Rules Governing New Jersey Instant Lottery Games The following rules are specific to MILLION DOLLAR REPLAY and supplement the general rules governing instant lottery games adopted by the New Jersey State Lottery Commission pursuant to authorization contained in N.J.S.A. 5:9-7(a). NAME: OVERVIEW: MILLION DOLLAR REPLAY The MILLION DOLLAR REPLAY program offers players a second chance to win up to $1,000,000 with eligible nonwinning New Jersey Lottery instant game tickets. To participate in the program, players are required to enter their non-winning instant game tickets online at the New Jersey Lottery VIP CLUB website. For every $10 in qualifying tickets submitted through the Entry page on the New Jersey Lottery s VIP CLUB website a player will earn one (1) Entry into the next Semi-Finalist Drawing to be eligible to be selected as a finalist in a Grand Prize Drawing. Players must be a registered member of the New Jersey Lottery s VIP CLUB website in order to participate. For each promotional period there will be four (4) Semi-Finalist Drawings and one (1) Grand Prize Drawing. Each Semi-Finalist Drawing will select one hundred (100) entries, who will each win a $250.00 Consolation Prize and be entered into the Grand Prize Drawing. The Grand Prize Drawing will award fifteen (15) prizes ranging from $10,000 up to $1,000,000. 1
I. Million Dollar Replay Definitions Claimant: means any person submitting a Million Dollar Replay Official Prize Claim Form and qualifying ticket(s) within the required time period to collect a prize for Million Dollar Replay. Consolation Prize: means the amount, $250.00, to be awarded during each semi-finalist promotional period. Director: means the Executive Director of the New Jersey Lottery. Eligible Non-Winning Instant Game Ticket: means an instant ticket of any denomination that is (i) identified as an eligible game on the Eligible Games page of the VIP Club website, (ii) not expired at the time of entry into the drawing pool, per the published expiration date, and (iii) not a winning ticket. Entry Period: means the time during which entries may be made, as delineated within the Promotional Period Entry Schedule of the Official Game Rules. Entry: means any combination of Eligible Non-Winning Instant Game Tickets totaling ten dollars ($10). For example, a non-winning instant ticket that had a retail price of twenty dollars ($20) shall constitute two (2) entries. An entry must consist of $10 worth of non-winning instant tickets at the time the tickets are entered online. Game Table: means the online table that contains a comprehensive listing of the games whose non-winning tickets are eligible for entry in Million Dollar Replay. Grand Prize: means the amount(s) awarded during the Grand Prize Drawing, as defined in the Official Game Rules. Grand Prize Drawing: means the drawing conducted from the eligible semi-finalist entries at the conclusion of the Promotional Period for Million Dollar Replay. Lottery: means the New Jersey Division of State Lottery. Official Game Rules: means these rules. Participant: means a person who is at least 18 years old and a registered VIP Club member who is submitting Entries for participation in a Semi-Finalist Drawing. Prize Tier: means the prizes both Consolation and Grand Prize and defined in Section IV and Section V of these Official Game Rules. Semi-Finalist Drawing: means the drawing conducted from the eligible entries during each Promotional Period that determines eligibility for the Consolation Prize and participation in the Grand Prize Drawing. Unclaimed Prize/Unclaimed Prize Reserve: means any Prize for a winning Lottery ticket that has not been presented for payment within the Claim Limitation Period. Such prizes are forfeited and a portion of which are set aside to fund the Million Dollar Replay Consolation Prizes and Grand Prizes. VIP Club: means the free, online membership club of the Lottery the website of which will be utilized by Claimants to submit Entries. 2

Please see the Million Dollar Replay website for the most current drawing information. The entry deadline is Midnight, Eastern Time, on the night of the entry deadline. III. HOW TO ENTER: 1. Participants in the Million Dollar Replay Program must create a free account on the VIP Club website. Participants then generate Entries by registering any combination of $10 worth of Eligible Non-Winning Tickets through their VIP Club account. 2. Entries will be received online via the internet only at the New Jersey Lottery s VIP Club. No mail Entries are allowed. 3. When registering for a VIP Club account, a Participant must include their name, street address, city, state, ZIP code, valid e-mail address, and valid contact telephone number. Failure to include any of this information, or failure to keep the information current, may result in a claim being denied. 4. A Participant will be considered ineligible and their Entries voided if the Lottery determines that the Participant provided false ticket or membership information. 5. Each Entry into the drawing pool must consist of exactly $10 worth of Eligible Non-Winning Instant Tickets including any combination of tickets which equals exactly $10. Except that: one ticket from a $20 game will constitute two (2) Entries into the drawing pool and one ticket from a $30 game will constitute three (3) Entries into the drawing pool. 6. For each Eligible Non-Winning Instant Game Ticket comprising an Entry, the Participant must submit online at NJLottery.com the 5-digit game number found on the front or back of the ticket along with the 14-digit number found underneath the latex scratch off area of each ticket. Upon submission of the 5-digit game number and 14-digit ticket number, the VIP Club website will confirm acceptance of the Entry. The Participant is advised to print or otherwise record confirmation and retain proof of the Entry. 7. Eligible Non-Winning Instant Game Ticket 5-digit and 14-digit numbers may be submitted into Million Dollar Replay program one time only. 8. Where an Eligible Non-Winning Instant Ticket is submitted for a given Entry Period, it may not be entered in a subsequent Entry Period. 9. Eligible Non-Winning Instant Game Ticket criteria is defined below and shall be governed by the Million Dollar Replay eligible game table published on NJLottery.com. 10. Eligible Lottery Bonus Zone games entered online via the New Jersey Lottery VIP Club may also be eligible for entry into a Million Dollar Replay drawing. Tickets submitted by mail as entries, or to claim a prize, in any New Jersey Lottery Bonus Zone Games will not be eligible for entry into Million Dollar Replay. Ticket entries will be valid for one prize only. For example, any entry that wins a prize in a Lottery Bonus Zone drawing in which that entry was mailed in to claim a prize is not eligible for a prize in a Million Dollar Replay drawing and vice versa. 11. Participants may submit as many entries as they wish, however, the New Jersey Lottery reserves the right to limit the number of entries any one individual may enter during a twentyfour hour period or other given time period. 3
12. Participants must retain, and provide to the Lottery, each Eligible Non-Winning Instant Game Ticket used for a valid Entry as proof of purchase in the event their Entry is selected in any drawing. 13. The Entry deadline is Midnight, Eastern Time on the night of the Entry deadline, as defined in the 2016 Promotional Period Entry Schedule. 14. All Participants must be at least 18 years old. IV. MILLION DOLLAR REPLAY Semi-Finalist Drawing Prizes: There will be four (4) Semi-Finalist Drawings conducted during the promotional period of MILLION DOLLAR REPLAY. The promotional period shall commence with the entry period start of Semi-Finalist Draw #1 and conclude with the entry period end of Semi-Finalist Draw #4. Each of the four (4) MILLION DOLLAR REPLAY Semi-Finalist Drawings will select one hundred (100) entries to be entered into the final Grand Prize drawing. Semi-finalists will be notified via email to the email address of the registered VIP Club member and/or via notification to the registered member s VIP Club account. C. Semi-Finalist Drawing winners will be mailed a $250 check following verification and qualification as described in these Official Game Rules. The check will be mailed to the address registered on the VIP Club member s account. V. MILLION DOLLAR REPLAY Grand Prize Drawing Prizes: There will be one (1) Grand Prize Drawing conducted at the conclusion of the promotional period of MILLION DOLLAR REPLAY. At the time the prize is claimed the Claimant shall be entitled to change the election to a cash option where the winner shall receive a check equal to the gross cash value of $750,000 provided, however, that no change to the election shall be permitted after payment of a cash prize, or after payment of the first installment of an annuity prize. 4
All Grand Prizes are subject to applicable State and Federal withholding taxes and other offsets required by law, including delinquent child support payments and other debts owed to the State of New Jersey, including, but not limited to, public assistance payments, defaulted student loans and unpaid taxes. Highest Prize Won. Beginning with the MILLION DOLLAR REPLAY Grand Prize Drawing for 2015, to occur on or about February 12, 2016, a Participant may win only one Prize Tier. In the event the same Participant s name is drawn for two or more Prize Tiers, he or she shall be entitled to the prize for the higher of the Prize Tiers. For avoidance of doubt, the $250 Consolation Prizes are not considered as part of the Grand Prize Drawing. MILLION DOLLAR REPLAY prizes shall be funded from Instant Games unclaimed prize reserve and subject to the availability of Instant Games Unclaimed Prize Reserves. VI. MILLION DOLLAR REPLAY DRAWING PROCEDURE: The following procedures will be utilized to determine the winners of MILLION DOLLAR REPLAY Semi-Finalist Drawing Prizes: To gain eligibility into a MILLION DOLLAR REPLAY Semi-Finalist Drawing it is the responsibility of all players to properly remit to the Lottery any combination of $10 worth of eligible New Jersey Lottery instant game tickets via the internet, by enrolling in the New Jersey Lottery VIP Club at www.njlottery.com and entering the MILLION DOLLAR REPLAY drawing by submitting the five (5) digit game number, found below the barcode on the ticket back, on each of their Eligible Non-Winning Instant Game Tickets and the fourteen (14) digit serial number found in the game play area underneath the scratch-off material on each of their Eligible Non-Winning Instant Game Tickets. Players must retain their non-winning ticket entries as proof of eligibility and provide tickets within thirty (30) calendar days of the Semi-Finalist Drawing to claim their prize should they be selected as a winner and to be eligible for the Grand Prize Drawing. The Lottery shall not accept entries submitted by any other method than the New Jersey Lottery VIP Club at www.njlottery.com. Players must be registered members of the New Jersey Lottery s VIP CLUB website in order to participate. The New Jersey Lottery s VIP CLUB member profile must include a valid complete name, address, email address and phone number at the time of the drawing to be eligible for any MILLION DOLLAR REPLAY Semi-Finalist Drawing or Grand Prize Drawing. Failure to provide complete valid name, address, email address and phone number may be cause for disqualification. 1. There will be four (4) Semi-Finalist Drawings during each promotional period, with no limit to the number of entries per person during the course of the promotional period except as consistent with the Official Game Rules. The Director shall determine the date, time and place of each Semi-Finalist Drawing. 2. Entries submitted after the midnight deadline date for each Entry period will not be eligible for the Semi-Final Drawing for the respective promotion period. Entries received on or after midnight entry deadline date will be eligible for participation in the next scheduled Semi- Finalist Drawing and respective promotion period. 3. In the event a valid Entry is received after the announced deadline date, and research establishes that the late Entry was due to an error on the part of the Lottery, the Participant may be entitled to Entry into a subsequent Semi-Finalist Drawing. 4. Any ticket(s) entered that has/have been previously signed and crossed out, contain overwriting or white-out, are torn or mutilated will be disqualified. 5. Eligible Tickets - Only New Jersey Lottery instant game tickets that satisfy ALL of the following criteria are eligible for entry into the MILLION DOLLAR REPLAY Semi-Final Drawing: 5
The ticket must be a non-winning ticket The ticket must not have expired, per the published expiration date, at the time of entry into the drawing pool. The ticket must be from an eligible game published on the eligible game table listed at www.njlottery.com. A complete list of currently eligible instant games will be published on the Eligible Games section of the MILLION DOLLAR REPLAY Rules page at www.njlottery.com. 6. Entries for participation in a MILLION DOLLAR REPLAY Semi-Finalist Drawing are to be filed in one individual name only. If the names and address of the selected Entry are different on the physical ticket(s) provided by the Participant, the Entry will be disqualified. Entries containing two names on an individual ticket will be considered to be an Entry by the first person unless the ticket is signed, in which case the signatory will be the Participant. 7. Participants in MILLION DOLLAR REPLAY Semi-Finalist Drawing are drawn from valid Entries as described in the Official Game Rules. Participants will only be drawn from such Entries as are actually recorded by the Lottery on or before the deadline date as established by Section II of these Official Game Rules. 8. When a Participant s Entry is selected in a MILLION DOLLAR REPLAY Semi-Final Drawing, the Claimant must submit an Official Claim Form along with the non-winning ticket(s) as proof of eligibility within thirty (30) calendar days of the Semi-Finalist Drawing date indicated on the Million Dollar Replay website. If the Claimant does not submit the nonwinning ticket(s) evidencing proof of eligibility, the Claimant is disqualified from receiving the Consolation Prize and from participation in the Grand Prize Drawing. 9. The Lottery is not responsible for tickets or claim forms that are late, lost, damaged, misdirected, misaddressed, incomplete or illegible. 10. In the event a Claimant s Eligible Non-Winning Tickets are received after the announced deadline date, and the Director has determined that the cause of the disqualification was due to an error on the part of Lottery, the Claimant may be entitled to entry into a subsequent Semi-Final Drawing, at the discretion of the Director. 11. Only one (1) prize per household per Semi-Finalist Drawing will be awarded. 12. New Jersey Lottery agents, names as listed on official Agent Lottery License, are prohibited from winning any prizes in any MILLION DOLLAR REPLAY Drawing. If the name and address of any selected Entry matches any name and address listed on an official Agent Lottery License, the Entry will be disqualified. 13. Those persons prohibited from purchasing Lottery tickets as indicated in New Jersey Administrative Code 17:20-1.3 shall be prohibited from winning any prizes in any MILLION DOLLAR REPLAY Drawing. 14. The final decision to allow any Participant to participate in a Semi-Final Drawing or Grand Prize Drawing shall be at the sole discretion of the Director. 15. MILLION DOLLAR REPLAY offer void where prohibited by law. VII. MILLION DOLLAR REPLAY MANNER OF DRAWING: 1. The database containing the Entries shall be securely maintained until the date of each Semi- Finalist Drawing. 2. At a cut-off point determined by the Director a drawing will be held using only the new Entries received within the respective promotional period identified in Section II of the Official Game Rules. 3. Each Entry will be assigned an entry number. From the pool of entry numbers not less than one-hundred twenty-five (125) numbers will be randomly selected. The first onehundred (100) entry numbers selected will determine the Semi-Finalists, the remaining twenty-five (25) entry numbers selected will be used as alternates, recorded A1 thru A25 in the order drawn and used as replacements should any of the one-hundred (100) original 6
entries be deemed invalid. The process will be repeated until a valid and verified listing of one-hundred (100) Semi-Finalists has been certified. Once one-hundred (100) Entries have been verified and confirmed, complete winner information will be entered into a digital file and posted to the New Jersey Lottery website and held for inclusion in the final Grand Prize Drawing. 4. Where, in the Director s discretion, a Participant is entitled to participate in a Semi-Final Drawing notwithstanding an earlier disqualification, that Participant shall constitute one of the first one-hundred (100) entry numbers. In such a case, the one-hundred (100) entry numbers shall be reduced by the number of reinstated Participants now entitled to participate in the Grand Prize drawing, but no additional alternates shall be selected. 5. Participants must retain their non-winning ticket Entries as proof of eligibility and provide tickets within thirty calendar (30) days of the Semi-Finalist Drawing date indicated on the Million Dollar Replay website to be eligible for the Consolation Prize and the final Grand Prize Drawing. Tickets from Entries selected for the initial one-hundred (100) and alternate Entry selections must be received by the New Jersey Lottery, PO Box 018, Trenton, NJ 08625-0018 before close of business on the thirtieth (30 th ) calendar day following each Semi- Final Drawing to be eligible for the final Grand Prize Drawing. 6. The Grand Prize entry file for the final Grand Prize Drawing will be created utilizing the onehundred (100) Semi-Finalists selected, and verified, from each of the four (4) Semi-Finalists Drawings for a total of four hundred (400) Grand Prize Drawing finalists. 7. Drawing personnel will create printed labels containing the name and address of each of the Grand Prize Drawing finalists and will affix each label to a 3 inch x 2 inch piece of paper. The paper, with the label affixed, will be placed into a green ball and the ball sealed with tape by drawing personnel. 8. The Lottery s independent auditor shall witness the filling of such green balls and their addition to the drawing sphere. If the drawing is not to be conducted immediately after the addition of the last ball, the sphere shall be securely sealed to the auditor s satisfaction by the drawing personnel and auditor until such drawing shall be conducted. 9. The four hundred (400) green balls containing the name and address of each Grand Prize Drawing finalist will be placed into a single drawing sphere and thoroughly mixed. 10. From the drawing bin containing the four-hundred (400) entries, drawing personnel will randomly select fifteen (15) green balls, one at a time by hand, and number them 1 through 15 beginning with the first green ball drawn. Each ball, as it is drawn, will be placed into a container numbered 1-15, with the first ball drawn being placed in the container numbered 1, the second ball drawn being placed in the container numbered 2, and so on until all fifteen containers contain green balls drawn from the sphere. 11. A second drawing bin will contain fifteen (15) ping-pong balls, numbered 01 15. After thorough mixing, drawing personnel will randomly select each of the fifteen balls. The first ball selected will determine the First prize and will be recorded as corresponding to the numbered container containing the green ball and designated as First Prize: $1,000,000. The second and third balls selected will determine the two second prize winners and will be recorded as corresponding to the numbered green ball containers and each designated as Second Prize: $100,000. The fourth, fifth and sixth balls selected will determine the three third prize winners and will be recorded as corresponding to the numbered green ball containers and designated as Third Prize: $50,000. The seventh, eighth, ninth and tenth balls selected will determine the four fourth prize winners and will be recorded as corresponding to the numbered green ball containers and each designated as Fourth Prize: $25,000. The remaining five balls will determine the five fifth prize winners and will be recorded as corresponding to the numbered green ball containers and designated as Fifth Prize: $10,000 respectively. 12. The recording of such prizes will be performed by drawing personnel and made visible to the witnesses to the drawing via a prize board. At the conclusion of all of the prize levels being assigned a green ball number from 1-15, drawing personnel will begin the process of unsealing the green balls. 7
13. Based upon the recording of the prize amounts, drawing personnel will begin to reveal the fifteen Grand Prize winners starting with the balls assigned to the $10,000 prizes. Drawing personnel will remove the green ball designated for all $10,000 prizes, remove the tape sealing the green ball, remove the paper inside the ball containing the winners information on the label, share the label with the auditor, and read out loud the town of the winner and their full name. This process shall continue in a similar manner such that the $25,000 winners are revealed next, followed by the $50,000 winners, then the $100,000 winners, and finally the $1,000,000 winner. 14. Drawing personnel shall record the names of all winners alongside the prize amounts on the prize board next to the corresponding ball number. In the event there is a duplicate selection of a Participant s name upon opening the green balls, drawing personnel, with oversight by the independent auditor, shall draw an additional ball from the sphere to receive the lesser prize amount in accordance with the terms that a Participant may win only one Prize Tier and that, in the event the same Participant s name is draw for two or more Prize Tiers, he or she shall be entitled to the prize for the higher of the Prize Tiers. 15. Following completion of the Grand Prize Drawing, all winners will be recorded and processed for prize payment. The winner s list will be certified by the Lottery s independent auditing firm. 16. Grand Prize Drawing winners will be required to provide their social security number for prize payment, according to the processes of the Lottery, and Federal and State of New Jersey tax reporting purposes. 17. Beginning with the MILLION DOLLAR REPLAY Grand Prize Drawing for 2015, to occur on or about February 12, 2016, a Participant may win only one Prize Tier. In the event that a Grand Prize Drawing produces a Participant name more than once, that Participant shall be entitled solely to the highest prize won and an alternate Participant shall be chosen from the remaining Semi-Finalist Participants in the Grand Prize entry file who shall be awarded the remaining Prize for which the duplicate Participant is ineligible. 8
