Revised as of June 22, 2016 2016 Lake Charles Ward 3 Recreation LCW3-ACV OFFICIAL RULES (Must be 18 years or older) Adult Coed Volleyball League These rules and regulations were put in place by the Directors of LC Ward 3 Recreation. Other regulations will refer to the National Federation of State High School Association. I. League Fee: A team must be registered and paid in-full prior to the season. Any team that has not paid the $150.00 League Fee will not be put on the 2016 Game Schedule. Deadline for the League Fee is July 21, 2016. II. Grace Period: Teams are expected to arrive 15 minutes prior to game time. A 10 minute grace period will be given to the team(s) that does not have enough players to start the game. Note: All games are to start on time (or as soon as the previous game ends). If the previous game ends 10 min late, no grace will be given to either team that is scheduled for the next game. In the event of the 10 minute grace period both teams are required to take the court and be ready for play; regardless of the number of teammates. Ex: If a team only has 3 players, they are to take the court with those 3 players while they wait for their teammate(s). The game will be cancelled once the 10 minute grace period has expired, and there will not be an exception to this rule. The team that was short players will receive an L on their record. The winning team will be awarded a W +15pts towards their point system. If both teams are short players, it will be considered a tie. Under certain circumstances (traffic, etc.), the rescheduling or time changing of games will be taken into consideration, but only at the League Director s consent. III. Rosters: Before any players can be admitted to play in the league, he/she MUST sign the team s roster/waiver sheet. All rosters should be finalized by August 30, 2016. There will be no adding players to the roster after this date, unless there are adequate reasons. Teams must have at least (4) players (THAT INCLUDES AT LEAST ONE LADY AND MAN) to keep a game from being forfeited. IV. Offense/Defense & Team Play: Teams must have at least a minimum of (4) players to play, and must have (1) guy & lady on the floor at all times. Substitutions may be made for the player in any position. Substitutions are unlimited, as long as the palyer and the substitutes replace each other in the same locations during the game. Note: If only four players are available, the person in the serving position is considered the only person in the back row.
V. Time/ Scoring: Games will be played best of 3 sets. Each set will be played to 30pts, must win by 2pts, rally scoring, no cap on number of points needed to win. The 3 rd set will be played to 15pts, win by 2pts, rally scoring, and no cap on number of points needed to win. All games will be played under "rally scoring", awarding a point on each service. When the receiving team commits a fault, the serving team scores a point. When the serving team commits a fault, the receiving team scores a point. Each team is allowed (2) 30 sec timeouts per. VI. VII. VIII. IX. Possession: Teams will rally or flip a coin to determine who gets first choice. The winner will choose (a) first serve, (b) to receive the first serve, or (c) the choice of court for the first set. The loser may choose from the other options. Teams are to switch sides after each set, and after 8pts in the deciding set. Teams will rally or flip a coin if the game goes into a 3 rd set. Court & Playing Area: The ceiling, walls, bleachers, and any court dividers are all out of play. Low obstructions are in play, as long as the ball does not cross the net after hitting the obstructions (basketball goal & sound system). Game Play: Players may interchange positions to pass or block, only after the serve. A back line player may spike providing that he/she jumps and remains behind the 10 foot line. While playing the ball in his/her court, a player is allowed to reach under the net, but must not touch the floor over the center line. Opponents simultaneously hitting the ball directly over the net may play the ball again if it falls into their court. If a judgment call cannot be decided, a replay will occur at the officials discretion. Service: Each serve must be put into play by hitting the ball underhand or overhand over the net into the opponent's court by a player in the serving area. The player serving must not step on or over the end line until after the ball is contacted on the serve. (Foot fault: penalty-side out). If, after releasing or throwing the ball for service, the server allows the ball to fall to the floor without toughing it, the service effort shall be cancelled and the reserve directed. There may be more than one re-serve during any term of service, but not consecutively, nor to purposely delay play. The service is considered good if the ball passes over the net between the antenna, or their definite extensions without touching the net or other objects. There are not LET serves. Only one service attempt is allowed. A bad attempt is results in a side-out. The team not serving first in the first set shall serve first in the second set. The team that received the ball first in a set shall rotate once before serving. The players of the serving team must not screen their opponents from the server or the trajectory of the ball. Screening occurs when the serve passes over the player standing at the net with his/her hands over his/her head, or when the ball passes over two or more players standing at the net in close proximity to each other (3 feet). Players may switch positions after service provided they return to their original positions after each point. Penalty: Side out or point awarded.
Exception: A player from the back line may not spike the ball or block a spike within 10 feet of the net. X. Serving Out of Turn: -Discovered while server still serving Side out called, mistaken points subtracted, serving order corrected. -Discovered in interval between change of serve Opponent serves, mistaken points subtracted, and serving order corrected. -Discovered after opponents begin serving No loss of points, serving order corrected, on next dead ball. XI. Playing the Ball: 1. Each team is allowed a maximum of three successive contacts of the ball in order to return the ball to the opponent's area. 2. The ball may be hit with any part of the body on or above the knee. 3. Players may have successive contacts of the ball during blocking and during a single attempt to make the first team contact (even if the ball is blocked) provided it is one attempt to play the ball, there is no finger action during the effort, and the ball is not held or thrown. 4. When the ball visibly comes to rest momentarily in the hands or arms of a player, it is considered as having been held. The ball must be hit in such a manner that it rebounds cleanly after contact with a player. Scooping, lifting, pushing, or allowing the ball to roll on the body shall be considered a form of holding. A ball clearly hit with one or both hands from a position below the ball is considered a good play. 5. A player is not allowed to attack the ball on the opposite side of the net. If the ball is hit above the spiker's side of the net and the follow-through causes the spiker's hand and arm to cross the net without touching an opponent or the net, it is not a fault. 6. Only the players who are in the front line at the time of service may legally accomplish blocking. 7. Any player participating in a block shall have the right to make the next contact. 8. Back-line players may not block or participate in a block, but may play the ball in any other position near and away from the block. 9. Blocking a serve is prohibited. 10. Blocking the ball across the net above the opponent's court shall be legal provided that such a block: Is after a player of the attacking team has spiked the ball; Has directed the ball into his/her opponent's court; Is after the opponents have completed their three allowable hits; Is after the opponents have hit the ball so that, the ball would clearly cross the net if not touched by a player, provided no member of the
attacking team is in a position to make a legal play on the ball; If the ball is falling near the net and no member of the attacking team could reasonably make a play on the ball. 11. A back-line player returning the ball to the opponent's side while forward of the attack line must contact the ball when at least part of the ball is below the level of the top of the net over the attacking team's area. Play at the Net: If a player's action causes the player to contact the net during play, whether accidentally or not, with any part of the player's body or uniform, it shall constitute a fault -Hair does not constitute of fault. Contacting the opponent's playing area with any part of the body except the feet is a fault. Touching the opponent's area with a foot or feet is not a fault providing that some part of the encroaching foot or feet remain on or above the centerline. Either team may play a ball that has penetrated the vertical plane of the net. Team and Player Faults: A double fault occurs when players of opposing teams simultaneously commit faults, directing a replay. If faults by opponents occur at approximately the same time, the teams will determine which fault occurred first, and penalize that fault; if this cannot be done, a double fault shall be declared. If the serving team, or a player on the serving team, commits a fault, a side-out shall be declared. If the receiving team, or a player on the receiving team, commits a fault, the serving team shall be awarded a point. During rally scoring a point is scored on every play. All games will be scheduled to start ON TIME (with a 10 minute grace period). Any team that is not ready to play at the end of the grace period will be forced to forfeit and will receive a loss. Exceptions will ONLY be at the site coordinator s discretion. Playoffs: Seeding will be determined by a team s overall game record, record in sets, and point differential. If the records and point system has two or more teams tied at the end of the regular season, then the team captains will be contacted by the League Director to determine who gets the higher seeding. Player/Coach: Only (2) TWO people (team captain and/or coach) will be allowed to speak to the officials, yet all players have the right to call timeouts. They must be courteous at all times and if they are not they will lose the right to talk to the officials. Anytime an official feels he/she is not being respected they have the right to en-force a technical foul on the player. If it continues, they have the right to ask the participant to leave the gym.
XVII. XVIII. Players Equipment: The proper Jersey/Shirt, Pants/Shorts, and Shoes are required to participate. This does NOT include: Cut off shorts, Jean shorts, Jean pants, Cut off shirts, Spaghetti straps, Tank tops, Training bras, and/or Muscle Shirts. Any Jersey/Shirt must not expose the player s undergarments. Cut off sleeves are allowed. The shirt may be cut, but only 6 within the stitching of the shirt s arms, but not any other part of the shirt can be cut. ALL jewelry must be removed before the game. Any player that is in violation of Players Equipment WILL NOT BE ALLOWED TO PLAY. Foul Play/Unsportsmanlike Conduct: WILL NOT BE TOLERATED! If the sight coordinator or referee witnesses any acts of intentional grabbing, elbowing, cheap shots, or any unsportsmanlike act, it can result in an ejection from the game. Offensive or confrontational language will also NOT be tolerated. Officials have the right to determine offensive language. If offensive or confrontational language occurs, the referee may give one warning. If it continues, the player(s) will also be ejected from the game under direct violation of Foul Play. In any circumstance in which a player is ejected from the game, they will be forced off the property and will automatically suffer a one game suspension. Depending on the severity of the incident this ejected person could face multiple game suspensions.
