Cobourg Heritage Committee Meeting Minutes February 25, 2015 HERITAGE PERMIT APPLICATIONS HP-2015-003 179 Church Street Bill Arthur (Cobourg Lawn Bowling Club) Demolition of equipment garage & storage shed Construction of new garage & storage shed The following person was present: Bill Arthur, Cobourg Lawn Bowling Club Amanda Warren gave a verbal presentation regarding the proposed demolition and construction of new garage and storage shed at the Cobourg Lawn Bowling Club. The committee discussed aspects of the proposed design and site layout as it relates to the existing clubhouse. Moved by Bill Taggart, THAT Heritage Permit Application HP-2015-003 as submitted by Bill Arthur on behalf of the Cobourg Lawn Bowling Club be approved to permit the following for the property located at 179 Church Street: a) Demolition of existing equipment garage b) Demolition of existing storage garage c) Construction of new detached garage with storage space as illustrated and described in the Heritage Permit application and drawings submitted. HP 2015-012 17 Spencer Street West Central Restoration Services, Randy Jakobi (agent for Thomas & Margaret Adley) Rebuild pre-existing residential addition and attached garage. The following person was present: Randy Jakobi, Central Restoration Services (agent) Carried Rob Franklin gave a verbal presentation regarding the reconstruction of a pre-existing residential addition and attached garage at 17 Spencer Street West that was destroyed by fire. Keith Oliver Notes... presentation to CHC, February 25, 2015 A) Town of Cobourg web-site reads as follows: Home -> Development -> Heritage Conservation -> Cobourg Heritage Committee (formerly LACA) The "Cobourg Heritage Committee", an advisory committee to Council, also contributes to heritage conservation in Cobourg by reviewing larger heritage permit applications and providing general advice on matters related to heritage conservation. "The community of Cobourg takes pride in its heritage. Find out whom our numerous community partners are that work tirelessly to promote and preserve this invaluable resource." 4, Under "Read the frequently asked questions about heritage" thepicstates. "We preserve heritage to. - enhance our quality of life and sense of history, community and identity - improve our economic health by employing local craftspeople and tradespeople related to conservation - provide a truly unique community with historical resources that can be marketed to improve economic development and tourism add diversity and character to new development." B) Town of Cobourg Official Plan (Revised 2010) While the revised OP may or may not have received the official approval of the MMAH at the present time, it reflects the intent of the Town Council and should be honoured as such. The concern for the preservation of our built-heritage and the compatibility between new development and the scale and character of surrounding development is every where in the OP. The following are but a few of the many paragraphs that can be found throughout the 2010 revised OP: 2.5.xii**... 2.7.i)... 3.1 Purpose... 3.2.4.i) " (pg 3-7)... 3.6.3.1.i) **... 3.7.1 Purpose ** 3.7.3.2.i ** 5.2.3.i.a 15.5.1.b ** 15.5.10.b... etc, etc, etc. C) The process the Town and its citizens went through in the application by TVM to seek an exemption allowing a 60 ft high condominium on the Legion's south parking lot raised the issue of "compatibility"... which was never fully addressed, and which remains an outstanding one.. i) With the new zoning (MC Exemption) applicable to the TVM Condo site, allowing a building of up to to a height of 60 feet, does this mean that all other issues such as that of "compatibility" can be ignored? ii) Since the issue of "compatibility" is one of subjective, not objective or measurable values, should the CHC and the Planning Department not engage a qualified architect with heritage consultant credentials to render an opinion. TVM has used the services of architects Paul Shields and Reno Piccini neither of whom, to my knowledge have such credentials, and whom are both employed by TVM. iii) In matters such as this the advice of the Cobourg Heritage Committee should carry equal weight if not greater weight than that of the Planning Advisory Committee. HP-2015-009 256 George Street (Lawyers and Mediators) Fascia Signs After consultation with the CHC, heritage approval was given for three new fascia signs consistent with Cobourg Sign By-Law #8-2009 and being a reasonable deviation from the Planning Department s Guidelines for Signage on Commercial Heritage Properties on February 12, 2015. 2. HP-2015-011 89 King Street West (Rear and East) Change to cladding, roofline, windows and doors at rear Heritage approval was given for changes to the cladding, roof line, windows and doors at the rear of the property consistent with Cobourg Heritage Permit By-law #97-2009 on February 17, 2015. 3. HP-2015-013 22 King Street West (Bespoke Aeromatics) Fascia Sign After consultation with the CHC, heritage approval was given for a new fascia sign consistent with Cobourg Sign By-Law #8-2009 and being a reasonable deviation from the Planning Department s Guidelines for Signage on Commercial Heritage Properties on February 26, 2015. 4. HP-2015-002 202 Church Street (already approved) Changes to window drawings Heritage approval was given for a minor change to previously approved window alteration/relocation at the back and side of the existing building consistent with Cobourg Heritage Permit By-law #97-2009 on March 4, 2015. HP-2015-016 420 Roe Street Restoration wooden doors and window shutters Heritage approval was given for the restoration of the original facade with wooden, stable-style doors and wooden window shutters consistent with Cobourg Heritage Permit By-law #97-2009 and the Cobourg Heritage Colour Palette on March 17, 2015. 7. HP-2015-019 319 Division Street Fascia Sign Heritage approval was given for a new fascia sign consistent with Cobourg Sign By-Law #8-2009 and the Planning Department s Guidelines for Signage on Commercial Heritage Properties on March 30, 2015.
