Page 2 TCBA News News From TCBA Headquarters by Keith Savoie Keith Savoie TCBA President We have changes in the format for the All Star and Wildcard Tournament this year. Proposed Rule Changes for 2018 and 2019 Delegates will be voting on proposed rule changes for the upcoming season. There is one By Law change and 3 Men s Rule changes. 1) By Laws Proposal to change Article IV Membership and Dues (This Rule to take effect for the 2018-2019 Bowling Season) Change section 4. Change the franchise fee from $115.00 to $150.00 Section 4. Each team Franchise will be one hundred fifty dollars ($150,00) per season and must be paid no later than July 1 of each year to guarantee a franchise, but in all cases, must be paid by the start of each season. This money will be paid to the District/Regional Secretary or President of TCBA. All monies collected will be forwarded to the President within fifteen (15) days of collection. All Franchise money will be used solely as prize money for the annual TCBA Playoff awards. These monies may be invested in interest bearing accounts and the interest used as management deems necessary. Failure to pay the franchise fee on time could result in that team forfeiture of games won until paid. The President along with the Executive Board has authority to waive the forfeiture penalty.. Remove rules pertaining to the amount of the Franchise fees from both Men s and Women s individual rules as this pertains to both leagues. 2) Men Only Proposal to change postponed or pre bowled games Rule 10 Bowling Unopposed The District/Regional Secretary must notify the opposing team of a postponement granted. The opposing team will have the option of requesting the Secretary to make arrangements for a head-to-head match, or that may bowl unopposed on the regular scheduled date, with the scores closed except to the District/Regional Sectary. If a team is going to be bowling unopposed, those games must be bowled prior to the next bowling date. Failure to not bowling prior bowling date is a forfeit of said games. 3) Men Only Proposal to change TCBA s Maximum Entering Average Rule 5 Entering Average Section D Team 3. The TCBA will operate on a one thousand and seventy-five (1075) maximum teaming entering average system. The combined entering average of any five (5) member lineup
Page 3 TCBA News Proposed Rule changes continued cannot exceed one thousand seventy-five (1075) at any time during the season. Violation of this rule will result in zero (0) pin fall for the team each game an illegal lineup is used. 4. A team s current average may legally exceed one thousand seventy-five (1075) as long as the team operates under the guidelines of TCBA Rule 5D Team, Item 3. Rule 6 Team Handicap Handicap will be based on ninety percent (90%) of the difference in contesting teams current averages. The team with the lower average will receive the handicap. The team with the higher average will receive zero (0) handicap. All handicap is figured from a base of eight hundred and twenty-five (825). Maximum handicap will be two hundred twenty-five (225) pins per game (six hundred seventy-five (675) pins per series.) Rule 9 Legal Lineups A legal lineup is any lineup in which entering averages total one hundred and seventy-five (1075) or less. 4) Men Only Proposal to change Fine amounts Rule 16 Fines Change 16.1 Change when teams must have shirts, based on when the region starts. 1. All members must have their sponsor shirts (with patches sewn on) by the October 1 (if starting in August) or by November 1 (if starting in September) of each season. Any new member added after the shirt required date, must have a sponsored shirt within thirty (30) days of his first bowling session or be fined. Change 16.1 Change the fine amount 1. If not, a minimum fine of five dollars ($5.00) per bowler will be solicited on all shirtless or patchless members, unless another amount has been established by a District/Regional rule, by the Sergeant-At-Arms and all fines will be turned over to the District/Region Secretary and deposited in the league account.
