PLAYER ELIGIBILITY 1. A player must hold a current GA handicap and hold amateur status. 2. A player must be a female annual member or junior female annual member of a Club affiliated with the Zone. 2.1 annual member means a person whose membership is not limited to a specific time e.g. 3-month membership, 1 month trial membership and similar. 3 A player who is an annual member of more than one club within the Zone may only play for one club in a current season of pennant. 4. A player may play in only one division in a weekly round of matches. A weekly round begins on Sunday and ends on Saturday. 4.1 The only exception to point 4 above is those players who are being nominated as interchange players between the Weekend and Weekday Divisions. 5. TEAM ELIGIBILITY WEEKDAY DIVISION 1 1. A team shall consist of five (5) players 2. The maximum handicap for any player is GA 16. There is no minimum handicap limit. 3. Players with a handicap of more than GA 16 may play in this Division but will revert to a handicap of GA 16. Where there is more than one such player in a team the order of play is determined by their true GA handicap. 4. All matches will be played as handicap match play with the full Daily handicap difference being used. 5. Order of play will be reverse handicap order i.e. the player with the highest Daily handicap will play first except where two players have the same daily handicap and the captain chooses to change the order. 6. Where a Club also enters team(s) in Weekday Division 2 and 3, players across all Divisions playing in a particular week must be in GA handicap (lowest to highest) order. This includes Bye teams when there are an odd number of teams in a Division. 6.1 The highest GA handicapped player in the Division 1 team may have the same GA handicap as the lowest GA handicapped player in a Division 2 team. 7. A Division may be divided into North and South at the discretion of the Zone Match Committee. 7.1 If a Division has been divided into North and South a play-off for the Divisional winner will be arranged by the Match Committee on a neutral course at a suitable time. TEAM ELIGIBILITY WEEKDAY DIVISION 2 1. A team shall consist of five (5) players. 2. A team maximum handicap for any player is GA 30.5. There is no minimum handicap limit. 3. Players with a handicap of more than GA 30.5 may play in this Division but will revert to a handicap of GA 30.5. Where there is more than one such player in a team the order of play is determined by their true GA handicap. 4. The aggregate of the players GA handicaps shall be no less than a minimum of 72 and a maximum of 115. 5. All matches will be played as handicap match play with the full daily handicap difference being used. 6. Order of play will be reverse handicap order i.e. the player with the highest Daily handicap will play first except where two players have the same daily handicap and the captain chooses to change the order. 7. Where a Club also enters team(s) in Weekday Division 1 players across both Divisions playing in a particular week must be in GA handicap (lowest to highest) order. This includes Bye teams when there are an odd number of teams in a Division. 7.1. The lowest GA handicapped player in a Division 2 team may have the same GA handicap as the highest GA handicapped player in a Division 1 team. 8. In a particular week when Division 2 is playing but Division 1 has no match, a bye or postponed match or has received a forfeited match or has completed its matches for the season, a Division 1 player may play in a Division 2 team only if they have previously played in Division 2 in the current season. Penalty for Breach: Disqualification of player concerned 9. A Division may be divided into North and South at the discretion of the Zone Match Committee. 9.1 If a Division has been divided as above then a play-off for the Divisional winner will be arranged by the Match Committee on a neutral course at a suitable time. Players with a handicap of more than GA 32.5 may play in this Division but will revert to a handicap of GA 32.5. Where there is more than one such player in a team the order of play is determined by their true GA handicap. 4. The aggregate of the players GA handicaps shall be no less than a minimum of 120 and a maximum of 170. 5. All matches will be played as handicap match play with the full Daily handicap difference being used. 6. Order of play will be reverse handicap order i.e. the player with the highest Daily handicap will play first except where two players have the same daily handicap and the captain chooses to change the order. 7. Where a Club also enters team(s) in Weekday Division 2 players across both Divisions playing in a particular week must be in GA handicap (lowest to highest) order. This includes Bye teams when there are an odd number of teams in a Division. 7.1. The lowest GA handicapped player in a Division 3 team may have the same GA handicap as the highest GA handicapped player in a Division 2 team. 8. In a particular week when Division 3 is playing but Division 2 has no match, a bye or postponed match or has received a forfeited match or has completed its matches for the season, a Division 2 player may play in a Division 3 team only if they have previously played in Division 3 in the current season. Players with a handicap of more than GA 32.5 may play in this Division but will revert to a handicap of GA 32.5. Where there is more than one such player in a team the order of play is determined by their true GA handicap. 4. All matches will be played as handicap match play with the full Daily handicap difference being used. 5. Order of play will be reverse handicap order i.e. the player with the highest Daily handicap will play first except where two players have the same daily handicap and the captain chooses to change the order. 6. Where a Club also enters a team in a Weekday Division, the Club is entitled to use 2 players who will be eligible to play both teams for that season. Once two players have been used, no further players may play both divisions. 6.1 All other players may play only in either Weekday or Weekend Division. 7. GENERAL CONDITIONS OF PLAY 1. Not less than 15 minutes prior to the Team s scheduled starting time, the Team Captain or designated person is required to provide the hostess with the fully completed Team Advice form. A copy shall also be exchanged with the opposing captain. 1.1 Once handed in alterations may only be made to Team Lists to ensure players play in correct Daily handicap order before any misplaced players hit off and for no other reason. 2. All matches are to be played under the Rules of Golf and the Local Rules of the Host Club. Dress regulations of the Host Club must be adhered to by players and caddies. 3. Matches shall be played according to the Official Draw. Honour to the first team named in the Draw. 4. Match Play Index - The Club s match play Index is to be used. 5. Pace of Play: All players and caddies must ensure that matches are played without delay. It is the responsibility of players to make sure that they maintain their position in the field. General time allowance for a shot is 40 seconds from the time the player arrives at the ball and includes any distance measuring activity. On the green, the time starts from when the player has had reasonable time to mark, clean and replace the ball. 6. If doubt or a dispute arises in the course of play the procedures to follow are contained in the duties specified later in these Conditions. See page 13 paragraphs (l) and (m) for player actions and pages 14 (j) and 15 (h) regarding further procedures. 7. No match shall proceed beyond the 18th hole except in play-offs due to ties in a Division and in any Divisional finals when each match will be played until a decision is reached. 8. On completion of a match, Players and Caddies shall not proceed to the next tee as no further play is permitted. Penalty for Breach: Disqualification of offending player. 9. Distance-Measuring Devices: a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect her play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used. (Rules of Golf, Appendix 1, Part B 9 p136.) 10. Motorised Transport: Motorised transport IS permitted in all NCZLGA Pennant competitions other than for players up to the age of eighteen years of age (Juniors). Cart usage is subject to the following conditions: 10.1 Players using carts must not drive at a pace which is clearly quicker than walking pace and are not to drive to a point past their ball which is clearly an unreasonable distance for a player who is not using motorised transport to reach. 10.2 If necessary, and with the agreement of the player concerned, a player in motorised transport may go ahead to start searching for a ball that has strayed off the fairway. 10.3 Junior players may apply to the Zone Match Committee to use a cart by providing a medical certificate indicating a valid reason why they are physically unable to walk. Application must be made prior to the date of play and the Committee s decision is final. NCZLGA Pennant Handbook Page updated 24/1/2018 9

11. The availability of golf carts, bookings and management, and access to the course are all matters for the Venue Club. 12. Caddies: A player may be assisted by a caddie, but is limited to only one caddie at any one time (see Rule 6-4 for match play penalties). The Note to Rule 6-4 will be applied if the Match Committee deems it necessary. All caddies must be provided with a copy of Conditions for Caddies. 13. Mobile telephones may be carried for on course emergency only but must be turned off or in mute mode. Except for medical emergencies, the use of mobile phones while on the course is a serious breach of etiquette. Disqualification under Rule 33-7 may be applied. 13.1 Mobile Phone cameras may be used to photograph Local Rules for reference purposes. 14. The use of video or audio electronic equipment while on the course is not allowed. Failure to act in accordance with this Regulation may result in disciplinary sanctions with the player being ineligible to play in the next Zone competition(s). (See Decisions under Rule 14-3). 15. If a venue course is considered unplayable, the decision to play or not is made by the Secretary Manager of the club (or his/her representative) and Team Captains must abide by their decision. It is the decision of a player under Rule 6-8a(ii) to discontinue play if she believes there is a danger from lightning. 15.1 In the event that play has to be discontinued due to the course becoming unplayable, reasonable time (1-2 hours) should be allowed for the course conditions to improve. (Bad weather is not of itself a good reason for discontinuing play, Rule 6-8a.) 15.2 If play is unable to be resumed, the venue hostess is to contact the Tournament Director and provide her with the state of play in all matches. The results of any completed matches will stand and the incomplete matches are declared null and void, the Match Committee appointing a day on which they are to be replayed, with each team free to alter its original team, subject to the proviso that no player who took part in a completed match may take part in any of the matches to be replayed. 16. Competition points are to be awarded as follows: 1 Point for each Individual Win ½ Point for each Individual Squared game 1 Point for a Team Win ½ Point for a Squared Team match 16.1 The Team Point is not allocated where a Team wins as the result of the opposing Team giving a team walkover (see 20 below) 16.2 The Team Point is not allocated where a Team which had lost subsequently wins as a result of opposing Team being disqualified. 16.3 The Team with the most points at the end of the season wins the Division. Tied results in any particular Division are to be resolved by sudden death playoff between the two lowest handicap players in the Clubs concerned, on the day of the final 17. The Tournament Director or a designated official shall check and collate all pennant results on receipt. The Tournament Director shall have the authority to apply any Rules and Pennant Conditions. 18. Forfeits. Should a Club find it is unable to field the full team of players, the Team Captain must contact the Opposing Captain and inform her of the number of players remaining in the team. All forfeits will be to the highest handicapped player(s). 18.1 A player shall be at the tee and ready to play when her match is called by the starter on the tee block or, in the absence of a starter, when her match is scheduled to commence. Penalty for being not more than 5 mins late loss of first hole; penalty for more than 5 mins disqualification and loss of match. There is no change of opponents in remaining matches. 18.2 If a player who is not listed or not eligible is played, or plays in an incorrect position in the team, that player will forfeit her Match. 19. The Opposing Team shall gain the forfeit(s) and the points for any match or matches so affected. 20. A Club will not give the opposing team a team walkover if it is able to raise three players in Weekday Divisions 1, 2, 3 and Weekend Division. 21. A forfeit, once given, cannot be recalled unless all matches on the day are cancelled. 22. If, during the season, a Club s circumstances change so that it is unable to continue participating, all points for and against that Club are cancelled. 23. The Zone Match Committee shall have power to deal with any matters not provided in the Pennant Handbook. Match Committee decisions are Final NCZLGA Pennant Handbook Page updated 24/1/2018 11

CONDITIONS FOR CADDIES General 1. A caddie is one who assists the player in accordance with the Rules of Golf. Make sure you have the current edition. 2. A player may have only one caddie at any one time. 3. The player is responsible for the marking and the correctness of her own score card. 4. A caddie may line up their player but must stand to the side before a stroke is made. However, this must not delay the pace of play. General time allowance for a shot is 40 seconds from the time the caddie/player settles the golf bag/buggy at the player s ball. Any distance measuring to/from sprinkler markers is included in the 40 seconds. On the green, the time starts from when the player has had reasonable time to mark, clean and replace the ball. Duties of Caddies: 1. Give moral support and offer advice if requested. 2. Assist the player in maintaining her position in the field. 3. Make sure the player has a copy of the Local Rules, together with a current Rules of Golf book. Caddies must not: 1. Enter into any discussions regarding Rules decisions. Should a player be in doubt she should refer to the Rule Book and Conditions of Play and discuss with her opponent. 2. Enter into any dispute with the other player or caddie in the group. If the players are unable to resolve the dispute they should act in accordance with Rule 2-5 Doubt as to Procedure: Disputes and Claims. 3. Upset their player or any other player in the group. Any caddie reported to the venue hostess or to a member of the Zone Match Committee for being in breach of these conditions may be withdrawn from caddie duties for the remainder of the match and all subsequent matches by decision of the Zone Match Committee. Arrive at the Venue well before the Team s scheduled hit-off time (least 30 minutes). Confirm with your Team Captain that your GA handicap and place in the Team is correct. Ensure that you have obtained your Daily handicap to determine where strokes are given/received. Present yourself at the starting tee with your team to hear any team briefings from the starters. Play without undue delay and keep up with the group in front. If there is a need to search for a ball call the following group through and limit the search to 5 minutes only. Take no more than 40 seconds to assess and play your shots. Do not use mobile phones or any video or audio equipment during the match. Distance measuring equipment must not measure wind speed or direction. Take responsibility for your caddie. They can advise you but they do not involve themselves in any player situations with your opponent. See the conditions for caddies. Do not seek or take advice on course conditions, line of play or club selection from any other person other than your caddie. If you are using a cart abide by all the course directions and be considerate of your walking opponent. Do not race ahead unless, with agreement, you are looking for a potential lost ball. Play in the spirit of match play. Exchange scores and rules information freely with your opponent, play competitively by the rules of golf and in the spirit of good sportsmanship. Conclude playing the course once the match is decided. Do not play in or you will be subject to disqualification. Exception is if further holes are needed following a claim under Rule 2-5 (see (m) below) It is expected that all but the most unusual issues will be resolved on the course. If there is uncertainty consult the Rules of Golf before hitting-off from the next tee or, in the case of the 18 th hole, before you leave that green. A decision once made cannot be altered once you hit off from the next tee or after the game is declared. (m) If there is a dispute, you must advise your opponent that you are making a claim under Rule 2-5 (R&A Rules Of Golf) and you should agree on the facts of the situation, if not the interpretation or ruling. The match should continue until all possibilities of a result can be determined. You should immediately advise the venue Club official of the details of the dispute. RESPONSIBILITIES OF TEAM CAPTAINS (a) Respond promptly to all enquiries from the Venue Club re lunches etc. (b) Ensure all your players know the scheduled start time and when to arrive. (c) Check all players GA handicaps on Golf Link on the morning of the match and update the Team Advice form. (d) Ensure that all players have been briefed on the General Conditions of Play and that they have been given a copy of the Responsibilities of Players (usually at the beginning of the season but don t forget later additions to the team). Ensure all players have a current Rule Book in their golf bag. (e) Ensure that all players and caddies are provided with a copy of the Conditions for Caddies. (f) Complete the Team Advice form in reverse GA handicap order, add Daily handicaps and, if needed, reorder players using the playing order numbering. Give the completed form to the venue hostess and the opposing captain at least 15 minutes prior to the team s scheduled hit-off. (g) Remind players to check the Local Rules Board and introduce players to opposing player. (i) Sign the Results Form before leaving the venue. Failure to sign the Form will result in the Division Team s disqualification and loss of points. (j) In the event of a claim by a team member under Rule 2-5 (R&A Rules of Golf) being unresolved after referral to the Zone Match Committee, the Division Team Captain may lodge a claim, in writing, with the Hostess of the venue club. The Result Form must then be signed subject to claim. The Captain of the Division Team lodging the claim must advise the opposing Division Team Captain of their intention to pursue the claim. RESPONSIBILITIES OF VENUE HOSTS (a) Advise team contacts of catering requirements (if any) well ahead of the hosting date. (b) Check that the course is clear of other players for the scheduled timeframes and that matches can proceed uninterrupted. (c) Ensure that the Local Rules Board is prominently displayed and up-to-date, and that sufficient copies of the correct Daily Handicap Lookup Chart are available for Captains to use. (d) Provide visiting teams with the required number of Scorecards. (e) Ensure the tee-starter has the starting sheet and knows the correct intervals between matches (6 minutes). Tee-starter is to check and announce Daily handicaps of each player as they are called to the tee. (f) Write names, daily handicaps and results of matches on a display board in the Clubhouse. (g) Fill out the Official Result Form for each match and ensure they are available for signing by Team Captains (or their representative) before leaving. It is the responsibility of the team captain (or representative) to make sure that the Results Form is signed. (h) In the event of any queries, or claims arising under Rule 2-5 (R&A Rules of Golf) on the day, first refer to the Pennant Conditions and Rules of Golf. If still unresolved, contact the Tournament Director or a member of the Zone Match Committee. If this does not finalise the matter you may accept any written claim from the Team Captain and forward a copy of the written claim to the Zone Tournament Director and give a copy to the opposing Team Captain. An Independent Match Committee will handle all claims. (i) Complete the Summary Results Sheet in MS Word and email as directed on the form. If completed by hand, then scan/email as directed on the form. Post the signed Match Result Forms to the address supplied within twenty-four (24) hours of play (j) A team which has a bye, a postponed match or receives a forfeited match must sign an official Match Result Form with its players and their handicaps listed in handicap order. SUMMARY OF FORMS The following pages contain samples of the forms in use. In summary: 1. The Team Advice list is provided as a service to Clubs and is not compulsory. Teams may be listed on any paper but must be in GA handicap order, have both GA and Daily handicaps listed, and indicate playing order (if different from GA order). These forms are filled in by hand by the Team Captain. They are solely for use on the day and need not be returned to the Pennant Coordinator. 2. The Match Result Form is the equivalent of a competition scorecard. It is filled out prior to hit-off by the host Club from the team information supplied by each team. Many Clubs give this form to the starter to announce the players. Scores are added when reported by players. After all games are completed, as with a scorecard, it is the Team Captain s responsibility to ensure that the handicap and results on the form are correct, and then sign it as the agreed results. 3. The Summary Results Sheet allows the results to be shared with all Clubs via the Website. It is generally filled out electronically (on a laptop or similar) as the results come in and then saved and emailed to the Pennant Coordinator. This allows for prompt posting to the Website. If Clubs prefer to complete this by hand it is critical that the document be legible in reproduction as it will be posted to the Website as it is presented. The host Club must therefore scan the completed document (as a PDF document) and email to the Pennant Coordinator. There is no capacity to fax the results. Results will not be faxed or emailed to Clubs.
