NO WAKE ZONE Lake Mohave Sail and Power Squadron A Unit of United States Power Squadrons Bullhead City, Arizona First Quarter: February through April 2013 General Membership Meetings are held the second Wednesday of each month at a location to be announced, beginning at 1800. Executive Committee meetings will be held at 1700 at the same location and date. Commander s Corner Cdr John Militello S Now that the hot weather is here, the River Run is over, that means that the run on the river and the lake is here. The challenge that we have as educated boaters are many, high fuel prices, quagga stickers, heat, slip fees, weather, etc. However, the aforementioned are fairly predictable. The greatest challenge is the uneducated or OUI boater. This is my greatest fear when boating. I joined the Power Squadrons 17 years ago. The reason being I got into trouble on the ocean and didn t know what to do. Now with the increasing number of uneducated boaters and non-powered water craft we need to take particular care to choose a course to avoid any possibility of an accident. As USPS members we should try to encourage boaters or potential boaters to take the Boating Course. ACCIDENT THE LAST WEEKEND IN APRIL (REPORTED IN THE MOHAVE VALLEY NEWS): A 63 year old male on a 42 boat stepped from inside the boat to the rear as they were pulling into dock, slipped and fell into the water, went under the propeller and had his leg severed at the shin. He was pulled into the boat; they used a dock line around his leg for a tourniquet. This happened at Lake Havasu. This is something I am sure many have done, but one slip is all it takes to cause an accident that old saying Better to be safe than sorry. Regards, Cdr John Militello S

Please know and understand that I miss all of you all very much and that I look forward to returning to Arizona sometime during the latter part of this year. In the meantime, however, I would like to wish John a BIG WELCOME as our new Commander. I strongly encourage all of you to read the USPS Blast which comes out on a monthly basis. P/C Jo Anne Waller S Executive Officer Education Officer Lt/C Mike Accardo S Boating Education Update: Part 1 of our Boating Safety course was given on April 6, 2013. Attending the class were two new students and my six year old assistant and granddaughter Faith O Daniel. The session was motivated by reading a recent newspaper article of a tragic accident on Lake Havasu, where six young adults were posing on the bow of a moving pontoon boat for a picture. A 25 year old man fell over the bow and was run over by the 2

prop. The two students and Faith were asked, What is the most important piece of equipment on your boat? The adults responded with the engine and PFD s. Faith popped up with the correct answer your brain!! When asked how she knew the answer, she responded with my poppop told me! She now knows how to swim, how to fish (thanks to her USPS friend Andy Pensavalle), starboard, port and the importance of your brain on a boat. Her smiles and giggles set a positive tone for the power point review of Chapters 1 and 2. Also Bruce Dean, a new member of our Squadron who took the Instructor Development Course, took his final exam after successfully presenting three lessons with detailed lesson plans. The exam was mailed to the proper location for marking. After passing the exam, Bruce will be a Certified Instructor. He is anxious to teach Advanced USPS courses. After finishing his exam Bruce participated in the class discussions. Way to go, Bruce!! ADDITIONAL NEWS! I just got the good news that Bruce Dean passed the Instructor Development Exam and is now a Certified Instructor. Congratulations Bruce. On Saturday, April 20, 2013, Shawn and Janean Darmody successfully completed the ABC Boating Safety Class. Squadron members Mike and Barbara Accardo, Joe and Sharon Weller, Andy and Linda Pensavalle, Sharon Dack and Commander John Militello were present to congratulate the new Squadron members. A Graduation Ceremony and celebration was held after Commander Militello presented the Boating Safety Certificates. In this picture, Janean, Mike, John and Shawn getting ready to celebrate! Aquatic Invasive Species (AIS) Decal: On April 3, 2013, Ranger Amanda Rowland and Ashlie Watters, Quagga Mussel Program Coordinator came to our Brunch party at Katherine Landing and personally answered individual questions pertaining to Quagga Mussels, AIS Decal, and two stroke engines. Since that time I reconnected with Amanda regarding a Two Stroke Engine article I wrote for this newsletter and this article which addresses Arizona Registered Watercraft and the AIS Decal. Nevada s Dept. of Wildlife (NDOW) factsheet link: http://www.ndow.org/boat/aquatic_invasive_species/faqs/ provided answers to specific questions regarding Arizona Registered Watercraft: 1. All Arizona registered watercraft using Nevada waters (this includes Lake Mohave, Lake Tahoe, Topaz, Lake Mead and the Lower Colorado River) require an AIS Decal. 2. The Nevada State Legislature is currently (2013) reviewing a bill (AB128) that will exempt the decal purchase for Arizona registered watercraft specifically operating at Lake Mead, Lake Mohave, or the Colorado River. In addition, the bill also includes language that will exempt California registered watercraft specifically operating at Lake Tahoe or Topaz Lake. 3

After contacting Jennifer Winston, Boating Education Coordinator-Southern Nevada, she stated: Thank you for contacting me for clarification. At this time it is advised that USPS members with Arizona registered watercraft purchase the Decal until a definitive decision is reached by the Nevada Legislature. At this point the law states all watercraft in Nevada s waters must have an AIS decal, so that is what we must follow. Although the bill has been introduced no changes have been made to the current law at this time. Decals can be purchased on the following website: http://www.ndowlicensing.com. Two other links for your perusal are the Aquatic Invasive Species website http://www.azgfd.gov/h_f/aquatic_invasive_species.shtml and the Two Stroke information website http://www.azgfd.gov/h_f/aquatic_invasive_species.shtml. Two Stroke PWC: On 4/10/13 Andy Pensavalle sent JoAnne Waller the results of his research with Desert Recreation on updating older two stroke PWC s to make them legal. The answer was negative. Also, that older PWC s are illegal on Lake Mohave which is part of the Lake Mead Recreation Area. On 4/13/13, JoAnne Waller asked me to write an article for the No Wake Zone, re Two Cycle PWC s. I contacted Amanda Rowland, the Ranger who spoke at our brunch at Katherine Landing on 4/3. Using the Lake Mead NRA website http://www.nps.gov/lake/parkmgmt/twostroke.htm Ranger Rowland submitted the following to me: Where else can I use my PWC if I can't use it on Lake Mead or Lake Mohave? As of January 1, 2013, the same rule will go into effect for PWC's at Glen Canyon National Recreation Area's Lake Powell. All lakes in California and many throughout the northwest already enforce these standards. Two-stroke PWCs are permitted in areas such as the Colorado River south of Davis Dam, Lake Havasu and other recreation areas managed by other federal, state and local agencies. It is best to check with federal, state and local recreation managers for specific regulations prior to visiting a lake or river. This response supports Andy s research and provides clarification for older two stroke PWC usage. Please use the above link to delve closer into the subject. Administrative Officer Lt/C Sharon Weller January 2013 began with the Change of Watch at the Riverside Resort on January 1, 2013. The 2012 Bridge was thanked for their service by Cdr Jo Anne Waller. Commander John Militello challenged the members that were present to seek out new members. As our member numbers dwindle, we need to encourage friends and acquaintances to join the Lake Mohave Sail and Power Squadron. John asked members to contact him regarding suggestions for the monthly meeting locations. Watch for an email in late January regarding the location of our February General Meeting. Jo Anne thanked every member for their support and help during the past three years of her term. She provided a small thank you gift to the 2012 Bridge. Jo Anne surprised me with a black sheep stuffed animal to add to my sheep collection. It was such a wonderful gift as I do not have any black sheep in my collection. Thanks Jo Anne for the special gift! February General Meeting was held at the Hunter s Grill in Ft. Mohave. During the meeting we welcomed Skip and Jeanette Matthies formerly with the Arrowhead Squadron. Their transfer was effective in January 2013. Brunch on the Lake was held on April 3, 2013 with a wonderful turnout. The weather was beautiful and we had plenty to eat, as always. Two guests from the National Park Service attended and provided a seminar regarding the Nevada s New Aquatic Invasive Species (AIS) Decal and the Quagga mussel. See the Education Section for further information. The information provided was very informative and helpful. They distributed information pamphlets. 5

The representatives will be staying in contact with the Squadron to provide additional information and/or provide assistance as needed. They will also provide information in the event any members want to volunteer to assist with their educational activities. Lake Mohave, located along the borders of Arizona and Nevada, is one of a series of reservoirs that control the Colorado River water flow between its headwaters and the Gulf of California. Lake Mohave was formed with the completion of Davis Dam in 1951 and put into service in 1952 as part of a Colorado River water agreement between the United States and Mexico. The Lake Mohave Sail and Power Squadron was formed in 2006 in response to the needs of area boaters for boating safety education and to enhance their boating experience.
