VILLAGE OF BRIARCLIFF MANOR RECREATION DEPARTMENT LAW MEMORIAL PARK ICE SKATING RINK First Skate in 2012 Pre Freeze View from the Law Park Pavilion 2017 2018 INFORMATION PACKET

THE CONCEPT: The Village installs the rink system to provide a safe, winter time skating area for the enjoyment of our residents. It is located inside Law Park Tennis Court #4, which provides a fenced in, level surface featuring lights for night skating. The rink replaces the Law Park Pond as our official skating area and is a vast improvement over the pond which rarely froze enough to provide safe conditions. Only 4 5 inches of ice are needed on the NiceRink, whereas the pond required a solid 6 inches of ice before we would deem it safe for skating. The rink operates unsupervised, with the expectation that our residents & their guests will follow the posted guidelines and rules that have been established in consultation with the Recreation Advisory Committee and the Village s insurance carrier. PERMIT REQUIREMENT: We ask all residents wishing to utilize the rink to buy in to the concept and support this offering by purchasing a 2017 18 seasonal Ice Skating Permit for each member of their family that may want to skate this winter. Our permit system is simple and VERY inexpensive. The seasonal permits are $5.00 per person for Village residents; and $10.00 per person for School District residents and Guests. Purchasers will be issued a small, plastic dog tag style permit that we ask you to wear when utilizing the rink. Tags can be attached to the zipper of your coat, or you can even put it through the laces on one of your skates to make sure it isn t lost. Lost tags will only be replaced with an additional fee. Wearing a valid tag, visible to other skaters and staff, not only shows that you have properly supported the program, but it provides a means for you, our tag holding residents, to help us regulate use by enabling you to see whether or not other skaters are valid participants. The Village made this investment for the enjoyment and safety of our residents. The last thing we want to see is a mob of non residents descending upon the rink and hampering the enjoyment of those who the rink is intended for. There will not be a skate guard or rink attendant on duty, but we do intend on using part time staff members, Recreation Advisory Committee members and volunteers to periodically monitor the rink and its users. Resident Tags will be Blue BMSD & Guest Tags will be White 2017 2018 2017 2018 The Recreation Advisory Committee and the Recreation Department encourage you to enjoy the rink and don t hesitate to report your observations, suggestions, complaints and ideas to us regularly. All policies, rules, schedules and procedures are subject to adjustment, so share your thoughts with us. SCHEDULE and HOURS of OPERATION: The following general schedule of operation will be followed for the 2017 18 season. The Recreation Department reserves the right to make changes at any time as needed. Weekdays, Weekends, Holidays & School Breaks Unless Posted otherwise 9:00 am 10:30 am Hockey Slot * * If there are fewer than eight (8) Hockey players 10:30 am 12:30 pm Open Skating in attendance during any designated Hockey 12:30 pm 2:30 pm Hockey Slot * Slot, and there are also 8 or more general 2:30 pm 4:30 pm Open Skating skaters on site, the slot becomes an Open 4:30 pm 6:00 pm Hockey Slot* Skating slot. Low key hockey may be played 6:00 pm 8:30 pm Open Skating cross rink on half the ice surface if the ADULTS 8:30 pm 10:00 pm Hockey Slot * in attendance feel that it can be done safely. 8 or more hockey players get to use full ice Lights are set to go out at 10:20 pm daily. during Hockey Slots HOCKEY SLOTS: The schedule indicates specific blocks of time for Hockey play. Those wishing to play hockey are asked to follow these additional guidelines: Hockey is only permitted during specified times. Please adhere to guidelines outlined above regarding the number of players in attendance at any scheduled Hockey slot. Special, one foot high pond hockey goals will be kept on site for hockey use. Please do not leave them on the ice store them near the benches when you are done playing! If they are left on the ice, the sun will melt them into the ice and they will become stuck. Players must provide their own sticks and pucks Protective equipment such as helmets, gloves and shin pads are recommended Keep the puck low lifting the puck and/or shooting into the tennis court fencing or the rebound wall is NOT PERMITTED. Failure to adhere to this guideline will likely lead to the elimination of hockey play at the rink. Players must include/involve all interested players that are in attendance in the pick up games that are formed during any particular hockey slot. Make fair teams and play for fun... this isn t the NHL! PRIVATE RENTALS SKATING PARTIES: The schedule above may be adjusted to occasionally allow for private rental of the rink during specified time frames. This privilege will be restricted to Village Residents with skating tags only. Requests for private rentals must be submitted in writing a minimum of 1 week in advance with the required rental fee of $100 for a specifically allocated 1½ time slot. A skating supervisor will be assigned to all private skating parties. Please complete a Rink Rental Application Form (included in this packet) and submit to the Recreation Department office at 3 Library Road.

RINK MAINTENANCE: Skating conditions will be entirely dependent upon the weather, and the Village reserves the right to close the rink at any time for safety and/or ice maintenance reasons. The ice will be periodically resurfaced with fresh water by the Department of Public Works; however, participants will be welcome and permitted to perform the routine maintenance task of shoveling off accumulated ice shavings/snow as needed. Several wide push shovels will be available on site for participant use. Please use these shovels safely and only for their intended purpose. OPEN or CLOSED: The status of whether or not the rink is open for skating will be posted on the Recreation page of the Village website at www.briarcliffmanor.org. You may also call the Recreation Office at 941 6560 or check the posted Skating sign mounted high on the southern facing fence of Law Tennis Court #3. This sign is visible from Pleasantville Road if you look into the park as you drive past the Briarcliff Congregational Church Parish House. If the rink is open and you find that ice conditions are poor, please contact the Briarcliff Police Department at 941 2130. The desk officer will then contact the appropriate personnel from the Recreation Department or the Department of Public Works. LIGHTS: The tennis court lights for the skating rink (courts 3 & 4) must be activated by pushing the push button starter switch that is located on the court fence near the entrance to court 3. You will see the button as you walk down the path that runs alongside courts 2 and 3, parallel to Pleasantville Road. An automatic timer will extinguish the lights at approximately 10:20 pm each night. A yellow strobe light located at the button box will flash 5 minutes before the lights go out. If this occurs at any time prior to 10:15 pm, simply push the button to extend the light timer. The timer extension will not function after 10:15 pm. Please report any lighting issues you may encounter to the Recreation Department at 941 6560. FEEDBACK THOUGHTS IDEAS: The skating rink operation is still relatively new, and we continue to learn more during each season that we operate; what works best, what doesn t work, what we can improve, etc. Please assist us by letting us know what your experiences are as the winter season progresses. VILLAGE OF BRIARCLIFF MANOR LAW PARK ICE SKATING RINK RULES ALL SKATERS PARTICIPATE AT THEIR OWN RISK Children 10 and under MUST be accompanied by a supervising chaperone 16 years or older. It is STRONGLY RECOMMENDED that children 10 years and younger, and all beginner skaters, wear protective headgear. Skating in a manner that endangers or interferes with other skaters safety or enjoyment is strictly prohibited. Please be courteous and respectful of fellow participants! The following are NOT PERMITTED on the ice or inside the skating area: NO Excessive Speeding, Racing, Whips, Rough Play or Checking Weaving through other skaters, Tag Games or Chain skating Alcohol, Drugs, Food, Drinks, Smoking, Dogs or other Pets Jumps, Spins, Backward Skating, Throwing Snow or Objects Carrying of Children or objects like handbags or cameras Cell Phones, personal listening devices or headphones Skates must be worn to enter the ice surface Responding to an emergency is the only exception. Hockey is only permitted during designated times See posted schedule Please report any misuse of this facility to the Briarcliff Police Department at 941 2130. WHEN GATES ARE LOCKED, THE RINK IS CLOSED DO NOT CLIMB FENCES TO GAIN ACCESS! Restrooms are available on the north side of the Law Park Pavilion If locked, please call the Rec. Read and abide by all posted signs, rules and warnings. Maintain a proper level of attention to avoid other skaters, objects or conditions on the ice. Accept responsibility for knowing the range of his/her ability while on skates and skate within the limits of that ability. Refrain from skating while under the influence of alcohol, drugs or other control impairing substances. Refrain from taking food or beverages onto the ice. Refrain from throwing or leaving objects on the ice. Refrain from instigating or becoming involved in any type of altercation. Refrain from any abusive, disorderly or dangerous conduct. Assumption of Risk: By engaging in skating, skaters and spectators are deemed to have knowledge of and assume the inherent risks of skating which include but are not limited to the following: Injuries that result from collisions or contact with others. Injuries that result from falls. Injuries that involve objects or artificial structures that are properly within the intended path of the travel of the skater. Protective gear such as helmets and other pads are recommended.
