In accordance with its remit, the Lithuanian Ministry of Communications hereby submits the national road safety development programme for 2011-2017 (hereinafter referred to as the Programme ), as approved by Government Resolution No 257 of 2 March 2011 (Official Gazette, 2011, No 29-1368), and the inter-institutional activity plan for the implementation of the national road safety development programme for 2011-2017 (hereinafter referred to as the Plan ), approved by Government Resolution No 1165 of 5 October 2011 (Official Gazette, 2011, No 123-5831). We would hereby inform you that a new national road safety development programme for 2017-2020 will be drawn up in 2017, as a continuation of the previous Programme. We hereby note that the Plan was prepared pursuant to Commission Recommendation 2004/345/EC on enforcement in the field of road safety. APPROVED By Resolution No 257 of the Lithuanian Government of 2 March 2011 NATIONAL ROAD SAFETY DEVELOPMENT PROGRAMME FOR 2011-2017 I. GENERAL PROVISIONS 1. National road safety development programme for 2011-2017 (hereinafter referred to as the Programme ) is intended to facilitate the implementation of the road safety vision, so that no road users are killed or suffer serious injuries in Lithuania. 2. The programme sets out the objectives, the implementation of which will further reduce the number of traffic accidents in Lithuania as well as the number of road users killed and injured during such accidents. 3. The programme has been prepared in line with the Law of the Republic of Lithuania on Road Safety (Official Gazette, 2000, No 92-2883; 2007, No 128-5213) and the strategic planning methodology approved by the Resolution No 827 of the Lithuanian Government of 6 June 2002 approving the strategic planning methodology (Official Gazette, 2000, No 57-2312; 2010, No 102-5279). 4. The programme has been aligned with the Communication of the European Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions of 26 July 2010 Towards a European road safety area: policy orientations on road safety 2011-2020 (COM(2010)389 final). 5. The strategic objective of the programme is to attain that Lithuania appears between the 10 European Union Member States with the best results in terms of the road users killed in traffic accidents per 1 million of the country s inhabitants (or no more than 60 people killed in traffic accidents per one million of inhabitants), by improving the state of road safety. 6. The strategic objective will be attained on the basis of the following priorities: 6.1 safe conduct of road users (hereinafter referred to priority 1); 6.2 safe roads (hereinafter referred to as priority 2); 6.3 safe vehicles (hereinafter referred to as priority 3); 6.4 speedy and qualified first aid to road users (hereinafter referred to as priority 4); 6.5 modern information technologies (hereinafter referred to as priority 5). II. OBJECTIVES, TASKS, EVALUATION CRITERIA AND THEIR VALUES 7. To implement priority 7, the following objectives will be pursued: 7.1. ensure education of road users in the field of road safety (hereinafter objective 1 of priority 1). The objective 1 of priority 1 shall be pursued for the following reasons:

7.1.1 about 90% of traffic accidents occur due to the fault of road users, and education and control greatly affects their conduct; 7.1.2 it is important to organise training of children in road safety matters, in order to properly develop their abilities in the field of road safety; 7.1.3 it is important to continue the education of the society in the field of road safety, by developing the correct attitude towards road safety problems. The condition of road safety was highly improved by reason of social advertising in the field of road safety, transmitted in 2005-2010, also a road safety promotional campaign Stop the war on the roads, initiated by the national transmitter; 7.1.4 it is important to improve initial training organisation processes for drivers, as 15% of all traffic accidents occur due to the fault of starting drivers; 7.1.5 it is important to improve the knowledge of road safety specialists, as the operational benefit in all areas of road safety depends on them; 7.2. the following tasks need to be implemented in order to attain the objective 1 of priority 1: 7.2.1 to prepare road safety specialists, teachers and upgrade their qualification; 7.2.2 to develop children s road safety culture abilities at educational establishments; 7.2.3 to educate the society; 7.2.4 to improve driver training quality; 7.3 to ensure the control of road users (hereinafter referred to as objective 2 of priority 1). The objective 2 of priority 1 shall be pursued for the following reasons: 7.3.1 about 90% of traffic accidents are determined by the conduct of road users on the road. The conduct of road users on the road is greatly affected by the requirements of Road Traffic Rules, the control of their compliance and the amounts of fines for violations of Road Traffic Rules. 7.3.2 In 2005-2010, liability for most serious violations of Road Traffic Rules has been made more stringent, however, control of road users on regional and country roads is still insufficient, therefore, probability to be punished for the violation of Road Traffic Rules remains small. This results in the large number of unrecorded violations of Road Traffic Rules. 7.4 The following tasks need to be implemented to attain objective 2 of priority 1: 7.4.1 organise control of road users; 7.4.2 control of dangerous and bully behaviour; 7.4.3 control of inebriated road users;

7.4.4 control of driving speed; 7.4.5 control the use of safety devices; 7.4.6 control the use of reflectors; 7.4.7 implement the control of driving and rest regime. 8. To implement priority 2, the following objective will be pursued: 8.1. to increase road infrastructure safety (hereinafter referred to as priority 2 objective). Priority 2 objective shall be pursued for the following reasons: 8.1.1 many traffic accidents occur due to violation of the requirements of Road Traffic Rules by road users. A duly designed road infrastructure and measures on the roads designed to improve road safety help attenuating the consequences of traffic accidents; 8.1.2 the large part of the Lithuanian road infrastructure fails to meet the requirements of road safety. By improving the road infrastructure, it is important to implement only economically reasoned and effective measures; 8.2. the following tasks need to be implemented to reach the priority 2 objective: 8.2.1. to increase road infrastructure safety for pedestrians and cyclists; 8.2.2 to increase road infrastructure safety for drivers and passengers; 8.2.3 to manage driving speed; 8.2.4 to reduce the number of road sections with high accident rates and black spots ; 8.2.5 to implement the control of road infrastructure. 9. To implement priority 3, the following objective needs to be pursued: 9.1. to increase vehicle safety (hereinafter referred to as priority 3 objective). Priority 3 objective is pursued for the following reasons: 9.1.1 safe vehicles with modern equipment, also safe road infrastructure helps attenuating the consequences of drivers mistakes, also protects passengers and other road users at the time of the accident; 9.1.2 in Lithuania, most of the cars acquired and operated are used cars, often repaired after traffic accidents, and they can be unsafe by reason of their age or improperly recovered technical properties; 9.1.3 the average age of vehicles used in Lithuania is 15 years. Safety equipment of such vehicles is incomparable to the safety equipment of new vehicles.

9.2.3 The following tasks need to be implemented to attain the priority 3 objective: 9.2.1 to control the technical condition of vehicles; 9.2.2 to increase the number of safer vehicles. 10. To implement priority 4, the following objective will be pursued: 10.1 to ensure speedy and qualified assistance to victims (hereinafter referred to as priority 4 objective). Priority 4 objective is pursued because the life of road users heavily injured during a traffic accident directly depends on the speed and quality of first aid. Priority 4 objective is intended to ensure speedy and qualified work of rescuers and medical practitioners on the roads; 10.2 The following tasks need to be implemented to attain the priority 4 objective: 10.2.1 to improve the work of rescue services on the roads; 10.2.2 to improve the work of medical services on the roads. 11. To implement priority 5, the following objective will be pursued: 11.1 to improve traffic data management (hereinafter referred to as priority 5 objective). Priority 5 objective is to be pursued for the following reasons: 11.1.1 traffic data is highly valuable to identify road safety problems, objectives and to select measures to develop road safety. Traffic data collected and immediately communicated to road users increase the accessibility of such data. For this reason, it is important to improve the management of traffic data, as implementation of information technology measures increases the reliability of the submitted data and the opportunity to use them in an operative manner. With regard to this, the aim is also to develop intellectual transport systems, the application of which is still insufficient in Lithuania; 11.2 The following tasks need to be implemented to attain priority 5 objective: 11.2.1 to improve the procedure for collecting and submission of road safety data; 11.2.2 to implement and develop intellectual transport systems (ITS). 12. The criteria for evaluating the implementation of the programme and their values are listed in the Annex to the Programme. III. PROGRAMME IMPLEMENTATION AND ACCOUNTABILITY 13. The Ministry of Communications coordinates the implementation of the programme. 14. The following ministries implement the programme: Ministry of Communications, Ministry of the Interior, Ministry of Education and Science, Ministry of Health, municipalities, Lithuanian Road Administration under the Ministry of Communications, National Road

under the Ministry of Communications, Police under the Ministry of the Interior, Fire Safety and Rescue under the Ministry of the Interior, Vehicle Insurers Office. 15. An inter-institutional activity plan is prepared to coordinate the implementation of the programme, to be approved by the Lithuanian Government. 16. Within 15 working days from the end of the year, the institutions implementing the programme shall submit information to the Ministry of Communications on the attained activity results. The explanatory information shall also be submitted, by stating the reasons for failing to attain or for exceeding the planned values of the assessment criteria and/or other relevant information. 17. The Programme is financed from general state budget appropriations for administrators, allocated on the basis of financial performance of the state, funds from municipal budgets, funds of the Road Supervision and Development programme, also from the prevention fund of the Lithuanian Vehicle Insurers Office, European Union support funds, programmes and other funds lawfully obtained.

GENERAL PROVISIONS 1. Inter-institutional activity plan for 2012-2014 implementing the national road safety development programme for 2011-2017 (hereinafter referred to as the inter-institutional activity plan) has been prepared in line with the Law of the Republic of Lithuanian on Road Safety (Official Gazette, 2000, No 92-2883; 2007, No 128-5213), the strategic planning methodology approved by Resolution No 827 of the Lithuanian Government of 6 June 2002 approving the strategic planning methodology (Official Gazette, 2002, No 57-2312; 2010, No 102-5279), and the national road safety development programme for 2011-2017 (hereinafter referred to as the Programme ), approved by Resolution No 257 of the Lithuanian Government of 2 March 2011 approving the national road safety development programme for 2011-2017 (Official Gazette, 2011, No 29-1368). 2. The purpose of the inter-institutional activity plan is to pursue the strategic objective of the Programme to attain that according to the number of road users killed during traffic accidents per 1 million of inhabitants, Lithuania appears between 10 Member States of the European Union with the best results (or no more than 60 killed road users per million inhabitants). 3. The inter-institutional activity plan particularly focuses on the following areas: 3.1 improving the conduct of road users this includes ensuring education and control of road users in the field of road safety, development of road safety culture in children in the education establishment, improving the quality of driver training, training and qualification upgrading of road safety specialists and teachers, also organisation of control of road users, control of dangerous and bully conduct, control of inebriated road users, driving speed control, control of the use of safety devices, control of the use of reflectors, control of driving and rest regime; 3.2 development of safe roads this includes increasing safety of road infrastructure for pedestrians, cyclists, drivers and passengers, managing driving speed, safety control of road infrastructure; 3.3 improving the condition of the car park this includes increasing vehicle safety, performing the control of technical condition of vehicles and increase in the number of safer cars; 3.4 provision of speedy and qualified first aid to road users this includes guaranteeing speedy and qualified aid for victims, improving the work of rescue and medical services on the road;

3.5 development of modern information technologies this includes improving the management of traffic data, improving the process of collection and communication of safe traffic data, development of intellectual transport systems (ITS). 4. It is expected that after implementing the objectives and tasks of the inter-institutional activity plan, a transparent, effective and results-oriented, information technology based public administration system will be created in line with the needs and expectations of the society. 5. The Ministry of Communications coordinates the implementation of the interinstitutional activity plan.

II.
