Introduction 2 In pursuance of regulation 19, chapter III of the SOLAS Convention and paragraph 3.5.18~24 (Abandon Ship Drills) of resolution A.787(19) (Procedure of Port State Control Officer), each abandon ship have to be conducted at least within every one month and PSCO is able to require the drill on board ship after consulting with the master. Although For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

- 2 - Training manual and on-board training aids shall be provided to crew members on board ship according to regulation 35, chapter III of the SOLAS Convention, but there is no detailed standard procedure of developing the abandon ship drills scenario such as how to conduct and what to do. 3 Notwithstanding the above mentioned instruments and training manual provided, according to Annual Report on Port State Control in the Asia-Pacific Region 2008, Tokyo MoU, it is noted that life-saving appliances and fire safety measures remained as the two major categories of deficiencies which were frequently discovered on ships. 11,491 life-saving appliances related deficiencies and 14,796 fire safety measures related deficiencies were recorded, representing 29% of the total number of deficiencies in 2008. 4 In saying 2008 annual report of Paris MoU, in 2007 deficiencies in vital safety areas such as life-saving appliances, fire-fighting equipment, alarm signals, structural safety, accounted for about 20% of the total number of deficiencies. The number of deficiencies in these areas increased almost 7% from 15,998 in 2007 to 17,112 in 2008. The Paris MoU considered a number of options for further joint CICs (Concentrated Inspection Campaigns) with the Tokyo MoU in 2009 and beyond. A CIC on lifeboat launching arrangements, including the testing and maintenance of on-load release mechanisms for lifeboats and rescue boats, and the awareness of the crew of the dangers of launching and recovering lifeboats will be carried out during 2009. Analysis of abandon ship drill scenarios of shipping companies 5 As a result of reviewing the emergency drill scenario being used on board in 3 major shipping companies in the Republic of Korea, the following matters were identified:.1 the matters to be considered in priority, precautions and etc. in each step were not included in the ship s emergency drill scenario;.2 despite of, as far as practical, the drills have to be conducted as if there is an actual situation, it was prescribed without the consideration of time and location, so it could be impracticable or conventional; and.3 the details of precautions for lowering and restoring the lifeboat were not included in the scenario. Notwithstanding the same procedures in the same company should be described on the scenario in a way, there are many different procedures for same kind of lifeboats. Also, there were some deficient cases that the launching procedures for lifeboats including ship s manoeuvring techniques according to the state of weather or sea conditions, and the matters regarding hoisting international flag signal indicating the fact the ship is under exercising abandon ship drill, distress signal, communication for requiring rescue and etc. were not included in the scenario. Making standard procedure of abandon ship drills 6 Accordingly, the results of analysis of abandon ship drills scenario of 3 major shipping companies reflects into the model procedures. We found that there are commonly 7 steps divided in case of having been using on the abandon ship drills scenario as follows:

- 3 - STW 41/12/Rev.1 Standard Procedure of Abandon Ship Drills.1 Step 1: Preparations prior to alerting abandon ship signal;.2 Step 2: Making sure items and duties of crew to be carried;.3 Step 3: Preparations for launching lifeboat;.4 Step 4: Embarkation onto lifeboats and Launch the lifeboat;.5 Step 5: Operation after releasing the lifeboat from boat falls;.6 Step 6: Recovery Operations; and.7 Step 7: Discussions and Actions to be taken for next drills. 7 Each step consists of Procedure, Action, and Related Regulations. In addition, it has another blank to assign Code representing a procedure, action and related regulation. Besides, the Code is corresponding to the detailed contents of each step. 8 The Codes shown in the attached annex which is regarded as core components of making standard scenarios shall be reflected on an actual scenario. In developing the Code, we use initial letter of name of emergency drill such as code A come from Abandon ship drill, AFS come from Abandon ship drills by Free-fall lifeboat Simulation. The proposed standard procedure facilitates and become more perfectly in making the actual scenario on board ship as reflecting and using the Code. 9 The proposed guideline contained in the annex does not describe time, location and the person in charge. We hope these 3 components have to be considered on real abandon ship drill scenario on board ship. The expected benefits 10 If the developed standard scenario for exercising various shipboard emergency drills newly applies to abandon ship drill scenario on board ship, the following 3 benefits would be expected:.1 Ships Crews work load by various inspections would be reduced Ship s master and officers have heavy burden on various inspections such as PSC inspection, external audits by ISM Code, inspections by major oil companies, etc. together with the requirements of different domestic standards when calling a foreign port. In case the standard scenarios for various inspections are provided, the work load should be expected to be reduced to the crew;.2 Shipboard emergency drills would be exercised more efficiently Ship s master and officers are able to exercise the emergency drills more systematically through reminding ship's crew of the risk factors which could be occurred during exercising emergency drills in consideration of ship s characteristics and presenting the procedures for emergency drills secured with

- 4 - safety, and more efficient shipboard emergency drills could be exercised by the crew having self-confidence. Particularly, the risk of accident occurrence caused by poor communication or misunderstanding between multilingual crew would remarkably be decreased;.3 Joint emergency response drills between shore-based organization (Government, shipping companies) and ships will efficiently be exercised. Through the distribution of the standard scenario published in accordance with systematic procedures, efficient communication will be made and more realistic and effective joint emergency response drills between ships and shore could be realized. Proposal 11 In this regard, the Republic of Korea would like to suggest the standard procedure for abandon ship drills as provided in the annex to this document for consideration by the Sub-Committee. STEP 6: RECOVERY OPERATIONS Recovery and Secure Lifeboat A6.1 Lift the fore and aft hooks and hold them closed A6.2 Simultaneously swing down the reset levers on both fore and aft hooks in one continuous action to contact with the stop A6.3 Confirm the fore and aft hooks are in the normal reset positions. A6.4 Make sure that the release handle is in the closed (locked) position and insert the safety pin A6.5 Connect the suspension links of the davit simultaneously to both, fore and aft hooks. GUIDELINES FOR SIMULATED LAUNCHING OF FREE-FALL LIFEBOATS (MSC.1/Circ 1206/Rev.1): The Code AFS AFS1 Check equipments and documentations to ensure that all components of the lifeboat and launching appliance are in good operational condition Preparations AFS2 AFS3 AFS4 AFS5 Ensure that the restraining device(s) provided by the manufacturer for simulated launching are installed and secure and that the free-fall release mechanism is fully and correctly engaged Establish and maintain good communication between the assigned operating crew and the responsible person Disengage lashings, gripes, etc. installed to secure the lifeboat for sea or for maintenance, except those required for simulated free-fall Participating crew on board the lifeboat and fasten their seatbelts under the supervision of the responsible person AFS6 All crew, except the assigned operating crew, disembarks the lifeboat. The assigned operating crew fully prepares the lifeboat for free-fall launch and secures themselves in their seats for the release operation MSC.1/Circ.1206/Rev.1 Simulated Launch AFS7 AFS8 AFS9 AFS10 AFS11 AFS12 The assigned operating crew activates the release mechanism when instructed by the responsible person. Ensure that the release mechanism operates satisfactorily and, if applicable, the lifeboat travels down the ramp to the distance specified in the manufacturer s instructions Resecure the lifeboat to its stowed position, using the means provided by the manufacturer and ensure that the freefall release mechanism is fully and correctly engaged Repeat procedures from AFS7 above, using the back-up release mechanism when applicable The assigned operating crew disembarks the lifeboat Ensure that the lifeboat is returned to its normal stowed condition Remove any restraining and/or recovery devices used only for the simulated launch procedure
