FRESNO MEN S BASEBALL LEAGUE 2015 FMBL RULES AND REGULATIONS REVISED: January 25, 2015 Funded in 1991, the Fresn Men s Baseball League (FMBL) has been prviding adult players f all ages and skill levels the pprtunity t play cmpetitive baseball in a well-rganized and enjyable envirnment, fr ver 23 years. Our League missin is t prvide players 18 t 60+, wh lve the game, an pprtunity t play baseball in a fun, cmpetitive, and well rganized envirnment. Our hpe is that the experience will extend beynd the white lines t help pen drs t new friendships, assciatins, and pprtunities while prviding a lifetime f baseball enjyment. The FMBL was created t prvide an alternative t sftball fr men 18 years ld and ver that wuld enable them t play the game they grew up playing. Mature adult attitudes must always prevail, n matter hw cmpetitive any league is. RULES and REGULATIONS 1. UNIFORMS, HELMETS AND BASEBALLS 1.a All teams must have full baseball unifrms cnsisting f caps, numbered baseball jerseys, baseball pants, belt, sanitary scks - each player s unifrm must be f similar design t his teammates unifrms. Teams having spnsrship will be allwed the spnsr s name n their unifrms via patch r unifrm shirt. N player ut f unifrm will be allwed t play withut the Divisin Cmmissiner s cnsent. All teams shuld have their unifrms by their first game. A 2 game grace perid shuld be extended fr newly activated players r fr new teams t prcure their unifrms. 1.b All batters and runners must wear helmets when at bat r n base. Full duble-ear flap helmets are encuraged when at bat r n the bases. Catchers nt wearing a hckey style mask must wear a helmet underneath their mask. 1.c Each team must prvide a minimum f 3 new Rawlings MSBL balls fr each game. Only balls prvided by the FMBL will be permitted. 1.d Wd and wd cmpsite bats will be the nly bats allwed in all Divisins. If a player uses an illegal bat and a prtest is made, the ffending batter will be declared an ut. 1.e Metal cleats are permitted. 2. GAME LENGTH, RUN RULE AND RAIN-OUTS 2.a Game Time Limit -All games are 9 innings but will have a 3 hur time limit. If the umpires are ready t begin, the 3 hur perid will cmmence at the game s scheduled start time regardless f any delays by the 2 teams. N inning can start after 3 hurs unless there is a tie. If the game is tied after 9 innings r after 3 hurs, it becmes an Extra Inning Game. The umpires will later be cmpensated with $10 in extra fees fr starting each inning after the 3 hurs r after the 9 innings regardless f the time. (See Umpire Fees (3.a) belw). N inning can cntinue within 15 minutes f the scheduled start f anther game. The game scre will revert back t the previus full inning and be cnsidered a tie. Als, n inning can cntinue after 4 hurs. The game will be cnsidered a tie. If a game is called due t: rain - 5 innings will cnstitute a cmplete game; darkness - 7 innings will cnstitute a cmplete game. Any game suspended befre these threshlds will be cntinued at a later time/date frm the pint where they were stpped. The umpires may suspend, cancel r call a game if, in their pinin, the safety f the players is cmprmised due t rain, darkness, r any ther issue. Playff games are played by regular seasn rules with the 3 hur time limit and mercy rule, except they cannt end in a tie. The game cntinues until ne team wins. Champinship games must be played t cmpletin (9 inning game r extra innings if tied) with n time limit r mercy rule. If suspended, the game will be cntinued at a later time/date frm the pint where it was stpped. 2.b Mercy Rule If there is a 10 run lead after 7 innings, the game will be ruled final regardless f time. If the hme team hlds the excessive lead, they will nt bat in the bttm f the inning. 2 f 12

2.c Rainut r Change in Game Lcatin - In the event f rain r change in field availability, league fficers will ntify the umpires and team managers f field changes and pssible cancellatin f games at least 1 hur befre scheduled game time. Team managers must make themselves available by cell phne and e-mail n game days each week at least 2 hurs prir t the scheduled start. Team managers must call ne hur befre game time if they have nt been cntacted by a league fficial when the weather r field availability is in dubt. Managers must have an rganized and efficient system t ntify their players f cancelled games r changed game lcatins. 2.d Rescheduling Games - The league Executive Bard will be in charge f rescheduling any canceled games due t rain, field cnditins r field availability. The FMBL will make every effrt t reschedule these cancelled games; hwever, rescheduling is nt guaranteed. 2.e Game Day Change f Lcatin If bth teams shw up n game day t find the field unplayable r being used fr anther sanctined event, mangers shuld cntact the league ffice fr a pssible change f venue. The umpires will later be cmpensated an additinal $20 fr travel and the game at the new lcatin will start 1 hur later and will have a 2 1/2 hur time limit. Rules 2.a and 2.b still apply. 3. UMPIRES 3.a Umpire Fees The League President and/r Treasurer will pay the umpire fees t FMBL Umpire Assignr prir t the start f each mnth s league games. The FMBL Umpire Assignr will supply tw umpires fr each league game and pay the umpires the amunts agreed upn. The FMBL Umpire Assignr receives $85 per team fr the seasn t perfrm these duties. The FMBL Umpire Assignr and the FMBL have agreed the umpires will be paid $80 each per game. If nly ne umpire shws, he will be paid $130. If an inning starts after 3 hurs because f a tie, the umpires will receive an extra $10 fr each extra inning. If there is nly ne umpire, he will be paid $20. If a game ges extra innings befre the 3 hur time limit, the umpires are paid $10 fr each extra inning regardless f the time. If there are extra inning charges during a mnth, the extra inning fees will be added t the next mnth s umpire fees and the FMBL Umpire Assignr will distribute t the apprpriate umpires 3.b Arguing Umpire Calls Only the designated team manager has the ptin t discuss a call in a reasnable manner with an umpire. Shuld any ther team member discuss a call with the umpire, they will be subject t ejectin frm the game. Umpires will be encuraged t nt engage in prlnged discussins with players r fans. The league will request that umpires channel discussins and requests fr player r fan behaviral adjustments, thrugh the designated team manager. 3.c Umpire Ejectins An umpire has sle discretin t eject any player, manager r fan frm the game. Once a player r manager has been ejected, the game will stp until that player r manager has left the field area. The player is nt allwed t remain and watch frm the stands r remain in the parking area. He must leave the facility in an expedited & timely manner. 3.d Umpire Evaluatins Each week, the managers will evaluate the umpires that wrk their games. Managers will electrnically submit the FMBL Game Day Reprt frm t the FMBL President and their Divisin Cmmissiners by Tuesday. Managers must btain the last names f the umpires wh wrked their game and place their names n the evaluatin frm. The umpires shuld nt be penalized fr a clse judgment call r a clse ball r strike. The purpse f the Game Day Reprt is t ensure quality umpiring and fields. The umpires that cnsistently d nt make the grade will be weeded ut. The best umpires will be selected t wrk the playffs. The cnditins f the playing fields and player injuries will als be placed n this Game Day Reprt frm. Umpire Evaluatin Criteria shuld be: 1. Prfessinalism & Attitude 2. Cnsistency / Accuracy 3. Knwledge f Rules 4. Prmptness 3 f 12

4. FEES, TEAMS, PLAYERS, AND LINEUPS 4.a New Players: The league shall cntrl the assignment t teams f all new players wh have cntacted the league in respnse t advertising r wh have been referred t the league by any means. A player wh has nt played in any league game in either the current r previus year shall be regarded as a new player. A new player acquired by a team thrugh that team s wn recruiting effrts shall be subject t the cntrl f the team and nt the league. 4.b Team rsters must be submitted electrnically t the FMBL by the dates specified by the Executive Bard f Directrs. All frms must be fully cmpleted and all player fees, player waiver frms and player cntracts must be filled ut cmpletely. After the first league game, players may be added using the Supplemental Rster frm. The Supplemental Rster als must be sent electrnically t the league. 4.c N later than ne day prir t participating in a game, all players must have met the fllwing requirements: Have signed MSBL Waiver frm n file with the league Have signed Participatin Cntract Have signed Rules & Regulatins Release the player s name must be present n the latest rster sent t the league the player s name must be listed n the league web site (r verbal cnfirmatin f eligibility must be received frm an authrized Executive Bard member Full fees paid Managers can fax frms t the league ffice up t ne day prir t a player s first game at 559-297-4780. 4.d FMBL Seasn Fees: The 2015 seasn primary player fees that are paid by February 28, 2015 will be $215 paid by credit at the FMBL website. On March 1, 2015, the player fees fr the 2015 seasn will increase t $255 paid by credit at the FMBL website. If a player r manager pays the league fr a player s fee by check r cash, the amunt will be $275. Each team is required t pay fr 15 primary players. Any team that has nt paid their full fees and turned in all necessary team & player frms at least ne day prir t their pening game shall have their game pstpned r frfeited. Prrated Fees Players that sign up after the seasn starts will pay a prrated fee by credit at the FMBL website. See the FMBL Prrated Fee Schedule attached t this dcument. Secnd Team fees fr the 2015 seasn will be $40 paid t the league in cash r check. Nn-playing managers and caches are nt required t pay the Natinal fee and insurance fee in rder t be allwed n the field and in the duguts. Nn- playing caches and managers have t have league apprval t be a nn-playing manager r cach and their team s final rster will be turned in with their cmplete infrmatin. A player must be signed up and paid fr at least half f his team s scheduled games in rder t be eligible fr the playffs. The Bard may make exceptins after review f the ineligibility. 4.e Bth teams must exchange line-ups prir t the game using the pre-printed, frmatted lineup card supplied by the league. If a manager des nt have a pre-printed versin, a readable hand written versin, using the same frmat will be allwed. The card must cntain full first and last names and jersey numbers fr all eligible players n the team s current rster. The batting lineup will be listed separately and must have last name and jersey numbers listed. Players nt listed will be ineligible t play. 4.f A team manager may bat as many players as he desires, with a minimum f 10 (subject t the number f players available, if less than 10). Batters cannt be deleted r skipped ver, regardless f 4 f 12

their batting psitin r when they were added during the game. If a team has nly 9 players and therefre bats nly 9, the ppsing team will have the ptin f batting nly 9, as well. 4.g A manager may add eligible batters t the bttm f the lineup at any time. If a batter is replaced by a pinch hitter r pinch runner, (except under curtesy runners rules as utlined in sectin 6), the player may nt re-enter the game as a hitter but may remain in the game as a fielder r pitcher. Players added t the bttm f the lineup may be added as individual hitters r as A/B. Each team has a hitting and a defensive lineup that are independent f each ther. Players may play in either lineup r bth. 4.h A manager MAY declare at the time that lineups are exchanged prir t the start f play that any batting rder psitin will be ccupied by tw (2) players in each such batting psitin, e.g., 7, 8A/8B, 9A/9B, 10, 11A/11B, 12, etc. The first time psitin 9 gets an at bat, 9A wuld hit and the next time this slt hits, 9B wuld hit. Then 9A hits the third time, and s n, alternating between these tw players thrughut the game. Once a team declares the use f this A/B system, it must cntinue using it fr the remainder f the game. Hitters in the A/B psitin may be pinch hit fr, just as any ther player. 4.i All teams must annunce ffensive additins, substitutins, and/r changes t the hme plate umpire. The hme plate umpire will make sure the change is cmmunicated t the ppsing team manager and/r screkeeper. Only after ntifying the hme plate umpire f the change will the added player be deemed a legal substitutin. If a team fails t annunce an ffensive additin/change, the player will be called ut as sn as the first pitch is thrwn and the lineup will revert back t the lineup in effect prir t the player entering the game. The unannunced player will nt have fficially entered the ffensive lineup and is therefre still available ffensively even thugh an ut has been assessed. 4.j If a player is frced t leave a game due t injury r ejectin, a reserve player, nt previusly entered int the game as a hitter, must hit in the replaced hitter s place. If there are n reserves wh can replace the individual, the spt is skipped and all hitters belw that psitin mve up. The first time this vacated spt cmes up in the batting rder, an ut will be assessed. After that ne time, n ut will be recrded fr skipping the spt vacated by the displaced player. 4.k All players may be substituted fr defensively, at any time, withut affecting the player s ffensive status in the line-up. If the pitcher is remved, he may re-enter t pitch nly ne time during the curse f the game, but nt in the same inning. The remved pitcher may play any ther psitin after being remved but is nt required t play a defensive psitin in rder t re-enter as pitcher, later. 4.l Teams Shrt Players A team may play a game with 8 players. If a team has less than 8 players, the game can be delayed 15 minutes t wait fr players. If a team has at least 6 players at game time and the ppsing team has the players t lend, the ppsing team may lend enugh players t make an fficial game. If qualified FMBL players frm ther teams are available and eligible t play in the 2 teams divisin, a team may pick-up players t make a 9 player line up. If the team s 9 th player arrives after the start f the game, the brrwed players revert back t their team and any pick-up players must leave the game. If a team knws in advance that they will be shrt players, after ntifying their Divisin Cmmissiner, they may ask enugh qualified player pl FMBL players frm ther teams t play t make a rster f 11 players. Player pl players cannt pitch at any time. If 9 f a team s players shw fr the game, the player pl players still may participate in the game. As a curtesy, it is recmmended that the player pl players get enugh playing time t make it wrth their while. 4.m Frfeits - If a team des nt have enugh players and the ppsing team des nt have enugh players t lend, the game is a frfeit and the umpires will be paid in full. The umpires will leave after a 15 minute waiting perid. In the event a team which elects t rster less than 15 players (despite paying fr the full 15) frfeits a game due t a lack f players, the team will be required t add t their rster t meet the 15 player requirement. 5 f 12

Tw frfeits by any team culd mean immediate expulsin frm the league with n mney refunded t the team. The Executive Bard f Directrs will evaluate circumstances befre rendering a decisin. 4.n N primary player may switch teams withut the cnsent f his current manager and the league president. If this des nt meet with apprval, the player has several ptins. 1. He may sit ut ne calendar year frm cmpetitin frm the date f his last game played. He then becmes a free agent the fllwing year. 2. He may ask fr his release fr the next seasn in writing and play with his current team fr ne year frm the date f the request. He then becmes a free agent the fllwing year. This allws his current manager time t replace his talent. A player may chse t stay with his riginal team after the release year is up. Players cannt apply fr a Release Year ptin in cnsecutive years. 3. Befre the seasn starts, a player may immediately switch teams t mve t an lder divisin by ntifying his previus manager & Divisin Cmmissiner in writing. 4. In the event a team disbands after a seasn ends, but befre the start f the next seasn, all primary players will becme autmatic free agents and will be permitted t play fr any desired team. If a team disbands during the seasn, the Executive Bard f Directrs will assign the players t teams. These players will be free agents at the end f the seasn and can chse t play fr any team the fllwing year. 5. If a primary player is nt invited back by his manager, he must be given his release s that he may g t the team f his chsing r re-enter the draft. 6. Under extrardinary circumstances, a primary player wh has nt been given his release by a manager may appeal t the Executive Bard t be released. 4. In the event a primary player wishes t leave his existing team and frm a new team, he may d s. N ther primary player can be taken frm the existing team withut the cnsent f the existing team s manager. N ther primary players may be taken frm any ther team withut the respective team manager s apprval. Secnd team players have n restrictins. 4.p Final team rsters cannt have less than 13 primary players. The team is still required t pay the fees fr 15 primary players. 4.q Last names must be used in the screbk t allw fr player identificatin fr fllw up inquiries that relate t playff and natinal turnament participatin requiring minimum playing requirements. 5. PLAYERS BEHAVIOR AND TEAM RESPONSIBILITY 5.a Zer Tlerance Alchl, Tbacc Prducts r Weapns. N Smking, Drinking, Chewing Tbacc, r pssessing a weapn f any kind n Schl Grunds - This is nt just a league rule; this is the law in CA (PC647f, H&S11357, PC626.10 and B&P25608 & 25662). This behavir threatens the very existence f ur league. Withut fields, we cannt play baseball perid. Anyne seen by anther league member r an umpire smking, chewing tbacc, drinking, r in pssessin f any weapn anywhere n schl grunds befre, during r after a game will be immediately ejected frm the game and suspended fr the next 3 games. After that, the player will be n permanent prbatin. In the event f a secnd ffense, they will be suspended fr life. We will pst all game scres, standings & stats n ur web site at http://www.fresnbaseball.cm/. The big picture is that these reprts help t imprve the league and make it mre enjyable fr all. Als, this will make ur league mre attractive t ptential new players. This will insure the cntinued strength and viability f ur league. Please be cnscientius and detailed in yur reprts. Bth managers need t reprt n the game. If yu d nt have the time, assign smene n yur team the task f game reprting r keeping the stats. Game reprts by bth managers shuld include: 1. Game Scre (by 12 PM Mnday) 2. Game Day Reprt (by 12 PM Tuesday) 3. Stats by Wednesday 5.d Players shall nt intentinally cllide with any ther players. In the case f a runner intentinally clliding with a fielder, the runner will be called ut and may, at the umpire s discretin, be expelled frm the game. All base runners must either slide directly t the base, attempt t g arund the fielder, r give up their right t a base by stpping r leaving a base path -- if the defensive player (e.g. catcher) has pssessin f the ball, is in the act f receiving the ball, r is abut t immediately receive the ball and will be able t make an apparent play n the base runner. A runner, wh in the judgment f the umpire emplys an illegal slide, will be ruled ut and subject t ejectin frm the game. An illegal slide is defined as: a rll-blck, high spikes, grabbing a defensive player, r thrwing an elbw r shulder. If a defensive player is nt in pssessin f the ball, is nt in the act f receiving the ball, r is nt abut t immediately receive the ball s that he is able t recrd an ut (apparent play at any base), he cannt blck the base (e.g. hme plate) r be in the base path s as t impede (bstruct) the base runner s right t that base. Under such circumstances, the defensive player shall be respnsible t avid cllisin. If a cllisin des ccur under these circumstances, the runner will always be cnsidered safe and the bstructin rule shall be enfrced. The defensive player may be ejected frm the game, and may be suspended frm league play if the bstructin is judged t be intentinal. Even if a catcher is making a play n the ball r abut t, he must ffer the runner part f the plate. Blcking the plate cmpletely withut the ball will result in the runner being ruled safe. 5.e Failure t abide by age regulatins. - Managers must all recgnize their respnsibility t the league and its perpetuity and are reminded t nt crss the line where winning is mre imprtant than playing. An ppsing manager has the right and may at any time, questin a player s age. If a manager wants t ldge a prtest, prf f age and residence must be mailed t the manager wh ldged his prtest by Friday f the fllwing week. If an underage player is detected, penalties, whether t the individual r t a team, will be decided by the league president and Executive Bard f Directrs. As a natinal precedent, the penalties will be frfeiture f all games in which the under-age player participated and a minimum twyear suspensin. If the manager had prir knwledge, he is als subject t suspensin. 6. COURTESY RUNNERS 7 f 12

6.a Each team will be allwed t have curtesy runners fr a maximum f 2 players per game (50+ Div allwed 3 players per game) wh can be run fr each time that they reach base. The players with Nn- Runner status can be named by a team at any time during the game. The last batted ut will run fr the player assigned Nn-Runner status. Once a player is assigned a Nn-Runner status, he must use a runner each time r frfeit that status and the team will nt be allwed t re-assign the status t anther player. Once designated runners have been assigned t particular players, the designatin cannt be transferred t any ther player during the curse f that game. Shuld anther runner be injured r ejected with n reserve player available, rule 4j wuld then apply (see abve). A team will nt be allwed t add a 3 rd (4 th in 50 divisin) Curtesy Runner even if the ther team apprves. Catchers will cntinue t be given a Designated Runner when they are n base with 2 uts. The ffensive team that is replacing the curtesy runner has 30 secnds t make the runner change. If the runner is nt replaced within this time perid, the riginal runner must run and the right t use the curtesy runner fr this particular batter will be frfeited fr the balance f the game. The 30 secnd time limit will begin at the time the umpire calls fr time t allw replacement fr the runner. 7. PITCHERS / FIELDERS 7.a While pitching, n player may wear white r gray sleeves, nr may a pitcher wear a batting glve r wristband while n the mund. 7.b A pitcher may request a batter be given an intentinal walk and awarded first base by the umpire ne time during a game withut thrwing any pitches. There is n limit n intentinal walks if 4 balls are thrwn. 7.c If a pitcher hits 4 batters in any ne game, the pitcher must be remved n the furth hit batsman. 7.d There is n regulatin as t hw many innings a pitcher may pitch in a game r a week. 7.e Players recruited frm ther teams as part f a player pl are nt allwed t pitch. 7.f Warm-up Pitches The first time a pitcher warms up they will be given 8 warm-up pitches. After that, 5 warm-up pitches will be allwed. If the catcher is still getting his gear n, anther player must warm up the pitcher r his warm-up pitches will be frfeited. 7.g Decy Thrw - Infielders are nt allwed t decy a thrw r catch. If a decy thrw r catch is detected, all runners shall be allwed t advance ne base beynd the base held after all play stps. If the same fielder decys twice in the same game, the fielder shall be expelled frm the game. Decying is referred t as a false catch r thrw dne in an attempt t get the player t slide unnecessarily, where n strategic value is gained. 8. EX-PRO STATUS AND ELIGIBLITY REGULATIONS 8.a A player must be ut f pr-ball fr 3 cmplete MSBL seasns befre becming eligible t participate in a MSBL league. Lcal MSBL leagues may establish their wn criteria fr ex-prs as its individual Executive Bard sees fit. Pr-ball refers t majr and minr leagues. Independent leagues are t be cnsidered separately. 8.b Age Requirements Players must be at least 18 years f age t play in the FMBL. The fllwing guidelines will be used t determine age eligibility fr each divisin. 18 and ver - player becmes eligible n the date f his 18th birthday 38 and ver - player becmes eligible if he turns 38 during the calendar year 8 f 12

50 and ver - player becmes eligible if he turns 50 during the calendar year Exceptins: The 38+ and 50+ can have tw players n a team n mre than tw years under the age requirement. Players under the age requirement cannt pitch in that age grup. All additinal underage exceptins will be made n a case-by-case basis based n the skills f a player and/r what is best fr the league, with input frm the divisin managers, and the apprval f the Bard. 9. GENERAL LEAGUE RULES 9.a Tw frfeits by any team culd mean immediate expulsin frm the league with n mney refunded t the team. The Executive Bard f Directrs will evaluate circumstances befre rendering a decisin. 9.b A manager making a game prtest shall make the prtest t the umpire at the time f the vilatin and shall reprt the prtest t the FMBL President thrugh their Divisin Cmmissiner within 24 hurs after the game in which the prtest was made. All prtests shall be decided by the league Executive Bard f Directrs. 9.e Only FMBL members having paid their seasn fees, r nn-paying members with league apprval, may be in a team s dugut. 9.d In rder fr a player t qualify and participate in his team s lcal league playffs, turnaments and pst-seasn events, he must participate in at least 33% f his team s regular seasn games. 10. CODE OF CONDUCT 10.a Ejectins & Cde f Cnduct If a player is ejected frm a game, he will be suspended fr the remainder f that game and must immediately leave the playing site. He will nt be allwed t remain in the dugut, stands r parking lt. In additin, the ejected player will be suspended a minimum f 2 additinal games and frm all ther league activities during the suspensin. The Executive Bard will investigate each incident and cnsider if additinal penalties are needed beynd the 2 games. The ejected player & his manager have until Wednesday fllwing the ejectin t submit in writing a statement explaining the player s actins. The reprts will be cnsidered by the Executive Bard in its decisin t add any additinal games t the suspensin. The minimum 2 game suspensin is nt subject t appeal. - Additinal games will be autmatically applied t players that have had previus ejectins r wh d nt immediately leave the game site in a timely & civil manner. Fr the first ejectin in a seasn, the player will be suspended fr a minimum f tw games. Fr the 2 nd ejectin in a seasn, the player will be suspended fr a minimum f 3 games. If a third ejectin ccurs, the player will be suspended fr a minimum f 4 games, and up t a full year at the Executive Bard s discretin. The penalty shall apply t any and all participatin r attendance in league games, activities, and MSBL turnaments fr the perid determined by the Executive Bard. The suspensin will include all teams that a player may play fr the number f games determined by the Executive Bard. Players may nt attend games as a spectatr while n suspensin. This will result in additinal games being added t the suspensin. The Executive Bard reserves the right t alter the minimum suspensin shuld extrardinary circumstances warrant a change. This will be at the sle discretin f the Executive Bard. All decisins by the Executive Bard are final. 10.b Prhibitins Our ability t secure playing facilities is based very heavily n the reputatin f ur players and the league. Discuss with an fficial r fficials the decisin reached by such fficial r fficials, except fr the manager r his designee when the manager is nt present. Be guilty f physical attack as an aggressr upn any player, manager, fficial, r spectatr, befre, during, r after a game. Players guilty f such cnduct shall be immediately suspended frm further participatin in the game and shall remain suspended until their cnduct is reviewed by the Executive Bard f Directrs. Players guilty f such cnduct shall be subject t suspensin fr the remainder f the seasn r lnger and expulsin frm the league fr life. 7. 11. Penalties 1. The Executive Bard f Directrs may, by vte f the majrity f the directrs, can suspend any player r manager fr such a perid and upn such terms as it may prpse, fr any cnduct which, in its pinin, is prejudicial t the welfare, interest, reputatin, r charter f the league. 2. Except as therwise prvided, the Divisin Cmmissiners shall determine the apprpriate actin required fr vilatins f the cdes f cnduct, and shall reprt their decisin t the player, manager and the Executive Bard f Directrs. 3. After being placed n prbatin fr the remainder f the seasn, any player fund in vilatin f any prvisin delineated in the cdes f cnduct shall be suspended fr a perid deemed apprpriate by the Executive Bard. 4. Any player fund in vilatin f any prvisins delineated in the cdes f cnduct, after being suspended frm further participatin in a game shall be suspended fr the remainder f the seasn. 12. Grievances, prtests, and appeals 1. Grievances may be filed by an individual player r by the manager f a team prvided that a grievance is frmally submitted t the divisin cmmissiner r apprpriate Executive Bard member. The divisin cmmissiner shall adjudicate all such grievances, where pssible, and shall reprt any actin taken t the Executive Bard f Directrs. If necessary, the Divisin Cmmissiner will refer particularly cmplex grievances t the Executive Bard fr review. 2. An appeal f any actin r ruling may be filed with the Executive Bard f Directrs by an individual player r by the manager f a team prvided that the appeal is frmally submitted. 13. 2015 FMBL Player Fee Prratin Schedule Prrated Fees Fr players that sign up late, the prrated fee will be as fllws: The full fee f $255 will be wed fr any player wh registers anytime during the first 2 games. Starting with the 3rd game, the fee will be reduced per the schedule belw. Check with yur Divisin Cmmissiners fr the number f games required fr Playff eligibility. If a player signs up prir t game 3, they pay the full fee f $ 255. Players in a Divisin that plays 19 games will revert back t the previus games prrated fee.
