"the strict enforcement of environmental regulations" I encourage you to choose to strictly enforce the new regulations for dogs on the beach (you already know I don t agree with what you are proposing) and to begin strict enforcement as soon as legally possible. I hope your guidance to staff includes a specific chain of responsibility that is clearly communicated to residents so we know who to contact when we have problems. It should also include fees and fines that will compel compliance, not be so low that it will be deemed to be worth the cost to break the law. (We see too much of that already.) And then insist that staff be accountable to comply with the rules and actually do the enforcement work. The choice to not enforce much of anything in the beach community this summer was a bad one. Parking violations were rampant. Open consumption of alcoholic beverages and glass bottles on the beach were ignored, as were dogs on the beach in the middle of the day. Those who set up tents were never told to take them down. It was a free-forall at the beach. We know staff was told to ignore the dogs; we were never told that also meant ignore glass and alcohol and tents, but that is what happened. This summer you created an environment that it is OK to ignore the rules; it will take real diligence to rein in that reputation and educate the public that Del Mar will enforce its regulations. Additional Ranger staff will be key, as we know the Sheriff chooses higher priorities. 40 years ago it was OK to have lax enforcement of rules, as most had respect for rules and for others and the sheer volume of people on the beach was much smaller. 1 September 4, 2018 Items 12 and 14 From: Nancy Stoke <nancystoke@earthlink.net> Sent: Tuesday, September 04, 2018 10:24 AM To: City Clerk Mail Box Subject: Council Agenda 9/4/18 Item 12 Honorable Mayor and Council Members, As you move forward with your approval of the new regulations for dogs on the beach (which you already know I am opposed to for many reasons previously expressed) I hope that you will provide guidance to Staff so that the impacts of the changes will be tracked as to whether or not they are working well for the residents of Del Mar. You ll need criteria to determine success. You might consider some or all of the following: Increase in bacteria counts in the ocean and river due to additional waste in the water Increase/decrease in # of resident complaints Increase/decrease in # of serious injuries Increase/decrease in # of minor injury complaints Increase/decrease in # of claims for property damage caused by unleashed dogs (they run into homes and create havoc far more often than you know) # of enforcement contacts for residents and for non-residents # of enforcement citations for residents and for non-residents # of enforcement repeat offenders for residents and for non-residents Other considerations you may have already discussed... -How are dog owners who do use the black plastic poop bags supposed to dispose of them, given that there are no trash cans on the beach north of 29th St? Homeowners can t be expected to continue to be the repository of this waste. They have put up with fecal waste being left on seawalls and stairs and rocks for long enough; the new rules will exacerbate this problem unless a solution accompanies your approval. -Is the lifeguard tower at 25th St going to be staffed full time from 8 am during the non-summer months now that 25th St will be a line of demarcation for dogs off leash? How will that expense fit within the budget? If not via the lifeguard tower, how will the new regulations be enforced at 25th St? Will you honor for enforcement purposes time-stamped photos of violations? I recognize staff can t be everywhere at once, however your approval of the new rules implies to the residents that you will enforce violations and that those who want to avoid off-leash dogs can do so by staying south of 25th St. Execution of the enforcement plan will be very important. Parks; dave@syko.com Red Dot letter for 22nd street/coast blvd. crosswalk addition Follow up Flagged Dear City Council and City Manager, I am writing you to ask that you do NOT approve a new north south cross walk on the 22 nd street intersection. I am on the parking and traffic citizen committee and have sat through discussions related to the committee recommending this additional crosswalk. Since I joined this committee, there has been constant discussion to improve the safety of this intersection. This includes me. But, this crosswalk, is the final culmination of persistent thought that the committee must do something BIG to show residents that have complained that the committee is listening. But, in fact, the committee has done BIG IMPROVEMENTS without great expense to the City. These are: 1) SIGNIFICANT tree trimming which provided previously unseen STOP SIGN vision. Without this tree and bush trimming, you could not see the stop signs until you were almost at the actual stop line position. a. Tree and bush trimming has now occurred in all directions of approaching this intersection. b. Site lines are now VERY GOOD and this has improved safety. 2) The committee approved the FLASHING STOP SIGN as you approach the intersection heading down Camino Del Mar from the south. a. Site lines are now VERY GOOD and this has improved safety. 3) We removed multiple traffic signs that were cluttering the approach to the intersection. Making the important STOP SIGN more significant and stand out. We have not waited an appropriate amount of time since these improvements went into place to determine their long term effectiveness; these changes are less than 45 days old. I recommend we see how this intersections safety record looks after 3-6 month period of time. In reference to the specific crosswalk that is proposed. It is an INSIGNIFICANT safety effort and in fact I believe not well researched or thought out and even creates more DANGEROUS SAFETY issues. My reasons are as follows: 1) The current 22 nd street crosswalk is the best, safest and most logical place for a crosswalk. 2) The new eastern Coast Blvd. crosswalk will be put in a traffic pattern that approaches the intersection with a sharp right turn. Giving vehicles almost no time to react to a pedestrian entering or in the crosswalk. 3) There is almost NO pedestrian traffic that will use the new Coast Blvd eastern crosswalk. a. Why would anyone use the crosswalk? i. A few residents on the east side of Coast? 1. HAVE YOU EVER HEARD ANYONE ask for that crosswalk before? 4) The beach pedestrian traffic is on the west side of Coast. They already use the ADA approved and in place crosswalks to get across Camino Del Mar from West to East (or Vice a Versa). This was recently installed by the City at great cost to accommodate this pedestrian traffic. 5) If we put this new pedestrian crosswalk into place, we will put all or much of the beach going tourist and maybe NEW residents on the east side of Coast BLVD. WHERE ARE THEY GOING TO CROSS COAST BLVD NOW TO GET TO THE BEACH? 1

Eventually, since we are creating a problem where one did not exist, the committee will be asking the City for more money to install ANOTHER CROSSWALK at 21 st or 20 th street. 1. Which we do not need at either location at this point in time. 6) Where will the crosswalk signs be placed? a. This was never discussed by the Traffic and Parking Committee b. What about more sign clutter in our city? 7) Too my knowledge, there was NEVER a specific headcount to validate this SPECIFIC crosswalk. a. We need to get this done if the City Council feels this could be an appropriate crosswalk Thank you for reading this.
