City of Dowey Bicycle Master Pla 6 1. INTRODUCTION Bicycle Master Pla Overview: Goals ad Objectives Backgroud: The City of Dowey The City of Dowey is located withi the Gateway Cities regio of Los Ageles Couty, approximately 10 miles southeast of Dowtow Los Ageles ad approximately 12 miles ortheast of Dowtow Log Beach. Accordig to the 2010 US Cesus, over 110,000 people live i the City of Dowey. The city has a history of ivolvemet with the aerospace idustry sice the middle of the 20 th cetury, ad dates back to the begiig of the 20 th cetury as a ceter of agriculture ad trade. Today, the City of Dowey is a family-orieted commuity with thousads of busiesses, services, ad civic groups. Visio for the Dowey Bicycle Master Pla Dowey has a well-developed regioal ad local trasportatio system. Dowey ejoys excellet access to regioal trasportatio assets such as the I-5, I-710, I-605, ad I-105 freeways, the Sa Gabriel River Bike Path, the Rio Hodo Bike Path, ad the Metro Gree Lie. Dowey offers a local bus service, the Dowey Lik, i additioal to regioal service provided by Metro. Dowtow Dowey provides excellet walkig access to stores, restaurats, arts ad culture, ad educatioal opportuities. May Dowey residets ride bicycles both for trasportatio ad for fu. However, Dowey experieces a great deal of cogestio ad traffic related to goods movemet comig from the Port of Log Beach ad the Port of Los Ageles. The local road etwork required to support these eeds ca ofte mea a usupportive or ucomfortable eviromet for bicyclig. Furthermore, active trasportatio modes such as bicyclig are icreasigly recogized as importat compoets of the trasportatio system. Bicyclig helps to reduce vehicle emissios ad meet sustaiability goals, improve the health ad welless of a commuity, ad icrease local ecoomic developmet ad civic ivolvemet. Based o the cotext of trasportatio ad bicyclig withi Dowey, alog with the beefits of ecouragig bicyclig withi the City of Dowey, the Dowey Bicycle Master Pla (DBMP) aims to maximize coectivity by bicycle to the assets already i place withi the city. The primary goals of the Bicycle Master Pla are to provide a safe, efficiet, ad coected etwork of bicycle facilities that residets ad stakeholders ca ejoy for a variety of purposes. Public Ivolvemet ad Pla Developmet The developmet of the Bicycle Master Pla comes as part of a effort by the City of Dowey to address local ad regioal desires to ehace the viability of bicyclig as a mode of trasportatio ad reduce trasportatio system impacts o local commuities. By makig bikig easier ad safer, the City ca better maage its trasportatio etwork ad reduce its overall greehouse gas emissios resultig from sigle occupat drivig. The City of Dowey Geeral Pla, adopted i 2005, idetifies active modes of trasportatio such as bicyclig as a way to mitigate cogestio ad advace livable commuities. The Geeral Pla Circulatio Elemet directly recommeds the creatio of a Bicycle Master Pla to idetify bicycle routes throughout the city (Program 2.2.2.2.). The process to develop the Bicycle Master Pla bega i May 2014. I order to ivolve the public i the developmet of the Bicycle Master Pla, the project team coducted public egagemet activities throughout the summer. These data icluded measuremets of street ad lae widths, aligmets, traffic couts, motorist ad bicyclist behavior observatios, ad video footage of each proposed bike route usig a GoPro camera. Proposed Bicycle Network Based o the goals ad cotext of the Bicycle Master Pla, alog with the public iput process, a proposed bicycle etwork of o-street ad ed-of-trip facilities was developed by the project team for review by the City ad by the public. This proposed etwork is discussed i Chapter 4. These goals are peripherally related to bicyclig i Dowey via themes such as air quality goals or desig guidelies. The goals ad programs idetified throughout the Dowey Geeral Pla have helped to shape the goals ad directio of the Bicycle Master Pla. Dowtow Dowey Specific Pla The Dowtow Dowey Specific Pla addresses lad use ad developmet i Dowtow Dowey, where much of the future growth is predicted to occur. Figure 2-2 shows the lad use pla for Dowtow Dowey. It also icludes a Mobility Pla that discusses bicycle use i detail. The Pla recommeds a bicycle backboe etwork to provide access to Dowtow from other parts of Dowey. The Mobility Pla recommeds primarily Class III bike routes o Collector/Local streets, with more visible Class II bike lae treatmets o Dowey Aveue ad Brookshire Aveue. The facilities proposed i the Bicycle Master Pla are cosistet with those proposed i the Dowtow Dowey Specific Pla. The Mobility Pla also recommeds Class I bicycle parkig facilities, defied as bicycle storage racks, bicycle lockers, bicycle bars (staffed or ustaffed), to be located ear the Dowey Depot ad the Civic Ceter. Other recommeded ed-of-trip facilities iclude lockers, racks, locker rooms ad showers, to be provided typically by employers. Fially, the Mobility Pla recommeds rest ameities like drikig foutais, beches, picic tables ad law areas, some of which are already provided through the dowtow area. The Bicycle Master Pla expads o the recommedatios i the Dowtow Dowey Specific Pla to ecourage a bicycle parkig policy for ew developmet, desig guidelies, ad sitig guidelies for bicycle parkig. Dowey Muicipal Code The Dowey Muicipal Code curretly requires that residets who ride bicycles o a city street or sidewalk obtai a licese for the bicycle. The bicycle ower obtais a licese for the bicycle from the City or from the bicycle retailer who has bee desigated as a authorized aget by the City (Sectio 3201a ad 3201b). The decal associated with the bicycle licese must be affixed to the bicycle (Sectio 3202). Busiesses which buy secodhad bicycles or sell ew bicycles must make a daily report to the Police Departmet with a list of all sellers/buyers, icludig their ame ad address, the licese umber, ad a descriptio of the bicycle (Sectio 3203). Other requiremets associated with this regulatio relate to the trasfer of owership (Sectio 3204), destructio or alteratio of the licese or decal (Sectio 3205), the fees associated with registratio (Sectio 3206), the creatio of a Bicycle Licese Fud from the fees for the purposes of admiisterig the program ad buildig supportive bicycle facilities (Sectio 3207), ad the associated fie for ocompliace ($5.00) (Sectio 3208). The Muicipal Code cosiders pedestria safety ad pedestria-orieted/- friedly desig (Sectio 9152) i the sectio o Mixed-Use Zoes (Sectio 9316), but does ot iclude similar laguage for bicycle safety or bicyclefriedly desig. Sectio 9530 o trasportatio demad maagemet requires certai actios to be take by oresidetial developmets betwee 25,000 100,000 square feet, icludig bicycle route iformatio ad o-site bicycle facilities posted o a bulleti board, bicycle racks or secure bicycle parkig. For developmets over 100,000 square feet, the above facilities are required as well as safe ad coveiet access from the exteral circulatio system to o-site bicycle parkig facilities (Sectio 9530.06).

City of Dowey Bicycle Master Pla Bicycles are listed i some other parts of the Muicipal Code, alogside pedestrias ad vehicles, as it relates to ladscapig (Sectio 9520) ad sigs (Sectio 9602, 9614). As part of the fidigs that are made for Site Pla Reviews, cosideratio must be give to the fuctioal aspects of the site, icludig automobile ad pedestria circulatio (Sectio 9820.08). Bicycles should be added to this sectio to be cosistet with the other cases where pedestrias, vehicles, ad bicyclists are metioed all together. Dowey Parks ad Recreatio Master Pla The survey summary from the Parks ad Recreatio Master Pla shows that Furma Park ad Apollo Park are the most-utilized spaces i the city. The survey also shows that a majority of respodets would be willig to raise property taxes $20 per year or more for improvemets to existig parks, developmet of trails, or additioal recreatio programs. Recetly, the City aouced plas to istall walkig tracks at several local parks. This potetially shows strog public support for bicycle improvemets if they are tied to park improvemets. The Bicycle Master Pla cosiders these importat commuity resources i the developmet of the proposed o-street bicycle facilities ad bicycle parkig facilities. Gateway Cities Plas ad Policies Gateway Cities Active Trasportatio Pla The Gateway Cities Coucil of Govermets is developig a Active Trasportatio Pla (ATP). This Pla proposes a active trasportatio etwork coectig the cities that are part of the Gateway Cities Coucil of Govermets, icludig the City of Dowey. For example, the bike facility proposed o Columbia Way i Dowey would coect to the proposed regioal bike lae o Clark Ave i the Gateway Cities ATP to provide access to cities south of Dowey, ad the proposed road diet ad bicycle lae o Gardedale is listed i the Gateway Cities ATP as well as the Dowey Bicycle Master Pla. The Gateway Cities ATP also icludes a discussio of support programs, pedestria facilities, trasit statio area improvemets (at selected statios), ad fudig for the proposed improvemets. Gateway Cities Sustaiable Commuities Strategy The Gateway Cities Coucil of Govermets has chose to develop a Sustaiable Commuities Strategy (SCS) rather tha rely o a regioal SCS developed by SCAG. Oly oe other SCAG subregio has decided to do this, out of 14 total subregios. SCAG s SCS (discussed below) is superseded by the GCCOG SCS. The GCCOG SCS is composed of five budles of GHG reductio strategies, icludig: Trasportatio Strategies Trasportatio Demad Maagemet Strategies Lad Use Strategies Regioal Trasportatio Projects, icludig Measure R-fuded projects Iteractive Effects Betwee Lad Use ad Regioal Trasit Projects Some strategies have already bee employed over the last decade; all will be implemeted i the future to reduce subregioal emissios from a 2005 bechmark to target levels by 2020 ad 2035. GCCOG SCS strategies have bee itegrated with regioal trasportatio projects icluded i the 2012 SCAG RTP for the GCCOG area. The tailored, local ature of the Gateway Cities SCS is projected to result i GHG reductios of 8.4 percet per capita by 2020 ad 15 percet per capita by 2035, exceedig regioal targets set by the Califoria Air Resources Board. Both of these documets supplat prior coutywide bicycle plaig documets datig back to 1996. The Strategic Pla is iteded to be used by local cities ad Los Ageles Couty Trasit agecies i settig bicyclerelated priorities that lead to regioal improvemets. The documet discusses the sigificace of bicycle usage with trasit as a way of expadig mobility optios withi the regio. The BTA documet ivetories ad maps existig ad plaed facilities, ad provides iformatio regardig past expeditures by the 89 local jurisdictios withi the couty. The pla also icludes: a listig of 167 bike-trasit hubs i the couty, procedures for evaluatig access to trasit, best-practices i a tool box of desig measures, gaps i the regioal bikeway etwork, ad 12 prototypical bike-trasit hub access plas i differet areas of the couty, icludig a sample bicycle access pla for Metrolik Statios. The Dowey Bicycle Master Pla supports the goals of the BTSP ad BTA by recommedig access improvemets to the Lakewood Gree Lie Statio ad by improvig bicycle access withi LA Couty geerally ad the Gateway Cities regio specifically. LA Couty Bicycle Master Pla The Los Ageles Couty Bicycle Master Pla was adopted by the Los Ageles Couty Board of Supervisors. The Pla was developed by the Los Ageles Couty Public Works Departmet ad a appoited Bicycle Task Force. The Coutywide Bicycle Pla idetifies opportuities for off-street bicycle facilities, o-street bicycle facilities, ad shared-use pathways i uicorporated areas of Los Ageles Couty, icludig those withi ad adjacet to the City of Dowey, icludig the Rio Hodo ad Sa Gabriel River trails. LA Couty Metro First/Last Mile Strategic Pla The Los Ageles Couty Metropolita Trasportatio Authority (Metro) released a draft of their First Last Mile Strategic Pla i late 2013. The goal of this documet is to provide guidelies to improve access to trasit across the couty, ad i doig so, maximize multi-modal beefits. The guidace i this 15

The First Last Mile Strategic Pla cites the existig coditios, both i terms of desig ad safety statistics, ad itroduces the cocept of The Path, a proposed coutywide trasit access etwork, comprised of a series of active trasportatio improvemets that exted to ad from Metro Rail ad BRT statios. The documet also icludes a step-by-step process for idetifyig a Path etwork for ay give statio area ad a toolbox of improvemets that would help establish a Path etwork aroud the statio. The Dowey Bicycle Master Pla supports the goals of the First/Last Mile Strategic Pla by recommedig access improvemets to the Lakewood Gree Lie Statio. LA Couty Metro Cogestio Maagemet Program The LA Couty Metropolita Trasportatio Authority (Metro) adopted the 2010 Cogestio Maagemet Program as the eighth update to a history of cogestio maagemet programs datig back to 1992. The 2010 CMP is a multimodal program, icludig strategies related to the freeways ad streets, the trasit etwork, trasportatio demad maagemet, ad lad use. Jurisdictios are required to coform to the CMP i order to receive fudig from the state gas tax, as allocated by Sectio 2105 of the Califoria Streets ad Highways Code. As part of the process of developig recommedatios for the Dowey Bicycle Master Pla, the project team has goe through itersectiolevel aalysis of the proposed treatmets to esure ogoig coformace to the CMP. Regioal Plas ad Policies Souther Califoria Associatio of Govermets Regioal Trasportatio Pla/Sustaiable Commuities Strategy I 2012, SCAG adopted the 2012 Regioal Trasportatio Pla/Sustaiable Commuities Strategy (RTP/SCS), which itegrates the regio s trasportatio ad lad use plaig. The o-motorized trasportatio sectio provides iformatio regardig existig mode split, bicyclist types, bicycle safety, the Califoria Strategic Highway Safety Pla for bicyclists, ad idetifies implemetatio priorities for local jurisdictios. Of the $524.7 billio trasportatio expeditures i the RTP, $6.9 billio are allocated for omotorized projects. Like the LA Couty Metro SCS discussed above, the SCAG SCS is superseded by the GCCOG sub-regioal SCS but is relevat i uderstadig regioal goals i order to alig the proposed bicycle etwork i Dowey with the rest of the Souther Califoria regio. LA River Ecosystem Restoratio Itegrated Feasibility Report The Uited States Army Corps of Egieers, i partership with the City of Los Ageles, completed the Los Ageles River Ecosystem Restoratio Itegrated Feasibility Report i September 2013. The mai objective of the Tetatively Selected Pla (TSP) ad pla alteratives is restore approximately 11 miles of the Los Ageles River with a more atural habitat, recoect existig tributaries ad habitats, reestablishig the historic flood plai, ad preservig existig levels of flood risk maagemet. The Dowey Bicycle Master Pla addresses coectivity to two other major orth-south regioal bike paths, the Rio Hodo ad the Sa Gabriel River trails. Additioally, proposed east-west facilities i the Dowey Bicycle Master Pla would help coect Dowey residets to the LA River path, improvig overall regioal coectivity. State Policies AB 32/SB 375 Seate Bill (SB) 375 is the implemetatio legislatio for Assembly Bill (AB) 32. AB 32 requires the reductio of greehouse gases (GHG) by 28 percet by the 16

SB 375 tasks metropolita ad regioal plaig agecies with achievig GHG reductios through their Regioal or Metropolita Trasportatio Plas. The reductio of the use the automobile for trip makig is oe method for reducig GHG emissios. This ca be achieved through the use of modes other tha the automobile, such as walkig, bicyclig, or usig trasit. The Dowey Bicycle Master Pla supports the goals of AB32/ SB375 by promotig bicyclig throughout the city, a zero-emissios mode of trasportatio. Califoria Vehicle Code The Califoria Vehicle Code establishes rules ad regulatios for operatig a bicycle o the street i the state of Califoria, which the Dowey Police Departmet is resposible for eforcig. Close adherece ad strict eforcemet of the Vehicle Code for both motorists ad bicyclists would have safety beefits for everyoe i Dowey. The Departmet develops itegrated multimodal projects i balace with commuity goals, plas, ad values. Addressig the safety ad mobility eeds of bicyclists, pedestrias, ad trasit users i all projects, regardless of fudig, is implicit i these objectives. Bicycle, pedestria ad trasit travel is facilitated by creatig complete streets begiig early i system plaig ad cotiuig through project delivery ad maiteace ad operatios. The directive establishes Caltras ow resposibilities uder this policy. Amog the resposibilities that Caltras assigs to various staff positios uder the policy are: Esure bicycle, pedestria, ad trasit iterests are appropriately represeted o iterdiscipliary plaig ad project delivery developmet teams. Esure bicycle, pedestria, ad trasit user eeds are addressed ad deficiecies idetified durig system ad corridor plaig, project iitiatio, scopig, ad programmig. The Califoria Traffic Cotrol Devices Committee is cosiderig the proposed modificatios. Federal Iitiatives US DOT Policy Statemet o Bicycles I additio to local, regioal, ad state plaig iitiatives, the Uited States Departmet of Trasportatio issued a Policy Statemet o Bicycle ad Pedestria Accommodatio Regulatios ad Recommedatios i 2010. EXISTING CONDITIONS AND PUBLIC INPUT Existig ad Future Lad Use ad Settlemet Patters The City of Dowey is a member of the Gateway Cities Coucil of Govermets (GCCOG), which is developig a Active Trasportatio Pla for the regio. This Bicycle Master Pla is the first comprehesive bicycle plaig effort coducted by the city. The City of Dowey experieces mild temperatures ad low levels of raifall. The city is relatively flat, ad crossed by a grid of streets that support easy access to freeways, regioal ecoomic opportuities, local ecoomic ad recreatioal opportuities, ad regioal goods movemet. Patters of commercial ad residetial developmet have resulted i a well-itegrated city which offers short trip-legths to everyday destiatios. These coditios offer both opportuities ad challeges to active modes of trasportatio such as bicyclig. The climate ad topography are ideal for cyclig, ad the itegrated developmet patters throughout the city miimize trip legths, ideal for bicyclig. However, the city is situated alog importat regioal corridors, resultig i a high proportio of truck traffic ad through traffic that could discourage bicyclig. Future lad use ad developmet patters have bee idetified i the Geeral Pla ad the Dowtow Dowey Specific Pla, discussed i the previous chapter. Figure 3-1 shows the areas idetified for future mixed-use developmet, which are ideal locatios to ecourage bicyclig for trasportatio. These cosideratios have shaped the developmet of the proposed bicycle etwork preseted i Chapter 4. The Bicyclig Eviromet Existig ad Future Bicyclig Activity i Dowey Kowig how may people bicycle, ad for what purposes, ca help Dowey develop effective projects ad programs to better serve residets ad residetemployees. A commo term used i describig demad for bicycle facilities is mode split. Mode split refers to the form of trasportatio a perso chooses to take, such as walkig, bicyclig, public trasit or drivig. City of Dowey Bicycle Master Pla Cesus jourey-to-work data fails to capture people who commute by bicycle oe or two days per week. Jourey-to-work data does ot accout for commuters with multiple modes of travel to ad from work, such as commuters that ride a bicycle to a trasit statio before trasferrig to trasit for the remaider of their jourey to work. No separate accoutig of shoppig, school, or recreatioal trips is made i the Cesus; these trips make up more tha half of the perso trips o a typical weekday ad a sigificatly greater proportio o the weeked. These trips also ted to be short to medium i legth ad therefore ca be well suited for bicyclig. Jourey-to-work reports iformatio for adult work trips, but does ot request data o school trips, which are much more likely to be bicyclig trips because school-aged idividuals caot drive util the latter half of their high school years. The SCAG s Year 2000 Post-Cesus Regioal Travel Survey, which surveyed 17,000 households i the six-couty Los Ageles area, foud that oe percet of all trips i the regio are by bicycle. Bicycle commutig rates i Los Ageles Couty have rise sice 2000 (from 0.6% to 0.8%), so it is likely that overall bicycle trips have rise as well. Table 3-2 summarizes bicycle ridership estimates for commute ad ocommute cyclists. Accordig to the 2012 America Commuity Survey (5-year estimates), there were 29,134 studets from grades 1 to 12 ad i college i Dowey. Based o previous data collected i Pomoa, a similarly-sized city i Los Ageles Couty, ad data collected by LA Couty Metro, approximately 2% of studets i elemetary school or college ride a bicycle to school. Based o these assumptios (29,134 x 2%), Dowey would have a estimated 583 studet cyclists. Approximately 1,250 of Dowey workers commute by trasit (reported i the 2012 ACS 5-Year Estimates). Accordig to o-board bus ad rail surveys coducted by Metro i 2001, approximately 1.2% of trasit riders cycle to trasit stops; therefore, Dowey would have about 15 home-to-trasit cyclists (1,250 x 1.2%). The Natioal Bicycle & Walkig Study, published by the Federal Highway Admiistratio i 1995, estimated that for every commute trip made by bicycle, there were 1.74 trips made for shoppig, social, ad other utilitaria purposes. Assumig the average commuter makes two trips per day, we ca estimate the total umber of commute trips to be 1,412 (706 commuters x 2 trips per commuter). We ca the estimate the umber of additioal o-commute trips i Dowey to be 2,457 (1,412 commute trips x 1.74 o-commute trips). Additioally, cyclig is a popular recreatioal activity for all age groups. While portios of this pla are focused o ecouragig bicyclig as a form of trasportatio, recreatioal riders, with ecouragemet, may trasitio to bicyclig commuters. Similarly, recreatioal cyclig ca be a popular family activity, ad childre who ride with parets may be more likely to bike to school or with their frieds. Regardless, Dowey has a mild climate, flat terrai, ad may parks, schools, ad other commuity destiatios withi a 10-miute bicycle ride of dowtow or residetial eighborhoods. The Federal Highway Admiistratio ad U.S. Departmet of Trasportatio released i May 2010 the Natioal Bicycle & Walkig Study: 15 Year Status Report. Future bicycle trips will deped o a umber of factors such as the availability of well-coected facilities, appropriate educatio ad promotio programs desiged to ecourage cyclig, ad locatio, desity, ad type of future lad developmet. Cities with thoughtful bikeway plas ad meaigful implemetatio programs have foud high levels of correlatio betwee bicycle facilities ad umber of cyclists. Three cities with such plas Portlad, Sa Fracisco, ad Seattle foud that the umber of cyclists o a bicycle corridor after it was improved was double or triple the previous cout. More geerally, the 2010 Natioal Bicycle & Walkig Study: 15 Year Status Report foud that betwee 1990 ad 2008 fudig for bike ad pedestria projects icreased from less tha 0.5 percet of federal trasportatio fudig to about oe percet. Over that same time, pedestria ad bicycle trips icreased by about 50 percet. With appropriate bicycle facilities i place ad implemetatio of employer trip reductio programs, the bicycle mode split could icrease sigificatly above its curret rate. Accordig to the methodology adopted by the Los Ageles Couty Metropolita Trasportatio Authority ad outlied i their Bicycle Trasportatio Strategic Pla (Volume 2), cities ca expect to see a 279% icrease i bicyclig upo build-out of a complete bicycle etwork. By expadig bicycle facilities that ecourage a broad cross sectio of bicyclists ad improve safety, Dowey could icrease the curret mode split, which would result i over 10,000 bicycle trips daily by 2020, as show i Table 3-3. Existig Bicycle Facilities ad Programs The Califoria Streets ad Highways Code desigates three classes of bikeways: Class I, Class II, ad Class III. Class I bikeways are also kow as bike paths or shared-use paths. The use of Class II bikeways by motorists or pedestrias is prohibited except to cross the bike lae or to park. Class III bikeways, frequetly referred to as bike routes, are typically desigated o the roadway by sigs ad paited sharrows. Class III bikeways are geerally provided where the vehicle speeds ad volumes of a roadway ted to be lower. Figure 3-2 illustrates the three differet classes of bikeways. Curretly, two regioal Class I bicycle facilities exist i Dowey. The Rio Hodo Bike Path ad the Sa Gabriel River Path ru alog the west ad east sides of the city, respectively. These bicycle paths are popular recreatioal destiatios as well as importat regioal coectors betwee Dowey, the Gateways Cities regio, ad other parts of Los Ageles Couty. Durig Jue ad July 2014, the project team accepted public iput to the Pla at various evets. Project team members talked to the public about the Pla at the Tour De Dowey evet o Saturday, Jue 14, at a special evet at Furma Park o Wedesday, July 2, ad at a Commuity Workshop o Saturday, July 12. Durig the Tour De Dowey evet, project staff maed a iformatio table about the Bicycle Master Pla ad coducted a mappig exercise to solicit iput PCF - - Drivig Uder Ifluece 27

The survey was hosted olie at www.bikedowey.com ad was available at all public outreach evets i paper ad digital format. The survey asked respodets to rate their comfort bicyclig i Dowey, their frequecy of cyclig for specific purposes, ad to idetify challeges ad opportuities for cyclig i the city. Several questios allowed ope-eded resposes to idetify favorite routes, most challegig streets, ad most challegig itersectios for cyclig. I total, 232 survey resposes were collected. The project team aalyzed the survey resposes, documetig commo themes ad terms used i the ope eded resposes. This aalysis was used to determie the frequecy of high priority topics. For example, whe asked what made certai streets challegig to bike o, the most commo themes were volume ad speed of traffic or lack of bike laes. Firestoe Boulevard ad Florece Aveue were the two most frequetly cited challegig to bike o roads. Web Presece A public website (www.bikedowey.com) was developed to support public egagemet ad commuicatio about the Pla. This website hosted the survey discussed above. It also commuicated Pla updates, posted draft versios of the Pla, ad icluded bicycle safety cotet. A Facebook page was also created ad kept up to date with public evets ad progress of the Pla, ad ca be accessed at www.facebook.com/bikedowey. 28

Eighty-five percet of survey respodets thought that the lack of bicycle laes was a obstacle that discouraged people from bikig, ad 80% of respodets thought that speedig was a obstacle that discouraged people from bikig. Developig a comprehesive etwork of bicycle facilities visible to residets of Dowey could ecourage people to cosider ridig a bicycle for the first time ad to ride more ofte. ad survey resposes. Chages to the lae cofiguratios o these arterials could provide sufficiet space for bicycle laes, ecourage motorists to drive more slowly, ad provide coectios throughout the city, while miimally impedig corridor performace ad reducig collisios. Fially, there is a lack of bicycle coectios to some of the most valuable resources i the city. May residets ejoy ridig o the bike paths alog the east ad west sides of the city, but experiece a difficult time bikig to them. Similarly, the Metro Gree Lie Statio provides regioal access to jobs ad resources, but lacks desigated bicycle facilities betwee the statio ad eighborhoods withi Dowey. Figures 3-8 ad 3-9 illustrate the oe-, five-, ad 10-miute bike travel times from the Dowey Civic Ceter, Warre High School, ad the Metro Gree Lie Statio. Figure 3-8 shows the bike travel times whe all streets are icluded i the aalysis; the coverage of the city withi a five-miute bike ride from these three destiatios is relatively comprehesive. Figure 3-9 shows a similar aalysis, excludig streets with six laes. The coverage of the city withi a five-miute bike ride is cosiderably dimiished, particularly from the Metro Gree Lie Statio ad at the edges of the city. The proposed bicycle etwork is desiged coect these destiatios to eighborhoods ad to each other, o comfortable, safe facilities i order to support better multi-modal access through the city. This Bicycle Master Pla proposes a etwork of bicycle facilities icludig routes that could immediately support bicycle laes ad bicycle routes, providig comprehesive coverage of the city to key destiatios, as well as projects that would help maximize the coectivity of facilities throughout the city, improve access to the regioal bike paths, ad provide coectios to adjacet cities. PROPOSED BICYCLE FACILITIES Proposed Bicycle Network Based o the existig coditios i Dowey ad the public iput obtaied throughout the Bicycle Master Pla process, ew bicycle facilities are proposed i two phases. Phase I Phase 1 projects for the proposed bicycle etwork iclude Class II ad Class III bikeways. Table 4-1 summarizes the type, legth, ad locatio of each facility. I total, 31 Phase 1 projects iclude almost 15 miles of Class II bike laes alog with early 19 miles of Class III bike routes. Figure 4-1 illustrates the extet ad coectivity of the proposed facilities for Phase 1. The proposed Class II bikeways alog Woodruff Aveue betwee Firestoe Blvd ad Foster Road could be costructed without ay other chage to the existig cross-sectio of the street. The other proposed Class II bikeways alog Old School River Road, Dowey Aveue, Brookshire Aveue, Columbia Way, Gallati Road ad Stewart ad Gray Road would require a road diet to trasform the street from two laes i both directios ad parkig o both sides to oe lae i each directio with a ceter tur lae ad parkig o both sides. Road diets are traffic calmig tools desiged to ecourage motorists to obey the speed limit, improvig safety for all road users ad adjacet residets. I Dowey, as discussed i the previous chapter, speedig is a particular problem o residetial streets (secodary arterials) that have excess capacity ad width. The road diet reduces average speed, maitais operatioal efficiecy, ad improves safety. I additio, road diets allow the reallocatio of right-of-way from motorists to other uses such as streetscapig or bicycle laes. This will esure that istalled bicycle parkig is accessible ad fuctioal. Both the City of Los Ageles Ordiace ad the Model Califoria Bicycle Parkig Ordiace have good desig ad sitig laguage. The Associatio of Pedestria ad Bicycle Professioals (APBP) Bicycle Parkig Desig Guidelies also provide good sitig laguage alog with accompayig photos ad graphics. The APBP guide ca be provided as a compaio referece to developers ad City desig review staff. Public Right of Way The City should cotiue to provide bicycle parkig i the public right-of-way, particularly alog commercial corridors.
