SCLL League Rules 2017 District 33 s Mission Statement: Helping young people develop character, discipline and teamwork while maintaining physical and emotional well being through Little League Baseball and Softball. San Carlos Little League fully supports this goal, and to that end, SCLL has developed some league rules that managers and coaches must follow throughout the season. Failure to comply with SCLL league rules may result in the removal of manager or coach, and will be taken into consideration when the league is determining future managing and coaching positions as well as eligibility to manage or coach in All Stars. All LL International rules (the Rule Book) must be followed as well. SCLL League Rules for All Divisions: Each player must be given 2 innings in the infield each game. Ideally, each player should play at least 1 inning in the outfield, as well. Safety considerations and strategy may be taken into account do not place a weak player where they will be hurt (e.g. 1 st base), nor do you need your weakest infielder to play shortstop in the championship game. No player sits twice before everyone has sat once (per game). Be fair with your bench time. Give players opportunities to play every position, especially in preseason games. Let your weaker players develop skills by playing key positions in those early season games that don t count. Mix up your batting order so that weaker hitters get more at bats. Once standings start, it s okay to play to win as far as batting order and positioning, as long as the above rotation and bench time rules are followed.
Special League Rules for Majors: Lineup cards must be given to the scorekeepers at least 15 minutes before the game. Each team is to have an official scorekeeper who tracks the substitutions, pitch counts and maintains the score in the SCLL official score book for Majors. Special League Rules for Minors: Run Limit Rule 4.10e -- Maximum of 5 Runs per inning until last inning of the game (6 th inning, or inning declared last inning by umpire). In the last inning, the run maximum is off. Lineup cards must be given to the scorekeepers at least 15 minutes before the game. Each team is to have an official scorekeeper who tracks the substitutions, pitch counts and maintains the score in the SCLL official score book for Minors. Special League Rules for Rookies: Run Limit Maximum of 4 Runs per inning until last inning of the game (6 th inning, or inning declared last inning by umpire). In the last inning, the run maximum is off. Lineup cards must be given to the scorekeepers at least 15 minutes before the game. No standings will be kept but there will be a double elimination T.O.C. at the end of the season. Each team is to have an official scorekeeper who maintains the score and pitch count in the SCLL official scorebook for Rookies. Games shall not exceed 90 minutes in length. No new inning is to be started after 75 minutes. Pitching : o Kid pitch begins Saturday, March 11 th 2017. Conventional pitching rules apply (four balls is a walk and three strikes is a strikeout)
Umpiring: o Each batter gets a maximum of 5 pitches, unless the last pitch is fouled off, in which case, batter stays alive until he puts the ball in play or strikes out. Three swinging strikes is an out. No walks only hits or strikeouts. o The manager will pitch from the mound or directly in front of it if four balls have been thrown. The strike count will remain when the manager takes over to pitch. o The opposing coach (not manager) will call balls and strikes directly behind the pitcher s mound if no umpire is behind the plate. No runners may advance on passed balls or wild pitches. Runners may advance one base on a defensive overthrow. o No advance on outfield throw in. A batted ball that hits the pitching machine is a dead ball and the batter is awarded first base. All other base runners shall advance one base if a force is in effect. No steals are allowed. Sliding is allowed. There may only be 9 players in the field on defense (No 4 th outfielder). Special Rules for Caps: Run Limit Maximum of 4 Runs per inning until last inning of the game (6 th inning, or inning declared last inning by managers). In the last inning, the run maximum is off. Games shall not exceed 90 minutes in length. No new inning is to be
started after 75 minutes. Machine Pitch & Coach Pitch the season will begin with machine pitch and evolve to coach pitch as the season progresses. o Machine pitch only for games before Saturday April 8, 2017. Each batter gets a maximum of 5 pitches, unless the last pitch is fouled off, in which case, batter stays alive until he puts the ball in play or strikes out. Batter can have 5 swings no 3 strikes & you re out he s out if he doesn t hit his last pitch. No walks only hits or strikeouts. The pitching machine shall be set to 32 MPH. o A batted ball that hits the pitching machine is a dead ball and the batter is awarded first base. All other base runners shall advance one base if a force is in effect. o Coach pitch only beginning Saturday April 8, 2017 No kid pitch. Each batter gets a maximum of 5 pitches, unless the last pitch is fouled off, in which case, batter stays alive until he puts the ball in play or strikes out. Batter can have 5 swings no 3 strikes & you re out he s out if he doesn t hit his last pitch. No walks only hits or strikeouts. There may be 10 players in the field on defense (4 outfielders). Playing an extra outfielder is preferred over having players sit on the bench. But if either team only has nine players then both teams shall utilize only three outfielders. Teams shall borrow opposing players for defense if they have fewer than 9 players. Special Rules for Tee Ball: No run limit the inning is over when the offensive team bats through the entire lineup. Games shall not exceed 75 minutes in length and will end promptly after 75 minutes of play. Players are to hit off the tee only (no coach pitch) until Saturday April 8, 2017.

There may be 10 players in the field on defense (4 outfielders). Playing an extra outfielder is preferred over having players sit on the bench. But if either team only has nine players then both teams shall utilize only three outfielders. Teams shall borrow opposing players for defense if they have fewer than 9 players.
