SEAFARER WELFARE COMMITTEE SOUTHEAST TEXAS WATERWAY ADVISORY COMMITTEE APRIL 24, 2014

BORDER SECURITY & SEAFARER SHORE LEAVE: SPRING ISSUE OF PROCEEDINGS "Seafarers are well trained, entrusted with expensive vessels and valuable cargoes, and they perform essential services to maintain quality. Too often maritime security plans focus on restricting mariners, rather than partnering with them to promote security."

MARITIME HIGH SCHOOL April 16, 2014: Symposium focused on developing a maritime high school in the Port Arthur area. Observations: Many maritime jobs exist in our community; A large majority of these jobs are being filled by people from outside the community; There is a tremendous need to recruit and train the next generation of: Mariners for our inland, brownwater and deepsea fleets Shipfitters and diesel mechanics Radar & Electronic technicians Ship agents, port personnel, stevedores Fishing vessel crews

NATIONAL MARITIME DAY MAY 22, 2014 What: National Maritime Day When: Thursday, May 22, 2014 Time: 10:00 a.m. Where: Seamen's Memorial Sundial (1100 4th Street, Port Arthur) What: National Maritime Day Reception & Recognition of MARAD When: May 22, 2014 Time: 11:00 a.m. Where: Port Arthur International Seafarers' Center (401 Houston Ave., Port Arthur) Program: Lunch sponsored by the Port of Port Arthur, and presentation by Mr. Brian Hill, Gateway Director, US Maritime Administration

TRANSPORTING SEAFARERS & ALCOHOL New Policy: If a seafarer or crew causes problems related to alcohol, the seafarer center will have the right to limit or refuse service to that seafarer or vessel while it is in our area. The seafarers' center would like to ask ship agents and facilities to remind seafarers that transporting of alcohol is no longer possible

ILO MARITIME LABOUR CONVENTION 2006 AMENDMENT TO PROTECT ABANDONED SEAFARERS: Ships will be required to carry certificates or other documents to establish that financial security exists to protect seafarers working on board. Failure to provide this protection may mean that a ship can be detained in a port. As of March 2014, the ILO's Abandonment of Seafarers Database listed 159 abandoned merchant ships, some dating back to 2006. (see www.ilo.org/global/about-theilo/news/wcms_240992/lang--en/index.htm)

As there are no safe havens within the zone, the COTP believes that when sustained tropical storm winds or greater are imminent, evasion at sea is the safest course of action for all seaworthy, deep-draft vessels. This is a recommendation. Ultimately, the responsibility for the safety of a vessel and its crew rests with the vessel s master. Therefore, unless a thorough assessment of the situation indicates a greater level of risk to the safety of life in the port, the COTP will respect a master s decision to remain in port. Facility operators should be advised that the COTP will not order vessels to depart the facility if doing so would unduly hazard the vessel.

As there are no safe havens in the Port Arthur COTP zone, the risk of damage to our ports is reduced when the number of commercial vessels is minimized. Accordingly, commercial ocean-going vessels and ocean-going tug/barge combinations over 500 GT are encouraged to depart the port when hurricanes approach. Masters or agents of vessels unable to depart the port must submit a Remaining In Port Checklist and submit to VTS Port Arthur.

What is the Port Coordination Team (PCT): o The PCT functions as an information exchange entity to help coordinate closing/opening of Port. o Proven track record; worked well during previous waterway incidents & hurricanes. o PCT is responsible for entering data into Common Assessment and Reporting Tool (CART) for vessels.

WHISKEY - Gale force winds landfall within 72 hours o The Captain Of The Port (COTP) will issue radio broadcasts and Marine Safety Information Bulletin (MSIB) as needed to keep mariners informed of developing conditions.

X-RAY - Gale force winds landfall within 48 hours o The COTP will update radio broadcasts and MSIB. o Bunkering / lightering should be complete. o Ships should complete cargo operations. o Anticipate that the COTP will order the port closed to all vessel movements except for emergency / rescue traffic at Port Condition Zulu.
