THE Organising Authority is the Royal South Australian Yacht Squadron (RSAYS). Some races will be conducted by the CYCSA on behalf of the RSAYS but the RSAYS will remain the Organising Authority. A notice to that effect will be posted on the Racing Notices Board on the days applicable. Where races are conducted on behalf of the RSAYS, the RSAYS sailing instructions will apply for RSAYS boats. The Pt. Lincoln YC is the Organising Authority for the Pt. Lincoln Race. 1 RULES 1.1 Races will be governed by the rules as defined in the 2017-2020 Racing Rules of Sailing (RRS), Australian Sailing (AS) prescriptions and Special Regulations (SR); rating and class rules as applicable; the Department of Transport Boating (safety and equipment) Regulations and the International Regulations for the Prevention of Collisions at Sea 1972. 1.2 For boats competing in IRC races, the IRC Rules Parts 1, 2 & 3 shall apply. 1.3 AS SR Part 1 SECTION 3 3.24.5 (c) minimum fuel requirements for Category 3 & 6 Races. 1.4 For Twilight Racing an exemption from AS Rule 56 has been approved by YSA. 1.5 Where there is conflict between the Notice of Race (NoR) and the Sailing Instructions (SIs), the SIs shall take precedence. This changes Rule 63.6. 2. ADVERTISING A boat and her crew shall comply with ISAF Regulation 20, Advertising Code except Etchells, where no advertising may be displayed for sanctioned events. 3. ELIGIBILITY / ENTRY 3.1 Races entries are open to boats owned or chartered by members of RSAYS. Entries from boats owned by members of other clubs may be accepted at the discretion of the Racing Committee. Only boats owned or chartered by members of RSAYS will be eligible to win series or trophies. This caveat does not apply to the South Australian IRC Division 1 Championship, the South Australian AMS Division 1 & Division 2 Championships, the South Australian Champion of Offshore Racing, the Women s Series, the Short Handed Series and Regattas. 3.2 Boats, before participating in races, shall ensure that their boat carries appropriate third party liability insurance to a minimum of $10m per incident and include.racing Coverage. Insurance certificate of currency shall be lodged in person at the RSAYS Main Office or by email to rsays@rsays.com.au. 3.3 Equipment Audits Initial Self Audits: Boats shall submit a current copy of their signed Australian Sailing Equipment Audit Form, for the highest race category being entered, along with any applicable rating certificate(s) to the Sailing Office prior to racing in any series or race. Failure to do so will result in a boat being scored DNC until all required documentation is lodged. A skipper or boat representative s signature on the form shall be deemed as a declaration that the boat complies with the requirements of the Notice of Race. Independent Audits: All boats will be subject to a full audit against the Equipment Audit Form during the season Such audits will be undertaken at a mutually convenient time. For Category 1 and 2 races, an audit will be undertaken by a National Equipment Auditor. For Category 3-7 races, the audit will be undertaken by a Club Equipment Auditor. If a significant non-compliance is found by the auditor, the boat will be scored a DNC for subsequent races until the non-compliance is cleared by an auditor. RSAYS Safety Equipment Auditors reserve the right to make spot checks of boats at any time. Noncompliance may be result in a rule 69 hearing. 3.4 A boat s entry will be accepted only when the Entry Form applicable along with all required documentation has been submitted and fees have been paid. An entry form is required to be completed regardless of type of entry. Entry forms are available from the Sailing Office or on the RSAYS web site. 3.5 All those taking part in races conducted by the RSAYS do so at their own risk and responsibility. The club is not responsible for the seaworthiness of boats whose entry is accepted or the sufficiency of its equipment. Attention of competitors is drawn to Part 1 of the RRS (2013-2016) fundamental rule 4: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 3.6 To be eligible to enter a race, Trailerable Yachts must comply with AS SR, Part 1 Appendix B.1 Resistance to Capsize. 3.7 The Racing Committee reserves the right to refuse or cancel an entry or require further documentation to support a boat s entry in accordance with RRS 76 3.8 Where required for skippers and crew to be members of the RSAYS, it shall be the responsibility of the skipper or representative to ensure membership is complied with. (Membership renewal is from May 1). 3.9 Boats owned by members of other clubs may be accepted as race entrants and must have lodged with their club or the RSAYS an Equipment Compliance Form confirming compliance with NoR 3.3. 3.10 Late Entries may be received together with the late entry fee applicable. 3.11 Only boats owned or chartered by Senior Members of the RSAYS are eligible to win a series prize or perpetual trophy except where otherwise specified. 3.12 For all Series entrants, skippers shall be members of the RSAYS as per RRS Rule 56, except for the Women s Racing Series where they may be members of other AS affiliated clubs. 3.13 Persons who are members of other AS affiliated clubs or prospective RSAYS members may race on three race days. Thereafter they shall be members of RSAYS or shall have been nominated for membership. This does not apply to Twilight Races or Women s Racing Series (See NoR 1.4). Boats that do not comply will not be awarded prizes for a first infringement. Subsequent breaches shall result in being scored DNC for all relevant races without protest. 3.14 Crew Complement Category 6 races- a minimum of three able crew. The person in charge shall at minimum, have a current Sea Safety Certificate. Category 3 races a minimum of four able crew and a minimum of 4 of the crew shall also have a current certificate for a Sea Safety Course or a Safety & Sea Survival Certificate (SSSC) of Competence and one crew shall have a current First Aid Certificate. For crew numbers in excess of 8, at least 50% shall hold a current safety certificate. 3.15 All boats shall sign-on prior to the first warning signal on the sign-on sheet in the Racing Office. One sign-on shall be sufficient to indicate a boat s intention to race in all series entered for that day. Boats failing to sign-on will be scored DNC. For offshore races see SI 20. 3.16 The RSAYS, its sponsors and any party involved in the organisation of the event disclaims any and all responsibility for any loss, damage or injury to persons and things, both on and off the water as a consequence of their participation in any way. 3.17 The Racing Committee may reject or cancel the entry of a boat in accordance with rule 76. 4. CLASSIFICATION OF CREW The ISAF Sailor Classification Code will not apply. 5. SAILING INSTRUCTIONS The SI s can be found in a later section of this book and should be read in conjunction with the NoR 6. THE RACING AREA / EVENT CATEGORY Note: Refer to SA Recreational Boating Safety Handbook for Boating Safety Laws. 6.1 Inshore races will be conducted within 5 nautical miles of the Adelaide coastline, including the Port River. Most races will be conducted in the waters off Outer Harbor, North Haven and Largs Bay, however longer races will extend beyond these areas. All inshore races will be Category 6. 6.2 Offshore races will extend beyond the limits stated above and will be Category 3 unless changed in the Sailing Instructions for that race. 7. COURSES 7.1 Inshore courses will be posted on the day, 2 hours prior to the first warning signal. The twilight course number will be indicated from the Race Committee vessel prior to the warning signal. See Addendum C for course descriptions. 7.2 Offshore Courses: Offshore courses may be changed such that the order of marks to be rounded is changed. SCORING / HANDICAP SYSTEM 8.1 When less than five races are completed in a series no score will be excluded. 8.2 For Lady s Helm Twilight Races, competitors shall have a lady on the helm in order to score. 8.3 Minimum entries -The minimum number of entries in a Division / Class for a series shall be five. 8.4 All Series scored under Performance Handicap System (PHS) will be scored using the Top Yacht handicapping software with adjustments as determined by the RSAYS Handicap Committee. For further explanation see Addendum B in this book or on the RSAYS web site. 8.5 Competitors who join a series after one or more races have been completed will be awarded DNC for races prior to entry. Previously allocated DNC scores to other boats in the series will not be altered. 8.6 The Commodores Shield is an inter club series for keelboats of the CYCSA and the RSAYS. There shall be three races sailed on the dates shown in NoR 11. The number of representatives in each division shall be equal and based on the lowest number of entrants from each club in that Division. The Divisions shall be 1&2. A Division shall have a minimum of three boats from each club. Points will be awarded on PHS positions in the combined fleets using Rule A4, Low Point Scoring System. Points will be scored for an equal number of boats that start from each club in each Division. Regardless of dual membership, entrants shall represent the club at which the boat is kept, either in the water, or hardstand. The boat shall continue to represent the club that it represented in the first race. 9. PROTESTS / ARBITRATION 9.1 Protest shall be on forms available from the perspex box near the Sailing Office entrance or from the Sailing Office. 9.2 For twilight racing only AS rule 44.1 is changed to permit a boat to take a 40% scoring penalty as calculated in AS rule 44.3(c) during the arbitration hearing. 10. WARNINGS / WEATHER INFORMATION 10.1 Boats must keep clear of commercial vessels moving in the Port River, including the channel to the Entrance Beacon defined as approximately 5nm across. Refer to the International Collision Regulations Part B - Steering and Safety Rules. 10.2 Glenelg breakwater - boats must not pass between the lights marking the northern and southern ends of the old Glenelg breakwater. There are underwater obstructions along the eastern & western side nearer to the southern end. 10.3 Outer Harbor Southern Breakwater - vessels must not pass between the beacon and the extremity of the breakwater. 10.4 Boats shall carry VHF radios capable of transceiving Ch 16, 73, 77, 80 & 81 and monitor the channel specified on the day. 10.5 Shark sighting notification procedure Police have requested that any sightings of sharks close to populated beaches are reported via radio to Coast Guard, Outer Harbor control, Sea Rescue or SAPOL. Steps will be taken to trace the shark to protect bathers and sailors using the beaches close to the sighting. 10.6 Weather forecasts from The Bureau of Meteorology may be posted on the Official Notice Board. The first warning signal will not be made before the time indicated. Where more than one race is sailed on the day, subsequent races will be started ASAP following the previous race.
