WHY IS FALL PROTECTION IMPORTANT? Falls account for about 1/3 of construction workplace fatalities. Fall incidents are complex events. Many factors contribute to a catastrophic event. Safe and consistent practice of fall protection is the only method for mitigating fall injuries and death.

What kinds of fall protection should be used? GENERAL FALL PROTECTION DETAILS Railing systems Fall arrest systems Warning systems Covering systems

ADDITIONAL DETAILS Storing of roofing materials on the roof. During roof work, materials and equipment must not be stored within 6 feet of a roof edge unless guardrail systems are erected at the edge. Any materials piled, grouped, or stacked near a roof edge must be stable and self supporting. -www.osha.gov

ROOFING WORK ON LOW-SLOPE ROOFS When working on a low-slope elevated floor 6 feet or more above lower levels, workers must be protected from falling by: Guardrail systems Safety net systems Personal fall arrest systems A combination of conventional fall protection systems and warning systems A warning line system and a safety monitoring system. -www.osha.gov

Cal/OSHA vs. FEDERAL OSHA Who has precedent? In the State of California, Cal/OSHA has precedent. What s the difference? Many of the rules and regulations are similar, in some cases Cal/OSHA has tighter guidelines, in those cases it is recommended to follow Cal/OSHA. For the sake of this presentation, we reference Cal/OSHA for the following slides.

TITLE 8, SECTION 3212 Floor Openings, Floor Holes, Skylights and Roofs Every floor and roof opening shall be guarded by a cover, a guardrail, or equivalent on all open sides. While the cover is not in place, the opening shall be constantly attended by someone or shall be protected by guardrails. -Cal/OSHA

Cal/OSHA COMPLIANT The Rule: Every floor and roof opening shall be guarded by a cover, a guardrail, or equivalent on all open sides. The Solution: Subsection 2: Skylight screens installed below the skylight. Existing screens (i.e. burglar [security] bars) shall meet the following requirements if they will be relied upon for fall protection. California Code of Regulations Title 8, Section 3212 Third Party tested to withstand an 800 lbs. IMPACT TEST

APPROVED DETAILS AND Floor and roof opening covers shall be: Designed by a qualified person. Capable of supporting up to 400 lbs. Secured in place to prevent accidental removal or displacement. Spacing of no more than 12 inches between bars. INSTALLATION

FALL PROTECTION IS ABOUT SAFETY AND LIABILITY LONG AFTER THE JOB IS COMPLETE For Contractors the California Statute of Repose states (construction) Contractors are liable 10 years from substantial completion for latent defect. Product liability has a standard 3 year Statute of Limitation or expressed/implied useful life. It is important that the materials you use will perform safely long after completion of the building.

WHY DO WE RECOMMEND SECURITY BARS? Because it s the ONLY way to be covered during construction and long after completion. Security bars are the only fall protection product to last the life of the building regardless of deteriorating elements from extreme weather.

INSTALLATION: 1. Place the bars evenly on the curb. 2. Fasten down with nails in each pre-punched hole. SET IT ONCE AND SAFE FOREVER

WHEN IS THE BEST TIME TO ADD SECURITY BARS? Adding Security Bars during the ground level construction of each panel is the BEST time to be covered for fall protection the entire time. Adding Security Bars after panels are lifted into place poses fall risks during installation.

SECURITY BAR BENEFITS Reduced long term liability Security bars are the only long term fall protection solution for long after completion. Reduce material waste/costs Stop throwing away plywood covers used for temporary fall protection. Reduce insurance premiums Building owners value the security and lower insurance premiums. Eliminate the need for a fall arrest system In most cases, security bars (combined with perimeter warning systems) will suffice for compliant fall protection.

FALL SCREENS FOR TI WORK Fall screens for TI work is an effective method for adding long term fall protection if there is not a security bar system below the skylight. The employer is required to provide any employee working on the roof with a fall arrest system if there is not a Cal/OSHA compliant fall screen or security bar protecting the skylight opening.

ROOF HATCH OPENINGS The railing system shall have a height of 42 to 45 inches from floor level. The swinging gate and other uppermost surfaces shall be capable of withstanding 200 lbs. vertical downward pressure. -Title 8, Section 3212

BEST PRACTICES Following safe rooftop practices is imperative to ensure a safe work environment. Approach all skylights and roof openings with caution, always assume there is no fall protection. Make note of your environment before beginning work, periodically survey your surroundings. Always utilize OSHA and/or Cal/OSHA approved equipment and procedures. Never sit or stand on a skylight!
