Volume 33, Issue 2 Page 2 News From TCBA Headquarters by Keith Savoie Keith Savoie TCBA President The changes in the format for the All Star Tournament was a great success last year. All Star, Wildcard and Playoff Tournament format The All Star tournament format will still be 4 games in the qualifying squads and four games in the finals. Bowlers will as before, need only 6 games to qualify to bowl in the All Star tournament. The average that we will use, will be the higher of the bowlers entering or ending average. The top bowler in each division advance as a seed to the Finals. We received great input and reviews from the bowlers about the format for the All Star tournament payout, so we will continue to use it. The payout will be 1 in 10 entries. The cost of the All Star entry will remain $65.00 with re-entries of $55.00, and payment by credit card will again be available at the tournament site, $67.00 for initial entry and $57.00 for re-entry. The National Playoff tournament will remain four games for the Qualifying rounds, leaving the semi-finals and the finals as they were. The Regional Wildcard tournaments format will remain, having every region at least one Wildcard team advance to the Playoff tournament. The ratio for wildcard teams advancing to the National Playoffs will be 1:6 for both men and women. The Regional Wildcard tournament will cost each team $100.00 plus the cost of local lineage. The $100.00 will be divided into two parts. Assist paying for National Tournament lineage and the balance added to the National Tournament Prize Fund. The teams will make the Regional Wildcard entry payment of $100.00 to the secretary running the regional tournament. The secretary will in turn send $100.00 for each team in the regional wildcard tournament to TCBA national headquarters. The format for the Regional Wildcard tournament is four games with handicap based on 1100, as teams are not bowling head to head but for total scores. It saddens me to inform our TCBA family that another member of our TCBA family has passed away. Randy Alford a long time member and the secretary of the East Texas Men s region lost his battle on February 5, 2018. Our thoughts and prayers go out to his wife Mandy and their family.

TCBA News Page 3 USBC reclassifies 3 TCBA leagues as Challenge Leagues The USBC sent this letter to four of our Men s TCBA leagues. Subject: TCBA (BA)F1 236153 classification 2016-2017 season We are notifying you that the TCBA (BA)F1 236153 meets the definition of a USBC Challenge League and we will be changing the designation of the league to reflect it. You may appeal this decision in writing within 15 days of the date of the letter. If no appeal is received, we will be reclassifying the league as stated above. According to USBC Rule 200a, a Challenge league is one in which a) the lane condition ratio is generally between Sport and Standard/House or b) the Competition chooses to utilize a condition other that the center s standard/house condition or c) the Competition utilizes both a Sport and the center s standard/house condition during the season or d) Averages established in a league are generally 10 pins or lower than those bowled on a Standard/house condition. The averages established in the TCBA (BA)F1 236153 bowled by members who also bowl another league show a difference of 12.23 pins lower. Due to this change, a bowler must submit and use his/her Challenge Bowling league average utilizing the Challenge Average Conversion scale, copy enclosed, when the: 1. Bowler is entering a standard league or tournament; and 2. League or tournament entering average rule requires the bowler to use the average; and 3. Bowler does not have a standard league average from the same season(s) specified in the league s entering average rule as the Challenge Bowling average. If you wish to appeal, please send to: USBC Attn: Rules 621 Six Flags Dr. Arlington, TX 76011 Or, Rules@bowl.com In an effort to appeal this process I emailed all of our TCBA secretaries to email USBC appealing this decision on behalf of the entire TCBA. As a matter of record I also sent this letter on behalf of the National TCBA objections to this decision. Mike, Let me introduce you to the Traveling Classic Bowling Association (TCBA) an organization founded in 1972, as the Texas Classic Bowling Association. The unique idea of a bowling league bowling in more than one bowling center caught the interest of many bowler. That interest grew to over 700 teams in eight states, at the height of bowling as a sport. With the stressed economy, we find our numbers are steadily declining. The TCBA currently has 16 leagues in the states of Texas, Louisiana and Mississippi. These leagues bowl in nine to eighteen different bowling centers in a season. The leagues bowl several different configurations, such as two- three game sets every other week,, three-three game sets every third week, or two three game sets on Saturday and two three game sets on Sunday once a month. Regardless of the schedule the leagues bowl, they all bowl on the standard house shot for that center. With this information being explained, it would be ill advised for USBC to label the TCBA leagues as a Challenge League. From the information I am getting from my secretaries, not all leagues have received this re classification letter from USBC. That being said, the TCBA could not hold leagues accountable for averages as a whole if the rule was not the same for all leagues. Our season ends

Page 4 TCBA News with a National Playoff tournament for all regions to bowl for the top team in TCBA. How can we make it fair if all bowlers cannot bowl on the same average rule. The answer is, the TCBA leagues are not Challenge leagues. The criteria stated by USBC is: 1) Leagues bowl on other that Standard house conditions. - False, we bowl on the house shot. 2) Leagues choose to use conditions other than center standard house condition False, we bowl on the house shot. 3) Leagues bowl on both Sport and standard conditions. False, we bowl on the house shot. 4) Averages are generally 10 pins lower than those bowled on standard house conditions. False, bowler s averages vary from house to house, due to house conditions and ability to adjust to the house shot being bowled on. Some TCBA bowlers have a higher TCBA average than in other leagues they bowl in. USBC s rational is that the bowlers TCBA average is lower because we bowl on other than a house condition. TCBA averages are more representative to the bowler s ability when bowling in tournaments. The number of TCBA bowlers that only bowl in the TCBA is approximately 1-2% of the entire league. A vast majority of TCBA bowlers bowl in several leagues each season, and the other league averages are generally higher than their TCBA average. As a matter of fact, you can check my USBC averages for the 2005-06 and 2006-07 seasons. After Katrina, I was forced to bowl in the only bowling center open in New Orleans at the time. My TCBA average was higher than my House League Average The TCBA has long been a deterrent of average manipulation. The rule covering averages is addressed in our rule 5.A.1 which states that misrepresentation of one s average will result in disqualification from the TCBA for the remainder of the year for the bowler and the team they bowl on. We do not take this lightly. because bowler averages have become inflated over the past several years, the TCBA has adopted a 15 pin rule for the men s league. This is because the men s leagues have an average cap on entering averages. This cap has grown from 845 to 1075 due to the increasing abilities of bowlers. The purpose of the rule is to allow bowlers to continue to bowl as a team in the TCBA. Additionally we have instituted a TCBA National Tournament Average for bowlers that have twelve or more games bowled in our National tournament over a floating five year period to further curb average manipulation. In conclusion, the TCBA s existence is at the mercy of the USBC and we implore the USBC to reconsider classifying the TCBA Leagues as Challenge leagues. We do not fit the mold. Keith M. Savoie Executive President TCBA Unfortunately USBC has decided to classify 3 of the 4 men s leagues as challenge leagues. The other league is pending. According to an email from USBC, this will affect bowlers that bowl in (1 league, the TCBA league) that enters a USBC sanctioned tournament. TCBA bowlers in multiple leagues will use high book and not convert the TCBA average to a challenge average.

Page 5 TCBA News Proposed Rule Change - Team strength for the Women s Division teams from 5 to 4. Reading the TCBA bylaws and the Women s Division rules, there is no rule that specifically applies to team strength. There would be several housekeeping changes that would require attention as follows: 1. Rule 3.5: The TCBA Team Registration Fee is due in full to the Regional Secretary/Treasurer by the second bowling date. The team fee covers the full eight (8) member roster strength for each team. - This would depend on whether we would also want to change the full roster strength from eight (8) to seven (7). 2. Rule 4.1: The franchise fee shall be paid once per team. The franchise will be held by the team captain as long as she is acceptable to the majority of the Board of Directors. It is the responsibility of the team captain to solicit a franchise sponsor through a commercial firm, bowling establishment or as an independent group posting thirty dollars ($30.00) per bowler to achieve the same. - This changes the $150 total for the franchise fee. It can be adjusted to $37.50 per bowler, $150 per team, or not changed. 3. Rule 8.1: The handicap allowance shall be ninety percent (90%) of the difference in a team s current lineup average and the base of one thousand and fifty (1050). If one team in a contest has a current team average over one thousand and fifty (1050), that team will have a negative handicap of the difference between their current team average and one thousand and fifty (1050). If both teams are over the one thousand and fifty (1050) current average, they both shall receive negative handicaps of the difference between their current team average and one thousand and fifty (1050). - All values entered as one thousand and fifty (1050) would be changed to eight hundred and forty (840). 4. Rule 9.1: A team is allowed to carry up to an eight (8) women roster through the season provided all members meet the requirement of Rule 7-1 (Entering Averages). It is the team captain's responsibility to supply the District/Regional Secretary with verified average proof through either an association yearbook or an association secretary letterhead. It is the District/Regional Secretary's authority not to accept any bowler into TCBA unless she is satisfied that the average information submitted is authentic or verified. The District/ Regional Secretary is directed by TCBA to have on record a visible form of average verification on all bowlers before she can legally accept them into the district for active competition. Any team captain who fails to supply average verification to the District/Regional Secretary on any bowler actually used in a lineup will be subject to action under USBC, Rule 103 - Board of Directors Authority. The Board of Directors may declare forfeited or null and void any protested or disputed games. - Again, depends on whether we would also want to change the full roster strength from eight (8) to seven (7). Rule 11 Absentee Score Absentee scores shall be allowed when a team has a legal lineup but less than a full team at the beginning of any game in a series. The absentee score shall be ten (10) pins less than the absent member's average. The handicap shall be figured counting the actual average of the absentee. In the event a team shall not have a complete five (5) members present, but the legal lineup, the absentee score(s) shall be based on the member's average with the most games bowled, less ten (10) pins. If absentees have the same number of games, the highest average shall be used. Vacancy scores must be used until the member has actually bowled in the league this season. 5. Rule 13 Vacancy score shall be one hundred and fifty (150) at all times for those teams who can't field five (5) members at the start of the game. Continued on page 7

Rule 14 A legal lineup shall be declared if three (3) members are present to bowl. Less than three (3) by the completion of the first (1st) frame will be illegal and shall constitute forfeit of games involved. If a team draws a forfeit, the opposing team must still earn those points by bowling within seventy-five (75) pins of their team average every game to win the points involved. If the team does not, neither team will be awarded the points and the point money involved will be put into the general coffer for all teams to share. - Legal lineup changed from three (3) to two (2). - Value changed from within seventy-five (75) pins to within sixty (60) pins in a forfeit situation. I would suggest we create new team records. High Team Game (4 Member), High Team 3 Game Series (4 Member), and High Team 6 Game Series (4 Member). Keep the current team records, amending titles to High Team Game (5 Member), High Team 3 Game Series (5 Member), and High Team 6 Game Series (5 Member).
