Date May 30, 2017 Poject Numbe: 60536521 Backgound: A eview of pedestian and taffic volumes along Pine Steet at Algonquin Boulevad, Fifth Steet, and Sixth Steet was conducted to investigate if an east-west pedestian cosswalk at the intesection of Fifth Steet and Pine Steet is waanted. The candidate site would impove the pedestian connection fom St. May' s Gadens Retiement Home on the west side of the steet, to the mall entance on the east side of the steet. The entance at the mall is not baie fee. At this time, thee exists a fully signalized intesection and pedestian cossing 105m fom the candidate location. The total distance fom St. May' s Gadens Retiement Home entance to the mall if using the Algonquin Boulevad and Pine Steet signalized pedestian cosswalk is appoximately 185m. Data Collection: Eight hou pedestian cossing counts wee obtained on Apil 7, 2017 fo Pine Steet at Algonquin Boulevad, Pine Steet at Fifth Steet and Pine Steet at Sixth Steet. Eight hou taffic volumes fom 2014 fo Pine Steet wee obtained fom a pevious study and used to estimate eight hou taffic volumes on Pine Steet between Algonquin Boulevad and Fifth Steet. Methodology and Analysis: The Ontaio Taffic Manual Book 15: Pedestian Cossing Teatments ( OTM15) is a tool used to assess whethe a pedestian cossing contol is waanted at candidate sites. The decision suppot tool ( peliminay assessment) illustated in Figue 1 below povides an algoithm to detemine if a site is a candidate fo a pedestian cossing contol. The equiements of this tool include an assessment of eight hou pedestian and vehicula volumes, distance of the site fom anothe taffic contol device, and system connectivity. The components of a Pedestian Cossing Type D include: Ladde cosswalk: a combination of a zeba cosswalk along with paallel cosswalk lines that enhance the delineation of pedestian cosswalks; Yield to Pedestian Line: a line that is used to indicate the point at which a vehicle appoaching a cosswalk must yield to pedestians in a cosswalk; RA-4R/ RA-4L signs: ectangula white signs with a black figue on them that indicate to vehicles the pesence of a cosswalk, these double- sided signs ae placed on both sides of the cosswalk; Wb- X signs: a yellow diamond sign placed in advance of the cosswalk with an image of an RA- 4R/ RA- 4L sign to indicate to dives that they ae appoaching a cosswalk. A 30m clea aea befoe and 15m afte the cosswalk is equied to impove visibility and safety fo the uses of the pedestian cosswalk. At this location, emoval of appoximately 25m of paking on the east side of Pine Steet and 10 m of paking on the west side of Pine Steet is equied. This would esult in a loss of 7 paking spaces. The intent is to povide a unifom oadway system acoss Ontaio leading to a safe diving envionment whee dives will have a consistent appoach to the usage of signs/ signals and pavement makings. The Ontaio Taffic Manual ( OTM) Book 5 descibes the use of egulatoy signs including the STOP sign. Accoding to the OTM Book 5, " the pupose of the STOP sign is to clealy assign ight-of-way between vehicles appoaching an intesection fom diffeent diections when taffic signals ae not waanted". The manual also states that, "STOP signs usage should be limited to the contol of ightof-way conflicts." When consideing the installation of STOP signs, it is impotant to complete an assessment of taffic conditions. The OTM Book 5 povides volume waants, to assist in detemining whee the installation of all- way stop contol would be appopiate. Unless the taffic volumes ae simila in both diections, dives become accustomed to poceeding though an intesection without eve seeing a vehicle in the opposing diection. The installation of unwaanted STOP signs can theefoe be moe hazadous to dives and pedestians. Baking and acceleation at a STOP sign poduces moe noise and ai pollution than the cuent situation. Futhemoe, at this location on Pine Steet, the gade of the oad could impact the ability fo a southbound vehicle to advance fom the stopped position. At a location whee a STOP sign is not waanted and pedestian contol is equied, a pedestian cossove teatment should be installed. Conclusion: The implementation of an east-west pedestian cossove at the intesection of Fifth Steet and Pine Steet is ecommended to povide bette access between St. May' s Gadens Retiement Home and the mall entance. Based on the equiements outlined in the OTM15 a pedestian cossove Type D is ecommended at the intesection Fifth Steet and Pine Steet. The pedestian cossove can be monitoed fo a peiod of at least 6 months to assess its effectiveness and functionality. If thee is dive o pedestian uncetainty egading usage of the pedestian cossove afte the monitoing peiod, a ectangula apid flashing beacon ( RRFB) can be added to the pedestian cossove to change the Type D to a Type C pedestian cossove. The cost estimate fo a Type D pedestian cossove( signage only) is $ 10, 000. The cost estimate fo a Type C pedestian cossove( RRFB) is $ 50, 000. The unwaanted use of all- way STOP contol should not be consideed.
