Thomas Clagett Jr. Trust Sponsored by Gill NA Hosted by Houston Yacht Club, La Porte, Texas July 6 - July 11, 2017 NOTICE OF RACE Posted February 7, 2017 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing, and the Prescriptions of US Sailing. 1.2. The following documents will apply: 1.2.1. US Sailing Regulations 2, 4, 10 and 15. 1.2.2. The U.S. Junior Women s Championships Conditions and US Sailing Championship Conditions. 1.2.3. The US Sailing Championship Support Vessel Policy. http://www.ussailing.org/racing/championships/coaching-and-support-boats-policy/ 1.3. Sailors are required to join the International Laser Class Association North American Region in order to compete in the U.S. Junior Women's Singlehanded Championship. Membership will be verified at registration. 1.4. Racing rules will be changed as follows: 1.4.1. RRS 40 is changed so that competitors shall wear a US Coast Guard (USCG) approved Personal Floatation Device (PFD that depends 100% on foam for floatation) while on the water that is the appropriate size for the sailor, except for brief periods while changing clothing. 1.4.2. RRS 60.1(a) is changed to prohibit a boat from protesting another boat for an alleged breach of any class rule other than class equipment measurement rules. 1.4.3. RRS 64.1 is changed to allow penalties imposed by the Protest Committee for under RRS 60.3 to range from a reprimand to a dismissal from the regatta. 1.5. These changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules. 2. ADVERTISING 2.1. Boats may be required to display advertising chosen and supplied by the Organizing Authority. 3. DISCIPLINES 3.1. The regatta will include the following disciplines utilizing the following class compliant equipment: 3.1.1. Singlehanded Dinghy Laser Radial 4. ELIGIBILITY 4.1. Competitors shall be women who have reached their 13th birthday but not their 19th birthday during the calendar year in which the event is held. 4.2. Competitors shall be individual or family members of US Sailing at the time of registration and of the event.competitors shall be U.S. citizens. Proof of citizenship must be provided if requested by the Organizing Authority.

5. REGISTRATION and ENTRY 5.1. Registrations shall be submitted online no later than 0900 ET June 19, 2017. 5.2. Registration may only be made by completing the online registration at: http://www.ussailing.org/racing/championships/youth/jrwomenssinglehanded/ (the Event Website ). This event is capped at 60 boats; entries over that number will be place on a waiting list. Registration will open after 1600 ET on March 1, 2017. 5.3. If requested by the Organizing Authority, a competitor shall provide a copy of her birth certificate or passport to complete the registration. 5.4. The entry fee is $350 per competitor which includes housing, coaching, daily transportation to and from the host club, meals and entertainment. Competitors arriving by air are required to fly into and out of Houston Hobby Airport. Any exceptions must be requested from championships@ussailing.org at least two weeks in advance and will only be granted if there are extenuating circumstances and if appropriate transportation and adult supervision is arranged by the competitor. Transportation will be provided to and from Houston Hobby Airport only. See the Welcome Letter for specific details. 5.5. Sailorships for travel expenses are available for this event. Applications for eligible sailors can be found at http://www.ussailing.org/racing/championships/youth/sailorships/ 5.6. The entry fee shall be paid by credit card online at the time of registration. 5.7. Completed waivers shall be received by the Regatta Committee by June 10, 2017. 5.8. Housing is provided and is required for all competitors. Local competitors may be permitted to stay at their own homes in accordance with the criteria detailed in the U.S. Junior Women s Championships Conditions. 5.11. To be considered an entry in the regatta, a boat shall complete all registration, measurement and inspection steps and pay all fees by the deadline stated above. 6. CHARTERS 6.1. Competitors are strongly encouraged to bring their own boats. 6.2. The form to request a charter is on the event website. Charter agreements are between a competitor and a charterer, the Organizing Authority does NOT supply any boats, and the opportunity for a charter IS NOT GUARANTEED. DO NOT make flight reservations unless you know you have arranged your own boat. 6.3. Charter fees and damage deposits shall be paid directly to the charter provider. Charter fees are nonrefundable unless a suitable substitute charterer can be found. 6.4. Charters will not include blades, rigging or sails 7. PRELIMINARY SCHEDULE (subject to change) 7.1. Permission must be requested to championships@ussailing.org at least two weeks in advance and will only be granted for extenuating circumstances. If sailors are traveling as unaccompanied minors, this shall be noted on the registration form. 7.2. Mandatory Participation Required: 7.2.1. A two-day mandatory clinic will be held preceding the championship. The clinic will familiarize the competitors with the local conditions and probable race course. Coaches for the clinic will be hired by US Sailing. Permission to miss the clinic shall be requested of championships@ussailing.org in advance and will only be granted for extenuating circumstances. 7.2.2. Participation in all meals and regatta events is mandatory. 7.2.3. Attendance at the Awards Dinner is MANDATORY for all competitors. Competitors may depart the event after the Awards Dinner with a parent or guardian at approximately 2130. 8. MEASUREMENT 8.1. Each boat shall comply with the equipment measurement rules of its class and may be inspected for compliance at any time during the regatta at the discretion of the Race Committee. 9. SAILING INSTRUCTIONS 9.1. Sailing Instructions will be posted on the event website and will be available at registration. 10. VENUE 10.1. The regatta will be sailed on Upper Galveston Bay. 11. BERTHING 11.1. Early arrival at the venue will not be permitted. 12. PENALTY SYSTEMS 12.1. Appendix P Special Procedures for Rule 42 will apply. 13. SCORING 13.1. The Low Point System of Appendix A will apply. 13.2. Three (3) races are required to be completed to constitute a series. 13.3. When fewer than six (6) races have been completed, a boat s series score will be the total of her race scores. 13.4. When six (6) or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 13.5. Ten (10) races are scheduled. 14. SPECTATORS 14.1. Parents are invited to spectate on Tuesday, the last day of racing. A Spectator boat will be available via sign-up at the venue. Parents may also purchase dinner tickets for the Awards Dinner to be held on Sunday at Houston Yacht Club.

15. COACHING 15.1. This is a Grade 2 Event as defined in the US Sailing Championship Support Vessel Policy. 15.2. Except as provided in the Policy specified above, instructors, coaches and other support personnel and family members shall not go afloat in the defined racing area at any time during the clinic or racing days, except in spectator boats as defined in NOR 14.1. 15.3. Outside contact with competitors is prohibited on clinic and racing days commencing with the competitor s arrival at the host club and shall continue until dismissed by the National Coach each day. 15.4. Outside contact is defined as a parent, family member, spectator, or coach. Competitors shall not receive advice, instruction, or any type of outside assistance (other than that provided by US Sailing) including electronic communication devices while at the sailing venue during the clinic and racing days. It is the intent of this rule to prohibit contact between competitors and any person, who, in the opinion of the Protest Committee, is a coach, instructor or advisor. 15.5. The coaches hired by US Sailing will offer individual on-the-water instruction and group commentary/advice on land following each racing day. This coaching will be given to all competitors on as much an equal basis as possible. 15.6. The Protest Committee may protest and penalize a competitor from all races on the day of the infringement for breaking the rules of NOR 15. 16. EQUIPMENT 16.1. For all US Sailing Youth or Junior sanctioned events (JOs, qualifiers, finals), each competitor shall wear a US Coast Guard (USCG) approved life jacket that is 100 percent dependent on foam for flotation and the appropriate size for the sailor, at all times while on the water except for brief periods while adding or removing clothing. Sailors may be weighed and their PFD inspected at registration. 16.2. The only gear, rigging, or equipment that a competitor may take aboard a boat is: a refillable water bottle, magnetic card compass, flags, plastic bucket or bailer, normally equipped ditty-bag, personal effects, PFDs and protective clothing. 16.3. Electronic fluxgate compasses and GPS devices of all varieties, styles and combinations are specifically banned. 17. PROHIBITED SUBSTANCES (US Sailing Regulation 10) 17.1. For Junior and Youth events or for junior or youth competitors in any US Sailing championship, no participant or competitor shall use or possess, either on or off the water: 1. marijuana or any other substance if possession is illegal under state or federal law; or 2. any alcoholic beverages. 17.2. An alleged breach of this requirement shall not be grounds for a protest. However, when the protest committee believes that a competitor may have breached the above requirement, it shall follow the process described in Championships Code of Conduct which all sailors must sign and if under 18, their parent or guardian must sign. 18. CONDUCT OF COMPETITORS 18.1. All competitors are expected to maintain the highest levels of conduct throughout the entire event. Enforcement of discipline and conduct will be conducted as per the Racing Rules of Sailing (RRS 69.1) and the policies and procedures of US Sailing (Regulation 15.01). 18.2. The curfew of the competitors shall be 2200. 18.3. Competitors are not permitted to drive any vehicle, including their own, during the event. Competitors who drive themselves to the host club shall leave their vehicle at their host family s home for the duration of the event.

19. PRIZES 19.1. US Sailing Championship medals will be awarded to competitors who finish first through fifth. 19.2. Keeper trophies will be awarded to competitors finishing in the top three (3) places. 19.3. The Nancy Leiter Clagett Memorial Trophy is the perpetual trophy presented to the winner which remains on permanent display at US Sailing. 19.4. The top six boats will qualify for early acceptance to the 2018 U.S. Youth Championships, which is a qualifier for the 2018 Youth Worlds, provided they meet the eligibility criteria and 2018 application deadline. 19.5. The C. Thomas Clagett Jr. Sportsmanship Prize will be awarded to a competitor based on the results of the competitors ballots. 20.
