2018 Indoor Track & Field Games Committee Manual

This manual was developed in 1998 by the NAIA Indoor Track and Field Games Committee. Its purpose is to: 1. Serve as a procedures manual to assist the games committee in its duties. 2. Provide specific direction for forming heats/flights, advancement formulas, and drawing for lanes according to the NCAA Track and Field rule book. 3. Ensure consistency of games committee conduct and performance from year to year. This handbook is revised yearly to reflect changes in the NCAA rulebook. It is a policy guide that should be adhered to whenever possible. GAMES COMMITTEE DUTIES The general Track and Field Games Committee duties are outlined in the NCAA Men s & Women s Cross Country & Track & Field Rules (refer to Rule 3, Section 2). The NAIA Indoor Track and Field Games Committee performs additional functions as outlined in this manual. 1. BEFORE THE CHAMPIONSHIPS A. Review requests/considerations regarding general meet administration throughout the season. B. Verify meet management setup completed by meet entry management personnel. i. Proof of Performance and Declarations: In conjunction with the NAIA sport manager, work with meet entry management personnel as needed throughout the entry submission process. Review disputes and requests for exceptions to entry procedures. ii. Check-in: Verify all performances, certify total number of performers, and finalize meet entries. iii. Heat Sheets: Finalize seeding formulas, advancement formulas, and starting heights (high jump and pole vault). Work with meet entry management personnel to finalize heats and flights for each event. Review and approve heat sheets before distribution to coaches. iv. Communicate NAIA-specific rules and procedures with necessary meet personnel. a. NAIA Honest Effort Rule (Effective 2008, found in the NAIA Track and Field Coaches Manual): 1. Medical - Ensure medical personnel understand their role in the process of reinstating an injured athlete. It is important for them to know there has to be a legitimate reason why the athlete missed an event due to injury/illness. 2. Officials Ensure meet officials/referees are aware of their role in making the judgment call during an event about honest effort and then reporting to the appropriate meet personnel. Marshals/Judges report to head event referee. The referee then decides if a warning or a DQ is warranted and then reports back to the games committee. v. Inspect the championship facility prior to the start of competition. 2. DAILY AT THE CHAMPIONSHIPS At least one games committee member must be in the games committee area at all times during competition. It is recommended that all members be at the facility whenever possible. Review and approve results and advancement formulas for each event during the championships. A games committee member must sign the results sheet after each round of competition in each event. All results must be approved prior to distribution for posting or announcements. The games committee is responsible for working with the timing system operator to correct computer errors. Confer with head officials, with assistance of the head event referees, regarding questionable marks. Ensure results reflect the actual situation with proper identification of DNS, DNF, DQ, etc. This will take coordination with the clerk of the start and clerk of the finish and championship timing crew. 3. TRACK AND FIELD RULES AND REGULATIONS/GAMES COMMITTEE RESOURCES NAIA Track and field is administered using the following sources of information: 1. NAIA Track and Field Coaches Manual 2. Respective NAIA Indoor/Outdoor Games Committee Manuals 3. NAIA Official & Policy Handbook 4. NAIA Track and Field Casebook 5. NCAA Track and Field Rule Book The NAIA follows track and field rules as specified in the current NCAA rulebook unless otherwise specified by NAIA-specific policies. The NCAA Track and Field Rulebook further defines the role of the games committee in Rule 3, Section 2. It is important for the games committee to review all yearly changes to the NCAA Rule Book and note what decisions need to be made to update the NAIA Games Committee Manual. The various duties for the games committee, as defined in the NCAA Rule Book are listed below with the cross reference and guidance needed to fulfill each duty. A. Determine the number and assignment of officials. (NCAA Rules 3-1-2, 8-5-2) Effective March 2008 the NAIA works with a supervisor or coordinator of officials in the local host community to coordinate officials staffing for the championships. The NAIA selects head event referees and head starters, all of whom are USATF national-level certified in their assigned responsibilities. B. Assist the meet director with meet administration. (NCAA Rules 3-3-2, 8-6-1) Before the meet, the games committee assists by serving as a sounding board for ideas generated by the championship host. The NAIA sport manager serves as the main source of help for the host institution. At the meet, the games committee serves as first responders to needs that arise. After the meet, the games committee recommends ideas for improvement of the championship. C. Appoint a jury of appeals to serve as the final authority on appeals of the referee s decisions, if such a panel is deemed appropriate, and provide for the jury and/or other pertinent officials to remain at the competition site until the end of any protest period. Since 2003 the games committee has been serving as the Jury of Appeals at the championships. It is important for the umpires to document their calls and for that information to be given to the head event referee. The head event referee then determines the call (DQ, no call, etc.) and informs the coach of the decision. A well-trained crew of officials at the meet will leave the jury with very few appeals to be heard. It would be very unusual for the jury to overrule a decision by a head event referee. D. Determine the number of competitors an institution is allowed in each event. (NCAA Rule 4-2-3) In the NAIA Coaches Manual, the number of competitors is defined as the same as places scored at the meet. (Indoor - eight, outdoor eight). E. Determine the use and placement of competitor s identification. (NCAA Rule 4-3-4) Found in the NAIA Track and Field Casebook Talking Points for the Meeting. Numbers are placed on the front and back to assist the officials with their duties at the meet. Pole vault and high jump may use one number on either the front or back. F. Approve the time schedule and changes in order of events. (NCAA Rules 4-4-1, 4-4-4) The time schedule is done in consultation with the venue host and the NAIA sport manager. The track portion remains fairly constant. The field portion varies according to constraints at the venue. Last Modified: 2/13/2018 10:10:00 AM 4

G. Verify that all events are held at the main meet venue except at conference championships. The NAIA sport manager conducts host site visits and reviews all facility requirements for the meet at that time. H. Determine the number of lapped runners who shall remain in the competition. (NCAA Rule 5-4-2-Note) This is a games committee decision - All lapped runners remain in the competition. I. Determine the structure for running timed-section finals. (NCAA Rule 5-10) This format is used for the 200m, 400m, and 600m for indoor when on a 6-lane track. This format is not normally used in the outdoor championship and would only be used if the weather did not permit the usual format of prelims to finals. J. Determine the qualifying procedures and drawing for lanes. (NCAA Rule 5-11) Addressed in this manual. See sections that follow. K. Decide procedures to resolve ties for the last qualifying position in subsequent rounds. (NCAA Rule 6-2-2) Field Events - Follow the NCAA Rule Book for field events. (NCAA Rule 5-11-8) Track Events Follow the NCAA Rule Book for track events. If timing cannot define the place (to a smaller fraction of a second) then the games committee decides if there should be a run off or if the position is drawn by lot. Drawing by lot would be the preferred second choice over a runoff. L. Approve the timing equipment to be used. (NCAA Rule 5-12-3) The championship host contracts for the timing of the meet with certain requirements specified by the NAIA. The games committee recommends the provider follow the minimum requirements as listed in the Rule Book. M. Determine the use of implements for the meet. (NCAA Rule 6-1-12) Competitors shall be allowed to use a personal implement that meets the rulebook specifications. The games committee, championship host and NAIA do not provide implements. N. Set the time and place for inspecting, weighing, and measuring all implements to be used in the meet. (NCAA Rule 6-1-12) The weigh-in schedule is coordinated with the host venue. Times are established for check-in of implements that correspond to the meet schedule. The implement check-in times are announced to the coaches and posted at the venue. An implement that does not pass inspection shall be impounded until after the event. O. Approve the measuring apparatus. (NCAA Rule 6-1-15) The host/venue should provide at least one steel tape for certification of record marks in the field events. P. Designate field event site or runway, including direction, at least one hour before competition begins. (NCAA Rule 6-1-18) Specifically for outdoor, this is done in consultation with the Head Field Referee and the Head Judge for the event. Head wind preferred for the discus, javelin. Tail wind preferred for the long jump, triple jump, high jump and pole vault. Q. Determine the number of field-event competitors who will advance to the final round. R. Establish a time by which all preliminaries in a field event must be completed. (NCAA Rule 6-3-2) Follow the NCAA Rules. Athletes may compete out of order within a designated flight. S. Group Field-Event Competitors. (NCAA Rule 6-4-1) See Field Event Administration in next section. T. Set starting heights and increments (NCAA Rules 6-5-2, 6-6-1, 9-2-2i) U. Determine the length of the course country course. (NCAA Rule 8-2-1) Not applicable. V. Determine the use of facilities for and the conduct of combined events. (NCAA Rule 9-2- 2f) It is a games committee decision if separate but equal facilities are available for the multi events. NAIA sport manager reviews during initial site visit and confirms on the facility walk-through with head event referees. 2007 Rule Change (NCAA Rule 4-3-6c) The NAIA indoor and outdoor games committees do not provide official video of events or allow the use of personal photos-video to decide protests. ADMINISTRATION OF FIELD EVENTS 1. HIGH JUMP AND POLE VAULT In the high jump and pole vault, each competitor is allowed an attempt in the order in which the competitor s name has been drawn by lot. When there are large fields in the high jump or pole vault, greater than 15, it is recommended to establish continuing flights of 5 competitors (five-alive method) as a replacement for the normal order of competition. Once an athlete has cleared or missed 3 attempts at a height, another athlete shall be added to that position in the continuing flight, moving down the listed order of competition until all competitors have completed attempts at each height. Therefore, jumps attempted by competitors would not be separated by more than 4 attempts from other athletes at any height. When the number of competitors remaining at a given height is fewer than 9, the 5-alive system is abandoned and replaced by a continuous flight until the next height change. STARTING HEIGHTS/PROGRESSIONS Starting Heights: Pole Vault: 10 centimeters below the lowest seed mark in the competition; High Jump: 5 centimeters below the lowest seed mark in the competition. Increments: Pole Vault: one increases of 10 centimeters, all others at five centimeters; High Jump: one increases of 5 centimeters, all others at three centimeters. 2. THROWING EVENTS, LONG JUMP AND TRIPLE JUMP A. QUALIFYING PROCEDURES In the preliminaries of the throwing events, long jump and triple jump, each contestant shall be allowed 3 attempts. The games committee shall determine the number of qualifiers to the finals. It is recommended that the top 9 competitors in the preliminaries advance to the finals. B. ORDER OF COMPETITION In throwing events, long jump and triple jump, the order of competition in qualifying and/or preliminaries, and within a flight shall be power seeded. Throws and horizontal jumps will be seeded with top marks in final flights. The competitors may be arranged in flights not larger than 12 and not smaller than 5. ADMINISTRATION OF RUNNING EVENTS The games committee is responsible for oversight of the formation of qualifying heats, determining advancement formulas for subsequent rounds, and for drawing of lanes. 1. FORMATION OF HEATS The declared competitors will be assigned to the first-round heats in the order in which their names are listed on ranked performance list working alternately from left to right and right to left. This procedure could cause two or more athletes from the same team to be assigned to the same heat. These heats shall not be altered. Heat order shall be drawn by lot. Refer to NCAA Track and Field Rulebook, Rule 5 Section 11 for example. In those events in which more than 2 rounds are contested, it is preferred that at least 2 qualifiers from each heat advance to the next round. 2. QUALIFYING FOR FINALS SPECIAL NOTE When the indoor meet is conducted on a 6-lane track, the 60M, 60M hurdles, 200M, 400M, and 600M finals will be conducted in two (2) heats of 4 competitors taking part. 60m Dash, 60m Hurdles and 4x400 Heat 1: Q5, Q6, Q7, Q8 Heat 2: Q1, Q2, Q3, Q4 200m, 400m and 600m Heat 1: Q3, Q4, Q6, Q8 Heat 2: Q1, Q2, Q5, Q7 800m, 1,000m, DMR and 4x800 2 Alleys of 4 athletes Mile 1 waterfall of 10 athletes 3,000m and 5,000m 1 waterfall of 12 athletes a. When the number of advancers to the final round is less than or equal to the number of lanes, at least the heat winner shall advance to the next round. All other qualifiers in the round shall advance on the basis of time. b. When the facility has fewer than eight usable lanes and eight competitors/teams advance to the final, the competitors/teams shall qualify only on the basis of time from preliminary rounds. Advancement based on time only is not permitted for any other circumstance. c. In races that start in lanes but do not finish in lanes, 400M and 600M, at least the winner in each heat shall advance and all other qualifiers shall advance on the basis of time. In the 800M and 1000M the first 2 places in each heat shall advance and all other qualifiers shall advance on the basis of time. d. e. If preliminaries are run in the 800M and/or 1000M, 8 competitors shall qualify for the finals. It is recommended that the top 2 from each heat advance; however, at least 2 must advance on the basis of time. f. If preliminaries are run in the 1500M/Mile, at least 9 and not more than 12 competitors as determined by the games committee shall qualify for the final. It is recommended that the top 3 from each heat advance; however, at least 2 must advance on the basis of time. g. If 12 or fewer competitors report for the 1500M/Mile, it is recommended that the event shall be run as a final. h. On a 6 lane track, if 14 or fewer competitors report for the 3000M run, the event shall be run as a final. If more than 14 competitors report for the 3000M run, 12 competitors shall qualify for the final. i. On an 8-lane track, if 16 or fewer competitors report for the 3000M run, the event shall be run as a final. If more than 16 competitors report for the 3000M run, 12 competitors shall qualify for the final. j. If 16 or fewer competitors report for the 5000M run, the event shall be run as a final. If more than 16 competitors report for the 5000M run, 12 competitors shall qualify for the final.
