Referees/Assignor (Jesse Rosenthal) Upcoming Referee Training and Updates New ref class in Arlington 8/23 6-9pm 8/25 6-9pm 8/27 10am-4pm J Rosenthal to send details to captains to forward to teams. No longer league requirement for teams to field referees Question raised: struggle to get refs for games move to 2-ref games? Decision: keep 3 refs per game (struggle for refs due to paying less than market rate) 5. Scheduling (Drew Ingalls) Schedule Requests due August 2, 2016 Schedule proposed release date- August 10, 2016. 6. Field Management (Ricardo Lasso) - Proposed field for Fall 2016: Landon, Trinity, Gallaudet, George Mason HS, Request into Arlington for Long Bridge Park o Action items Sanjay/Elaine to check out field conditions at Landon before we sign contract Ricardo to contact Gallaudet about raised bar on track; tripping/injury hazard Other notes Ricardo noted that cleats should not be worn on track surfaces; also asked captains to remind teams to clean up when leaving fields o Addition of second bye -Columbus Day weekend October 10, 2016. Consistency with 2 byes per season Decision made to add second bye week on Columbus Day weekend 7. Treasurer (Mike Britz) Budget Update Per Treasurer Profit and Loss report, we have suffered our biggest loss in 3 seasons, with a net loss of over $5700 in 2015 Reasons for loss: Fewer players registering Field dues increasing Paying refs more Suggestions to make up difference: 2
Increase player dues we haven t raised them in 5 years. Decision made to increase player dues to $100 Find cheaper fields but these are in farther-flung and less-safe neighborhoods. Decision made to keep fields we have been using Teams can find sponsors to help offset costs League can hold fundraiser events adult 3v3 tournament summer league Action item: Mike to come up with target for teams to hit for roster size in order for team to be solvent for league Discussion: what are challenges for player recruitment? Access to people who want to play Cost of registration 8. Registration (Jessie Kratz) On-line registration / Individual Per player fee increase: $100 to CCSL; $21 to the State Association (new: good through December 31, 2017). Next time state association fee is due is Spring, 2018, will be on a yearly calendar moving forward Decision reached to increase fee to $100 Each team will still have 4 subs at $40 each. May use as Captain wishes (entire seasonno restrictions). Action item: Jessie to send sub codes to captains Online System will open on August 1, 2016. Roster Submission Process will be online. Rosters will not be checked for your first game of the season. Government issued picture ID will be required for the remainder of the regular season/playoffs. Captain is responsible for bringing paper copy of roster to each game Roster Freeze Date. May add players until the last week of the season (October 30, 2016) After your fifth game / price goes down to $40.00 (late season reinforcement). Discussion: captain suggestion: Have early-bird registration special rates for players who register early. But Chris noted that if we implement this, we would need to add a late fee for those who register late. For further consideration 9. Website (Jessie Kratz) - Upgrades for registration and rosters (Fall) Action item: Per request from Sanjay, Jessie will set up notification system in website so captains get e-mails whenever players register for their team - Entering Results and Stats 10. Disciplinary Committee (Dimitar Georgiev via Elaine Freedman) Emphasis on player safety 11. Social (Elaine Freedman) - Soccer Clinic at Sidwell Friends (registration is live) and Happy Hour 3

Will work with Erin on promotion Broader discussion: whether to communicate with captains only or send messages to league as a whole. Player rep in attendance noted he had never heard several things mentioned in meeting; isn t getting messages from captain - DC United question about weeknight games v weekend for tailgate party - Captains meeting giveaways! 12. Social Media (Jon DeNunzio) - Player Marketing We got 10-12 new players, and 80+ prospects, through Facebook ads Jon using results to compile GoogleDoc to share with captains to bolster rosters; captains noted success in using that and CCSL Exchange to find new players - Submit pictures for the Facebook page and website 13. New Business Proposed Rule Changes: Article XIII Section 13 (of the CCSL Constitution/Bylaws) state: - Both teams may substitute any number of players (a) after a goal is scored, (b) before a goal kick is taken, and (c) before the second period kick-off. The team in possession of the ball on a throw-in may substitute any number of players. A team, having received the referee s permission, may substitute for an injured player at any time. Unlimited player re-entry is allowed. The referees may further relax substitution rules during extreme weather conditions Proposed the following change to Article XIII Section 13 (of the Constitution / Bylaws): -Both teams may substitute any number of players (a) after a goal is scored, (b) before a goal kick is taken, and (c) before the second period kick-off. The team in possession of the ball on a throw-in may substitute any number of players. If the team in possession of the ball substitutes players during a throw in, the opposing team may also substitute any number of players at that time. A team, having received the referee s permission, may substitute for an injured player at any time. Unlimited player re-entry is allowed. The referees may further relax substitution rules during extreme weather conditions Proposed rule change accepted - Gender Ratio o Proposed 7 males and 4 females After discussion, decision was made to keep 6/5 ratio for the Fall 2016 season, and reassess at spring captains meeting. Also to make subsequent captains meetings mandatory, so these topics and be discussed more and settled. Player reps may attend in lieu of captains o How can we help recruitment of additional female players? $40 sub rates should be selling point for women - New Teams: o New team (D1) o Possible team from Gallaudet (Division TBD) 4
