McHenry Township Fire Protection District Request for Proposal (RFP) RFP # 18-001 SCBA The McHenry Township Fire Protection District (MTFPD) invites interested and qualified parties to submit a request for proposal for SCBA. Proposal packages will be available for pick up at the District office located at 3610 W. Elm St. McHenry, IL 60050 beginning Monday, January 22, 2018. Proposal packages may also be downloaded from the District website www.mtfpd.org or emailed by contacting Deputy Chief Steven Spraker at sprakersteven@fire.mtfpd.org Two (2) original proposal packages in the prescribed format must be addressed to Deputy Chief Steven Spraker in a sealed envelope clearly labeled SCBA Proposal. The outside of the envelope must include the name, phone number, and email address of the designated contact person. The envelope is to be delivered to McHenry Township Fire Protection District, Attn: Deputy Chief Spraker, 3610 W. Elm St. McHenry, IL 60050 by 12:00 noon (Local Time), on Monday, February 5, 2018. Proposals shall be submitted in the same sequence as specifications for ease of evaluation, comparison, and checking compliance. Proposal price shall not include any federal or state taxes. Proposal price shall include shipping costs.

The safety of our personnel, warranty, service and customer care will all be deciding factors in the RFP process. The district reserves the right to reject any and all RFPs or waive any technicalities. Documents to be submitted with the RFP. 1. Copy of SEI certification to NFPA 1981-2013. 2. Copy of all warranties provided by the SCBA manufacturer. 3. A detailed and itemized list of the items bring offered including the quantities and unit cost. 4. Detailed specification of the SCBA being offered. 5. A list of any exceptions to the specification. For each exception, please explain the details of the exception and offer, if available, an alternative feature. 6. Reference list providing a minimum of five (5) fire departments that have purchased the bid SCBA within the last 12 months. 7. Description of service and repair program, facility, and services including the scheduling or repairs and the annual maintenance program. 8. Description of the training that would be provided. Compliances: All SCBA and accessories shall be approved by the National Institute for Occupational Safety and Health (NIOSH), under 42 CFR, Part 84 for chemical, biological, radiological, and nuclear protection (CBRN) with a 30 minute rated service life and compliant with all requirements of the National Fire Protection Association (NFPA) 1981, Standard on Open-Circuit Self Contained Breathing Apparatus (SCBA) for emergency Services, 2013 edition and NFPA 1982, Standard on Personal Safety Alert Safety Systems (PASS), 2013 edition. Detailed Specification: The following represents the District's minimum requirements for the purchase of Self- Contained Breathing Apparatus (SCBA). Any alternate products offered must meet or exceed these requirements. Vendors interested in proposing alternative products shall submit detailed documentation on the proposed equipment with their RFP submittal. The fire district will have the final decision as to whether or not alternate equipment is acceptable. The McHenry Township Fire Protection District intends to purchase the following quantities of SCBA, spare cylinders, face pieces, and accessories: (66) Self-Contained Breathing Apparatus with 30-minute, 4500 PSI carbon fiber cylinders with quick connect threads (132) 30-minute, 4500psi spare Carbon Fiber bottles with quick connect fitting (170) Face pieces with cloth/kevlar style head harness (170) Heavy duty mask bags with department name embroidered on each (5) Rapid Intervention packs (60-min bottles) with heavy duty bag and quick release harness (1) Fit Testing adapter for OHD Quantifit (1) Flow Test software for Posi Check 3 USB (8) Quick connect adapters for filling stations (2) Tool kits with all necessary tools to service SCBA s in house

NFPA Standard: COMPLIANT: EXCEPTION: All requirements of NFPA 1981 Standard on Open-Circuit Self Contained Breathing Apparatus for emergency services 2013 Edition are listed in this document by reference. All SCBA units in their entirety (including facepeices, if applicable) must be made compliant with NFPA 1981 2018 Edition no longer than 120 days after the release of the new 2018 standard. The update will be made by factory authorized service technicians on-site with no additional charges. The price to make these 2013 Edition SCBA systems complete will be included in the proposal. 2. SCBA Model: COMPLIANT: EXCEPTION: The proposed SCBA model and facepiece must be the latest model offered by the manufacturer. 3. Facepiece: COMPLIANT: EXCEPTION: Facepiece will be offered in multiple sizes, according to fit test results done prior to order. 4. Voice Amplification: COMPLIANT: EXCEPTION: While SCBA is worn, every user will have voice amplification capabilities. No exceptions permitted.
5. Cylinder: COMPLIANT: EXCEPTION: All SCBA bottles in the proposal will be 4500psi, carbon fiber cylinders. All cylinders will have a quick connect fitting and be adaptable to fit current SCBA fill stations 6. Backframe: COMPLIANT: EXCEPTION: The SCBA backframe will be rigid and made of composite or metal material for strength and durability. 7. Cylinder Retention: COMPLIANT: EXCEPTION: All carbon fiber cylinders will be attached onto the SCBA backframe with a metal locking band, or webbing style strap and composite constructed lock. 8. Indicator lights: COMPLIANT: EXCEPTION: All operation indicator lights will be visible to the user from all peripheral angles at all sides of the SCBA. 9. Power Supply: COMPLIANT: EXCEPTION: For ease of maintenance and troubleshooting, the power supply for ALL electronics will be in a central location integrated into the backframe or mounted on the backframe. The energy cells will be rechargeable or disposable and all cells will be of the same size and type. 10. Waist belt/lumbar: COMPLIANT: EXCEPTION: For quick removal, the waiststrap must be a seatbelt style, quick release buckle. With consideration to user comfort, the lumbar section will be of a swivel type. 11. Shoulder straps: COMPLIANT: EXCPETION: Shoulder straps should connect to the backframe, not the waist strap. Low pressure hoses and any electronic wiring will run through the shoulder straps. A hooking D ring should be provided on either the right or left shoulder strap to hook accessory items. Shoulder straps should be field removable in order to be laundered in the Districts current extractor gear washing machines.
12. 2 nd Stage regulator: COMPLIANT: EXCEPTION: The second stage mask mounted regulator will connect to the facepiece and be of a dual action design. Upon removal from the facemask, one of the two actions must turn off donning switch/stop airflow. When connected to the facepiece, the purge valve on the mask mounted regulator must be on the left side of the users mask from the perspective of the user. 13. Shoulder gauge: COMPLIANT: EXCEPTION: The shoulder air pressure gauge/pass alarm will be of digital and pneumatic display design. In the event of an electronics failure, the user will have the ability to check air pressure using the pneumatic gauge. No exception. 14. Buddy Breathing: COMPLIANT: EXCEPTION: The buddy breather system should be secured to the backframe or lower harness with a heavy duty pouch utilizing Velcro and snaps. 15. Warranty: COMPLIANT: EXCEPTION: A minimum of a 15 year warranty is required on all components included in the SCBA system (except consumables). 16. Vendor/Service: COMPLIANT: EXCEPTION: For quick service of unexpected emergency repairs, the Bidder shall have a service or repair facility within 50 miles of the McHenry Township Fire Protection District Station 1, located at: 3610 West Elm Street, McHenry, Illinois 60050. The bidder shall offer on-site repair as an option for quick turnaround of SCBA removed from service. Loaner SCBA shall be provided by the bidder in the event that SCBA s are removed from service due to manufacturer defects.
