ARRIVAL SERVICES Arrival by Air Ljubljana International Airport is the official airport. Transfer time from the Ljubljana airport to Velenje is 90 minutes (80 km). Arrival by Road Teams arriving by road are kindly asked to go directly to Hotel Vesna, Topolšica 77, 3326 Topolšica. Representatives from the LOC will welcome them there. Welcome Service Upon arrival, teams will be met by the LOC representatives, who will have team information packs. Transportation of Equipment Poles will be transported by the LOC within the team transfer from airport to the stadium. Teams arriving by road are asked to come directly to the stadium of Stadium by the lake (Cesta na jezero 7, Velenje) and store poles there. Visa Requirements Teams received all information pertaining to visa requirements in previous informational newsletters. TRANSPORT Transport Information Transportation information will be available at the Info Points at the Vesna hotel and the stadium. The team representatives are kindly asked to confirm immediately their departures times to the LOC. Bus Shuttle Service A regular bus shuttle service will be provided between the team hotel, training venues and the competition venue. Full details on the schedule will be displayed at the Info point at the hotel Vesna and the Velenje stadium. Return to the Airport / Train stations Transport will be arranged according to the flight schedules submitted by the teams. Further information will be available at the hotel info points. ACCOMMODATION & HOTEL INFORMATION Information Desks

There will be two info points, one at the hotel Vesna and the other at the Velenje stadium By the Lake. All other demands, wishes or problems will be processed there. The organiser covers the cost of board and local transport for 16 athletes (8 male, 8 female) and 4 team officials. The rooms for the bus drivers are to be paid by the teams. Same principle applies for rooms with athletes and team officials outside the official period. The following rates must be paid for out of quota team members and for additional days: TEAM MEMBERS SINGLE ROOM TWIN ROOM out-of-quota athletes / 77,90 EUR per person per 64,60 EUR per person per officials and nights out of night night the official period The team leader must settle any extra charges (bar, laundry, telephone etc.) at the hotel reception desk, before departure. The team leader will be requested to provide a credit card at the time of checking in at the reception desk to cover any extras or eventual caused damage by the Team. Meals at the hotel Vesna Breakfast will be served between 7:00 and 10:00. Lunch will be served between 12:00 and 14:00. Dinner will be served between 18:00 and 20:00. Dinner on Saturday, 26 th September will be the banquet after the finished competition. The banquet will be held at the Vesna hotel, starting at 21:30. Further information will be available at the information point in the hotel on the day of the banquet.

All changes to the meals will be posted on the info point in the Vesna hotel. For lunch and dinner, water will be available. All other drinks must be paid for. Important: water from all water taps is 100% drinkable (hotel, stadium...). A late serving provision will be made for those athletes detained at the stadium due to doping control or protests. TECHNICAL INFORMATION Info Points The main function of the info points is to ensure smooth communication between each Team Delegation, the LOC and the Competition Administration, regarding technical matters. The info point at the stadium will be located at the main entrance to the stands (see stadium plan) and in the lobby of the Vesna hotel. Operating hours of the Info point will be as follows: 25.09.2015 14:00 22:00 26.09.2015 08:00 20:00 27.09.2015 07:00 14:00 The Information Points will be in contact with each other for this event at all times and shall have the following responsibilities: Competition information (Start Lists, Results, etc) Liaison points concerning technical matters between Team Delegate, and LOC Urgent notices collection and delivery of any urgent written notices to the Team Delegations from LOC Settlement of technical enquiries from delegations

Recovery of confiscated items at the call room Applications for national records (doping control and Timing Ljubljana photo finish prints) Receipt of final declaration of members of relay teams Receipt of protests from the teams In a case of doping control requirements please contact Slovenian Athletic Federation s Antidoping Commission (phone +386 41 362 314). Technical Meeting The Technical Meeting will be held on 26 th September at 10:00 in the Vesna hotel. The volunteers at the Info Points will provide the information on the exact meeting room location. Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. Teams that were not able to attend the Technical Meeting, under extreme circumstances, can collect their competition numbers at the Info Point in hotel Vesna. All questions related to the Technical Meeting must be presented in writing, preferably in English, to one of the Info Points before 9:00 on 26 th September. The Technical Meeting will be conducted in English. Equipment The implements provided by the LOC are selected from those appearing on the current IAAF approved equipment list as at 1 February 2012. Personal implements will also be allowed, providing that: They are readily identifiable and are IAAF certified They are not already on the official list They have been checked for compliance with IAAF Rules They are made available to all other athletes until the end of the event Teams wishing to have personal implements added to the list must take the implements to the checking point next to the 1 st Call Room (in the tunnel). Checking of personal implements will be possible on 25 th September from 17:00 until 18:30 and on 26 th September from 13:00 until 16:00. If approved, the implements will be under the authority of the LOC from the time of checking to the end of the event. Personal implements will be returned only after the complete competition at the implement control point next to the call room.

Any team not able to attend the technical meeting due to late arrival must present their equipment for checking on the day of competition, at least one hour before the start of first event. Basic implements will be provided for warm up and training. Vaulting poles must be delivered to the stadium on 25 th September by 20:00. The poles will be kept in a locked store and will be brought to the competition site in due time by the organisers. After the competitions, the teams will take over the poles near the mix zone. Teams themselves must carry poles to shuttles. Competition Area Stadium By the Lake and its surroundings are shown in appendix of this document. There are 2.000 of seats in the covered section of the stadium and 2.000 stands on the eastern tribune. The stadium has the following competition facilities: 8 lanes 1 high jump site 1 pole vault site 2 site for long/triple Jump 1 shot put circle 1 combined discus/hammer circle 1 javelin sites There are several warm-up areas for the athletes: the football stadium next to the main athletic stadium (behind the stands), the forest next to the main athletic stadium and a small flat surface next to the changing rooms. The maximum spike lengths in the various events are: Track, Long Jump and Pole Vault: 9 mm Javelin: 12 mm Athletes seats are on the infield, the grass part of the competition area. Dressing Rooms Dressing rooms with showers are located in the LOC s main building, located above the finish line. IMPORTANT: do NOT leave any personal or team belongings in dressing rooms, the organizer will take no responsibility for them in case of loss. Training

Athletes will have the possibility to practice on the main athletic stadium on Friday, 25 th September between 16:00 and 19:00. On Friday shuttle service will be organized from the Vesna hotel to the stadium for training. Detailed transportation schedule will be available at both info points. Equipment and implements necessary for training will be available at the training venue. Officials will be present to help in the case of problems or special requirements. Accreditation must be handed in when borrowing equipment, and will be returned to the athlete when the equipment is handed back in. The weight room will be situated in the athletic hall under the main tribune. COMPETITION REGULATIONS Team Composition There will be 8 men s, 8 women s and 2 mixed events. Athletes must be at least 16 years of age to be able to compete at Balkanation (no athlete born in 2000 or later can be entered in any event). Important: The competition is of the presentational nature and the standard rules have been amended to make the competition more dynamic, thus the competition will not be organised entirely under the IAAF Competition Rules. All applied changes are presented further below and will be explained at the technical meeting. Each team shall consist of one athlete in each event. Each athlete can take part in a maximum of two events. Competition Entry Procedures Preliminary Entries: The due date for preliminary entries is 15 th August 2015. Entries will be made by filling out the Preliminary Entry Form and send to an email address: balkanation@atletska-zveza.si. Final Entries: The due date for final entries is 16 th September 2015. Entries will be made by filling out the Final Entry Form and send to an email address: balkanation@atletskazveza.si. Final entries will require to indicate the name of the athlete, full date of birth (day, month, year), and their season and personal best. Final Confirmation: At the technical meeting held before the competition on Saturday, 26 th September 2015 at 10:00 at the Vesna hotel, team leaders will have to confirm their team s representatives. Changes of the team composition will be possible, but are

discouraged. Team leader will have to turn in the Joker form, the mixed relays team form and the pole vaulter competitors heights. Forms for the final declaration will be distributed to each delegation during accreditation process. The forms must be completed and returned by the end of the technical meeting. Final start list will be ready for collection at the Vesna hotel info point on the day of the competition from 10:00. Competition Regulations: Track Events: In the track events no false start will be allowed. Any athlete committing a false start will be disqualified. In case of a tie, the attributable points shall be divided equally between them. Pole vault: In the pole vault the IAAF rules 181.2, 181.3 and 181.4 are not respected. Each competitor is limited to 4 (four) attempts throughout the whole event. Each athlete (or team leader on his behalf) shall on the technical meeting declare in writing the four heights he/she is planning to vault at the competition. The consecutive vaults on the same height (2 nd and 3 rd jump) are counted in the mentioned four (4) attempts quota. The failure to clear the declared height (even after 3 rd attempt) shall not result in disqualification (unless this is his/hers fourth attempt) and the athlete is allowed to vault on the next declared height. Starting height shall be determined on the technical meeting considering the lowest declared height of the competing athletes, and shall be raised constantly for the multiplayer of 5 cm. The time permitted for each attempt shall be 1 (one) minute (with the exception of the consecutive vaults on the same height). Call Room Procedure (for field events): there will be one Call Room: The Call Room will be located in the tunnel between the LOC building and the entrance to the stadium at the end of the finish line. Athletes can access it through the ground floor of the LOC building. The path will be clearly marked. In the call room athletes will have to show competition clothing, starting bibs, etc. All athletes must report to the Call Room before each event as follows: Pole Vault Javelin and Long jump 60 minutes 40 minutes

Athletes will be escorted from the Call Room to the competition site according to the following time schedule: Pole Vault Long jump and Javelin 50 minutes 20 minutes Call Room Procedure (for running events): there will be a 1 st and a 2 nd Call Room: 1 st Call Room: it will be located in the tunnel between the LOC building and the entrance to the stadium at the end of the finish line. Athletes can access it through the ground floor of the LOC building. The path will be clearly marked. In the first call room athletes will have to show competition clothing, starting bibs, etc. Then they will be escorted to the infield tents. The times to report to the 1 st Call room will be announced on the technical meeting. Important: all team members have to be at the 1 st Call Room at 18:20 at the latest. At 18:30 there will be official opening of the competition and then teams will be guided to their tents on the grass area of the infield. 2 nd Call Room: It will be located on the infield in a clearly marked tent. Athletes have to check-in with the officials 10 minutes before the race. There will be a sign announcing how much time there is until the event. After the check-in the athletes will be announced and then guided to start. For further clarification please see the attached map of the venue. STARTING ORDER The order of attempts in field events shall be decided by a draw conducted by Competition organizer. Each participating team shall be allocated a letter which shall determine the order of attempts in the field events. Withdrawal: Any withdrawals must be made at the Info Point at the stadium or at the hotel or at the technical meeting. Scoring: Each event will be scored separately. Two or more athletes can tie for a place in any event and the points will be divided equally between them. The point distribution will be as follows: 1 st place 10 points 2 nd place 8 points 3 rd place 7 points

4 th place 6 points 5 th place 5 points 6 th place 4 points 7 th place 3 points The team having the highest number of points collected will be the winner. If two or more teams have the same amount of points collected, the team with the most first-place finishes wins the tie. In this scenario the number of declared athletes will not be important, but only the placement of the athlete. Joker principle: Each team will have one (1) available joker bonus. Team leader needs to turn in the Joker Form at the Technical Meeting on Saturday morning. For the chosen event the final scoring points are worth double. For example, in an event where the athlete finished second, his/her placement will be worth 8 points. If the team leader chose that particular event, the athlete s performance brought the team 16 points. Bib Numbers: The LOC will provide the bib numbers at the technical meeting at the Vesna hotel on Saturday, 26 th September at 10:00. Each competitor will receive 2 bibs. These must be pinned to the front and back of the competition clothing. Exceptions are made and pole vaulters: these competitors are permitted to attach the bib number only to the front of the back of their competition clothing. Bibs must not be cut, folded or covered in any way. Competition Clothing: Competitors must wear their official national clothing. All competitors must wear registered vest of the same design and colour of the national team. Lane and Starting Order: The allocation of lanes and order of attempts in events shall be made according to the Organizer s draw of teams positions and can be found attached at the end of the document. ACCREDITATION General Each team member will receive an accreditation card which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos will not be required for the accreditation card system. Accreditation

Accreditations cards will be prepared in advanced of the event, based on the information provided by the Member Federations in the final entry form. No changes will be accepted after technical meeting. Accreditation cards will be distributed through LOC members upon the arrival of the team. Duplicate cards can be obtained where proof of identification can be established. Access Areas for Teams: All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy room. Only athletes who are about to compete will have access to the call room and to the infield. Separate Cards will be issued for Team Leaders for access to the LOC Office (where TIC will be). CALL ROOM Field Events

Each athlete is allowed a minimum of two practice trials under the supervision of the officials, more if time allows. The athletes will be called to the practice trials in the competition order. Only official markers provided by the LOC will be allowed for marking the runways. Measurements Pole vault will be measured by measuring bar. Javelin throw and long jump will be measured electronic distance measurement (EDM) equipment. Track Events Tracksuits shall be placed in baskets at the start, and will be taken to the national tents on the grass area of the infield. Starter s Commands The starter s commands will be given in English. The starter s command for the distances up to and including 400 m and 4x400 m relay are: On your marks and Set. For distances of 800m and over, the commands will be: On your marks Nordic starting blocks will be used for events up to 800m. These blocks have a false start detection system and are linked to the false start console. Timing The official timing will be provided by TIMING LJUBLJANA and will be displayed on the official electronic timing instrument and photo finish cameras FINISH LYNX. For all races of 800 m or more, the elapsed time will be displayed on electronic timer located at the end of the last straight. Leaving the stadium during the competition An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the Referee. Leaving the stadium after the competition After the competition, athletes will have to return to their national tents on the grass area on the infield. The baskets with their personal belongings will be brought there as well.

Protests Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the official information board). Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to competition secretariat within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of 75 EUR, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury s decision will be provided in writing. MEDICAL SERVICES General The medical service is in charge of any medical assistance to the team leaders, the competition organisation, the information personnel, the honorary guests as well as, during the competition, to the spectators in the stadium. In case of an emergency please contact the nearest medical aid station, in other cases the given instructions should be followed. Below is information on the medical care sites and relevant instructions. Please contact the event info desk located in the hotel for further assistance. Emergency team with emergency vehicle is in charge of the medical service at the stadium and will be located at the location infield clearly marked with Red Cross sign. Medical Care at the Stadium The stadium medical service is responsible for any problems concerning the athletes health. There is also a room for medical attention next to the start line. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. There are also well equipped physiotherapy facilities here. The stadium medical service is also responsible for first aid in the warming up area. Insurance

The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from competitions and during the event. Please take the necessary steps to fulfil these requirements well in advance. SECURITY Instructions given by the LOC, the security personnel and the police must be followed in all areas, as well as during transport from one location to another. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC information desk. The emergency phone numbers are: Police 113 Ambulance 112 Fire department 112 If necessary, the police can be contacted through the LOC information desk at your hotel. CEREMONIES Opening Ceremony The Opening Ceremony will take place on Saturday, September 26 th, commencing at 18:30. Details on team participation will be given at the technical meeting. Victory Ceremonies The victory ceremonies for the winning team (men and women combined) will commence after the last finished events, when the final team scores will be known, at the stadium. Team placing in the top three spots will receive trophies and prize money with the following distribution (all amounts are gross values): 1 st place: 8.000 EUR 2 nd place: 4.000 EUR 3 rd place: 2.000 EUR

Closing Banquet The closing banquet will take place on the 26 th September after the finished competition at 21:30 at the Vesna hotel in Topolšica. Information about the exact location will be available at the hotel s information desk on the day of the banquet. DEPARTURE Teams will receive a departure form, which should be completed and returned to the LOC Information Desk in the hotel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details. Departure times of the shuttle buses from the hotel will be provided and displayed at the hotel Information Desk. All outstanding fees, charges and possible other expenses must be settled with the cashier.
