SOUTH OF PERTH YACHT CLUB Organising Authority OFF THE BEACH SAILING INSTRUCTIONS 2018/19 1. RULES 1.1. Races will be governed by the rules as defined in: a) The Racing Rules of Sailing (RRS). b) The Prescriptions of Australian Sailing (AS) including the Special Regulations Part 2 Off The Beach. c) The Class Rules of each fleet. d) Appendix T Arbitration shall apply. 1.2. Racing Rules will be changed as follows: RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty for all races. 2. NOTICES TO COMPETITORS Notices to Competitors (NTC) will be posted on the official noticeboard located on the west wall of the Centreboard Clubhouse. The race office is the On Water Group (OWG) office located in the main clubhouse. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions (SIs) will be posted not less than 2 hours before the scheduled warning signal on the day it will take effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the signal mast on the Centreboard Clubhouse west lawn. 4.2 Signals made at the start box are deemed to be made afloat. 4.3 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 5. SCHEDULE OF RACES 5.1 The schedule of races is published in the SoPYC Red Book 2018-2019 and at https://sopyc.com.au/news-events/events-calendar/ 5.2 To alert boats that a race or sequence of races will begin soon, the orange staring line flag will be displayed with one sound at least 1 minute before a warning signal is made. 5.3 No warning signal will be made after 1630 hrs. RACING AREA Attachment A shows the main racing area on the Swan River is Melville Water East (MWE) or alternatively in the Canning River (CR). 8. THE COURSES 8.1 The diagrams in Attachment B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 The course to be sailed will be indicated on a course board on the starboard side of the Race Committee vessel, no later than the warning signal. 8.3 An orange flag displayed on the Race Committee vessel will identify that the line is in use and a boat shall not pass in either direction through it except between its warning signal and starting, when finishing, or when using the mark of the line as a rounding mark. 9. MARKS 9.1 Marks are described in Attachment B. 9.2 A new mark, as provided in SI 12, will be red inflatable buoy. 10. AREAS THAT ARE OBSTRUCTIONS The following area is designated as an obstruction: Western Hardstand to Heathcote Spit (22) Obstruction 11. THE START 11.1 Races will be started by using RRS 26 amended as follows: Minutes before Visual Signal Sound Meaning Starting Signal Signal 3 Class flag One Warning signal 2 P, U or Black flag One Preparatory signal 1 Preparatory flag removed One long One minute to start signal 0 Class flag removed One Starting signal 11.2 The starting line will be between the staff displaying an orange flag on the Race Committee boat at the starboard end and a black & white chequered inflatable buoy at the port end. 11.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. [SP][NP] 11.4 A boat that does not start within 3 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5. 11.5 The Race Committee s intention is to start in the order listed below, however, to avoid delays, they may start fleets in an alternative order or combine fleets. 11.6 The warning signal for any fleet will not be made within the 3 minutes of the last boat finishing in the previous race. 11.7 General Recall When a general recall is signalled, the warning signal for a new start for the first recalled fleet will be made at the starting signal of the last fleet in the original sequence. New starts for the other fleets will follow in order thereafter. A general recall signal will be displayed for 1 minute. This changes RRS 29.2 and race signal, First Substitute. 12. CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13. THE FINISH The finishing line will be between a staff displaying an orange flag on the Race Committee boat and a black & white inflatable buoy. 14. PENALTY SYSTEM 14.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty for all races. 14.2 Appendix T Arbitration shall apply. 14.3 [DP] Discretionary Penalty the penalty for a breach of this rule may at the discretion of the Protest Committee, be less than disqualification. 14.4 [SP] Standard Penalty for some specific breaches of the rules, the Race Committee (RC) may apply a standard penalty [SP] without a hearing. The Race Committee may still protest a boat when they considered the SP inappropriate. A boat may request redress when they believe the application of the SP improper. The standard penalty is 20% of the number of boats that started, but not worse than disqualification. This changes RRS 63.1 & Appendix A5. 14.5 [NP] Breaches of the SI s marked [NP] will not be grounds for protest by a boat. This changes RRS 60.1(a). 15. TIME LIMITS AND TARGET TIMES 15.1 Time limits shall apply to each class in accordance with the table below: Event Time Limit for 1 st Boat Target Time Additional Time Multiple Race Series 45 mins 30-35 mins 10 mins Club Championship 60 mins 45-50 mins 15 mins 15.2 If no boat sails the course and finishes within the Time Limit for the first boat, then the race will be abandoned.
15.3 When the Additional Time Limit is applicable, boats failing to finish within the additional time after the first boat sails the course and finishes, will be scored Did Not Finish (DNF) without a hearing. This changes RRS 35, A4 & A5. 16. PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available inside the Centreboard Clubhouse and outside the On Water Group office in the main clubhouse foyer. Protests and requests for redress or reopening shall be delivered to the On Water Group office within the appropriate time limit. 16.2 For all fleets, the protest time limit (PTL) is one hour after the last boat has finished the last race of the day or the Race Committee signals no more racing today, whichever is later. 16.3 Notices will be posted no later than 30 minutes after the PTL to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the On Water Group Meeting Room at the time posted. 17. SCORING refer NoR 18. CHANGE OF HELMSPERSON Refer NoR 19. SAFETY REGULATIONS [NP][SP] 19.1 Sign on/off A boat shall complete the sign on/off sheet which will be available at least 1 hour before the warning signal (adjacent to the Centreboard noticeboard). Boats that fail to sign-on or off shall receive a [SP] without a hearing for each breach. 19.2 Retirement from a race A boat that retires shall notify a Race Committee boat and complete the sign off immediately upon returning to shore. 20. OUTSIDE HELP (On Water Coaching) [NP][DP] Any fleet may request approval from the OA for a nominated club coach to conduct on-water coaching during any race except a Club Championship. This changes RRS 41(c). 21. OFFICIAL BOATS [NP] All official boats will display the words Safety and a SoPYC burgee. 22. SUPPORT/COACH BOATS [NP][DP] 22.1 Support and coach boats shall register online: https://www.topyacht.com.au/entreg/enter.php?e=102.2.321 with the OA. 22.2 All support and coach boats shall keep clear of the racing area while boats are racing (except when rendering assistance to a boat in distress). 22.3 Support and coach boats shall remain at least 50 metres outside areas where boats are racing from the time of preparatory signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment. 22.4 All support and coach boats are required to have a VHF radio and maintain a listening watch on VHF ch. 77 or any other channel specified by the Race Committee. 22.5 When requested by the Race Management Team, support and coach boats shall render immediate assistance as and when directed. 23. RADIO COMMUNICATION [DP][NP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 24. PRIZES Refer NoR 25. DISCLAIMER OF LIABILITY Competitors participate entirely at their own risk. See Rule 4, Decision to Race which states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. The Organising Authority will not accept any liability for material damage or personal injury or death sustained prior to, during, or after any event. No boat shall start in any race unless it has ticked the Declaration forming part of the online sailing nomination form. 26. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AUD $10 million per incident or equivalent.
