalled according to RRS rule 33 with the following modification: a green flag with C flag will be hoisted for a change to starboard; and a red flag with C flag will be hoisted for a change to port. 15.2. The new marks will be as shown in Appendix I. 16. ABANDONING A RACE Under RRS rule 32.1, the Race Committee may abandon a race because of a storm, apparent or forecast, a major wind shift or irregular winds or when the wind speed drops. Action or inaction by the Race Committee under this instruction will not be grounds for redress; this changes RRS rule 62.1(a). 17. THE FINISH The finishing line will be between a staff displaying a blue flag on a Race Committee Boat and the port-end finishing mark. 18. TIME LIMIT 18.1. Boats failing to finish within 20 minutes from the time the first boat finishes the race will be scored DNF without a hearing. This changes RRS Rule 35, Appendix A.4 and Appendix A.5. 18.2. Time limits and target times for the first boat are as follows: Mark 1 time limit: Course target time: Race Time limit: 25 minutes 60 minutes 90 minutes If no boat has passed Mark 1 within the Mark 1 time limit the race shall be abandoned. Non compliance of the target time shall not be grounds for redress. This changes rule 62.1 (a) 19. PROTESTS 19.1. Protests shall be written on forms available at the Race Office and delivered before the Protest Time Limit which will be one hour after the last boat in a fleet crosses the finishing line. The protest time limit will be posted on the Official Notice Board and may be different for each class. 19.2. The schedule of hearings will be posted not later than 20 minutes after the protest time limit. Protests will be heard in the International Jury room at the Calella Sailing Club. 19.3. Protests by the Race Committee or International Jury will be posted on the ONB before the end of Protest Time to inform boats under RRS rule 61.1(b). ELMC 2011 - Sailing Instructions 3/7

19.4. On the last scheduled day of the series, a request to reopen a hearing shall be delivered: - Within the Protest Time Limit, if a party to a protest requesting redress or a reopening was informed of the decision on the previous day or within 15 minutes after being informed of a decision of a hearing held on the last day of the series. - No later than 15 minutes after the decision is posted if the boat requesting was not previously notified of the decision - No later than 15 minutes after a signal to abandon racing is displayed ashore. This changes RRS 66. 19.5. Breaches of instructions 1.3, 4.2.1, 10.2, 10.3, 10.4, 14.6 and 21 will not be grounds for a protest by a boat. This changes RRS rule 60.1(a). 20. PRIZES 20.1. Prizes will be awarded in the following categories, if there are at least 5 participants each and according to ILCA award. Standard Fleet: Radial Fleet: 21. SAFETY Apprentice, Master and Grand Master Apprentice, Master, Grand Master, Great Grand Master and Women. 21.1 Except in emergency, boats shall only come ashore at Port Bo/Calau beach. 21.2. A boat that retires from a race shall notify the Race Committee or the Race Office as soon as possible. 21.3. Boats arriving for any reason at a point ashore other than Port Bo/Calau beach shall report immediately by telephone to the Regatta Coordinator (+34 609 610 111) or to the Race Office (+34 972 614 619). 21.4. During registration each competitor will receive an identification card with the same number mentioned on SI 10.3 and shall be fixed to the boat trolley (dolly) handle, in such a way that the number is easily seen. 21.5. The Race Committee, the Regatta Coordination Centre, the Race Office and the Safety Boats will use VHF channel 72 for their communications. 21.6. All boats while not racing shall only be located at the boat s parking area. In case of a participant decides to leave, shall inform immediately to the Race Office. 21.7 Red & black marks mean: KEEP CLEAR, SHALLOW DEPTH UNDER THIS MARK. 21.8 Appendix III shows special safety marks regulation. 21.9. Boats failing to obey this Sailing Instruction can be required to pay the expenses of search and rescue operations and should be reported to the Maritime Spanish Authorities. The Race Committee or the International Jury may act in accordance to RRS rule 63.1, and the International Jury may penalise at their discretion a boat that infringes SI 21. This amends RRS 64.1 22. SUNSET TIMES Friday, 8 th : 18:18hrs. GMT Saturday, 9 th : 18:19 hrs. GMT Sunday, 10 th : 18:20 hrs. GMT 23. DISCLAIMER All those taking part in the event do so at their own risk and responsibility. The Organizing Committee or any part involved with the organization of the event disclaim any and every responsibility whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and at sea as a consequence of participation in the races covered by the Notice of Race and the Sailing Instructions. Attention is drawn to the RRS Fundamental Rule 4 Decision to Race, which states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 24. IDENTIFICATION OF RACE MANAGEMENT VESSELS 24.1. Race Committee boats will display an orange flag. 24.2. International Jury boats will display a green flag. 24.3. Measurer boat will display a white flag with MEASURER written in black. 24.4. Rescue boats will display a white flag.
