Hillsborough Pedestrian Safety Action Plan 2015 Update Hillsborough MPO BPAC May 2015
Presentation Overview Pedestrian Safety Action Plan (PSAP) Review Pedestrian Crash Trends Stakeholder Activities Engineering Education Enforcement Policy/Planning Remaining Challenges
PSAP Review Adopted in 2010 Based on FHWA Template Data Driven Multidisciplinary Engineering Enforcement Education EMS
PSAP Review Stakeholder Committee: Hillsborough County Public Works/Traffic Tampa Public Works/ Transportation Plant City Temple Terrace FDOT FHWA Hillsborough County Sheriff Tampa Police Temple Terrace Police Florida Highway Patrol School Board HART Safe Kids/St. Joseph s
PSAP Review Key Findings: Most crashes occur when pedestrians cross major roadways (signalized and un signalized locations) Over representation of crashes at night Strong correlation with high frequency transit routes 5% of major road system accounts for 40% of crashes
PSAP Review Crash Reduction Goal: Reduce the countywide per capita rate of pedestrian crashes, injuries, and fatalities to be in line with national norms.
PSAP Review Strategic/Operational Goals: Improve transportation system infrastructure through implementation of strategic countermeasures and construction of new facilities. Change the behavior of drivers and pedestrians to increase compliance with existing laws and encourage mutual respect. Foster long term pedestrian safety improvements through land use strategies Coordinate and fund 4E activities with the full support of elected and appointed leaders.
PSAP Review Engineering Action Plan Summary: Identify/implement improvements to improve pedestrians ability to safely cross major roadways: Mid block crossing treatments Raised medians and refuge islands Enhance signs, markings, signal operations, and geometrics at signalized intersections Enhance lighting at signalized intersections, major transit stops, high crash corridors, and mid block crossing locations
PSAP Review Engineering Action Plan Summary (continued): Include the above as a routine part of resurfacing projects Incorporate pedestrian safety audits in scoping along high crash corridors Focus on major transit routes and coordinate with planned roadway capacity and maintenance projects
PSAP Review Education Action Plan Summary: Multi media public education/awareness campaign Public education on buses/transit stops Secondary education outreach* * Continue significant primary school programs.
PSAP Review Enforcement Action Plan Summary: Initiate driver oriented enforcement Apply community policing approach for pedestrian enforcement Focus on warning/education
Pedestrian Crash Trends Pedestrian Fatalities per 100k Persons
Pedestrian Crash Trends Pedestrian Injuries per 100k Persons
Engineering Actions Systemic signalized intersection improvements High Emphasis Crosswalk Markings (500+ Intersections) Countdown Signals
Engineering Actions Road Safety Audits Formal safety examination Pre design, existing roads, or post construction Includes pedestrian safety More than 50 completed in Hillsborough County
Engineering Actions Transit Safety Assessments Review bicycle & pedestrian access to highvolume bus stops Short term and longerterm recommendations 8 completed, 1 underway, additional pending
Engineering Actions Fletcher Avenue Complete Streets Mid block crossings, bike lanes, landscaping, reduced speed limit; large education component
Engineering Actions East Hillsborough Avenue Pedestrian Hybrid Beacons and New Signals* *Beacons at 11 th, 37 th and 46 th Street, City/FDOT Signal at East Gate Plaza, Walmart signal at 19 th Street.
Engineering Actions Tampa Walk/Bike Plan Bike lane and pedestrian facility projects including road diets and complete streets projects Many projects already built
Engineering Actions Hillsborough County Bike and Pedestrian Safety Projects Safety projects on county maintained roads Some projects to bid this month
Enforcement Efforts NTHSA Grant and FDOT D7 Funded Enforcement $1,300,000 of state and federal funds allocated for overtime pedestrian enforcement since 2010 12 Tampa Bay Law Enforcement Agencies* Focus on: Mid block crossing issues Disregard traffic control Vehicle failure to yield *List of Pinellas County agencies that participated in initial NHTSA and D7 funded enforcement activities
Enforcement Efforts Statewide High Visibility Enforcement Efforts Started in 2014 Part of Alert Today, Alive Tomorrow Program Targeted high crash intersections Similar focus as prior NHTSA/District 7 funded efforts *List of Pinellas County agencies that participated in HVE grant activities
Education Efforts Walk Wise Tampa Bay Safety outreach campaign Nearly 20,000 ambassadors to date
Education Efforts See the Blindspots Multi Media Campaign Intentionally edgy Provides ped/bike safety data and tips www.seetheblindspots.com
Education Efforts Alert Today Alive Tomorrow Statewide pedestrian and bicycle safety campaign TV, radio, social media, transit advertising, and special events Started 2013 www.alerttodayflorida.com
Education Efforts Drivers Education Workshops Sponsored by FDOT Drivers education classes throughout the County Focus on bicycle and pedestrian safety Adopted by HCSO www.alerttodayflorida.com
Education Efforts Safety Academy Webinars Technical Training for Local Agency Staff Topics include bike/ped safety & policy as well as coordination of transit and operations/safety *Work to be performed by FDOT consultants.
Policy/Planning Statewide Bicycle/Pedestrian Strategic Safety Plan Supports use of Pedestrian Hybrid Beacons on 6 lane roads where crosswalks are warranted New (7ft) bike lane standards Lane Elimination (Road Diet) Methodology Complete Streets Policy
Policy/Planning Hillsborough MPO LRTP Safety is Goal #1 of LRTP Adopted Plan allows for complete streets and intersection safety projects on the worst half of roadways with above average crash rates. LRTP/Comprehensive Plan contemplate greater focus on infill/walkable development Hillsborough MPO CMP CMP focuses on bike and pedestrian safety and mobility Umbrella policies for various corridor and sub area studies
Remaining Challenges Integrating pedestrian enforcement into routine duties Addressing high volume, higher speed arterials especially when limited access alternatives are not available.
