2017 VOLVO GILL BRITISH NATIONAL AND OPEN OPTIMIST CHAMPIONSHIPS 29th July 4th August 2017 The Organising Authority is the International Optimist Class Association (UK) To be held at Weymouth and Portland National Sailing Academy In conjunction with the Championships there will be a Regatta Fleet for less experienced sailors who do not wish to compete in the open event. The Regatta Fleet will be governed by a separate Regatta Fleet Notice of Race available via the event website. Event website: http://www.kbsuk.com/optimist/iocaevents/index.asp?eventid=84 1 RULES NOTICE OF RACE: JUNIOR AND SENIOR FLEET 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 (RRS). 1.2 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.3 In the event of a conflict the Sailing Instructions take precedence over the Notice of Race (NOR). This changes rule 63.7. 1.4 The Organising Authority implements the RYA Racing Charter. Competitors shall undertake to sail in accordance with the Charter. 2 ADVERTISING 2.1 Boats shall be required to display advertising chosen and supplied by the organising authority on the front 40% of the boat. 3 ELIGIBILITY AND ENTRY 3.1 Participants shall be members of IOCA (UK) or an equivalent National Optimist organisation. 3.2 Entry shall be made via the IOCA(UK) Event Website, and the official Entry Form shall be submitted with the declaration of the Parent/Guardian. 3.3 Entry will be accepted only from competitors born in 2009 or earlier. Younger competitors may apply to compete, however the Organising Authority has absolute discretion to accept or refuse such an entry. 1

3.4 There will be a confirmed total entry limit of 400 boats. Once confirmed entry limits are reached any subsequent entries will be placed on a waiting list. As more resources become available the entry limit will be raised (please find more details on the website). 3.5 In line with the standard IOCA conditions of entry, entries will only be confirmed once the entry fee has been paid. While the entry fee remains unpaid that entry will remain on the waiting list. 3.6 All promotions from waiting list to confirmed entries will depend on payment of entry fees and available space at the sole discretion of the Organising Authority. 3.7 Late entries will be only accepted at the sole discretion of the Organising Authority 4 FEES 4.1 The Entry Fee is 195 and shall be paid via the online GoCardless payment system. International entries will need to contact the international liaison to arrange payments by invoice. Payments for international sailors can be made through PayPal using the IOCA international payment page at http://iocaexpenses.co.uk/internationalpayment. Multiple sailors can be paid for in one payment but each fleet must be paid separately 4.2 Entry fees that remain unpaid in full after the 6 th June 2017 will be subject to an additional late entry charge and will be 235. This additional late entry charge will also apply for international entries if no earlier arrangements have been made with the international liaison. 4.3 A sibling discount for families with three or more sailors entering the event is available. For a third sailor, the discount is 60 for that entry only, and for a fourth or subsequent sailor the discount is 120 for that entry only. Sibling discounts must be claimed at the event from the race office after registration has closed. 4.4 Requests for cancellation or refunds prior to the event will be accommodated as follows: Any request received 7 weeks prior to the start of the event will be refunded in full Any request received 3 weeks prior to the start of the event will be eligible for a 50% refund (provided the entry had been paid in full) Any request received later than 3 weeks prior to the start of the event will not be eligible for a refund. 5 DIVISION INTO FLEETS 5.1 All Championship competitors born between 1st January 2002 and 31st December 2004 inclusive will race in the Senior Fleet. All younger Championship competitors will race in the Junior Fleet. 5.2 The championships for both Senior and Junior fleets will consist of a qualifying series and final series. T he qualifying series will continue until the end of the day on which the 6th race is completed. The Senior and Junior fleets may be divided into flights for the qualifying series and re-flighted at the end of each day of the qualifying series. Following the qualifying series the Senior and Junior fleets may then be divided into divisions (for example Gold, Silver and Bronze).The number of divisions will depend on 2

the size of entry and the size of divisions within each fleet will be similar. There will be a boys and girls championship in both Senior and Junior fleets. 6 SCHEDULE 6.1 Registration will take place at the Weymouth and Portland National Sailing Academy from 1400 until 1700 on Saturday 29 th July 2017 and from 0830 until 1030 on Sunday 30 th July 2017. Registration after this time will only be available in exceptional circumstances, and by prior arrangement, which must be requested no later than 27 th July. Requests for late registration made after 27 th July will be at the discretion of the Organiser. 6.2 Prior to Registration all competitors will be required to complete the Equipment Inspection process (refer to sailing instructions). Equipment inspection stations will be open as 6.1 above 6.3 Dates of racing: Sunday 30 th July to Friday 4 th August 2017 6.4 The Championship will consist of up to 15 races. It is the further intention that Wednesday 2nd August 2017 will be a lay-morning (no racing). A notice to confirm (or cancel) the lay-morning will be posted on the official notice board no later than 1700, Tuesday 1st August 2017. 6.5 The scheduled time of the first warning signal each day is: Sunday 30th July First race 1355 (warning signal) Subsequent days First race 1125 (warning signal) Except for Wednesday 2nd August First race 1355 (warning signal) 6.6 No warning signal will be made after 1455 on Friday 4th August 2017. 6.7 The Race Committee s intention is to run all races scheduled for a given day consecutively. There will not be time to go ashore between races. Competitors should be prepared to toilet afloat.. 7 MEASUREMENT 7.1 Each boat shall have a valid measurement certificate. In addition pre-registration equipment inspection procedures / and or measurement requirements at Registration will be published on the event website prior to the event. 7.2 Equipment inspection checks may be carried out ashore and on the water at the discretion of the race committee. 8 SAILING INSTRUCTIONS 9 VENUE Sailing Instructions (SI) will be published in advance on the event website and will be posted on the official notice board. 3

The venue is Weymouth and Portland National Sailing Academy, Osprey Quay, Portland DT5 1SA, United Kingdom. The racing area(s) will be in Portland Harbour and Weymouth Bay. (see Appendix 1) 10 THE COURSES The course will either be inner / outer loop trapezoid or Worlds course with senior and junior fleets sailing together on one course. Sailing areas will be the harbour and may include the bay ( see Appendix 1 ). 11 SCORING 11.1 3 races are required to be completed to constitute a series. 11.2 The total score for each boat will be the sum of her scores as follows: Qualifying series 4 or more completed races - All scores except her worst race score Fewer than 4 completed races - All race scores Final series 4 or more completed races - All scores except her worst race score Fewer than 4 completed races - All race scores. 11.3 Except for race scores excluded in accordance with 11.2 above, a boat s series score for the championships will be the total of her race scores from those qualifying races completed by all flights in the relevant fleet and her final races. Different final-series divisions need not have completed the same number of final races. The boats in the Gold division will be ranked highest, followed by those in the Silver, Bronze (and subsequent divisions, if used), except for a boat disqualified from a final-series race under rule 5 or 69. 11.4 Points for the Senior and Junior fleets shall be calculated separately. Points for the National Championships shall be calculated including all competitors, whether eligible for the championship or not. Points for the Boys and Girls Championship shall also be calculated including all competitors, whether eligible for the championship or not. 12 SUPPORT BOATS Support boats may be required to carry markings and shall comply with the directions from Safety Control (please refer to the Sailing Instructions for further details). 13 BERTHING Dinghy parking, car and trailer parking will all be advised on the event website. 14 RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an 4

unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor, and their parents/guardians, agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, support boats, and other officials and volunteers by the organiser does not relieve them of their own responsibilities; f) The provision of support boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. g) It is their responsibility to familiarise themselves with any risks specific to the venue or this event that are drawn to their attention in any rules and information produced for the event to attend any competitors briefings held for the event. 15 RIGHTS TO USE NAMES AND LIKENESS Competitors automatically grant to the Organising Authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event. 16 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per incident or the equivalent. 17 FURTHER INFORMATION For further information please contact admin@optimist.org.uk 5
