Torfaen Dolphins Open Meet (SC) (Under FINA Technical Rules and Swim Wales Laws) General Event Information ENTRIES All entries to be submitted online through Team Manager or Team Manager Lite: The summary of entries should be sent together with one Club cheque made payable to Torfaen Dolphins Entries will be rejected for the following reasons: * They are received without the relevant fee. * Incorrectly completed. * Improved entry times. * Received after the closing date Age as at 8 th July 2017 (Level 2) Age as at 7 th July 2017 (Level 3) Girls/Boys 9-13 (Level 3 only) Boys/Girls 9/10, 11/12, 13/14, 15 and over (Level 2) ENTRY FEES 5.50 per event for the Level 2 Meet, all 50 s @ 4.00 4 per event for the Level 3 Meet MARSHALLING Swimmers must make themselves available for marshalling as soon as advised by the public address system. OFFICIALS Visiting clubs are requested to provide at least one qualified official per session, and their details (together with their qualification) should be forwarded with the entry information. Meals and refreshments will be provided. MEDALS Medals will be awarded for all finalists in each age group category.

Admission Charges 3.00 per session, 6 for a full day Daily programmes will also be available for purchase. CAR PARKING There is free car parking for approximately 200 vehicles plus there are several overflow car parks. REFRESHMENTS There is a coffee shop on site. There are also vending machines, and the local Cricket Club is available for food and refreshments. Waitrose & Tesco are very close by. MOBILE PHONES - CAMERA USE Swim Wales Photography Guidance:- a) Following consultation and to ensure consistency across the ASA and Swim Wales events, Swim Wales have made the decision to adopt the same photography at events guidelines as the ASA Wave Power. This guidance applies to all images and videos taken on any type of camera or recording device (including mobile phones). It applies to all training sessions, activities and events run by a Swim Wales affiliated organisation. It should be acknowledged that although the majority of images taken are appropriate and in good faith, images can be misused and children can be put at risk if common sense procedures are not observed. b) Aims The Swim Wales Photography Guidance aims to help organisations avoid three potential sources of child abuse: i) The use, adaptation, sharing or copying of images for child abuse purposes, either electronically or in print. ii) The possible identification of a child when an image is accompanied by significant personal information, which can lead to the child being groomed. iii) The identification and locating of children where there are safeguarding concerns; such cases would include, for example, children who could be compromised by an image because: o They have been removed from their family for their own safety. o There are restrictions on their contact with one parent following a parental separation. o They are a witness in criminal proceedings. c) Recommended best practice i) The publishing of a photograph of a member under 18, either on a notice board or in a published article or video recording (including video streaming) of a competition ( Publication ) should only be done with parental consent and in line with Swim Wales guidelines.

ii) A parent or guardian has a right to refuse to have their child photographed. The exercise of this right of refusal should not be used as grounds for refusing entry into a competition. Therefore, any photo that may go to press or on a notice board, be it through a member of the organisation or an official photographer, should receive parental consent before being published or displayed, preferably in writing. A suggested template allowing parents to indicate refusal of consent is provided on the ASA Wave power document p. 117. iii) In the case of any event or competition where the host organisation has an official photographer, all parents of members who are attending should be made aware of this in the event details. If photos are to be published anywhere, each individual parent should be given the opportunity to withhold their consent. Their right to do so should be specifically drawn to their attention. d) The Swim Wales guidelines state that all photographs for publication must observe generally accepted standards of decency, particularly: i) Action shots should be a celebration of the sporting activity and not a sexualised image in a sporting context. ii) Action shots should not be taken or retained where the photograph reveals a torn or displaced swimming costume. iii) Poolside shots of children should be above the waist only in a swimming costume, though full length tracksuit shots are approved. iv) Photographs should not be taken from behind the starting blocks or that show young participants climbing out of the pool - Published photographs may identify the individual by name and organisation but should not state the member s place of residence or school attended. Swim Wales does not wish to stop parents photographing their child if they wish, but all organisations must ensure they do all they can to safeguard each child s wellbeing. e) The official photographer In some cases, the organisation will ask a member or officer to act as an official photographer for an event and in some cases they may employ a specialist photographer. Their role is to take appropriate photos that celebrate and promote aquatics. i) When taking any image, they should be asked to: Focus on the activity rather than the individual child. Include groups of children rather than individuals, if possible. Ensure all those featured are appropriately dressed. Represent the broad range of youngsters participating in swimming boys and girls, children with disabilities, members of minority ethnic communities, etc. ii) Organisations should screen applicants for their suitability (just as they would check any other member of staff or volunteer working with children) and then provide training and information on the organisation s child safeguarding policies and procedures. iii) The official photographer (whether a professional photographer or a member of staff) should receive clear instructions, preferably in writing, from the organisation at an early stage. The organisation should provide them with a copy of this guidance and a clear brief about what is appropriate in terms of content. iv) Images should not be allowed to be taken outside the activity being covered.

f) The organisation should determine who will hold the images recorded and what is to be done with them after they have served their purpose. g) Guidance on filming children during training sessions h) The filming of children during training sessions is not recommended. The requirement for any filming must be justified by the organisation, (e.g. to assist in stroke development). Assuming filming is justified, written consent is required from the parents of each child who should then be invited to attend the filming and to subsequently view the video. ii) The individual who is responsible for filming should exercise caution when recording and ensure the content of the footage is appropriate, following the advice outlined above. Filming should cease and/ or the footage destroyed should any concerns be raised or if consent is withdrawn. iii) Once the footage has served its purpose, it should always be destroyed, unless the need to keep it can be justified. i) Mobile phones that have a camera facility/hardware are recognised as a camera or photographic device. All organisations need to make their members aware that while the Swim Wales does not support the banning of phones, as children need them to keep in touch with parents, particularly in emergencies, we do support the requirement that phones should emit a noticeable sound if the camera facility is used MEET CO-ORDINATOR A Meet Co-ordinator will be available for the duration of the Meet and can be contacted on 07753 842768. SWIM DOWN FACILITIES We will try to provide the opportunity for a swim down at the end of each session but this cannot be guaranteed and will depend on time.

The meet will be swum under the following rules and conditions: FINA Technical Rules and Swim Wales Laws. 2. All entrants must be members of an Affiliated club, amateurs as defined by Swim Wales Laws and hold a valid Swim Wales/ASA membership number. 3. The promoters reserve the right to limit entry in the interests of safety and timely completion of the meet. 4. Over the top starts will, where necessary or appropriate, be used during this meet. 5. Entries should be submitted electronically using Hy-Tek Team Manager software. The events file for input into TM is available upon request from competition@torfaendolphins.com No entries will be accepted without the correct full payment. 6. All entries must also include a payment summary sheet, completed coach/chaperone accreditation forms where appropriate and a SAE of at least A5 for return of confirmed entries and the timetable. 7. Age groups for Level 2: 9/10, 11/12, 13/14, 15 & OVER. Age groups for Level 3: 9,10,11,12/13 Swimmers will be allowed to enter times in the Level 3 Meet that exceed the Upper cut off times as long as they enter all other events in that age group and no more than two of the entries exceed the Upper Cut off times. Swimmers cannot swim in both the Level 3 and Level 2 meets. 9-13 year olds can choose to swim in the Level 2 meet provided they have swum the consideration times, but entry is not guaranteed if the meet is oversubscribed, unless the qualifying time has been obtained (see paragraph 9). 8. Age is at the last day of the meet. 9. Please note that each Level 2 event in this competition has an automatic qualifying time and a consideration time. Every attempt will be made to include those swimmers who have consideration times however the faster times will be given priority. 10. Entries slower than the Consideration time in the Level 2 meet will not be considered, please check your times carefully. 11. No swimmer may enter events Out of Age. 12. All withdrawals must be notified to the Meet Office no later than 5pm the day before the competition. 13. Coach s/chaperone passes will include a meal and a weekend programme. All applications for this pass must include WASA/ASA number and CRB check details for verification and a passport sized photo. Passes must be worn at all times when poolside or in the changing rooms. The closing date for passes

is the same as for entries, and passes will not be available on the day of the meet. Coaches/chaperone s without a valid pass will not be permitted poolside or allowed into the changing rooms. 14. Visiting clubs are requested to provide at least one qualified official per session, and their details (together with their qualification) should be forwarded with entry information. Meals and refreshments will be provided. 15. Marshalling will take place, and competitors must report promptly to this area 16. The safety rules of the pool must be adhered to at all times. Anyone not adhering to these rules (which will be read out at the start of each session) may be removed from the pool. 17. Individual teams/coaches will be responsible for their own swimmers in all areas outside the pool including the changing rooms. 18. All valuables/clothing etc. left in the changing rooms will be entirely at the owner s risk. 19. Events will be swum in heats, slowest to fastest. 20. Anyone wishing to use video or still cameras must register before using such equipment and they will be issued with a camera pass for which a charge may be made. 21. DATA PROTECTION ACT 1998 Torfaen Dolphins uses a computer to record entries and results. By submitting entries and accepting entry to the meet, consent is thereby given (as required under the Data Protection Act 1998) to the holding of personal information in a computer/s. Personal data recorded, such as name, club, date of birth and times may be made public during or after the meet. 22. Warm up and start times will be confirmed when all entries have been received and processed. Details will be returned with the confirmation of entries. 23. The promoters reserve the right to remove anyone for misconduct. 24. The promoters reserve the right to remove or amend any of the above conditions as required. 25. In the event that the Meet becomes oversubscribed we will filter entries on a first come first served basis. 26. Late entries may be allowed on the day if there is sufficient room, the swimmer is already entered in the Meet and the organisers have sufficient time to make the necessary amendments.

HEALTH & SAFETY a) All competitors are required to ensure that they observe all safety announcements and conduct themselves with safety in mind at all times. b) It is the responsibility of the swimmer and/or parent/guardian/coach to declare to the referee any disability or medical condition that could present a health or safety risk. c) If such a disability or medical condition exists, swimmers must produce a medical note confirming that their participation presents no health or safety problems. d) Footwear MUST be worn on poolside, on the Balcony and throughout the building. e) The Front 5 rows on the Balcony will be for swimmers spectators are not allowed in this area. f) Swimmers are advised not to use the elevators without an adult. g) Stairways on the Balcony are to be kept CLEAR at ALL TIMES and should not be used to sit on. h) An anticlockwise one way system will be in force on the poolside i) The health, safety and wellbeing of all swimmers, officials, volunteers, spectators and visitors is paramount all Health and Safety rules / regulations/ requirements must be complied with at all times. j) A full risk assessment will be carried out in accordance with the Swim Wales Meet License Report Pack. k) A copy of the Pool Operating Procedures and / or the Normal Operating Procedures & Emergency Action Plan for the facility being hired for a meet is available from the duty manager throughout the duration of the Meet. All swimmers, officials, volunteers, spectators, and visitors are required, at all times, to abide by the rules set out in the Pool Operating Procedures and / or the Normal Operating Procedures & Emergency Action Plan for the facility hired for the meet. l) Unacceptable Behaviour: Behaviour becomes unacceptable when it is considered Offensive to others; this includes, but is not limited to, the following: Theft, willful damage to property and / or equipment, acts of vandalism, abuse of alcohol and / or drugs, bullying, offensive language, aggressive / violent acts, threatening behavior, all breaches of safety practices, failure to comply with instructions / directions, actions that bring the sport of swimming into disrepute. m) Competitive Start Award: Swimmers must have attained the standard of the Competitive Start Award in order to start from the blocks; (this is the responsibility of the club coach). Swimmers who have not attained the standard of the Competitive Start Award must lower themselves into over the side into the water, on the long whistle of the Referee before starting at an appropriate place. n) Jewellery: For safety and security reasons, the wearing of jewellery is not permitted while in the water during warm-ups / swim-downs and / or competition. This includes watches, necklaces, chains, bangles, wrist bands, ear-rings (except studs), and rings (except wedding bands). Swim Wales will not be responsible for any jewellery brought to events and will not be liable if such jewellery is lost or damaged. o) Sufficient Pool Accreditation will be available for clubs to maintain adequate supervision of their athletes (As a guide, a ratio of 1:10 should be considered as the minimum required where athletes are 9 years and over) p) By entering this competition, the swimmer, parent or guardian accepts photographs taken by an accredited professional photographer may be used for promotional purposes by Torfaen Dolphins or partner organisations q) Swimmers are warned that doping controls may take place during this competition and by submitting entries, swimmers/parents/guardians are thereby giving consent to any random control methods.
