Fall Ball Update Going well baseball majors has 15 games and baseball minors has 14 games Email to visiting towns letting them know concession stand will be open Softball Wallingford has been a bit last minute. Not quite as organized. Double headers in Wallingford for Juniors. Juniors baseball Ahearn Whalen progressing. 2 teams of 8 but able to field teams of games Registration no longer paying for email at League Athletics save $95 email has been moved to GoDaddy Volunteer/Coaches survey completed and shared with Board Bylaws and Rules Changes for 2015 The board proposes the following rules changes for 2015: AA baseball Adopt rules from CCSTBL see below
Keep pitching rules same as AAA for the first 3 weeks can only pitch 2 innings per game regardless of your pitch count in that game and that the pitch count still determines days rest needed. Allow 7's to play in AA. We can either evaluate them at a tryout or just make the league 7/8. Proposed evaluations across the board from age 7. Must have played at least 1 year in the previous division and then 2 years in minors to play up. Player agent has authority to override and move kids at their discretion. Discussion around team sizes. Proposed late fee is double registration instead of $10. Communicate clearly about new rules. Not enough of an incentive to be on time. (Except for T Ball/A Ball). Must be offered an opportunity to play. Does not say how to require opportunity. 7/8 Rules from CCSTBL Innings: 6 innings generally 2.0 hour limit, subject to coaches and umpire agreement on extension Fielders: 4 Outfielders, unless only 9 players on one team, then three If team starts with 8 players, coaches can decide whether to just move a player from other team for duration of game or just put in a player for defense Batting: No Slash Bunting (fake Bunt than quick swing) Continuous batting order for all players on bench Entire Batting order (all players in dug out) is maximum or 3 outs (whichever comes first) If team only has less than 9 or 10 players and other team is only providing player for defense, offensive team keeps batting till reach the number of players as the other team has (entire order) Stealing: ball must cross plate before runner leaves 1 steal home per inning (inclusive of a past ball) Unlimited steals 2nd and 3rd per inning, until a six run lead, then no stealing or past ball advancement Double steals are allowed, subject to limitations above Pitching: All Pitchers must pitch from the pitching mound and have a foot on the rubber If pitchers are unable to reach home plate consistently, both coaches must agree on each pitchers allowable new 'Mound" Opposing coach can allow a maximum of two steps infront of rubber, still in sand, all new replacement pitchers, must start throwing from the rubber. First 3 weeks, max pitch 2 innings after 3 weeks, strictly pitch count following the Little League rules. 50 max pitch count per pitcher 4 balls = walk; If bases loaded, 6 balls = walks
If pitcher hits 3 batters (does not have to be in succession), he must be removed from game Mercy Rule: Ten Runs after 4th inning No Catcher/Pitcher Limitation, only pitch count limits, but catchers can pitch and visa versa in same game AAA Softball Propose to adopt many of the same rules as AA Baseball. Innings: 6 innings generally 2.0 hour limit, subject to coaches and umpire agreement on extension Fielders: 4 Outfielders, unless only 9 players on one team, then three If team starts with 8 players, coaches can decide whether to just move a player from other team for duration of game or just put in a player for defense Batting: No Slash Bunting (fake Bunt than quick swing) Continuous batting order for all players on bench Entire Batting order (all players in dug out) is maximum or 3 outs (whichever comes first) If team only has less than 9 or 10 players and other team is only providing player for defense, offensive team keeps batting till reach the number of players as the other team has (entire order) Stealing: ball must cross plate before runner leaves 1 steal home per inning (inclusive of a past ball) Unlimited steals 2nd and 3rd per inning, until a six run lead, then no stealing or past ball advancement Double steals are allowed, subject to limitations above Evaluation changes The Evaluation process would take place during indoor training. Indoor training would not be team based. Coaches and players in both Majors & AAA divisions would be rotated through all sets of drills to ensure exposure to all drills and all coaches. Majors coaches would use this as their evaluation for the draft. AAA Player Agents would use this as their evaluation for team assignments. Details to be worked out at a later date. Eliminate AAA draft League would set teams using player agents and evaluation changes as identified above. Do double elimination tournament at end of season? Eliminate championships in AAA division? What about a skills competition at the end of the season? Something to work for rather than a championship.
Changes to All Stars selections Goes to top 6 vote getters and rest of team is selected by coaches. Counter proposal all star tryouts and no voting at all. Season eval and tryout eval. We need to reduce number of teams we field for all stars. Don t field 9/10 team? Expand summer program for them to participate. Cap all star teams at 12 players. Financial Report Motion to accept financials from Rob, seconded by Dave. Motion accepted. Roundtable Jen asked if there is a player agent job description. Anissa indicated there is and will share with Jen. Nothing needs to happen right now. Jen asked to confirms green book rule if catch 4 innings, cannot then pitch. Dave Pawlak had to replace lock at Snow. Karen to reimburse. Motion to adjourn by Steve, seconded by Rob. Meeting adjourned at 10:20
