CITY OF ENCINITAS CITY COUNCIL AGENDA REPORT Meeting Date: October 16, 2013 TO: VIA: FROM: SUBJECT: Honorable Mayor and City Council Members Gus Vina, City Manager Bill Dean, Chair of the Encinitas Ranch Golf Course Informational Report on Encinitas Ranch BACKGROUND: Council Member Kranz with a second from Council Member Shaffer requested a discussion on the Encinitas Ranch golf course. The Encinitas Ranch golf course is an 18 hole course that opened in March 1998 and whose oversight is provided by the Encinitas Ranch Golf Authority (ERGA), a Joint Powers Authority. ERGA consists of a five member board whose meetings are publicly noticed on a monthly basis. Encinitas Ranch has been self-supporting and profitable since its inception and does not receive any support from the City s general fund. In addition to financially supporting its operations, the course has made a number of capital improvements throughout the years. Most recently, after surviving the recession, Encinitas Ranch was able to refinance existing bonds that provided funding for much needed soil and sod repairs, bunker renovations, clubhouse and patio improvements, and driving range enhancements. In spite of the strong presence and competition from other courses in this region, Encinitas Ranch continues to be successful with golf rounds increasing by 5.5% from 2011 through 2013. FISCAL AND STAFF IMPACTS: This report does not have any fiscal impacts. RECOMMENDATION: Informational report per City Council direction.
