(Tetra Tech) is pleased to provide the City of Satellite Beach this report summarizing the recent Per and Polyfluoroalkyl Substances (PFAS) groundwater sampling services for the City of Satellite Beach. BACKGROUND PFAS are a group of manufactured compounds widely used to make products resistant to stains, grease, and water. These compounds are found in everyday products, such as nonstick pans, post it notes, and food packaging. PFAS are also widely used in fire suppression foams. Some PFAS compounds can biotransform to perfluoroalkyl acids like perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA), which do not readily degrade. These compounds are emerging contaminants, and the science of the health risks, fate and transport, and detection methods is developing but still in the initial stages. The most likely route of exposure to these chemicals is through contaminated food or water. The United States Environmental Protection Agency (USEPA) has not established maximum contaminant levels (MCLs) for drinking water for PFAS, and the Florida Department of Environmental Protection (DEP) has not established Groundwater Cleanup Target Levels for PFAS. However, the USEPA has established a Health Advisory for PFOA and PFOS of 0.07 ug/l, and the DEP is expected to release its health advisory levels in the coming days. The City of Satellite Beach requested that Tetra Tech install and sample three monitoring wells. The City selected two City owned properties and one Brevard County owned property for the installation and sampling of monitoring wells with analysis for PFAS compounds, including PFOA and PFOS. Mr. Nick Sanzone August 2, 2018 Page 2 of 10 PHYSICAL SETTING According to the Geologic Map of Florida (Florida Geologic Survey 2001) the City of Satellite Beach is located in the Pleistocene/Holocene aged Beach Ridge and Dune Formation. The formation includes siliciclastics of light gray, tan, brown to black, unconsolidated to poorly consolidated, clean to clayey, silty, unfossiliferous, variably organic-bearing sands to blue green to olive green, poorly to moderately consolidated, sandy, silty clays. The sandy marine deposits are underlain by limestone, which may be exposed along much of the shoreline of Satellite Beach. FIELD INVESTIGATION ACTIVITIES Tetra Tech initiated field activities on July 17, 2018. The investigation included the installation and sampling of three monitoring wells at the following locations, as shown on Figure 1: Satellite Beach City Hall (SB1) Satellite Beach near Jackson Avenue and Delaura Court (SB2) Brevard County Parks - Sea Park (SB3) The field investigation activities conducted are described below. Well Drilling Activities Prior to drilling, Sunshine One Call underground utility clearance hotline was contacted by Tetra Tech s Licensed Well Drilling subcontractor, Preferred Drilling Solutions, Inc., to mark publicly accessible utilities. Well Construction Permits were obtained from the Brevard County Health Department prior to drilling, and permits are provided in Attachment A. All borings were hand cleared with a 4-inch diameter hand auger to identify and minimize the likelihood of damage to shallow subgrade utilities. Three groundwater monitoring wells were installed. Each well was constructed with a 1-inch diameter, Schedule 40, polyvinyl chloride (PVC), 0.010-inch slotted well screen, and 20-30 size sand filter pack. The well screens at each well location were 10 feet long. Drilling activities encountered refusal at a depth of 12.5 feet below ground surface (bgs) at location SB1, likely due to the presence of limestone, and well screens were installed from 2.2 to 12.2 feet bgs. Monitoring wells SB2 and SB3 were installed to a depth of 19.5 feet bgs, with well screen installed between 9.5 and 19.5 feet bgs. Sand filter pack was installed to one foot above the well screen. A minimum of 6-inches of bentonite was placed above the sand pack, and neat portland cement was used to seal the well to the surface. After installation and development, each temporary monitoring well was allowed to stabilize for a minimum of 24 hours TETRA TECH

Groundwater Sampling and Analysis Each of the three monitoring wells were purged and sampled with a peristaltic pump using the low flow sampling techniques. Purging and groundwater sample collection was conducted in general accordance with FDEP-SOP-001/01 FS 2200: Groundwater Sampling, with additional precautions for PFAS cross contamination using Tetra Tech Standard Operating Procedure SA- 1.8 for Sample Acquisition for Perfluoroalkyl and Perfluoroalkyl Substances (PFAS) Analysis. New High-Density Poly Ethylene (HDPE) tubing was used to purge and collect groundwater samples at each monitoring well. Samples were obtained by pumping water from the aquifer until the water quality parameters stabilize. Field parameters (ph, specific conductance, dissolved oxygen, temperature, and turbidity) were measured at regular intervals using a water meter equipped with a flow through cell until three consecutive measurements met the following thresholds: Temperature: ± 0.2 C ph: ± 0.2 Standard Units Specific Conductance: ± 5.0% of reading Dissolved Oxygen: 20% Saturation Turbidity: 20 NTU In addition to the monitoring well samples, one Field Reagent Blank was also collected prior to sampling SB3. Samples were placed in laboratory-provided containers, sealed, labeled, packed in ice, and shipped under chain-of-custody protocol to SGS Laboratories for analysis of PFAS, including PFOA, PFOS and 22 additional compounds via USEPA Method 537M. Copies of the groundwater sampling sheets are provided in Attachment B. GROUNDWATER ANALYTICAL RESULTS Tetra Tech compared the analytical results of the groundwater samples to the 0.070 ug/l USEPA Health Advisory, as outlined in the USEPA documents Drinking Water Health Advisory for Perfluorooctanoic Acid (PFOA) (USEPA May 2016) and Drinking Water Health Advisory for Perfluorooctane Sulfonate (PFOS) (USEPA May 2016). In the USEPA Memorandum dated November 15, 2016, USEPA provided clarification that the purpose of the Health Advisories was to identify the concentration of PFOA and PFOS in drinking water at which adverse health effects are not anticipated to occur over a lifetime. The health advisories are not intended to be TETRA TECH

The State of Florida DEP does not currently have a Groundwater Cleanup Target Level for PFOA and PFOS; however, DEP has stated that they will be issuing a Health Advisory Level for PFOA and PFOS in the coming days. PFOA and PFOS were detected in each of the three monitoring wells, with PFOA concentrations ranging from 0.00733 ug/l I (I qualified, meaning that the detected concentration was below the practical quantitation limit) in SB3 to 0.0119 ug/l in SB1. PFOS concentrations ranged from 0.0188 ug/l in SB2 to 0.0296 ug/l in SB1. USEPA recommends adding PFOA and PFOS numbers together if both compounds are present and applying the sum of both compounds to the 0.070 ug/l Health Advisory Level. Combined PFOS and PFOA concentrations ranged from 0.02285 ug/l in SB2 to 0.0415 ug/l in SB1. All the PFOA and PFOS (including combined) results were less than the 0.070 ug/l USEPA Health Advisory Level. In addition to PFOA and PFOS, other PFAS were detected; however, there are no USEPA Health Advisory Levels available for PFAS except for PFOA and PFOS. The following additional PFAS compounds were detected: SB1: Perfluorobutanoic acid, perfluoropentanoic acid, perfluorohexanoic acid, perfluoroheptanoic acid, perfluorobutanesulfonic acid, perfluoropentanesulfonic acid, and perfluorohexanesulfonic acid, with a maximum concentration of 0.0146 ug/l. SB2: Perfluoropentanoic acid at a concentration of 0.00295 I. SB3: Perfluorobutanoic acid, perfluoropentanoic acid, perfluorohexanoic acid, perfluoroheptanoic acid, perfluorobutanesulfonic acid, and perfluorohexanesulfonic acid, at a maximum concentration of 0.0129 ug/l. No PFAS analytes were detected in the Field Reagent Blank. An analytical data summary and comparison to the USEPA Health Advisories is provided in Table 1, a summary of the PFOA and PFOS results are provided on Figure 1, and the laboratory analytical report is provided in Attachment C. CONCLUSIONS Based on the results of the groundwater sampling and analytical results, PFAS analytes were detected in each of the three monitoring wells, and PFOA and PFOS were both detected in each of the three wells. The individual PFOA and PFOS concentrations and the sum of the PFOA and PFOS concentrations were less than the USEPA Health Advisory level of 0.070 ug/l for each TETRA TECH
