CONSTITUTION NOTRE DAME OLDTIMERS HOCKEY LEAGUE AMENDED OCTOBER 2016 2/15/2015 Page 1

ABSTRACT This constitution supersedes all previous constitutions which may have been if effect for the league prior to the date shown. NAME This league shall be known as the Notre Dame Oldtimers Hockey League. OBJECTIVES OF THE LEAGUE A. To emphasize and to practice, at all times, good and true sportsmanship. B. To encourage fellow members who profess an interest in the sport of hockey to become active members. C. To promote the league and its objectives to the general public. D. To encourage good, clean hockey, avoiding personal injury and work loss. E. To obey and abide by any and all regulations at any given recreational facility. OFFICERS OF THE LEAGUE The officers of the league will be composed of the executive and of two representatives from each team. The executive will be composed of: A. President B. Vice-president C. E. League Statistician F. Past president The executive of the league will be elected from the team representatives. Executive terms will be for one year, with elections held annually following season play. DUTIES OF THE OFFICERS OF THE LEAGUE A. The president s duties shall be to: 1). Preside at all meetings of the league and to exercise general supervision over the affairs of the league. 2). Ensure proper and fair refereeing at games in accordance to rules and regulations of old timer hockey. B. The vice-president s duties shall be in succession: 1). Act for the president in his absence and perform such other duties as may be delegated to him by the president. 2). Act as supervisor of officials. C. The recording secretary shall: 1). Keep a permanent record of all members for a current year. These records shall be kept indefinitely for future reference. A member is considered a new one if he did not sign up the previous year. D. The treasurer shall: 1). Keep the banking record of all financial transactions and banking of all monies. 2). Keep a complete and correct record of all accounts and finances of the league. He shall at year end balance the books and provide financial statements to representatives at the least meeting of the year. 2/15/2015 Page 3

E. The league statistician shall: 1). Keep a record of penalty assessments and player attendance. 2). Keep a record of game results. F. The team representative shall: 1). Be responsible for handing in roster sheets and monies on time. 2). Ensure that everyone listed on their roster meets the requirements for league eligibility. 3). Attend all league meetings and participate in the governing of league affairs. 4). Ensure that players all play under designated numbers. 5). Distribute team schedules to each team member. 6). Ensure game sheets are correct. G. The past president s duties shall be: 1). To aid present executive in any way or manner reflecting on previous knowledge and experiences and also create goodwill for the Notre Dame Oldtimers Hockey League among potential members. 2). Operation of the mini tournament. H. The supervisor of officials duties shall be: 1). Recruiting, scheduling, supervising, as well as, relating league objectives and decisions to referees and timekeepers. 2/15/2015 Page 4

Governing Powers The Notre Dame Oldtimers Hockey League shall henceforth govern itself according to the constitution and the bylaws it has set forth. A. Quorum The quorum for the transaction of business at a duly constituted meeting of the governing body shall consist of representation from two thirds of the teams. B. Voting Only team representatives will have the right to vote with each team accorded one (1) vote. In case of a tie vote, the president will cast the tie breaking vote. C. Signing Powers The president, vice-president and treasurer shall have signing powers for the league, with two of their signatures required on all cheques. D. An annual general meeting will be held at the conclusion of each playing season. The members of the executive will submit a report to their executive activities for the past year, as well as, recommendations for the upcoming season. 2/15/2015 Page 5

Constitution Bylaws Amendments Thereto At a league meeting the attending representatives by a two-thirds (2/3) majority vote may amend, alter, repeal or add to the present constitution or any of the bylaws that have been previously passed. A referendum may be held to supersede the constitution if 75% of the league memberships participate in the referendum and 2/3 of those responding are in favour of the said issue, it shall become constitutional law. Bylaws 1. Rules: There shall be no exemptions to any rules or regulations set out in the constitution. 2. Executive decision: Any situation that arises in a given year that is not blanketed in the constitution shall be attended to by the current governing body. 3. Financial reimbursement: Any member who is mandated by the league and who is required to pay out-of-pocket expenses incurred in promoting league activities shall be reimbursed by the league upon presentation of receipts of purchase to the treasurer. 4. Age limit: All new members must be not less than 50 years of age as of October 1 st with the exception of goaltenders who must not be less than 43 years of age. 5. Player restrictions: Any player who has played in professional, semiprofessional, senior or intermediate hockey, within 7 years of the current commencement of Notre Dame Oldtimers League season play is not eligible for play. 6. Roster: Each year a final team roster sheet shall be handed in to the president on or before a given date in accordance to schedule of a given year. It shall contain player s name, address, phone number, and birth date and sweater number. Once a player is designated a number, he must play under that same number for the entire season, including playoffs. No team shall carry more than 20 players on their roster of which one player must be a goalie. Coaches and sponsors names must appear on rosters to be eligible for the banquet. Team captains, assistant team captains, goalies and player reps should be indicated on the team roster. In the event of a player being stricken from a roster in a given year, it shall be brought to the attention of the governing body. 2/15/2015 Page 6

7. With the exception of goaltenders only players on the current season rosters will be eligible for play. In the best interest of the league, the executive will make available a list of spare goaltenders to all teams. 8. Ineligible player use during the mini-tournament and playoffs: A. Any use of players contrary to bylaws 4, 5 or 6, or other teams players and/or suspended players will forfeit that game. 9. Undesirables: A. The governing body may suspend or expel from the membership any member whose conduct is such as to bring the league into disrepute. No reimbursement of any monies paid to the league will be made. This member shall be deemed to be undesirable and shall be suspended from the league for the given playing season, as well as, the succeeding playing season. B. Upon completion of the suspension, the player may provide a written appeal to the league for consideration. Any reinstatement will be upon a probationary basis. 10. Dress and equipment: All skaters are required to wear A. protective helmet B. shin pads C. jock D. pants (or cooperalls) E. matching team sweater, each with unique number (Sept. 23/10) F. all goalies must wear full goaltender protective equipment An accidental loss of equipment that is deemed unsafe will result in stoppage of play at referee s discretion. 11. Referees: It is desirable to employ two referees per game. These officials shall have complete control of the game and their decisions shall not be dispute during play of the game. Any comments the referees have to make shall be recorded on game sheet. Only captains or assistant captains may discuss calls with referees. 12. Time keepers: Shall be responsible for the proper operation of the arena clock, the proper recording of player attendance, goals, assists, penalties, etc. and to ensure that one (1) copy of the official game sheet is handed to each team and that the official game sheet is handed to the league statistician as soon as possible upon game completion. 13. Game time: All games shall normally be comprised of two 12 minute stop time periods and the third period is to comprise the remaining minutes left in the 1 2/15/2015 Page 7

hour playing time. However, should the arena attendant signal the elapsement of time, the game shall immediately come to an end. 14. Play-off policy: Any play-off schedule shall be determined annually. A player must play 1/3 of the regular season including the mini tournament or have been a rostered player for 5 years to be eligible. Injuries to players will be considered by league for play-off qualifications only if a doctor s certificate is submitted at the time of the injury. Games shall be comprised of three 12 minute stop time periods. 15. Playing rule infractions: All playing rules set forth by Hockey Canada (www.hockeycanada.ca) shall be adhered to with the following amendments: A. Fighting: Any player or team official involved or taking part in a fight during any league or play-off game shall be awarded a match penalty and shall be suspended from forthcoming games until the matter is resolved at the next league meeting. All fighting altercations will carry a maximum 1 year suspension. Written appeals only, will be considered. B. Body checking: No body checking is permitted. Any player who intentionally bodies, pushes or shoves an opponent will be assessed a minor or major penalty at the discretion of the referee. C. Slap-shot / snap-shot: No slap-shots or snap-shots will be permitted. Should a slap-shot or snap-shot be taken the play will be immediately whistled down and the play will resume with a face-off deep in the offending team s zone. At the discretion of the referee, a two minute penalty may be assessed for repetition of this infraction. A goal scored on a slap-shot or snap-shot will be disallowed. Fake slap-shots or snapshots are not permitted and will be treated in the same way as a slapshot or snap-shot. Definition: A slap shot/snap-shot is described as a shot which propels the puck with a motion that includes the stick leaving the ice prior to contact D. Misconducts: Any player receiving a misconduct will automatically be suspended from the next game. A player receiving a gross misconduct will automatically be suspended for two games. A player receiving two misconducts will also receive a three game suspension. Any player accumulating three misconducts will be suspended for the balance of the season, including play-offs. Misconduct time will not be included in a player s penalty minute total but shall be included in the team s penalty minute total. 2/15/2015 Page 8

E. Minor penalties: Any player accumulating six minutes in penalties in one game will be immediately suspended for the balance of that game. The penalty resulting in the suspension will be served by a teammate, and the player receiving the penalty will go directly to the team s dressing room. Each minor a player received will carry a two minute penalty to offending player s record. F. Major penalty: In the event that a player received a major penalty, he will be immediately evicted from the game in progress. A five minute team penalty will then be served by another teammate. Each major penalty will carry a 5 minute penalty to the offending player s record. Offending players will be automatically suspended for the next scheduled game. Intent to injure will be a 3 game suspension. All major penalties must be reviewed by the suspension committee. Amended October 2016 G. Match penalty: Any player receiving a match penalty will automatically be suspended. The length of the suspension is to be determined by the suspension committee. A total of ten minutes shall be charged to the offending player s record. H. Any player s action or infraction which results in an injury to an opponent shall be review by the suspension committee. I. Penalty suspension: Any player who accumulates 24 minutes in penalties in a season will be assessed game suspension according to the table given below. Amended October 2016 J. A player of the attacking side may not stand in the goal crease. Play will be stopped if the attacking side has possession of the puck. The goal creases will be delimited by semi-circular blue lines. K. The suspension committee shall consist of the vice- president and a rep from each team. The vice-president will preside over the committee. All reps should be able to attend the meetings, but the offending team(s) will not be allowed to vote. If there is to be a referee s written report, referees should provide a full and complete documentation of the infraction(s). The committee will base its decision(s) on: 1. The written referee s report and/or witness to the event. 2. Appearance of the players and referee involved before the committee, should the committee so request, in order to address further, any item written up by the referee. 3. If necessary, the statistician may be called upon to discuss the player or players in question on his (their) accumulated penalties for that particular season, or the years past, if records are available. The committee shall have the sole authority to suspend a player(s) or team official on infractions that occur before, during or after a game (at the rink). 16. Team representation: Upon completion of season play, each team must nominate two team representatives for the forthcoming year and forward their names to the executive. 17. Dressing rooms: All players are to adhere to the Rules & Regulations set forth by the Arena. 18. Arena damage: Any player causing damage to arena before, during or after a game will be held responsible for such damages. 19. Injuries: It shall be understood that in no way or manner will the league be held liable for any injuries incurred during season play. 20. Banquet: Season ending wind-up shall be held annually.
