Parks and Recreation Programs 700 E 4th St Loveland, CO 80537 (970) 962-2388 2013 ADULT ATHLETICS COED SOCCER LEAGUE POLICIES Program Coordinator..Dana Redford..(970) 962-2450 dana.redford@cityofloveland.org All games will be played on Sunday afternoons (Summer league will also play Thursday nights) at the Loveland Sports Park (950 Boyd Lake Av.) The league will consist of competitive or recreational team play or a combination of the two levels if necessary, with a maximum of 11 players on the field of play. Sunday game times will be between 12:00pm and 6:30pm. 1. REGISTRATION Registrations will be accepted on a first come, first served basis. Completed rosters with name, address/phone number, signatures, and AA participation number must be turned in to the Chilson Recreation Center or faxed to 962-2906 no later than Schedule pick up date. Loveland Parks and Recreation reserves the right to transfer a team into the appropriate league based on their players levels of play. Registration Activity Numbers: Coed Level I Coed Level II Spring 277201-1 277201-2 Summer 377201-1 377201-2 Fall 477201-1 477201-2 Level 1 (Competitive): Majority of players are highly skilled and aggressive in dribbling, passing and heading. Players are able to direct kicks with power, accuracy and distance. Teams use an offensive strategy. Most players have played in higher organized programs such as high school sports, tournaments, college clubs or other city organizational leagues. Age may be a factor at this level. Generally this level is for younger, more aggressive specialized players. Level 2 (Recreational): Players are moderately skilled. Able to sustain dribbling and passing for a short distance. Able to direct kick with moderate power and accuracy and moderate distance. Majority of players have played some organized soccer but not at the High School or varsity level and have not played on tournament teams. Age may be a factor at this level. Generally this level of players is playing for exercise and fun in a more casual less aggressive atmosphere. Can t have played High School or College Varsity or club program in last two years. LEAGUE FEES - League registration fees must be paid in full at the time of registration. Team fee for 7 games is $450 (Early Bird) or $470 (Late). AA PARTICIPATION FEE is $25.00 per player. This fee is required for participation in Adult Athletic programs. It covers participation from Summer through Spring seasons. It will be the responsibility of the individual player to pay the participation fee before the 1st league game or they will not be allowed to play. If someone else is paying this fee for an individual, we must have a correct address and phone number of the person that the fee is being paid for. AA Fee Eligibility: AA Fee Period Covers: Spring Summer 2012 through Spring 2013 Summer Summer 2013 through Spring 2014 Fall Summer 2013 through Spring 2014

4. BAD CHECKS - Any participant or participant/team sponsor that has a returned check for any fee assessed by Loveland Adult Athletics will be ineligible to participate in any program area until that check has been made good. If the check is for league fees, all individual participants of the team will be responsible for their portion of the total fee to be eligible to participate. The individual participant s portion will be determined by dividing the number of eligible players on the submitted roster by the fee assessed for that program area. 5. TEAM CANCELLATIONS/REFUNDS Our cancellation policy is as follows: A team will receive a 100% refund (less processing fee), only if a written request is received a minimum of three working days, prior to the schedule pickup time. A 50% refund will be given when a refund request is submitted in writing any time following the schedule pickup time to the start of that leagues play. No refunds will be given once league play has begun. Processing fees for adult leagues will be $25.00 Full refunds will be given when the Recreation Department cancels a league or program. 6. SCHEDULE PICKUP - League schedules will be available at the Chilson Center Front Desk as indicated below. Schedules will also be available on the City of Loveland web page www.cityofloveland.org/athletics Schedule Pickup Dates (Available after 4:00pm): Pickup Schedules at Chilson Center Spring Tuesday, March 5 Summer Wednesday, June 5 Fall Wednesday, August 14 7. DATES OF PLAY Games Begin: Spring Summer Fall League Start Date & Days of Play Sunday, March 10 (Sundays) Sunday, June 9 (Sun & Thurs) Sunday, August 18 (Sundays) 2 8. ROSTER FREEZE DATE - Roster limit is 20 players. Roster freeze dates are below. Anyone added to a roster after that date must have written approval from the majority of the managers in that league. Player Add forms are available at the Chilson Recreation Center or ask the supervisor at the fields. Roster Freeze Dates (at 5:00pm): Dates Spring Monday, April 8 Summer Monday, July 8 Fall Monday, September 23 9. RAIN-OUT PROCEDURES: First Priority: Post season Second Priority: Saturday at same times (subject to change as needed) 10. ROUND ROBIN - the Adult Athletics utilizes the round robin type play. The number of teams in a league will determine how many rounds the teams play. 11. RECORDS - the total win/loss percentage will determine the final standings in ALL leagues. Games may end in a tie, there will be no overtime. A tie game will count as a half win for each team in the standings. Loveland Adult Athletics uses the following priority for tie-breaker procedure between the teams that are tied: Win/Loss Percentage Team with most wins Head-to-head competition Winning margin of games played between the tied teams Fewest number of goals allowed by teams that are tied Most goals scored by teams that are tied 12. AWARDS One (1) team plaque and 15 t-shirts will be given to the 1 st place team. League champion will be notified when the awards are ready. It takes a season to earn the awards, don t wait that long to pick them up!

LEAGUE RULES - (All leagues will be governed by FIFA rules with the following additions/exceptions.) A. EXCESSIVE BLEEDING POLICY/BLOOD BORN PATHOGENS - Any participant who is bleeding, or has an open wound, or has an excessive amount of blood on his or her uniform must leave the game or event. The participant may not return until either the bleeding has stopped, or the wound has been covered and bandaged, or the uniform has been changed. B. PLAYER CHECK IN Players should arrive early and must check in and show a valid picture ID to the Facility Supervisor prior to entering each game. C. STARTING AND FINISHING A GAME A team may start and/or finish a game with a minimum of two players and a maximum of eleven players. Players may be added up to eleven as they arrive, but may only enter the game during a throw in when their team is in possession. COED RULE - Modified: Each team must have at least one female player on the field at all times. Maximum number of male players on the field at any time is five. The goalie position is not included in this count and may be either male or female. D. CLEATS Soccer cleats only. Illegal cleats include: steel, football, baseball, shoes with screw-on type cleats, etc. E. NO SLIDE TACKLES RECREATIONAL LEVEL ONLY - This is a Loveland Parks and Recreation league rule. Tackling the ball or sliding steals will not be allowed. Players must not leave their feet or execute a baseball type slide in an attempt to dispossess the ball from a ball carrier. Exception: Goalkeeper. Penalty for infraction: 1 st offense verbal caution to player plus indirect free kick to opposing team; 2 nd and subsequent offenses - yellow card to player plus indirect free kick. The referee has the discretion to issue a red card if warranted. Slide tackles will be allowed in the competitive level. F. SUBSTITUTIONS - Teams may substitute players prior to a throw-in when the substituting team is in possession of the ball. Either team may substitute prior to a goal kick, or after a goal has been scored. Substitutions must be announced to the referee and follow all other normal procedures. G. UNIFORM - a minimum uniform should consist of same shade jerseys with at least 4" numbers on front and/or back. There must be no duplicating numbers. Shin guards are required and must be fully covered by a sock. H. JEWELRY - Per FIFA rules A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewelry). Only exception: medical alert id bracelet or necklace. I. PLASTER CAST - individuals wearing plaster casts or other injury healing devices are not allowed to participate in any games sponsored, hosted or operated by the City of Loveland Adult Athletics. Knee braces may be worn - need to be covered & padded. J. DURATION OF GAMES - Games will consist of two 40-minute halves with a 5-minute halftime. K. GAME TIMES ARE FORFEIT TIMES Games will begin on time as scheduled. 1. Forfeits - the only times that a game may be forfeited due to lack of players is when the coach voluntarily forfeits the game by signing the scoresheet or when no players show up. 2. If a game is forfeited, the officials are not allowed to work the game. 3. If a team forfeits before the game has started, then the opponent is credited with a 1-0 win. 4. If a team forfeits after the game has started, then (if the forfeiting team is behind in the score) the opponent is credited with a win and the score at the time the forfeit is declared will stand. If the forfeiting team is ahead at the time of forfeit, then the opponent will be credited with a 1-0 win. L. ILLEGAL PLAYERS - in accordance with the City of Loveland Parks and Recreation Department Adult Athletics league policies and Code of Conduct, illegal players may not be used in any program. Doing so may be protested by the opposing team. An Illegal Player is: a. A player in the game that is not on the official team roster. b. A player in the game that has not paid the participation fee. 3

c. A player that is playing in the game and is assuming the name of a player who is on the official team roster. d. A player playing on two teams in the same program ( i.e. two teams in men s league, two teams in women s league, two teams in coed league, two teams in church league, etc.) The effect of using an illegal player: If the opposing team announces their intent to protest the illegal player, that PLAYER MUST PRODUCE A PICTURE ID. If the player cannot produce a picture ID, the official will continue play with the game under protest. At the conclusion of the game the player has the option to return to the supervisor at the field before the end of the last game that day, or come into the Parks and Recreation office the next day to verify their identity. If the illegal player is confirmed to be illegal, the game will be forfeited and the illegal player will be suspended for a minimum of two games. If the protest for an illegal player is made known at the conclusion of the game, the final score of the game will stand, however the facility supervisor will make every effort to properly identify the person in question. If the player is found to be illegal, the player will be suspended from further play for a minimum of two games. In addition, the coach may be suspended from further play in accordance to the Adult Athletic Code of Conduct. O. ELIGIBILITY AGE - the eligibility age to participate in the Adult Athletic program is 16 years old. The player must be 16 at time of participation. P. ALCOHOL - Alcohol is NOT allowed to be consumed at any City Park by City ordinance. NO EXCEPTION. Players are not allowed to consume alcohol during the playing of their game. If a player(s) is discovered drinking during the contest the game will be forfeited, the player ejected and suspended for two games in accordance to the Adult Athletic Code of Conduct. Q. PROFANITY & TAUNTING are strongly discouraged. Effect: Player may be ejected from the game, and subject to further disciplinary action in accordance with the Adult Athletic Code of Conduct. PROTEST PROCEDURE - Only illegal player protest will be accepted. RAIN OUT PROCEDURES - Adult Athletic Lines Cancellations: 962-2388, press 3,1 after 11:00 a.m. Sundays. (If a decision to cancel games has not been made by 11:00 a.m. Sundays, then it is up to the officials to determine whether the fields are unsafe due to weather conditions.) Make-up game times: 962-2388, press 3,2,1 after 12:00 noon the business day following a cancellation. (Coaches are responsible for checking this line after cancellations and communicating information to the players) M. SUSPENSIONS - Players and coaches ejected from league play will receive a minimum 2-game suspension, plus a minimum 1-year probation in accordance to the Adult Athletic Code of Conduct. Look for weekly score, standings and team schedules on the web at www.cityofloveland.org/athletics Updated schedules, scores and standings will be posted on-line by the Wednesday morning following the scheduled Sunday game. N. CODE OF CONDUCT - The Adult Athletics Code of Conduct governs - all play. It is the team s and/or individual player s responsibility to acquire a copy so that they may be aware of the rules. See attached copy or stop by the Chilson Center or visit the City s web page at www.cityofloveland.org/athletics to obtain a copy. 4

City of Loveland - Parks and Recreation 700 E 4th St Loveland, CO 80537 PARTICIPANT CODE OF CONDUCT City of Loveland Parks and Recreation Department Adult Athletics EFFECTIVE 01-01-03 (revised 11/1/12) 1. NO PARTICIPANT SHALL: At any time physically or verbally abuse an official, participant or spectator by laying a hand/foot, glove, bat, throw a ball (menacingly), or otherwise in any way threaten with bodily harm. Official is required to suspend participant immediately from further play and report the incident to the field/gym supervisor who then reports incident to the program coordinator. Such participant shall remain suspended until further notice and may be reinstated only after a meeting with the program coordinator. The program coordinators decision may be appealed to the Adult Athletic Advisory Board. (All suspensions/ejections will be subject to a minimum 2-game suspension and placed on probation for one calendar year.) ONE-MINUTE CLAUSE IN EFFECT (see bottom of page) 2. NO SMOKING/DRINKING/DRUGS: The following items are not allowed in any City of Loveland indoor facility, on any playing surface, or in any school facilities where Loveland Adult Athletics programs are held: Smoking, alcohol consumption or possession, or drug usage or possession. At any time a participant or coach appears on the field/court to participate while under the influence of alcohol or drugs in such a manner as to not have control of his/her faculties to the extent that bodily harm is imminent to themselves or other participants, such participant(s) will not be allowed to participate and will be asked to leave by field/court supervisor. Refusal to leave or other disorderly conduct will require the Police Department to be called into the matter. The Adult Athletics official is required to suspend participant/spectator immediately from further play and report the incident to the field/gym supervisor and the Adult Athletics program coordinator. Such participants(s) shall remain suspended until further notice and may be reinstated only after a meeting with the program coordinator. The program coordinator s decision may be appealed to the Adult Athletic Advisory Board. (All suspensions/ejections will be subject to a minimum 2-game suspension and placed on probation for one calendar year.) ONE-MINUTE CLAUSE IN EFFECT (see bottom of page) 3. NO TEAM SHALL: The coach, manager, assistant coach/manager or acting coach shall not be allowed to use an illegal player in any Loveland Parks and Recreation Adult Athletic Programs. If an illegal player is used and that player is discovered, the coach of record for that game and the illegal player will be suspended until further notice and may be reinstated only after a meeting with the program coordinator. The program coordinators decision may be appealed to the Adult Athletic Advisory Board. (All suspensions/ejections will be subject to a minimum 2-game suspension and placed on probation for one calendar year.) MINIMUM PENALTY: Forfeiture of game if an illegal participant is discovered during the game. The illegal participant and coach of record will be suspended from two league games with probation period of one full year. MAXIMUM PENALTY: Penalties could range from a 1-15 year suspension according to severity of violation. ONE-MINUTE CLAUSE IN EFFECT (see bottom of page). PROBATION MEANS: If you are removed from another game or Adult Athletic activity while on probation, you will be ineligible to participate in any City of Loveland Adult Athletic activity for a minimum of one full calendar year. The Adult Athletic Advisory Board members will determine probation and full suspension terms. ONE-MINUTE CLAUSE: If you are removed from any game or contest of Adult Athletics sponsored activity; you may be allowed to remain on the premises unless determined by the supervisor or official that your conduct is not appropriate. If you are not allowed to remain on the premises you will then be allowed one minute to remove yourself from the playing area or the entire complex or building area, whichever is deemed necessary by the supervisor. If this time limit is not met, the contest shall be forfeited to the opponents and all further play of that game will be ceased at that time. THE CITY OF LOVELAND PARKS AND RECREATION DEPARTMENT ADULT ATHLETICS UPHOLD THESE RULES AND REGULATIONS. FOR ALL SPORTS THEY SPONSOR. THESE RULES WERE DETERMINED BY STAFF AND THE ADULT ATHLETICS ADVISORY BOARD AND ARE IN EFFECT FOR THE PROTECTION AND WELL BEING OF ALL PARTICIPANTS AND SPECTATORS. ALL RULES REMAIN IN EFFECT FOR ALL PARTICIPANTS BEFORE, DURING AND AFTER THE PLAYING OF ANY GAME. 5
