Page 1 of 7 CERTIFICATION IMPACT ANALYSIS: IEC 60065, SEVENTH EDITION vs. GB 8898 2011 Audio, video and similar electronic apparatus Safety requirements This analysis is intended to identify and analyze the impact of notable differences between the IEC and GB standards for Safety of Audio, video and similar electronic apparatus (AV). In particular, the GB 8898-2011 is being analyzed and compared to IEC 60065:2005 ed7.1. This analysis will permit persons already familiar with the Standard of IEC 60065 to become familiar with the likely impact on AV of the latest GB AV Safety Standards. This analysis will be updated as additional information on the application of the new Standards becomes known. Background IEC 60065 is the International Standard for Safety of Audio, video and similar electronic apparatus. This International Safety Standard applies to electronic apparatus designed to be fed from the MAINS, from a SUPPLY APPARATUS, from batteries or from REMOTE POWER FEEDING and intended for reception, generation, recording or reproduction respectively of audio, video and associated signals. It also applies to apparatus designed to be used exclusively in combination with the above-mentioned apparatus. This standard primarily concerns apparatus intended for household and similar general use but which may also be used in places of public assembly such as schools, theatres, places of worship and the workplace. PROFESSIONAL APPARATUS intended for use as described above is also covered unless falling specifically within the scope of other standards. In China, the AV Standard, formally designated GB 8898-2011, is based on the Seventh Edition of IEC 60065, and like its predecessors includes China Deviations to address National requirements not in the base IEC document. The Effective Dates for formal implementation of GB 8898-2011 are outlined on the CQC website - http://www.cqc.com.cn/chinese/gkwj/rzbzxx/bzhbxx/webinfo/2012/04/1333591184988358. htm

And must prescribe the symbols locations. Note: GB8898-2011 applies to apparatus for use at altitudes not exceeding 5000 m above sea level, but additional requirements (clearance) are necessary for exceeding 2000 m above sea level, if the apparatus intended to be used at altitudes not exceeding 2000 m and the first symbol is marked, then no additional requirement is needed. Same as the tropical climate condition, if the second symbol is marked, no additional requirement (touch current) is needed. Annex R Instruction for the new caution symbols Annex S Table of Comparisons for safety instructions in this standard in 5 types of languages Chinese, Tibetan, Mongolian, Chuang and Uighur. 15.1.1 Plugs and sockets Scope GB 8898-2011 add this new sub-clause for above two symbols. GB 8898-2011 add this new sub-clause and table. GB 8898-2011 add one requirement for mains plug before 15.1.1 note 1: The plug of apparatus that connected to mains shall comply with the requirements of GB 1002 or GB 1003 (Chinese National Standard for Mains Plug) IEC 60065:2005 applies to apparatus for use at altitudes not exceeding 2000 m above sea level, additional requirements may be necessary for apparatus intended to be used at altitudes exceeding 2000 m above sea level. GB 8898-2011 change the New sub-clause. New sub-clause. Minor. Clarification. Major. According to the change of altitudes, the related insulation clearance spacing, touch current limit, temperature limit, humidity treatment will be changed.

Note: the values provided for rh and temperature are consistent with the proposed values for the IEC 60065 ed.8 (108/457/CD).
Page 6 of 7 For apparatus intended to be used in tropical climates, humidity conditioning: temperature 40±2 C, related humidity 93 ±3 %, conditioning time 120h. 7 Table 3 Permissible temperature rise of parts of the apparatus 7.1 General 9.1.1.1 Determination of HAZARDOUS LIVE parts 11.1 Electric shock hazard Add note 4: For apparatus to be operated at more than 2000 m up to 5000 m above sea level, the humidity treatment condition and requirement for the insulation material are under consideration. GB 8898-2011 Table 3 note a, add following description: For apparatus NOT operated in tropical climates, permissible temperature rises specified in this table are required. GB 8898-2011 sub-clause 7.1, add note 3: For apparatus to be operated at more than 2000 m up to 5000 m above sea level, the requirement of temperature test conditions and temperature limits are under consideration. GB 8898-2011 move the following notes into text of sub-clauses 9.1.1.1 and 11.1: 9.1.1.1 NOTE 3 It is recommended that for apparatus intended to be used in tropical climates, the values given in a) and b) above, be halved. None. Clarification. Minor. 11.1 NOTE 2 It is recommended that for apparatus intended to be used in tropical climates, the values given above be halved. 5.4.1 GB 8898-2011 add 5.4.1 i) These are new requirements.
Page 7 of 7 Instructions 10 Insulation requirements If the apparatus is providing with antenna coaxial socket for non-isolated cable TV network, the following or similar statement shall be marked on the apparatus or given in the instructions: The cable TV network connecting to this apparatus must isolate from protective earthing, otherwise it may cause fire or other hazard. 18 Mechanical strength of picture tubes and protection against the effects of implosion GB 8898-2011 add new requirement to sub-clause 10, third paragraph: The antenna coaxial socket for cable TV network and the protective earthing circuit shall comply with Basic Insulation Resistance requirement. If the Class II apparatus may connect to other Class I apparatus protective circuit, the Class II apparatus antenna coaxial socket and any other interconnecting terminal shall comply with Basic Insulation Resistance requirement. Note: No insulation requirement between cable TV network antenna coaxial sockets and protective earthing circuit if cable TV network antenna has already separated from protective earth before connected to apparatus, but need to satisfy with the requirement of 5.4.1 i). GB 8898-2011 18.1 specify that for intrinsically protected tubes, including those having integral protective screens, shall be tested by GB27701(IEC61965:2003, IDT) Due to the earthing connection insulation in building is not so good in some place of China, so insulation is required between protective earth and antenna coaxial socket of cable TV network. Note: Similar (not exact) Notes For China are being proposed for IEC 60065 ed.8 (108/457/CD). None. Clarification.
