Scottish Swimming Team Scotland 2018: Gold Coast Commonwealth Games Athlete - Sport Selection Policy and Standards Introduction 1. Scottish Swimming and Commonwealth Games Scotland (CGS) have agreed this selection policy. It provides detail on the process by which Scottish Swimming will arrive at athlete nominations. These will be submitted to CGS for consideration and for final selection to Team Scotland 2018. Achievement by an athlete of individual selection standards, detailed in this document, is therefore the first step by which nomination can be considered. The final decision for selection to the 2018 Games lies with CGS. 2. Scottish Swimming will nominate only those athletes to have qualified under both the Scottish Swimming Sport Specific Selection Standards stated below, and the CGS General Selection Policy (available on the CGS website) that should be read in conjunction with these standards. 3. Entry numbers per event and the overall number of athletes in the swimming team are in accordance with Commonwealth Games Federation (CGF) allocation. Should more athletes achieve the standards than spaces available, then Scottish Swimming will prioritise in accordance with this policy. Team Scotland General Selection Policy Aim 4. Scotland selects a team that: 4.1 performs with distinction in 2018; 4.2 achieves the highest ever medals at a Games out with Scotland; and, 4.3 overall have a higher percentage of athletes meeting the selection standards when competing at these Games than in 2014. 5. This Swimming selection policy is consistent with the aim above. Athlete Eligibility 6. The eligibility criteria of the CGF, Article 24 (see Appendix 3) and R13.5 of Scottish Amateur Swimming Association Limited Company Rules must be met by all nominees. 7. Where prospective team members do not automatically comply with the above, in terms of birth or parents birth, they will only be nominated for final selection if they receive prior approval from the CGF under their guidelines. No applications will be considered after 1 March 2017 to allow any case sufficient time for review and any submission to the CGF. 2

Games Swimming Competition Format 8. General selection details: 8.1 The swimming competition will take place 5 11 April 2018 and comprises events listed and detailed in Appendix 1. 8.2 Selections for individual and relay events will be determined from performances at the: 2017 British Championships (Sheffield, 18 th 23 rd April, 2017) 2017 Scottish National Championships (Aberdeen, 29 th June 2 nd July, 2017) 2017 European Junior Championships (Netanya, Israel, 26 th 30 th June, 2017) 2017 British Summer Championships (Sheffield, 25 th 30 th July, 2017) 2017 FINA World Championships (Budapest, Hungary, 23 rd 30 th July, 2017) 2017 World University Games (Taipei, Taiwan 20 th 27 th August, 2017) 2017 World Junior Championships (Indianapolis, USA, 23 rd 28 th August, 2017) 8.3 The overall team size for swimming will be determined by CGS. 8.4 In accordance with the CGF statutes and GOLDOC competition rules, the maximum number of athletes selected by any country for each individual event will be three. 8.5 Coach selection criteria and process is shown in Appendix 2. 9. SPORT SPECIFIC SELECTION STANDARDS 9.1 Swimmers equalling or bettering an individual or combined relay selection time (listed in Appendix 1 and subject to section 11) at events listed in section 8.2 will be considered for selection. 9.2 On completion of the last selection meet (listed in section 8.2) swimmers identified through 9.1 will be ranked in priority order based on the percentage inside the event selection time achieved. 9.3 Using the ranking list identified within 9.2, the first 16 swimmers (from individual events and relays, subject to 8.4) will be nominated to CGS. 9.4 Where additional places are allocated by CGS to Aquatics (Swimming and Diving), further swimmers from the ranking list identified within 9.2 and in conjunction with the CGS Generic Policy, MAY be nominated to CGS at the discretion of the Scottish Swimming Performance Director in consultation with the National Coach. 9.5 Where additional places are allocated by CGS to Aquatics, the prioritisation between Diving and Swimming nominations will be at the discretion of the Scottish Swimming Performance Director, who will use all current available information to reach his decision. This will include; Availability of spaces within an event Strength to medal at the 2018 Games 3

Strength to contribute to a medal at the 2018 Games Current balance of the Swimming and Diving teams Previous recent international performances and achievements Only events where space remains will be considered as part of this process. 10. Relay Selection 10.1 In accordance with the CGF statutes and GOLDOC competition rules, the maximum number of relays selected by any country for each relay event will be one. 10.2 Selection of relays will be based on a relay team achieving a selection time through the process identified below: 10.3 The fastest combination of four individual swimmers times in the Men s and Women s 100m and 200m Freestyle events and the fastest 100m Backstroke, 100m Breaststroke, 100m Butterfly and 100m Freestyle will be added together and a total allowance of 1.50 seconds will be deducted for takeovers to establish a combined time for relays. Those swimmers equalling or bettering the relay selection time (listed in Appendix 1), will be included within the selection process outlined in section 9. 10.4 Relay alternates will only be considered as part of the selection process identified in section 9.4 and in line with the CGS Generic Selection Policy section Selection Guidelines for Athletes, section 27, point 27.3 relevant to swimming; Numbers above the minimum will only be selected; (a) if there are identified competition schedule conflicts for those athletes who have qualified individually, and/or (b) if it can be shown via validated objective evidence that the final result in the team event is likely to be improved by the individuals proposed being added 10.4.1 Freestyle Relays (4 x 100m, 4 x 200m); Providing the times of the swimmers ranked 2 5 added together with a total allowance of 1.50 seconds deducted for takeovers achieve the relay standard (identified in Appendix 1), a relay alternate may be considered within the selection process identified within 9.4. 10.4.2 Medley Relay 4 x 100m; Providing the times of the 4 identified swimmers (including the alternate swimmer) added together with a total allowance of 1.50 seconds deducted for takeovers achieve the relay standard (identified in the table in Appendix 1), a relay alternate may be considered within the selection process identified within 9.4. 4

10.5 Any swimmer who qualifies for the swimming team is eligible for selection to the relay teams, and the National Coach is responsible for selecting the best four swimmers and swim order to compete in the relay events. 11. SELECTION NOTES 11.1 Performances by swimmers equalling or bettering a selection time in each event at the selection meets in finals, semi-finals or heats will be used equally. 11.1.1 Following the process outlined in section 9.1 9.3 where swimmers are ranked equally (either by time or percentage inside the qualifying standard) and the number of event places or places within the top 16 does not allow for both swimmers to be nominated, the Scottish Swimming Performance Director, in consultation with the National Coach, will make the final decision. 11.2 Individual swimmers performances outside the published selection times (listed in Appendix 1) will not be considered for selection. 11.3 Relay splits, including lead off swims, will not be considered for selection. 11.4 Split times from individual events, will not be considered for selection.. 11.5 Where multiple individual qualifying standards are achieved, swimmers must identify which individual events they wish to compete in to the NPD and Head Coach by 25 September 2017. 11.6 Only named selection meets will be used for selection. 11.7 Additional Swims for selected swimmers: Final decisions concerning additional swims will be made by the National Coach in line with the CGS General Policy: Entries will be made by CGS after athletes are selected by CGS based on agreed achievement of selection standards. Once selected in the event in which they have met the agreed selection standards, athletes may also be entered in other events: a) should there be spaces available; and, b) if, after discussion with the athlete s sport, CGS agrees the athlete s focus remains on the primary events they have qualified in, or in other team events such as relays to which they have been committed, and other athletes have been selected for. In line with the above, the following process will be followed: discussion between Head Coach and the swimmers personal coach (Home Coach) prior to Gold Coast 2018 final entry date; and 5

discussion (if necessary) with Team Coaches prior to final sport entry deadline. 12 Other Factors for Consideration All nominated athletes must have completed the required Anti-doping education 13 SELECTION PROCESS TIMELINE 13.1 Scottish Swimming will communicate nominations to be made to CGS by 30 September 2017 (allowing time for any Appeals as per Section 15), submit nominations to CGS by 7 October 2017. CGS will confirm initial selections by 15 October 2017 and final selections by 20 February 2018. 13.2 Final selection to the Games team is dependent on provision of relevant information required by CGS such as completion and signing of the CGF Eligibility form and CGS Team Member Agreement. 14. DE-SELECTION 14.1 Anti-doping Athletes suspended by their Governing Body as a result of ongoing or concluded anti-doping violation allegations, will not be considered for selection, and if previously selected will be deselected from Team Scotland 2018. 14.2 Form and fitness issues Injury Management Where form and fitness issues are identified at or after selection, a fitness test may be used to determine that the athlete is capable of performing to the level required for the Games. The format will be determined by CGS after discussion with Scottish Swimming. This will be specific to swimming and the athlete s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. 14.3 Athletes in breach of CGS policies, code of conduct and team agreement may be de-selected. 15 APPEAL PROCESS 15.1 An appeal against non-nomination to CGS by Scottish Swimming is entirely a matter for the athlete and Scottish Swimming. This should be held in accordance with Scottish Swimming own appeal procedures, but taking into consideration only the CGS selection policy and agreed sport specific selections standards and conditions. 15.2 Following communication of nominations by 30 September 2017, appeals will be heard in accordance with Scottish Swimming s internal appeals process. 15.3 All appeals must be received, in writing by email, including the grounds upon which the appeal is made, to the Scottish Swimming Chief Executive by 6

1200 hours midday on Tuesday 4 October In all instances, Scottish Swimming will respond in writing by email to the athlete within two days, notifying them of the outcome of the Appeal Process 15.4 Appeals shall only be considered if they address the selection process, clarification of fact or provide new and relevant information / evidence. Grounds for appeal do not include; eligibility, health, or times achieved outwith phases identified within the selection policy. 15.5 Swimmers will be nominated to CGS by 7 October 2017. 15.6 Scottish Swimming will also have the opportunity to appeal to the CGS if athletes that have been nominated by Scottish Swimming are not selected. This will be completed within twenty four hours of CGS notification of nonselection. All CGS appeal decisions will be made ahead of final announcement of the team. Individuals do not have the right to appeal directly to CGS. 16 APPOINTMENT OF TEAM STAFF A Team Manager will be appointed by CGS in consultation with Scottish Swimming by April 2017. The final complement of swimming team staff attending the Games will ultimately depend upon team numbers and composition and will be determined by CGS in consultation with Scottish Swimming. This will include different categories of accreditation and access to the Games Village and other secure areas. 7

Appendix 2 COACH SELECTION PROCESS 1. The National Coach will act as the Head Coach for the team. 2. Following the completion of the swimmer selection process, coaching staff will be appointed to the Commonwealth Games Aquatic Team (Swimming) by the Scottish Swimming Performance Director & National Coach. 3. Confirmed coaches will be expected to play a full part in the preparation of the Team as identified by the Scottish Swimming Performance Director & National Coach. 4. Coaches based outwith Scotland will only be considered in exceptional circumstances. 5. Coaches must hold the minimum of a Scottish Swimming Level 3 Licence or equivalent 6. A minimum coach/swimmer ratio of 1:6 will be applied, excluding the head coach and depending on accreditations provided by CGS 7. There will be no appeal process for the Coach Selection 9

ARTICLE 24 Eligibility Appendix 3 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all athletes must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated Commonwealth Games Association (CGA) or International Federation (IF) or under the World Anti Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where an athlete was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the athlete may initially represent either the athlete's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, an athlete may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games. 4. It is the responsibility of all affiliated CGAs to ensure that their athletes are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board will have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive Board at its meeting in August 2004 gave the following guidelines: If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility - Athlete Dispensation Criteria The General Assembly noted the Executive Board s decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation. 10
