2018 REFEREE MANUAL
On behalf of Scottsdale Soccer and its Board of Directors I would like to welcome you to the 2018 Scottsdale Soccer Max Shacknai Invitational. I would also thank you for your time and effort in making our tournament a success. The following was created to provide an overview of the rules of competition, tournament game day procedures as well as expectations. - Our points of emphasis will be: 1) zero tolerance for irresponsible behavior of coaches/team officials and sideline/parent behavior. This tournament allows Referees the option, but not the obligation to display yellow or red card to a coach for their irresponsible behavior or for the irresponsible behavior of their sideline/parents 2) dealing with dissent We must all work together to help implement the Respect the Game Initiative of the Arizona Soccer Association. - Be respectful. If a coach asks a question, be calm and respectful with your reply. Listen and politely respond. In addition, there is no need to discuss your match with the sideline/spectators no good can come from this - It is up to each of you to manage your availability. If you are issued an assignment timely accept or reject the match and communicate with our tournament assignor, Mark Rodriguez, at bhiassignor@scottsdalesoccer.com immediately if your availability changes - Know the rules of competition. It your responsibility to correctly apply the Laws of the Game and Rules of Competition for the tournament. The 2017-2018 Laws of the Game are in effect with the exception of Temporary Dismissal this has not been adopted by the Arizona Soccer Association and it is not in place for this tournament. - Be professional. You must adhere to the US Soccer standards of dress. Have your shirt tucked in and socks pulled up. The entire crew must match no exceptions. REFEREE DRESS CODE AND CONDUCT Referees are expected to exhibit a professional demeanor at all times, including dress and appearance. ACCEPTABLE DRESS State or Referee Association gear, OSI, or generic clothes US Soccer Standards of Dress and Appearance UNNACCEPTABLE DRESS Flip flops Sunglasses CONDUCT Arrive at the complex at least 45 minutes prior to scheduled kick off. Communicate any delays immediately with the Tournament Assignor, Mark Rodriguez, at (602) 318-8817 or bhiassignor@scottsdalesoccer.com Act and speak in a professional, respectable manner Refrain from criticizing other Referees, players, teams, or team officials RESPECT THE GAME Arizona Soccer Association ( ASA ) and the Arizona State Referee Administration ( ASRA ) and Scottsdale Soccer are committed to further the Respect The Game initiative. To that end, ASA, ASRA and Scottsdale Soccer expect Referees to adhere to a Zero Tolerance Policy regarding irresponsible behavior in the Technical Area and by spectators. To apply this policy to players, a red card may be shown and the player sent-off, in accordance with the Laws of the Game. This includes substitutes and substituted players in the Technical Areas. To apply this policy to team officials in the Technical Area, Scottsdale Soccer has modified the Rules of Competition to allow Referees the OPTION, but not obligation, to show the yellow and/or red cards to team officials. To apply this policy to spectators, Referees are reminded that the Laws of the Game do not provide Referees authority over spectators. However, the Rules of Competition clearly state that coaches and/or team officials are responsible for the behavior of their respective spectators. Therefore, if a Referee is able to identify the spectator(s) behaving irresponsibly, the Referee may advise the coach of the spectator s irresponsible behavior, and that the match will not resume until the spectator is removed. Furthermore, Referees are empowered to discipline and show the yellow and/or red card to coaches and/or team officials for the irresponsible behavior of their respective spectators. Any questions about this policy should be directed to Todd Sergi, VP of Referees for Scottsdale Soccer, prior to your match. 2
TEAM UNIFORMS It is the Referees responsibility to ensure strict compliance with the Laws of the Game, not to resolve uniform disputes. If a uniform dispute between teams occurs, the Referee should contact the Supervisor or Tournament Staff. NUMBERS and COLORS All Uniforms must be numbered (except goalkeeper jersey) The number shall be affixed to the back of the jersey and clearly visible Home team is required to change if there is a conflict between teams (the team listed first on the schedule is the Home team) If undergarments, undershorts or tights are worn, the color of the sleeves/shorts must be the same main color as the sleeve of the jersey, shirt or shorts Tape or any material applied or worn externally on Socks must be the same color as the part of the sock it is applied to or covers In the event of color conflict with Referees, the Referees shall change jersey colors MATCH BALLS Size 3 for U7/U8 Size 4 for U9-U12 Size 5 for 13U and older Home Team provides game balls for each game. Ideally, three (3) balls should be provided. Balls should be inflated in accordance with the manufacturer s recommendation. To be awarded a forfeit win, the opposing team must be present and ready to play. 3
FIELD AND GOALS The Referees shall inspect the integrity of the goals to ensure they are secure and suitable for play. Matches shall not begin until both goals have been firmly secured. Both teams will sit on the same sideline. Teams will sit on the opposite sideline from the spectators with the home team taking the north or east sideline. Spectators shall sit directly across from their team. Spectators must sit a minimum of 5 yards back from the touchline. No spectators on the team sidelines or behind the goals. For the purpose of coaches providing instruction, If a Technical Area is not marked, it shall begin at the center line and extend to 5 yards beyond the team s bench PLAYER AND STAFF CHECK IN Referees must arrive at the complex at least 45 minutes prior to the scheduled kick off time and check in with Tournament Staff at the Command Tent at each site. Please refer the site maps attached for the specific Referee check in at each of the sites. Please be sure to secure any items left in the Referee Lounge Tent. Any items left are at your own risk Please allow for additional time at Chaparral Park due to limited parking and Reach 11 due to construction The Referee is to obtain the game card from the Referee Liaison at the Command Tent The Referee will receive two (2) special Tournament Coins when they receive the Scorecard for their upcoming match. These Tournament Coins will be given to the Coach by the Referee, one (1) each per Team, before the start of the match. Please instruct each Coach to present the Tournament Coin to an OPPOSING TEAM S PLAYER after the match has concluded. The Tournament Coin should be given to the Opposing Team Player that the Opposing Coach feels best represents excellence in the match, a high level of sportsmanship and fair play or any other criteria that shows excellence in play and / or character The entire crew (Referee and both Assistant Referees) must report to their field at least 30 minutes prior to the scheduled kick off time Player and team official passes must be given to the Referee before the start of the match No more than 18 players (16 for 12U) may be in uniform to participate in the match Passes must be laminated and bound by the zip tie provided by the Tournament Staff Unless approved by the tournament staff, a player shall not participate without a current, valid player pass Referees must confirm that the player pass is valid, that the player is listed on the roster, and that the roster has the correct jersey number listed After check in, Referees should maintain possession of team official passes and return player passes at the conclusion of the match 4
TECHNICAL AREA Both teams shall be on the same side of the field Coaches may provide instruction only from within the Technical Area For the purpose of coaches providing instruction, If a Technical Area is not marked, it shall begin at the center line and extend to 5 yards beyond the team s bench Players listed on the match lineup card are permitted at the team bench area during a match. A suspended team official is NOT permitted at the Team Bench Area Any player sent off from a match must leave the field area and retreat to the parking area of the complex or an area designated by the Supervisor or Tournament Staff (player must have adult supervision) Any team official dismissed from participating in a match must leave the field area and retreat to the parking area of the complex or an area designated by the Supervisor or Tournament Staff No player or team official who has been sent off or dismissed from a match may communicate in any way with those remaining in the Team Bench area. Referees are authorized to prohibit this communication and should provide a written report to the Supervisor or Tournament Staff for violations. The Team Bench area must at all times be supervised by a Team Official. If no adult who possesses a member pass card from its State Association and is available to become a Team Official to supervise the Team Bench Area, the Referee must notify the Supervisor or Tournament Staff NOTE The Referee has the option, but not the obligation to display a yellow or red card to a coach, team official or bench personnel for irresponsible behavior or for the irresponsible behavior of its spectators or sideline HEALTHCARE PROFESSIONAL / ATHLETIC TRAINER POSSIBLE HEAD INJURY A Referee, Coach, Tournament Official or Medical Staff can remove a player from a game if they suspect a possible head injury or for an injury. If a player is removed from a game for a possible head injury, the player s ASA US Youth Soccer Association pass will be retained and sent to ASA at the address below. If a player is playing with a US Club Soccer or alternative pass / identification method, the player s pass will be retained and returned to the team at the conclusion of the Tournament. The Referee is required by ASA to document the possible head injury and fill out an online report through the GotSoccer platform. The absence of this report does not discount the possible head injury or circumvent ASA, Tournament and Scottsdale Soccer policies and Return to Play guidelines. If a player s pass is retained for a possible head injury, or there is a suspicion of a possible head injury, that player must immediately be removed from all soccer activities and CANNOT return to play in the Tournament without written medical clearance from a Medical Doctor (MD) or Doctor of Osteopathy (DO). This means ANY AND ALL soccer participants, including those governed by US Club Soccer or any other entity; league or governing body affiliation does NOT matter. This restriction to participation cannot be lifted without a written medical clearance regardless of the player s observed condition, their insistence of being alright or even parental permission and regardless of the length of time it takes to receive medical clearance No Exceptions! 5
Arizona Youth Soccer Association 2320 West Peoria Avenue Suite C123 Phoenix, Arizona 85029 SUBSTITUTIONS For all age groups substitutions can be made at any stoppage of play with the permission of the Referee and are unlimited. HYDRATION BREAKS The Tournament Director reserves the right to implement hydration breaks during matches to players to hydrate during extremely hot or humid weather conditions. The following shall be the process used to conduct hydration breaks: Implementation and control of the breaks will be managed solely by the Referee Each break shall last no longer than 2 minutes in length Each break shall be held halfway through each half The ball must be out of play for the break to commence The Referee will signal for the start of the break and inform both teams and all match officials The clock will continue to run and all time allotted for the break must added to stoppage time Both teams will go to their respective team bench areas Players must may leave the field of play Coaches cannot leave their respective technical areas Bench personnel cannot enter the field of play (excluding Medical Personnel) INCLEMENT WEATHER/LIGHTNING In the event of inclement weather or other events, which affect our ability to play as planned, the Tournament Committee may modify the Rules of Competition in order to safely and fairly complete the Tournament successfully. The Tournament Committee will make their decisions on what is best, considering the health and safety of the players. Scottsdale Soccer Club utilizes city-provided fields for all play. During inclement weather, the cities will take into consideration the need to prevent the destruction of the fields and facilities. Scottsdale Soccer Club does not own the fields, nor does it have any authority over their usage. Coaches and Team Managers are asked to remain flexible to the changes in fields / locations as required and to keep in contact with Tournament Officials for these changes. Typically, the inclement weather plan will consider the following, in order: a. Play all games as scheduled. b. Eliminate pre-game warm-up on fields. c. Shorten matches. d. In the event the field conditions are unplayable as determined by the Tournament Committee, the City or Facility Managers, games in question may be decided by kicks from the penalty mark.. e. If matches are unable to continue for any reason(s), Tournament placement will be based upon the last fully completed round of play. Bracket tie-breakers will be used to satisfy any ties that remain. If Bracket tie-breakers cannot resolve a tie, the Tournament Committee will utilize a coin toss to resolve the situation. A team representative must be present at the coin toss. 6
f. In the event of game cancellation(s) due to inclement weather, entry fees will be forfeited. Scottsdale Soccer Club will make no guarantees of any refunds. However, Scottsdale Soccer Club recognizes the financial commitments of teams entering the tournament. As such, Scottsdale Soccer Club may, at its discretion, refund a portion of the entry fee(s) after all other expenses have been paid. REFEREE FEES Referees will be paid at the conclusion of the match once all required paperwork has been completed and submitted to the Tournament Staff. ARs conduct ceremonial goal inspection. 00:00 Kickoff Halftime -02:00 Referees enter the field together; Assistant Referees have flags furled at side. ARs conduct ceremonial goal inspection. 00:00 Kickoff second half After the conclusion of the match the Referee will have each team representative sign or initial the game report. The Referee will sign the game report and forward it to the Supervisor/Tournament Staff. The game report includes the score and the name / number / issue of any player / coach / individual receiving a red or yellow card. In the case of discrepancies, signed game reports shall prevail. 7
