SAILING INSTRUCTIONS HAITONG INTERNATIONAL 2018 HONG KONG WINDSURFING CIRCUIT ORGANSING AUTHORITY: WINDSURFING ASSOCIATION OF HONG KONG (WAHK) [DP] denotes a rule for which the penalty is applied according to the RRS Introduction - Notation. [NP] denotes that a breach of this rule will not be grounds for a protest by a board. 1. RULES 1.1. The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2. Hong Kong Sailing Federation Prescriptions will apply. 1.3. The Class Rules of the participating classes will apply. 1.4. If there is a conflict between languages, the English text will take precedence. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the official notice board. 3. CHANGES TO SAILING INSTRUCTIONS 3.1. Any change to the Sailing Instructions will be posted not less than 60 minutes before the scheduled attention signal of the race in which it takes effect, except that any change to the schedule of the first race of the day will be posted before 17:00 on the day before it will take effect. 4. S MADE ASHORE 4.1. Signals made ashore will be displayed at the official flagpole. 4.2. When a signal is displayed over a division flag, it applies to that / those division(s) only. This changes RRS Race Signals Preamble. 4.3. When flag AP is displayed ashore, one minute is replaced with not less than 30 minutes. This changes RRS Race Signals AP. 4.4. [DP] [NP] When flag Y is displayed ashore, RRS 40 applies at all times while afloat. 5. RACE FORMAT 5.1. Classes and divisions may race together depending on entry number. 5.2. Classes and divisions shall race a maximum three races per day, five races per event. 5.3. Three races are required to validate the event for each division. 5.4. If tropical cyclone warning signal number three or above, or black rainstorm warning signal is in force at 07:00 on the first day of the event, the event will be postponed. If tropical cyclone warning signal number three or above, or black rainstorm warning signal is in force at 08:00 on the second day of the event, the second day of the event will be cancelled. Information for the fallback day(s) (if any) will be announced via WAHK s website at http://www.windsurfing.org.hk/tc/home/index.php and Facebook account ASAP. 5.5. If black rainstorm warning signal is in force after 07:00 on the first day of the event, or after 08:00 on the second day, the event will continue and the decision to start the race(s) will be at the discretion of the race committee.

5.6. Races will not be started if the wind speed is less than 4 knots or more than 20 knots (for Techno 293 Class - Minim Divisions) and 30 knots (for other Classes and Divisions). 6. RACE SCHEDULE 6.1. The race schedule will be: DAY TIME EVENT 09:00-10:00 Registration Saturday 09:30 Briefing (if any) 11:00 First Possible Attention Signal 16:00 Last Possible Attention Signal 09:00-10:00 Registration 08:45 Briefing (if any) Sunday 10:00 First Possible Attention Signal 14:00 Last Possible Attention Signal ASAP Prize Presentation Ceremony 6.2. To alert boards that a race or sequence of races will begin soon, an orange flag will be displayed with one sound signal for at least five minutes before an attention signal is made. 6.3. The attention signal for each succeeding race will be made as soon as practicable after the finish of the previous race. 6.4. Three races may be sailed back to back. 7. FLAGS 7.1. The flags will be: CLASS DIVISION FLAG Men White flag with RS:X class insignia RS:X Women Youth Blue flag with RS:X class insignia Youth Youth Boys Youth Girls Yellow flag with Techno 293 class insignia Techno 293 Junior Boys Junior Girls Minim Boys Minim Girls Green flag with Techno 293 class insignia Raceboard 7.8 Raceboard 05 Men Women Youth Master Open White flag with Raceboard class insignia White flag with Formula Windsurfing class insignia 8. RACING AREA 8.1. The racing area is defined as an area extending 50 meters beyond the entire course, including the starting line, the finishing line and their extensions, in which a board normally sails while racing. 8.2. [DP] Boards not racing shall avoid the racing area.

9. COURSES 9.1. The diagrams in Appendix 2 show the courses, including the order in which the marks are to be passed and the side on which each mark is to be left. 9.2. The course to be sailed will be displayed by course flag and number flag. 10. MARKS 10.1. THE START 11.1. Races with windward start will be started by using the following signals. Times shall be taken from the display of visual signal(s). This changes RRS 26 and Race Signals. 11.2. If reaching start is used in planing condition, they will be started by using the following signals. Times shall be taken from the display of visual signal(s). This changes RRS Appendix B3.26.2 System 2 and Race Signals. The starting line will be between orange flags on the starting marks. 11.4. When inner distance mark is laid, boards starting shall not pass through between the inner distance mark and the race committee signal boat at all times. 11.5. A board starting later than four minutes after her starting signal will be scored DNS without a hearing. This changes RRS A4 and A5. 11.6. When an individual recall has been signaled or a board breaks RRS 30.3 or 30.4, the race committee will display her sail number on the race committee signal boat before the first competitor has finished the race. Failure to display will not be grounded for redress. This changes RRS 62.1(a). 12. THE FINISH 12.1. The finishing line will be between blue flags on the finishing marks. 13. TIME LIMITS AND TARGETS TIMES 13.1. Time limits and target times for all races are in minutes and as follows: TIME LIMIT FINISHING WINDOW RS:X Class Techno 293 Class 45 15 TARGET TIME 20-25 Raceboard 7.8 Class Raceboard 05 Class 30 15-20 13.2. If the time limit is exceeded, the race shall be abandoned. 13.3. Boards failing to finish within the finishing window after the first finisher in their respective division shall be scored DNF without a hearing. This changes RRS 35, Appendix A4 and A5. 14. PROTEST AND REQUEST FOR REDRESS 14.1. Protest forms are available at the race office. Protest and request for redress or reopening shall be delivered at the race office within the protest time limit. 14.2. [DP] [NP] Boards taking a voluntary penalty shall complete the penalty acknowledgment form at the race office before the end of the protest time limit. 14.3. For each division the protest time limit is 60 minutes after the last board of her division has finished the last race of the day or the race committee signals no more racing today, whichever is later. 14.4. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room. 14.5. Notices of protest by the race committee, technical committee or protest committee will be posted on the official notice board to inform boards under RRS 61.1(b).

14.6. On the last scheduled day of racing a request for reopening a hearing shall be delivered: (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 15 minutes after the party was informed of the decision on that day. This changes RRS 66. 14.7. On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 15. SCORING 15.1. The Low Point System of RRS Appendix A and B8 will apply. 15.2. Youth Boys Division and Youth Girls Division in Techno 293 Class, the race score shall be the finishing place in Techno 293 Class - Youth Division. 15.3. When three or less races have been completed, the series score shall be the total of her race scores. When four or more races have been completed, the series score shall be the total of her race scores excluding her worst score. This changes RRS Appendix A2. 15.4. To request correction of an alleged error in the posted races or series results, a board shall complete the scoring enquiry form available at the race office. 16. [DP] [NP] SAFETY REGULATION 16.1 Competitor retiring before finishing shall inform the race committee as soon as possible. If this is not possible, the competitor shall inform the race office when return. Competitor retiring from a race shall also complete the retirement declaration form at the race office before the end of the protest time limit. 17. [DP] [NP] REPLACEMENT OF EQUIPMENT 17.1. Substitution of damaged or lost equipment will not be allowed unless authorised by the race committee. 17.2. Replacement ashore: Requests for substitution of damaged or lost equipment shall be made in writing on a form available at the race office and delivered there for consideration. Any request shall be made at the first reasonable opportunity. 17.3. Replacement afloat: When an item of equipment is damaged or lost shortly before a race and is replaced, the competitor shall notify the race committee before the attention signal. As soon as practicable after coming ashore and within the protest time limit, the competitor shall comply with SIs 17.2 and the replaced item shall be presented to the Race committee. 18. [DP] [NP] EQUIPMENT AND MEASUREMENT CHECKS 18.1 Equipment may be inspected at any time for compliance with the Class Rules. A competitor may be instructed by the race committee, either ashore or on the water, to proceed immediately to the inspection area for inspection. 18.2 Until permission is given by the race committee, a competitor once instructed to proceed for inspection, shall have no unauthorised contact with any support personnel, no person shall join or leave the board, no equipment or other item shall be taken on or off that board and the board shall not leave the inspection area.

[DP] [NP] TRASH DISPOSAL 20.1. Competitors shall not intentionally put trash in the water. Trash may be placed aboard support or official boats. This changes RRS 55. 21. PRIZES 21.1. Prizes will be given according to the Notice of Race. 22. DISCLAIMER OF LIABILITY 22.1 Competitors participate in the Hong Kong Windsurfing Circuit 2018 entirely at their own risk. See RRS 4, Decision to Race. The Organising Authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event.

Prizes will be given according to the Notice of Race. COMPLETION CERTIFICATION Completion certification will be awarded to the competitors who participated in all circuit events. SUBSIDY First three competitors in year ranking of the Raceboard 7.8 Class in Hong Kong Windsurfing Circuit 2018 may be subsidized to participate in the 2019 Asian Championships or other windsurfing events endorsed by the Windsurfing Association of Hong Kong.
