SITE: Cedar Falls Falls Aquatic Center 3025 South Main St Cedar Falls, IA 50613 FACILITY: Built in 2008 outdoor heated 50-meter, 8-lane pool; Lane width 8 3. Water depth 6 at starting end, 5 at far end with starting blocks for all 50 s; backstroke flags at both ends 5 meters from the ends of the pool; non-turbulent lane markers; permanent starting blocks at both ends of pool. Daktronics timing system with horn start; back-up button & at least 1 watch per lane for back-up times with an additional watch on the lead swimmer, diving well warm up & warm down area and eight lane scoreboard. The competition course has been certified in accordance with 104.2.2C(4) of USA Swimming Rules and Regulations. The copy of such certification is on file with USA Swimming. COACHES: Only currently registered USA Swimming coach members will be permitted on deck Page 1 of 12

in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to verify that all certifications are current and on file. Coaches shall wear their coach membership cards so that they are clearly visible to swimmers and meet personnel at all times. WARM-UPS: The ISI mandatory warm-up procedure will be followed in accordance with Section J.XI of the ISI Code Book. All swimmers are to carefully enter the pool using feet first, three point entry. The pool will be cleared 10 minutes prior to competition. All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Meet Referee prior to his or her warm-up. The Meet Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to ensure such arrangements are made prior to the start of the meet. RACING STARTS: All swimmers entered in the meet must be certified by a USA Swimming membercoach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY REQUIREMENTS: 1) Swimmers must be currently registered as athlete members of USA Swimming in order to compete. 2) Swimmers must enter in the age group events corresponding to age as of July 10, 2014. 3) A swimmer may enter up to 3 individual events per day. 4) Relays do not count against event limits. 5) Seed times must be submitted for a 50-meter course. 6) Entry times for the 13 and over 50 butterfly, 50 backstroke and 50 breaststroke may be entered in with a 50 meter time in the corresponding stroke and will be seeded by the time supplied. 7) Converted times and NT entries will NOT be accepted. Coaches should enter a 50-meter course time which best reflects the ability of the swimmer. 4-HOUR RULE: ENTRY SUBMISSION: Pursuant to Article 205.3.1F of USA Swimming Rules and Regulations, the program in all age-group competitions (except championship meets) shall be planned to allow the events for swimmers 12 years and younger to be completed in four (4) hours or less. Total entries shall not exceed 100 splashes per lane per session. Relays may be scratched if timeline exceeds four (4) hours. 1) Individual events are $6 per event for all events. 2) Relays are $16.00 per relay. 3) ISI swimmer surcharge is $3.00 per swimmer. 4) Handwritten entries (for teams entering more than five swimmers) $2.00 per swimmer. Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP-8.2). If Page 2 of 12

submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Payment shall be check or money order payable to BLAST. All entry fees, including ISI swimmer surcharge, can be on one check. The host club reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI swimmer surcharge will be refunded only if the entire meet is cancelled. ENTRY DEADLINE: 1) Entries will be accepted starting 1:00 pm Monday May 12, 2014 from teams/athletes IN the Iowa LSC and from non-isi teams that attended last year. 2) Entries will be opened to all teams 1:00 pm Monday, May 19, 2014. 3) Electronic Entries due no later than Sunday, July 6, 2014. 4) Entry hardcopies, financial sheet and fees due at start of meet. If hardcopies and fees are not received by due date, athletes will be scratched. 5) Entries will be confirmed via a return email receipt. 6) Entries will not be accepted by phone, fax, or mail. Accepted team entries must have all participants listed. Event changes will be allowed, if space permits, but additional swimmers not listed after meet is full will not be accepted. Once a team s entries have been accepted by the meet host, that team is considered entered into the meet. The host team in not permitted to rescind a team s entries once the meet host sends email confirmation that the team is entered. A team entering a meet is responsible for entry fees for all swimmers entered into the meet. Changes or scratches in a team s entries prior to the meet deadline do not relieve a team of the responsibility to pay for confirmed entries. ENTRY LIMITS: 1) The Open 400 IM is limited to 112 total entries. The 56 fastest girls and 56 fastest boys will be entered. Adjustments will be made if there are less than 56 entries in one gender and we will fill those spots with entries from the other gender to have a total of 112 entries. Those entrants not in the top 112 will be given opportunity to substitute to another event during this session. You will be contacted via email and allowed to enter an alternate event. 2) The 12 & Under 400 IM is limited to 32 total entries. The 16 fastest girls and 16 fastest boys will be entered. Adjustments will be made if there are less than 16 entries in one gender and we will fill those spots with entries from the other gender to have a total of 32 entries. Those entrants not in the top 32 will be given opportunity to substitute to another event during this session. You will be contacted via email and allowed to enter an alternate event. 3) The 12 & Under 400 Free is limited to 64 total entries. The 32 fastest girls and 32 fastest boys will be entered. Adjustments will be made if there are less than 32 entries in one gender and we will fill those spots with entries from the other gender to have a total of 64 entries. Those entrants not in the top 64 will be given opportunity to substitute to another event during this session. You will be contacted via email and allowed to enter an alternate event. 4) The Open 1500 Free is limited to 32 total entries. The 16 fastest girls and 16 fastest boys will be entered, with the 8 fastest in each gender swum during Page 3 of 12

finals. The two morning heats will be swum women and men combined together fastest to slowest. Adjustments will be made if there are less than 16 entries in one gender and we will fill those spots with entries from the other gender to have a total of 32 entries. Those entrants not in the top 32 will be given opportunity to substitute to another event during this session. You will be contacted via email and allowed to enter an alternate event. 5) The 12 & Under 800 Free is limited to 24 total entries. The 12 fastest girls and 12 fastest boys will be entered. The heats will be swum girls and boys combined together fastest to slowest. Adjustments will be made if there are less than 12 entries in one gender and we will fill those spots with entries from the other gender to have a total of 24 entries. Those entrants not in the top 24 will be given opportunity to substitute to another event during this session. You will be contacted via email and allowed to enter an alternate event. 6) The 9-12 year old 200 Free and 9-12 year old 200 IM are limited to 160 total entries. The 80 fastest girls and 80 fastest boys will be entered. Adjustments will be made if there are less than 80 entries in one gender and we will fill those spots with entries from the other gender to have a total of 160 entries. You will be contacted via email and allowed to enter an alternate event. LATE ENTRIES: Late entries for Thursday evening events need to be received by noon on Thursday, July 10, 2014, by phone to the entry person. Late entries for all other events will nly be accepted in person between 7 pm and 8 pm (after the scratch deadline) each day and only if an empty lane is available after scratches have been processed. Zero heats WILL NOT be added. If the meet has filled, late entries will only be accepted from swimmers already entered in the meet. Late entries will not be accepted for swimmers who are at their session limit. Contact Jordan Wessels to inquire about late entry availability. 1) Late entry fees are $11 per individual event and $30 per relay. 2) Swimmers not already entered into the meet will be required to pay the $3.00 ISI swimmer surcharge and show proof of USA swimming registration (either 2014 athlete membership card or athlete membership list from club portal). SWIMMERS WITH DISABILITIES: SEND ENTRIES TO: MEET DIRECTOR: Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee. The swimmer (or swimmer s coach) is responsible for providing any equipment or assistants required. If you are able to officiate, please contact the Meet Referee. A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified Official acting at large will be established in accordance with Section J.X of the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. (Protests against judgment decisions can only be considered by the Referee and the Referee s decision is final.) The committee shall act as a review section in case of an emergency hearing. 1) All Thursday evening events will be pre-seeded, except the 400 IM which requires positive check-in. All Friday/Saturday/Sunday events will be preseeded for 12&U events except 400 and 800 free and deck-seeded for 13&O events following the scratch deadlines (see SCRATCHES ). 2) Positive check-in is required for the 400 IM by 5:15 pm on Thursday July 11th at the head timers tent. 3) Swimmers in all events shall report directly to the starting blocks. Swimmers will NOT be checked in by a Clerk of Course. 4) True flyover starts will be used for all prelim & timed finals events. Swimmers need to be ready for their event and heat and immediately step up on block on the long whistle. 5) To facilitate meet operation, events will be combined and separated later for results and scoring as follows: a) No 8 & Under events will be combined with older swimmers. b) All timed final events for 9 to 12 will be multi-age group events, split into 9-10 and 11-12 age groups for awards. c) All prelim events for 13 & Over will be multi-age group events, split into 13-14 and Open for finals. Swimmers who are 13 or 14 and wish to compete in Open events at finals must inform the entries chair at the time entries are submitted. d) All events may be combined women/men if necessary. e) The host team reserves the right to swim 2-per-lane in the 1500 Free if necessary. f) Other combinations may be made at the discretion of the Deck Referee. 6) With the exception of the 50 Free and 400 Free, the top 8 swimmers in prelim events will qualify for the Championship (A) final and the next 8 swimmers will qualify for the Consolation (B) final. a) For the 13-14 50 Free, the top 8 will swim the Championship final, the next 8 will swim the Consolation final, and the next 8 will swim in a Bonus final. b) For the Open 50 Free, the top 8 will be swum as a dueling 50 (see below). The next 8 will swim the Consolation final and the next 8 will swim in a Bonus final. Page 5 of 12

c) The dueling 50 will be swum as follows: The 1st seed will swim the 8th seed, 2nd seed vs. 7th seed, 3rd seed vs. 6th seed and 4th seed vs. 5th seed in head to head competition in the quarterfinals. The four winners will swim off head to head in the semi-finals and then the two winners will swim off in the final. d) For the 400 Free, only the top 8 swimmers in each 13-14 and Open will advance to the evening finals. 7) The 400 Free, 800 Free, and 1500 Free will be swim fastest to slowest, alternating women and men, with the exception of evening finals. The top 8 seeded in the 1500 Free will swim in the evening finals. 8) Swimmers in the 800 Free and 1500 Free are requested to supply their own timers and counters. 9) If names for relay events are included in entries, those names will be on the relay cards at the meet. 10) Relays may be dropped from the schedule if necessary. We will do all we can to run the relays as stated. If relays are cancelled, teams will be given a full refund of the relay cost. 11) Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is strongly discouraged. 12) Note that the host is not responsible for providing rest for swimmers between events. If a swimmer has less than 10 minutes between swims, the swimmer (or swimmer s coach) should inform the Deck Referee. SCORING & AWARDS: SCRATCHES: No Meet Scoring. All athletes will receive a participation gift. Medals for 1 st -3 rd and Ribbons 4 th -8 th on all 12&U individual and relay events. ISI Scratch Rule is in effect. See ISI Code Book Section J-XII. Swimmers choosing to scratch from Friday or Saturday evening Finals must scratch (or declare intent to scratch) within 30 minutes of the official announcement of preliminary results. Any swimmer qualifying for Finals who fails to compete in Finals shall be barred from further competition for the remainder of the meet (unless properly scratched within the 30 minute period described above). In addition, if a swimmer fails to show for any finals on the last day they are entered in the meet and has not scratched according to the rules of the meet, a $50 fine will be imposed. A swimmer cannot participate in any future ISI sanctioned meet until the fine is paid in full. Club registrations and non-athlete registrations will not be accepted. USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS. There is no smoking in the swimming venue. Participants consent to be photographed/filmed by any authorized photographer(s) and/or network(s) of ISI and/or Black Hawk Area Swim Team under conditions determined by BLAST, and authorize the use of names, pictures, likenesses, and biographical information before, during or after the event to promote swimming. No awards received in this competition may be used for trade or financial gain. Programs will be on sale at the meet. Electronic results will be provided to all ISI teams and any non-isi team participating in the meet. Final results will be posted on the ISI website. A hardcopy of the final results may be requested on the ISI Financial Sheet for an additional $5.00. Concessions will be available during the meet offering a variety of hot food, fruits, baked goods, snacks and drinks. Limited spectator seating is available around the deck. Spectators are encouraged to bring portable seating, and are reminded to remain in designated spectator areas during the meet to facilitate smooth meet operation and officiating/coaching. NO TENT STAKES WILL BE ALLOWED; we will provide some buckets for water, but no bungee cords or tie downs so bring your own. Tents and chairs can be left up over night but all ground coverings, including tarps will need to be pulled up over night. Splash Multisport will be onsite and will have a variety of swimwear and accessories available for sale at the meet. You can visit them at www.splashmulti.com A list of lodging accommodations is attached. No Parking areas will be clearly marked and strictly enforced, be sure to park in approved parking areas. There is NO PARKING along the road in front of the pool. The city does plan to have the zero depth pool and the lazy river open to the public and family members from noon to 8:30 pm while the meet is going on. This is a separate pool and does not interfere with the operation of the swim meet. Admission to the public portion of the pool is allowed. Access to these two pools will be limited and must be thru the main pool entrance and must possess a wrist band.
